Neorealists, historicizing neorealists, and constructivists dispute the meanings of medieval anarchy and hierarchy in the absence of sovereignty. On the basis of a detailed critique of these approaches, I offer a historically informed and theoretically controlled interpretation of medieval geopolitics revolving around contested social property relations. My interpretation is meta-theoretically guided by dialectical principles. Lordships are the constitutive units of medieval authority, combining economic and political powers and assigning contradictory forms of rationality to their major agents, lords, and peasants. Interlordly competition over land and labor translates directly into distinct forms of geopolitical relations, generating a culture of war. This article provides a new approach, revolving around contested property relations, for theorizi... more This article provides a new approach, revolving around contested property relations, for theorizing the constitution, operation and transformation of geopolitical systems, exemplified with reference to early modern international relations. Against the cross-paradigmatic IR consensus that equates the Westphalian Settlement with the codifica- tion of modern international relations, the article shows to which degree 17th and 18th century European geopolitics remained tied to rather unique pre-modern practices. These cannot be understood on the basis of realist or constructivist premises. In contrast, the theoretical argument is that the proprietary and personalized character of dynastic sovereignty was predicated on pre-capitalist property relations. Dynasti- cism, in turn, translated into historically specific patterns of conflict and cooperation that were fundamentally governed by the competitive logic of geopolitical accumulation. The decisive break to international modernity comes with the rise of the first modern state — England. After the establishment of a capitalist agrarian property regime and the transformation of the English state in the 17th century, post-1688 Britain starts to restructure international relations in a long-term process of geopolitically combined and socially uneven development.

This book rejects a commonplace of European history: that the treaties of Westphalia not only clo... more This book rejects a commonplace of European history: that the treaties of Westphalia not only closed the Thirty Years' War but also inaugurated a new international order driven by the interaction of territorial sovereign states. Benno Teschke, through this thorough and incisive critique, argues that this is not the case. Domestic 'social property relations' shaped international relations in continental Europe down to 1789 and even beyond. The dynastic monarchies that ruled during this time differed from their medieval predecessors in degree and form of personalization, but not in underlying dynamic. 1648, therefore, is a false caesura in the history of international relations. For real change we must wait until relatively recent times and the development of modern states and true capitalism. In effect, it's not until governments are run impersonally, with no function other than the exercise of its monopoly on violence, that modern international relations are born.

Most centrally, it reaffirms the charge of a defective historicisation and theorisation of 'Westphalia' in the discipline of International Relations, while suggesting that a Marxist perspective that emphasises the spatiotemporally differentiated and geopolitically mediated development of Europe is capable of providing a new long-term interpretive framework for the complex codevelopment of capitalism, state building and the interstate system. It thereby pleads for a paradigm-shift in IR Theory and IR Historical Sociology.

