Celem zainspirowanej przez ruch syjonistyczny migracji było odtworzenie żydowskiej siedziby narodowej na historycznym obszarze starożytnego Izraela. Najliczniejszą grupę przyjezdnych tworzyli Żydzi z Polski, których głównym skupiskiem stało się pierwsze żydowskie miasto – Tel Awiw. Jerzy Łazor rozważa zależność między tym wielkim ruchem migracyjnym a wymianą gospodarczą między Polską i Palestyną w latach 1920–1939. Analizuje różnorodne aspekty tej wymiany, począwszy od ruchu turystycznego, przez transport, bankowość, handel, legalne i nielegalne dostawy sprzętu wojskowego, na przepływie kapitału kończąc, a wszystko to na tle burzliwej sytuacji politycznej i gospodarczej omawianego okresu. Był współzałożycielem nielegalnej PPS, organizatorem ruchu spółdzielczego, działaczem wśród wychodźców w wojennej i rewolucyjnej Rosji, wreszcie ministrem spraw wewnętrznych w rządach Ignacego Paderewskiego i Leopolda Skulskiego (1919–20). Został wybrany na prezydenta po zabójstwie Gabriela Narutowicza.
Postać ta znana jest nie tyle ze swych licznych dokonań dla państwa i społeczeństwa, ale z największego dramatu, jaki stał się jego udziałem, czyli zamachu majowego i konieczności stawienia czoła Józefowi Piłsudskiemu, dawnemu druhowi z konspiracji. Dramatyczne spotkanie obu polityków na moście Poniatowskiego z 12 maja 1926 roku oraz rezygnacja z urzędu prezydenta Rzeczypospolitej po kapitulacji wojsk rządowych to najczęściej cała wiedza o obecności Stanisława Wojciechowskiego w najnowszej historii państwa i narodu polskiego. Różnica sił między obydwoma krajami i francuskie inwestycje w polski sektor surowcowy i infrastrukturę powodowały imperialistyczne interpretacje wzajemnych stosunków gospodarczych w obydwu historiografiach. W tekście analizuję historię koncesji kolejowej, udzielonej w 1924 r. polsko-francuskiemu konsorcjum przez władze w Warszawie. Pokazuję, że nawet w ramach asymetrycznych relacji między krajami słabsza strona miała manewr negocjacyjny, a powodzenie przedsięwzięć francuskich firm niekiedy zależało od decyzji Warszawy.

This article explores public reactions to a murder of a foreign managing director running a Frenc... more This article explores public reactions to a murder of a foreign managing director running a French-owned textile factory in interwar Poland. The 1932 killing provoked an intense discussion in the press, which sheds light on Polish identity and narrative strategies used by the elites to rationalize the consequences of Poland's peripheral economic status. The study is based on discourse analysis of over 200 press articles. I argue that commentators saw the killing as the result of French policies in the factory, and interpreted these in turn as the result of either the Polish government's negligence, influenced by Paris's diplomats, or of global capitalism. The most dramatic arguments framed French policies in Żyrardów as a form of colonialism or slavery. This framing was based on the journalists’ perception of French actions as transgressions of two imagined hierarchies: a geo-racial division of the world, and the local hierarchy of labor.

Głównym celem jest analiza negocjacji prowadzonych przez Artura Benisa, a następnie Wacława Olszewicza z francuskimi dyplomatami i bankierami w latach 1920–1922. Autor wskazuje, że wbrew wcześniejszym interpretacjom Polacy byli istotnym podmiotem wpływa- jącym na kierunek i rezultaty negocjacji związanych z przyszłością gospodarczą Górnego Śląska. Niepowodzenie koncepcji utworzenia polsko-francuskiego banku na terytorium przyznanym Polsce tłumaczy niezdecydowaniem Francuzów i zmianą sytuacji gospodarczej w trakcie trwania negocjacji.

