Municipalities o Brazil
The municipalities o Brazil (Portuguese: Municípios do Brasil) are admeenistrative diveesions o the Brazilian states. At present date, Brazil haes 5,564 municipalities, makkin the average municipality population 34,361. The average state in Brazil haes 214 municipalities. Roraima is the least subdividit state, wi 15 municipalities, while Minas Gerais is the maist subdividit state, wi 853. The Federal Destrict, whaur the naitional caipital, Brasília, is locatit, canna be dividit in municipalities (accordin the Brazilian Constitution, the Federal Destrict absorbs the constitutional an legal pouers, attributions an obligations o states an municipalities).
The 1988 Brazilian Constitution treats the municipalities as pairts o the Federation an no simply dependent subdiveesions o the states. Each municipality haes an autonomous local govrenment, comprisin a mayor an a legislative body (Câmara Municipal). Baith the local govrenment an the legislative body are directly electit bi the population every fower year. These elections tak place at the same time aw ower the kintra. Each municipality haes the constitutional pouer tae appruiv its awn laws an collects taxes an receives funds frae the state an federal govrenments an aw.[1] Housomeivver, municipal govrenments hae nae judicial pouer, an courts are anerlie organisit at the state or federal level. A subdiveesion o the state judiciary, or comarca, can either correspond tae an individual municipality or encompass several municipalities.
The seat o the municipal admeenistration is denominatit ceety, wi nae consideration frae the law aboot the population, aurie or facilities. The ceety haes the same name o the municipality. Municipalities can be subdividit, anerlie for admeenistrative purposes, in destricts (normally, new municipalities are formit frae these destricts). Ither populatit steids are veelages, but wi nae legal effects or regulation.
Municipalities can be split or mergit tae form new municipalities athin the borders o the state, if the population o the involvit municipalities express a desire tae dae so in a plebiscite.[1] Housomeivver, these must abide bi the Federal Constitution, an shapin exclaves or secedin frae the state or union is expressly forbidden.[1]