Vorliegende Studie unternimmt den Versuch einer theoriegeleiteten Rekonstruktion der
Genese und Entwicklung des europäischen Staatensystems vom Karolingerreich bis zur
Frühneuzeit, verstanden als Untersuchung der Konstitution und des Strukturwandels
internationaler Ordnungen. Sie war ursprünglich konzipiert als kritische Intervention in
den vornehmlich anglo-amerikanischen Diskurs der Theorie und Geschichte internationaler Beziehungen, wandte sich aber im Laufe der Forschungsarbeiten disziplin- und länderübergreifend intensiver der Historischen Soziologie und der Geschichtswissenschaft zu, um ihrem weitgefaßten Untersuchungsgegenstand sowohl empirisch als auch methodisch gerecht zu werden. Das Projekt fiel in eine Periode wachsender Unsicherheit in den „Internationalen Beziehungen“ (IB) nach dem Ende des Kalten Krieges über den ihr eigenen Forschungsgegenstand – der Frage nach der neuen Weltordnung. Sie bleibt bis heute unbeantwortet, abzulesen an den Begriffskadavern – Globalisierung, Global Governance, globale Zivilgesellschaft, Mehrebenenregieren, Hegemonie, Internationalisierung des Staates, Imperium – die der Diskurs der IB seit dem Fall der Mauer erst produziert und dann hinter sich gelassen hat. Gemein bleibt diesen Begriffen allerdings die Vorstellung vom Niedergang, wenn nicht sogar Ende des modernen Nationalstaates und des klassischen Staatensystems, die aufbauend auf dem völkerrechtlichem Souveränitäts-, Territorial- und Gleichheitsprinzipien seit dem ‘Westfälischen Frieden’ von 1648 die moderne geopolitische Ordnung strukturiert hätten. Mit diesem Befund geht der drohende Verlust der IB als eigenständiger Disziplin einher, die sich zumindest in den angloamerikanischen Ländern seit dem Ende des Ersten Weltkrieges von der Politikwissenschaft institutionell emanzipiert und im Verweis auf den ihr spezifischen Objektbereich des „Inter-nationalen“ ihren Status als autonome Wissenschaft legitimiert hatte.
In Kontext dieser Krise der Disziplin versteht sich die Arbeit als Beitrag zu dem Mitte der
90er Jahre einsetzenden ‘historical turn’ in der IB, um die gegenwärtigen geopolitischen
Veränderungen schärfer begrifflich zu fassen. Was heißt moderner Staat? Wann entstand er und was sind seine Konstitutionsbedingungen? Wann und wie entstand das moderne
Staatensystem? Wie kann man geopolitische Beziehungen in staatenlosen Gesellschaften konzeptualisieren? Aber diese Rückbesinnung auf die Geschichte hat, von sehr wenigen Ausnahmen abgesehen, die zentrale Bedeutung, die den Westfälischen Friedensverträgen in den IB beigemessen wird, eher bestätigt als kritisiert. Dieser Gründungsmythos – IBs fons et origo – hat auch die Vielzahl wichtiger historiographischer Publikationen, die anläßlich des 350. Jubiläums des Westfälischen Friedens 1998 erschienen und den Forschungsstand erheblich differenziert haben, als auch den seit mehr als zwei Jahrzehnten vorherrschenden Revisionismus in der Absolutismus-Forschung unbeschadet überstanden. Obwohl IB-Studien konstruktivistischer und post-strukturalistischer Provenienz den Versuch unternommen haben, die historischen Genealogien internationaler Institutionen genauer nachzuzeichnen, konvergieren sie weiterhin in der Annahme, daß das absolutistische Frankreich des 17. Jahrhunderts das klassische Modell für die erste erfolgreiche Konstruktion territorialer Souveränität darstellt, während Artikel 8,2 des Osnabrücker Friedensvertrages, das ius foederis und das ius belli ac pacis, nach wie vor als die rechtliche Kodifizierung der Ûbertragung der Souveränität an die Deutschen Stände zitiert wird – das angebliche Ende des Heiligen Römischen Reiches Deutscher Nation. In dieser Perspektive mutiert ‘Westphalia’ zu einer Chiffre, die die moderne Weltordnung auf der Grundlage des Modells des territorial begrenzten, politisch autonomen und souveränen Nationalstaates konzipiert, dem eine nach-westfälische fluide, amorphe und ent-territorialisierte geopolitische Konfiguration ohne festes Zentrum politischer Macht entgegengestellt wird. In diesem Szenario steht ‘Westphalia’ für Moderne, während ‘post-Westphalia’ die Postmoderne einläutet.
Der ‘Mythos 1648’ versteht sich in erster Linie als Kritik dieser disziplindefinierenden
Grundnorm, der die Periodisierung und Konzeptionalisierung internationaler Beziehungen im gegenwärtigen Diskurs der IB strukturiert. Aber die entscheidende Neuerung
erschöpft sich nicht in der empirischen Korrektur eines historischen Mißverständnisses,
sondern gründet in dem Entwurf einer theoriegeleiteten Neuinterpretation der langfristigen Entwicklung des europäischen Staatensystems, der die Konstitution, die Funktionsweise und die Transformation historisch je verschiedener geopolitischer Systeme theoretisch klären soll. Dabei läßt diese Studie nicht nur die Literatur der IB hinter sich, sondern bezieht eine doppelte intellektuelle Position: zum einen gegen die neo-weberianische Renaissance in der Historischen Soziologie, die die frühneuzeitlichen Staatenbildungsprozesse primär anhand des Modells des Modernisierungs- und Rationalisierungsdruckes militärischer und geopolitischer Rivalität erklärt; zum anderen in Abgrenzung zum orthodoxen Marxismus, der die Staatenbildung primär durch Kommerzialisierung und Überseehandel erklärt und behauptet, daß sich nicht nur der moderne Staat, sondern gleich das gesamte Staatensystem – nämlich die Pluralität von Staaten – aus dem Handelskapitalismus ableiten ließe.
Demgegenüber wird das Programm des sogenannten Politischen Marxismus eingeführt und entwickelt. Er betont die Spezifik regional je unterschiedlicher gesellschaftlicher
Eigentumsverhältnisse, die je spezifisch situierte antagonistische Reproduktionsstrategien und soziale Konflikte bedingen. Diese zeitigen sehr unterschiedliche Ergebnisse hinsichtlich der Formen wirtschaftlicher Entwicklung, politischer Vergemeinschaftung als auch der jeweiligen geopolitischen Beziehungen. Im Ergebnis kann so nicht nur der Nachweis der fundamentalen Varianz geopolitischer Dynamiken in historisch unterschiedlichen Eigentumsregimen erbracht werden, sondern auch die regional divergierenden Entwicklungswege einzelner Gesellschaften erklärt werden, die keiner verallgemeinerbaren Entwicklungslogik gehorchen und dennoch nicht dem ideographischen Verdikt der Kontingenz preisgegeben werden müssen. Schließlich kann auch gezeigt werden, daß das europäische Staatenpluriversum keineswegs eine Funktion des Kapitalismus ist oder von ihm abgeleitet werden kann, sondern die kumulierte Konsequenz der mittelalterlichen und frühneuzeitlichen Klassenkonflikte um Eigentums- und Herrschaftsrechte über Land und Leute, die sich schließlich in einer Pluralität dynastischer Territorien ausdifferenzieren. Dieses Phänomen wird begrifflich gefaßt durch das Konzept der politischen und geopolitischen Akkumulation. Europa als territoriales Pluriversum ist also ein historisches Erbe der vor-kapitalistischen Epoche, in dem sich der Kapitalismus später, zuerst in England, entwickelt und ausbreitet