France was a major source of capital for interwar Poland, providing funds for mili- tary matérie... more France was a major source of capital for interwar Poland, providing funds for mili- tary matériel, key infrastructural investments, as well as for industry. On the other hand, France pursued an imperialist policy towards Poland, sometimes likened to colonialism. Conventional scholarship on the topic was born within three historiographies: Polish, French, and international, which evolved to some degree independently. Historians used different sources, asked different questions, and only partially knew the works of their peers from other countries. The article shows gaps in existing scholarship and suggests new directions of research, based on an analysis of two main interpretative contexts. One, which places French capital in the broader field of foreign capital activities in Poland, and the other, which focuses on the imperial dimension of French policy. Apart from the lack of a synthesis, which would account for the role of French capital in interwar Po- land, and reconsider the imperialist interpretation by taking Polish agency into account, the author points to two gaps. Existing research does not adequately analyse important topics, such as the mechanisms of French domination; comparisons of French activities with those of companies from other countries, as well as French companies in other states of the region; reactions to French capital in Poland, and the way it shaped Polish identity. Second, important sources remain underutilized, such as the Polish interwar daily press, which contains hundreds of articles on the French, and diplomatic interventions of French companies in the ministries of foreign affairs in both countries.

France was a major source of foreign capital for interwar Poland, both through government loans, ... more France was a major source of foreign capital for interwar Poland, both through government loans, and private investment. The French presence was particularly strong in the extraction and paper industries, in energy production, and in banking. French engagement was partly a consequence of the alliance between the two countries, and can be seen as an element of France’s security policy in the East. Poland was forced to give its ally costly concessions, including special treatment of French companies. Hence, Poland can be seen as the object of quasi-imperial expansion, and in the interwar period the left accused France of colonial policies, Nonetheless, Poland remained the initiating side of many negotiations with the French. In Polish historiography this economic foreign policy to- wards France is often interpreted as a series of costly mistakes. Considering the difficult situation on interwar financial markets, Polish policy can be seen, however, as successful, as it allowed the new state to achieve many of its goals. These included taking over German companies in Silesia, significant investments in infrastructure (including the harbour in Gdynia and the coal trunk line), and outfitting the Polish army. The high cost of French capital was a consequence of the asymmetry of power, and the large needs of the new state.

Zaczęto od niemal pełnej kontroli państwa nad handlem zagranicznym u progu niepodległości, następnie trend stopniowej liberalizacji został przerwany przez wojnę celną z Niemcami i wielki kryzys, zaś ostatnie lata przed wybuchem drugiej wojny światowej były świadkami ponownego przejęcia kontroli nad handlem zagranicznym przez rozbudowane instytucje państwowe. Wzrost zaangażowania państwa wystąpił w zupełnie innym kontekście po zakończeniu wojny wraz z wprowadzoną przez komunistów monopolizacją wymiany międzynarodowej. Po okresie stalinowskim doszło do odwrócenia kierunku zmian i stopniowej liberalizacji wymiany. Początkowo była ona bardzo ograniczona, przy-spieszyła jednak w latach 80., zasadniczy przełom nastąpił zaś w trakcie transformacji gospodarczej po 1989 r. Charakterystyczną konsekwencją integracji gospodarczej następnych lat było scedowanie wielu instrumentów prowadzenia polityki handlowej na instytucje międzynarodowe-przede wszystkim zaś na Unię Europejską. Zarówno w czasie Drugiej, jak i Trzeciej Rzeczypospolitej, polityka handlowa prowadzona była zgodnie z trendami światowymi. Odstępstwem od nich była narzucona z zewnątrz polityka lat komunizmu.

The article explores the coherence of monetary systems in Europe after the Great Depression. It s... more The article explores the coherence of monetary systems in Europe after the Great Depression. It shows that while exchange rates remained more stable than in early 1930s, this was neither the result of international arrangements (the tripartite agreement notwithstanding) nor of well executed monetary policies on the state level, but rather a consequence of the division of the world into blocs, and increased isolation of many states from the world market through exchange control. With international trade increasingly conducted via bilateral clearing agreements, in some countries local currencies became independent of each other via the lack of the mediating effect of prices and specie flows. At the same time, the power of transnational institutions (such as the Economic and Financial Organization of the League of Nations or the Bank for International Settlements) was too small to meaningfully impact these arrangements.

