I want to say that many things you complain about (especially your major complaints) are part of the turn based strategy game genre rather than problems with this game in particular. GalCiv 3 is more like Sid Meier's Civilization but in space, you will be disappointed if you expect an RTS game like Star Wars: Empire at War or Stellaris. The SW game in particular might be more up your alley as there's a lot of tactics involved in space combat (I have won quite a few battles with a much smaller force just by being really good at the game, the AI would be pissed if it had feelings lol).
I definitely agree with your "Where's my fleet?" and "Why no notifications?" complaints though. Galciv 2 handles both better in my opinion as things on the minimap seems to me to be bigger and more distinct and I don't recall seeing the game reset fleet names. Your ships are also alerted when they notice enemy spaceships in orbit IIRC.