まず主題として、私は西暦800年から1800年までのヨーロッパにおける地政学的秩序の形成・作動・転換について、新たな解釈を生み出そうとした。このような歴史の再構築のために、我々はカロリング帝国から始め、中世封建時代の地政学と近世絶対主義=王朝的秩序の時代を経て、近代における国際体系の勃興まで旅を重ねていくことになる。歴史叙述でこのような試みを行うことは、IR理論の主流派(リアリズムやコンストラクティヴィズム)、標準的な歴史社会学(ウェーバー学派やネオ・ウェーバー学派の社会学と政治学)、そして規模・時間ともに巨大な社会・政治的転換を扱う正統派のマルクス主義史観に対する批判的な攻撃となろう。私の重要なテーゼのうちのひとつが、1648年のウェストファリア講和条約が重要であったと奉っているIRにお決まりの神話を否定している点にある。彼らはミュンスターとオスナブリュックというドイツの二つの町で結ばれたこの条約こそが、近代国家体系を築き上げたと論じているのだ。私はこれを「1648年の神話」と名づけた。彼らの主張とは裏腹に、私はこの「ウェストファリア体制」が、社会的には17世紀ヨーロッパ大陸の王朝主義的=絶対主義的な地政学に根ざしたものであり、そこで中核となる慣習は私物化された主権、王位継承戦争、王朝同士の連合、他者を食い物にしての均衡状態といった、近代の国際関係とはおよそかけ離れた風習であったと論じていく。私に言わせれば、近代の国際関係は、1688年以後のイングランドに登場した資本主義の勃興や近代国家の形成とともに徐々にその姿を現していったのである。近代国家体系とは、階級闘争、経済発展、そして「先進国」イギリスとヨーロッパ大陸の「後進国」とのあいだで世界大のスケールで見られた地政学的な競合関係という三つが、長い時間をかけて相互に作用しあった結果、生み出されたものなのである。
次に理論の面では、ヨーロッパの異なった地域ごとで見られた国家形成と経済発展の多様性を説明するために、本書は社会的財産関係と階級闘争の歴史的変動やその特有な帰結を強調する、政治的マルクス主義にその基礎を置いている。さらに、このような理論は、こうした変化が何世紀にも及ぶ国際紛争と協調のパターンに時代ごとでいかに違いが見られたかも示してくれよう。より具体的に言えば、中世後期から近世にかけてのイングランドに見られた、封建主義から資本主義への移行に関するブレンナー・テーゼこそが、1688年の名誉革命以後に登場したイングランド国家の近代性を論じる際の中心的な基準として役に立ってくれるはずだ。政治的マルクス主義の理論大綱に基づいているため、本書では社会的財産関係というものがいかに物事を左右し、他方で地政学的な圧力から影響を受け、また時には転換させられてきたのかを示すことになる。この点で本書は、社会的財産関係の有する国内的なダイナミズムが国際関係というより広い磁場といかに相互に関連しあっていたかも示すことになろう。理論的に新しい点は、国際的な領域の因果関連を、ヨーロッパ全体に見られたお互いに連動しあいながらも地域ごとで異なる発展の総合的な説明に結びつけたところにある。このような視点は、「社会的には不平等ながらも地政学的には連動しあった発展」という考え方に帰着する。これこそ国際関係の歴史社会学にとっての新しい理論の中心主題となるものなのである。
ヨーロッパ国家体系の起源と発展に関するこのような再構築に基づき、本書は、19世紀から20世紀にかけてヨーロッパさらには世界大のスケールで、資本主義と国家形成とが手と手を取り合って発展を遂げていったことを理解するための、新たなる研究課題の礎を築くことになろう。

テシィケはこれまでに極めて精力的な研究活動を続けており、単著・共著・論文など多数あるが、その彼の代表作とも言うべきものが本書『1648年の神話』である。同書は、マルクス主義史学に基づく優れた研究に与えられる、アイザック・ドイッチャー記念賞を受賞し(2003年度)、2007年には新たな導入部を加えてドイツ語版も刊行された。
本書は、これまで国際関係論の世界で、近代的な主権国家体系がヨーロッパで形成される画期とされてきたウェストファリア講和条約(ドイツ語読みでヴェストファーレン講和条約)が、ヨーロッパに近代的な国家体系を形作ることも、また国家主権で分断された境界線を築き上げることもなかったということを、独自のマルクス主義史観から導き出した「社会的財産関係」の歴史的系譜を紐解くことで明らかにした作品である。当然のことながら、刊行と同時に、国際政治学や歴史学の学界で大きな反響を呼び起こした。

Автор показывает, что внутригосударственные «общественные отношения собственности» оказывали определяющее влияние на международные отношения по меньшей мере до начала Великой французской революции. Династические монархии, правившие в это время, отличались от своих средневековых предшественниц степенью и формой персонализации власти, но не ее основополагающей логикой. Действительные перемены произошли относительно недавно и были связаны с развитием современных государств и капитализма. Современная система международных отношений возникла только после того, как правительства начали править безлично, ограничив свои функции осуществлением монополии на насилие.

Uluslararası ilişkiler düşünüldüğünde, 1648 tarihi ve bu tarihin çağrıştırdığı Westphalia Barışı böyle bir özelliğe sahiptir: Ulus-devletin tanımlanması, Ortaçağ’dan modern zamanlara geçiş, modern anlamıyla uluslararası ilişkilerin oluşumu vb. çok uzun yıllar boyunca hep bu ikisiyle ilişkilendirilmiştir.
Genç kuşak kuramcılardan Benno Teschke bu yaygın kabule Charles Tilly’nin tabiriyle “sosyolojinin tarihle karşılaştığı” yerden, tarihsel sosyoloji penceresinden eleştirel bir yaklaşım, radikal bir itiraz getiriyor. Teschke’ye göre, yaşananlar bir yandan tek bir tarihe, tek bir olguya sığdırılamayacak kadar büyük ölçekli, uzun soluklu, kademeli bir dönüşümün safhaları; diğer yandan, “büyük adamların” imza attıkları antlaşmaların çok ötesinde mülkiyet ilişkileri, sınıf yapısı, iktisadi cephe, toplumsal doku, jeopolitik gibi etkenleri içeren karmaşık, çok boyutlu bir sürecin sonucu.