"Monitor Polski" - publikator wydawany przez rządy podległe Radzie Regencyjnej - od lutego do października 1918 roku pełnił dodatkową funkcję pisma publicystycznego, w którym pod niemiecką kontrolą cenzorską wydrukowano 788 artykułów, komentujących bieżące wydarzenia i kreślących wizje przyszłości. Charakter "Monitora" ewoluował od dziennika opinii do czasopisma codziennego, a głównym zagadnieniem omawianym w ostatnich miesiącach jego funkcjonowania w tym charakterze stał się koniec wojny. Wpływ cenzury malał z czasem, choć szeroka krytyka niemieckiej polityki ujawniła się dopiero w październiku. Przez cały okres kluczowym tematem, obok kwestii gospodarczych, pozostawały stosunki z państwami centralnym (prezentowane często poprzez przedruk bez komentarza z prasy niemieckiej) oraz z Ukrainą.

The paper examines how policy towards foreign immigrants evolved under the three different incarn... more The paper examines how policy towards foreign immigrants evolved under the three different incarnations of the Polish state in the twentieth century. The author shows that the Second Polish Republic pursued a policy of limit- ing immigration mostly to protect its labour market, which already suffered from high unemployment. A similarly closed policy under communism was informed by political and security measures. Poland opened up towards foreigners after 1989, with a strong role played by the process of Europeanization. Apart from the EU-informed immigration and refugee policy, Polish authorities also took a more liberal stance in relation to seasonal labour from its Eastern neighbours.

The article follows the evolving migration policy of interwar Poland. It posits that throughout t... more The article follows the evolving migration policy of interwar Poland. It posits that throughout the entire period the state tried to increase the number of emigrants from Poland and restrict the number of immigrants. In different conditions of the 1920s and 1930s, this translated into different actions and institutions. In the 1920s, migration policy was mostly considered a part of a wider array of social policies, and was supervised by the Ministry of Labour and Welfare. In the next decade, with limited opportunities of emigration, the Ministry of Foreign Affairs took the lead, and the policy’s focus changed to searching for available foreign lands for settlement. In general, Polish migration policy failed to achieve its goals, partially because of the state’s weak position on the international scene, and partially due to limited resources allocated to migration endeavours.

Palestine was a major destination for migrating Jews in the interwar period, with around 40 per c... more Palestine was a major destination for migrating Jews in the interwar period, with around 40 per cent of all newcomers coming from Poland. Palestine's fast economic growth was the result of a large import of capital brought by these immigrants. Throughout the period the main goal of the Polish government was to minimise capital transfers to Palestine while trying to sustain Jewish migration. In 1925 an attempt was made to limit the transfers, but political pressure forced the government to reconsider its position. Between 1927 and 1936 capital moved freely between the two countries, but in order to influence its flow, Polish authorities set up two banks in Palestine, and the extent of capital transfers was monitored by a number of governmental agencies. When exchange control was re-established in Poland in 1936, the Jewish Agency in Palestine and the Polish government signed a transfer agreement, which proved inefficient. Poland terminated the agreement in 1938 and set up a new unilateral transfer system in which the Polish side controlled all aspects of capital flows.

W oparciu o międzywojenne analizy podmiotów prywatnych i rządowych agend zaangażowanych w tę wymianę, wskazuje na endemiczne organizacyjne i instytucjonalne problemy tego sektora. Problemy te łączone są następnie z dziedzictwem późnej modernizacji ziem polskich w XIX wieku. Z tej perspektywy, istotne państwowe zaangażowanie w handel zagraniczny i kontrola nad nim mogą być widziane jako kolejny przykład interwencji państwa w celu przyspieszenia modernizacji szczególnie wymagających tego sektorów. Jednocześnie artykuł wskazuje, że ze względu na trudną sytuację gospodarczą polski, pewne działania państwa, potrzebne z perspektywy polityki monetarnej, były niekorzystne dla zmian organizacji sektora handlu zagranicznego.

At the same time, the difficult situation of interwar Poland meant that some governmental actions, while crucial from the point of view of monetary policy, were detrimental to the organisation of the foreign trade sector.

The article explores institutional obstacles to the growth of Polish interwar foreign trade. Looking at interwar analyses of private entities and governmental agencies engaged in the trade, it shows the endemic organisational and institutional problems in the sector, linking them with belated modernisation of Polish lands in the XIX century. Seen in this light, the signifiant governmental engagement in and control of foreign trade can be seen as another example of state intervention trying to cover areas of insufficient modernisation. At the same time, the difficult situation of interwar Poland meant that some governmental actions, while crucial from the point of view of monetary policy, were detrimental to the organisation of the foreign trade sector.