Avtor je zanjo prejel prestižno nagrado Isaaca Deutscherja, saj je razvil alternativni teoretski okvir, ki je omogočil izvirno rekonstrukcijo pomena leta 1648 v širšem zgodovinskem kontinuumu nastanka evropskega sistema držav. Vestfalske mirovne dogovore je demistificiral z natančno analizo družbenih lastninskih odnosov razvoja in dinamike evropskega sistema držav med 8. in 18. stoletjem. Ovrgel je splošno uveljavljeno predstavo, ki je sčasoma postala konstitutivni utemeljitveni mit mednarodnih odnosov, namreč da je vestfalski mir, s katerim se je končala tridesetletna vojna na območju Svetega rimskega cesarstva, inavguriral nov mednarodni red. Ta naj bi ustoličil zasnovo teritorialnih suverenih držav, formaliziral odnose med njimi in s tem nadomestil stara fevdalna razmerja, osebno oblast ter nadvlado Imperija in Cerkve; z ločitvijo politike in religije naj bi uveljavil idejo samoodločbe, s tem pa načelo mirnega sožitja med enakopravnimi članicami mednarodne družbe, kar je sestavljalo temelje mednarodnega prava, politike nevmešavanja in verske strpnosti, temelje sodobnih držav. Klasični vestfalski sistem držav naj bi bil zato merilo obravnavanja strukture moderne svetovne politike.
V nasprotju s tem knjiga dokazuje, da leto 1648 še zdaleč ni pomenilo preboja v dobo novoveških meddržavnih odnosov, ampak vrhunec obdobja nastajanja absolutistične države; pomenilo je priznanje in ureditev mednarodnih, natančneje, meddinastičnih odnosov absolutističnih, dinastičnih državnih tvorb. Dinastične monarhije so se po obsegu in obliki osebne oblasti sicer res razlikovale od srednjeveških oblik, vendar so ostala temeljna razmerja nespremenjena. Da bi pokazali, da vestfalska ureditev po značaju ni bila novoveška, je treba razkriti družbene odnose suverenosti, na katerih je temeljila. Periodizacija torej nikakor ni nedolžno početje, ni le pedagoški ali hevristični postopek za označevanje neoznačenega zgodovinskega toka, in zgodovinskim dejstvom ne moremo vsiliti nobene nadzgodovinske teorije splošne krize. Avtor obenem opozarja na metodološko in politično škodljivost abstraktnih pristopov proučevanja, na nekritično deskriptivnost in reduciranje raziskovanja na pozitivizem.
Knjiga je razdeljena je na 8 glavnih poglavij: v prvem analizira vplivne razlage zgodovinskega razvoja evropskega sistema držav v okviru mednarodnih odnosov, v drugem rekonstruira izvor in razvoj evropskega sistema držav s kritičnim prispevkom k nedokončani razpravi o srednjem veku v okviru mednarodnih odnosov, v tretjem obravnava zgodovino družbenih odnosov zemljiškega gospostva, v četrtem rekonstrukcijo zgodovine prekine z nekaj temeljnimi teoretskimi razjasnitvami, na podlagi katerih v petem poglavju nadaljuje rekonstrukcijo zgodovine z analizo razvoja in narave absolutizma v Franciji, vodilni podpisnici vestfalske mirovne pogodbe, v šestem poglavju obravnava značilnosti in dinamiko zgodnjenovoveške mednarodne politične ekonomije in nasprotuje trditvi, da je novoveški svetovni sistem nastal v »dolgem 16. stoletju«, v sedmem poglavju pa se loti osrednjega mita mednarodnih odnosov, da se je z vestfalskim mirom in dogovori začela doba novoveških mednarodnih odnosov. Na podlagi teze, da dinastična suverenost nima novoveških značilnosti, podrobno analizira meddinastične odnose v vestfalski dobi, poglavje pa konča z novo razlago besedila določb vestfalskih mirovnih pogodb, ki pokaže, kako so leta 1648 izrazili in uzakonili družbene in geopolitične odnose absolutistične suverenosti. V sklepnem poglavju pokaže, da novoveški mednarodni odnosi izvirajo iz nastanka kapitalizma v zgodnjenovoveški Angliji, pri čemer pa v ustroju mednarodnih odnosov ni prišlo do nenadnega »strukturnega preloma« med zgodnjenovoveško in novoveško politiko, ampak je šlo za kombinacijo različnih državnih in družbenih tvorb v zgodnjenovoveški Evropi, ki jih je treba teoretsko obravnavati kot »mešane primere«. Medtem ko je bil endogeni razvoj kapitalizma značilen le za Anglijo, njegova širitev ni bila nadnacionalni, ampak geopolitično posredovani proces, v katerem so se dinastične države na celini preobrazile v novoveške države v okviru dolgoročnega, geopolitično kombiniranega in družbenopolitično neenakega razvoja. V tem okviru so bili mednarodni odnosi v Evropi 19. stoletja v glavnem stvar soočanja s pritiski modernizacije, ki jih je povzročala nova britanska državna in družbena tvorba, ki je imela konkurenčno in primerjalno ekonomsko prednost pred celinskimi državami. Zato so bili državni razredi prisiljeni iznajti nasprotne strategije, kar je privedlo do številnih »revolucij od zgoraj« oziroma vpeljave kapitalizma. To dolgo obdobje preobrazbe je v Evropi trajalo od leta 1688 do prve svetovne vojne, drugod po svetu pa še dlje.
Knjiga je namenjana najširšemu krogu bralstva in je izvrstna popotnica k Marxovemu Kapitalu in Hobsbawmovim študijam.

This article criticizes contemporary attempts within the Marxist tradition to understand the curr... more This article criticizes contemporary attempts within the Marxist tradition to understand the current juncture of international relations in terms of either a return to classical Marxist theories of inter-imperial rivalry or ultra-imperialism. It argues instead to put the debate on a new theoretical footing that is able to capture the rich diversity of international relations and permutations of territorial orders within the entire history of capitalism since its inception in 17 th-century England. It argues specifically that the system of multiple states and capitalism, rather than being causally co-emergent and coconstitutive, have historically different origins. Since the latter emerged within the former, their interrelation is not structurally determined by any 'logic of capital' per se or by a 'logic of anarchy' (or by their intersection). Rather, profound variations in capitalist international orders result from the contested construction of diverse projects of territorialization by historically situated capitalist classes and states. They are neither subject to an evolutionary long-term logic of globalization and global state-formation, nor to a recurring logic of inter-imperial rivalry, but far exceed the limits of these narrow options.

This chapter provides a new interpretation of early 18th Century British grand strategy formation... more This chapter provides a new interpretation of early 18th Century British grand strategy formation, its institutionalisation in the Peace of Utrecht (1713), and its impact on post-conflict 18th C international order from within the discipline of International Relations. The historical argument is that 'Utrecht' codified a new and unique type of British grand strategy-the dual 'blue-water policy'-for the geopolitical management of European international relations and beyond. It cleaved into a defensive policy towards the Continent, involving the 'rationalisation' , i.e. de-ideologisation, deconfessionalisation, and de-territorialisation of Britain's continental objectives, plus the invention and active manipulation of power balancing towards continental rivals; and an offensive policy overseas, expressed in the unilateral pursuit of oceanic mercantile primacy. This strategy was grounded in an altered institutional foreign policy context-the post-1688 'revolution in foreign affairs'-subsequent to constitutional changes in the British polity during the 17th C Revolution. The British peace plan, enacted at Utrecht, constitutes a sui generis phenomenon that cannot be exhaustively captured with prevailing IR concepts, including hegemony, formal or informal imperialism, automatic power-balancing, international society, collective security, or hierarchy. Theoretically, the chapter adopts a historicist method to re-craft attempts within critical International Historical Sociology in the direction of a Historical Sociology of International Politics to escape the structuralist-functionalist trap.

Historical Sociology of International Politics by Professor Benno Teschke
Vorliegende Studie unternimmt den Versuch einer theoriegeleiteten Rekonstruktion der
Genese und Entwicklung des europäischen Staatensystems vom Karolingerreich bis zur
Frühneuzeit, verstanden als Untersuchung der Konstitution und des Strukturwandels
internationaler Ordnungen. Sie war ursprünglich konzipiert als kritische Intervention in
den vornehmlich anglo-amerikanischen Diskurs der Theorie und Geschichte internationaler Beziehungen, wandte sich aber im Laufe der Forschungsarbeiten disziplin- und länderübergreifend intensiver der Historischen Soziologie und der Geschichtswissenschaft zu, um ihrem weitgefaßten Untersuchungsgegenstand sowohl empirisch als auch methodisch gerecht zu werden. Das Projekt fiel in eine Periode wachsender Unsicherheit in den „Internationalen Beziehungen“ (IB) nach dem Ende des Kalten Krieges über den ihr eigenen Forschungsgegenstand – der Frage nach der neuen Weltordnung. Sie bleibt bis heute unbeantwortet, abzulesen an den Begriffskadavern – Globalisierung, Global Governance, globale Zivilgesellschaft, Mehrebenenregieren, Hegemonie, Internationalisierung des Staates, Imperium – die der Diskurs der IB seit dem Fall der Mauer erst produziert und dann hinter sich gelassen hat. Gemein bleibt diesen Begriffen allerdings die Vorstellung vom Niedergang, wenn nicht sogar Ende des modernen Nationalstaates und des klassischen Staatensystems, die aufbauend auf dem völkerrechtlichem Souveränitäts-, Territorial- und Gleichheitsprinzipien seit dem ‘Westfälischen Frieden’ von 1648 die moderne geopolitische Ordnung strukturiert hätten. Mit diesem Befund geht der drohende Verlust der IB als eigenständiger Disziplin einher, die sich zumindest in den angloamerikanischen Ländern seit dem Ende des Ersten Weltkrieges von der Politikwissenschaft institutionell emanzipiert und im Verweis auf den ihr spezifischen Objektbereich des „Inter-nationalen“ ihren Status als autonome Wissenschaft legitimiert hatte.
In Kontext dieser Krise der Disziplin versteht sich die Arbeit als Beitrag zu dem Mitte der
90er Jahre einsetzenden ‘historical turn’ in der IB, um die gegenwärtigen geopolitischen
Veränderungen schärfer begrifflich zu fassen. Was heißt moderner Staat? Wann entstand er und was sind seine Konstitutionsbedingungen? Wann und wie entstand das moderne
Staatensystem? Wie kann man geopolitische Beziehungen in staatenlosen Gesellschaften konzeptualisieren? Aber diese Rückbesinnung auf die Geschichte hat, von sehr wenigen Ausnahmen abgesehen, die zentrale Bedeutung, die den Westfälischen Friedensverträgen in den IB beigemessen wird, eher bestätigt als kritisiert. Dieser Gründungsmythos – IBs fons et origo – hat auch die Vielzahl wichtiger historiographischer Publikationen, die anläßlich des 350. Jubiläums des Westfälischen Friedens 1998 erschienen und den Forschungsstand erheblich differenziert haben, als auch den seit mehr als zwei Jahrzehnten vorherrschenden Revisionismus in der Absolutismus-Forschung unbeschadet überstanden. Obwohl IB-Studien konstruktivistischer und post-strukturalistischer Provenienz den Versuch unternommen haben, die historischen Genealogien internationaler Institutionen genauer nachzuzeichnen, konvergieren sie weiterhin in der Annahme, daß das absolutistische Frankreich des 17. Jahrhunderts das klassische Modell für die erste erfolgreiche Konstruktion territorialer Souveränität darstellt, während Artikel 8,2 des Osnabrücker Friedensvertrages, das ius foederis und das ius belli ac pacis, nach wie vor als die rechtliche Kodifizierung der Ûbertragung der Souveränität an die Deutschen Stände zitiert wird – das angebliche Ende des Heiligen Römischen Reiches Deutscher Nation. In dieser Perspektive mutiert ‘Westphalia’ zu einer Chiffre, die die moderne Weltordnung auf der Grundlage des Modells des territorial begrenzten, politisch autonomen und souveränen Nationalstaates konzipiert, dem eine nach-westfälische fluide, amorphe und ent-territorialisierte geopolitische Konfiguration ohne festes Zentrum politischer Macht entgegengestellt wird. In diesem Szenario steht ‘Westphalia’ für Moderne, während ‘post-Westphalia’ die Postmoderne einläutet.
Der ‘Mythos 1648’ versteht sich in erster Linie als Kritik dieser disziplindefinierenden
Grundnorm, der die Periodisierung und Konzeptionalisierung internationaler Beziehungen im gegenwärtigen Diskurs der IB strukturiert. Aber die entscheidende Neuerung
erschöpft sich nicht in der empirischen Korrektur eines historischen Mißverständnisses,
sondern gründet in dem Entwurf einer theoriegeleiteten Neuinterpretation der langfristigen Entwicklung des europäischen Staatensystems, der die Konstitution, die Funktionsweise und die Transformation historisch je verschiedener geopolitischer Systeme theoretisch klären soll. Dabei läßt diese Studie nicht nur die Literatur der IB hinter sich, sondern bezieht eine doppelte intellektuelle Position: zum einen gegen die neo-weberianische Renaissance in der Historischen Soziologie, die die frühneuzeitlichen Staatenbildungsprozesse primär anhand des Modells des Modernisierungs- und Rationalisierungsdruckes militärischer und geopolitischer Rivalität erklärt; zum anderen in Abgrenzung zum orthodoxen Marxismus, der die Staatenbildung primär durch Kommerzialisierung und Überseehandel erklärt und behauptet, daß sich nicht nur der moderne Staat, sondern gleich das gesamte Staatensystem – nämlich die Pluralität von Staaten – aus dem Handelskapitalismus ableiten ließe.
Demgegenüber wird das Programm des sogenannten Politischen Marxismus eingeführt und entwickelt. Er betont die Spezifik regional je unterschiedlicher gesellschaftlicher
Eigentumsverhältnisse, die je spezifisch situierte antagonistische Reproduktionsstrategien und soziale Konflikte bedingen. Diese zeitigen sehr unterschiedliche Ergebnisse hinsichtlich der Formen wirtschaftlicher Entwicklung, politischer Vergemeinschaftung als auch der jeweiligen geopolitischen Beziehungen. Im Ergebnis kann so nicht nur der Nachweis der fundamentalen Varianz geopolitischer Dynamiken in historisch unterschiedlichen Eigentumsregimen erbracht werden, sondern auch die regional divergierenden Entwicklungswege einzelner Gesellschaften erklärt werden, die keiner verallgemeinerbaren Entwicklungslogik gehorchen und dennoch nicht dem ideographischen Verdikt der Kontingenz preisgegeben werden müssen. Schließlich kann auch gezeigt werden, daß das europäische Staatenpluriversum keineswegs eine Funktion des Kapitalismus ist oder von ihm abgeleitet werden kann, sondern die kumulierte Konsequenz der mittelalterlichen und frühneuzeitlichen Klassenkonflikte um Eigentums- und Herrschaftsrechte über Land und Leute, die sich schließlich in einer Pluralität dynastischer Territorien ausdifferenzieren. Dieses Phänomen wird begrifflich gefaßt durch das Konzept der politischen und geopolitischen Akkumulation. Europa als territoriales Pluriversum ist also ein historisches Erbe der vor-kapitalistischen Epoche, in dem sich der Kapitalismus später, zuerst in England, entwickelt und ausbreitet

次に理論の面では、ヨーロッパの異なった地域ごとで見られた国家形成と経済発展の多様性を説明するために、本書は社会的財産関係と階級闘争の歴史的変動やその特有な帰結を強調する、政治的マルクス主義にその基礎を置いている。さらに、このような理論は、こうした変化が何世紀にも及ぶ国際紛争と協調のパターンに時代ごとでいかに違いが見られたかも示してくれよう。より具体的に言えば、中世後期から近世にかけてのイングランドに見られた、封建主義から資本主義への移行に関するブレンナー・テーゼこそが、1688年の名誉革命以後に登場したイングランド国家の近代性を論じる際の中心的な基準として役に立ってくれるはずだ。政治的マルクス主義の理論大綱に基づいているため、本書では社会的財産関係というものがいかに物事を左右し、他方で地政学的な圧力から影響を受け、また時には転換させられてきたのかを示すことになる。この点で本書は、社会的財産関係の有する国内的なダイナミズムが国際関係というより広い磁場といかに相互に関連しあっていたかも示すことになろう。理論的に新しい点は、国際的な領域の因果関連を、ヨーロッパ全体に見られたお互いに連動しあいながらも地域ごとで異なる発展の総合的な説明に結びつけたところにある。このような視点は、「社会的には不平等ながらも地政学的には連動しあった発展」という考え方に帰着する。これこそ国際関係の歴史社会学にとっての新しい理論の中心主題となるものなのである。
ヨーロッパ国家体系の起源と発展に関するこのような再構築に基づき、本書は、19世紀から20世紀にかけてヨーロッパさらには世界大のスケールで、資本主義と国家形成とが手と手を取り合って発展を遂げていったことを理解するための、新たなる研究課題の礎を築くことになろう。

テシィケはこれまでに極めて精力的な研究活動を続けており、単著・共著・論文など多数あるが、その彼の代表作とも言うべきものが本書『1648年の神話』である。同書は、マルクス主義史学に基づく優れた研究に与えられる、アイザック・ドイッチャー記念賞を受賞し(2003年度)、2007年には新たな導入部を加えてドイツ語版も刊行された。
本書は、これまで国際関係論の世界で、近代的な主権国家体系がヨーロッパで形成される画期とされてきたウェストファリア講和条約(ドイツ語読みでヴェストファーレン講和条約)が、ヨーロッパに近代的な国家体系を形作ることも、また国家主権で分断された境界線を築き上げることもなかったということを、独自のマルクス主義史観から導き出した「社会的財産関係」の歴史的系譜を紐解くことで明らかにした作品である。当然のことながら、刊行と同時に、国際政治学や歴史学の学界で大きな反響を呼び起こした。

V nasprotju s tem knjiga dokazuje, da leto 1648 še zdaleč ni pomenilo preboja v dobo novoveških meddržavnih odnosov, ampak vrhunec obdobja nastajanja absolutistične države; pomenilo je priznanje in ureditev mednarodnih, natančneje, meddinastičnih odnosov absolutističnih, dinastičnih državnih tvorb. Dinastične monarhije so se po obsegu in obliki osebne oblasti sicer res razlikovale od srednjeveških oblik, vendar so ostala temeljna razmerja nespremenjena. Da bi pokazali, da vestfalska ureditev po značaju ni bila novoveška, je treba razkriti družbene odnose suverenosti, na katerih je temeljila. Periodizacija torej nikakor ni nedolžno početje, ni le pedagoški ali hevristični postopek za označevanje neoznačenega zgodovinskega toka, in zgodovinskim dejstvom ne moremo vsiliti nobene nadzgodovinske teorije splošne krize. Avtor obenem opozarja na metodološko in politično škodljivost abstraktnih pristopov proučevanja, na nekritično deskriptivnost in reduciranje raziskovanja na pozitivizem.

Vorliegende Studie unternimmt den Versuch einer theoriegeleiteten Rekonstruktion der
Genese und Entwicklung des europäischen Staatensystems vom Karolingerreich bis zur
Frühneuzeit, verstanden als Untersuchung der Konstitution und des Strukturwandels
internationaler Ordnungen. Sie war ursprünglich konzipiert als kritische Intervention in
den vornehmlich anglo-amerikanischen Diskurs der Theorie und Geschichte internationaler Beziehungen, wandte sich aber im Laufe der Forschungsarbeiten disziplin- und länderübergreifend intensiver der Historischen Soziologie und der Geschichtswissenschaft zu, um ihrem weitgefaßten Untersuchungsgegenstand sowohl empirisch als auch methodisch gerecht zu werden. Das Projekt fiel in eine Periode wachsender Unsicherheit in den „Internationalen Beziehungen“ (IB) nach dem Ende des Kalten Krieges über den ihr eigenen Forschungsgegenstand – der Frage nach der neuen Weltordnung. Sie bleibt bis heute unbeantwortet, abzulesen an den Begriffskadavern – Globalisierung, Global Governance, globale Zivilgesellschaft, Mehrebenenregieren, Hegemonie, Internationalisierung des Staates, Imperium – die der Diskurs der IB seit dem Fall der Mauer erst produziert und dann hinter sich gelassen hat. Gemein bleibt diesen Begriffen allerdings die Vorstellung vom Niedergang, wenn nicht sogar Ende des modernen Nationalstaates und des klassischen Staatensystems, die aufbauend auf dem völkerrechtlichem Souveränitäts-, Territorial- und Gleichheitsprinzipien seit dem ‘Westfälischen Frieden’ von 1648 die moderne geopolitische Ordnung strukturiert hätten. Mit diesem Befund geht der drohende Verlust der IB als eigenständiger Disziplin einher, die sich zumindest in den angloamerikanischen Ländern seit dem Ende des Ersten Weltkrieges von der Politikwissenschaft institutionell emanzipiert und im Verweis auf den ihr spezifischen Objektbereich des „Inter-nationalen“ ihren Status als autonome Wissenschaft legitimiert hatte.
In Kontext dieser Krise der Disziplin versteht sich die Arbeit als Beitrag zu dem Mitte der
90er Jahre einsetzenden ‘historical turn’ in der IB, um die gegenwärtigen geopolitischen
Veränderungen schärfer begrifflich zu fassen. Was heißt moderner Staat? Wann entstand er und was sind seine Konstitutionsbedingungen? Wann und wie entstand das moderne
Staatensystem? Wie kann man geopolitische Beziehungen in staatenlosen Gesellschaften konzeptualisieren? Aber diese Rückbesinnung auf die Geschichte hat, von sehr wenigen Ausnahmen abgesehen, die zentrale Bedeutung, die den Westfälischen Friedensverträgen in den IB beigemessen wird, eher bestätigt als kritisiert. Dieser Gründungsmythos – IBs fons et origo – hat auch die Vielzahl wichtiger historiographischer Publikationen, die anläßlich des 350. Jubiläums des Westfälischen Friedens 1998 erschienen und den Forschungsstand erheblich differenziert haben, als auch den seit mehr als zwei Jahrzehnten vorherrschenden Revisionismus in der Absolutismus-Forschung unbeschadet überstanden. Obwohl IB-Studien konstruktivistischer und post-strukturalistischer Provenienz den Versuch unternommen haben, die historischen Genealogien internationaler Institutionen genauer nachzuzeichnen, konvergieren sie weiterhin in der Annahme, daß das absolutistische Frankreich des 17. Jahrhunderts das klassische Modell für die erste erfolgreiche Konstruktion territorialer Souveränität darstellt, während Artikel 8,2 des Osnabrücker Friedensvertrages, das ius foederis und das ius belli ac pacis, nach wie vor als die rechtliche Kodifizierung der Ûbertragung der Souveränität an die Deutschen Stände zitiert wird – das angebliche Ende des Heiligen Römischen Reiches Deutscher Nation. In dieser Perspektive mutiert ‘Westphalia’ zu einer Chiffre, die die moderne Weltordnung auf der Grundlage des Modells des territorial begrenzten, politisch autonomen und souveränen Nationalstaates konzipiert, dem eine nach-westfälische fluide, amorphe und ent-territorialisierte geopolitische Konfiguration ohne festes Zentrum politischer Macht entgegengestellt wird. In diesem Szenario steht ‘Westphalia’ für Moderne, während ‘post-Westphalia’ die Postmoderne einläutet.
Der ‘Mythos 1648’ versteht sich in erster Linie als Kritik dieser disziplindefinierenden
Grundnorm, der die Periodisierung und Konzeptionalisierung internationaler Beziehungen im gegenwärtigen Diskurs der IB strukturiert. Aber die entscheidende Neuerung
erschöpft sich nicht in der empirischen Korrektur eines historischen Mißverständnisses,
sondern gründet in dem Entwurf einer theoriegeleiteten Neuinterpretation der langfristigen Entwicklung des europäischen Staatensystems, der die Konstitution, die Funktionsweise und die Transformation historisch je verschiedener geopolitischer Systeme theoretisch klären soll. Dabei läßt diese Studie nicht nur die Literatur der IB hinter sich, sondern bezieht eine doppelte intellektuelle Position: zum einen gegen die neo-weberianische Renaissance in der Historischen Soziologie, die die frühneuzeitlichen Staatenbildungsprozesse primär anhand des Modells des Modernisierungs- und Rationalisierungsdruckes militärischer und geopolitischer Rivalität erklärt; zum anderen in Abgrenzung zum orthodoxen Marxismus, der die Staatenbildung primär durch Kommerzialisierung und Überseehandel erklärt und behauptet, daß sich nicht nur der moderne Staat, sondern gleich das gesamte Staatensystem – nämlich die Pluralität von Staaten – aus dem Handelskapitalismus ableiten ließe.
Demgegenüber wird das Programm des sogenannten Politischen Marxismus eingeführt und entwickelt. Er betont die Spezifik regional je unterschiedlicher gesellschaftlicher
Eigentumsverhältnisse, die je spezifisch situierte antagonistische Reproduktionsstrategien und soziale Konflikte bedingen. Diese zeitigen sehr unterschiedliche Ergebnisse hinsichtlich der Formen wirtschaftlicher Entwicklung, politischer Vergemeinschaftung als auch der jeweiligen geopolitischen Beziehungen. Im Ergebnis kann so nicht nur der Nachweis der fundamentalen Varianz geopolitischer Dynamiken in historisch unterschiedlichen Eigentumsregimen erbracht werden, sondern auch die regional divergierenden Entwicklungswege einzelner Gesellschaften erklärt werden, die keiner verallgemeinerbaren Entwicklungslogik gehorchen und dennoch nicht dem ideographischen Verdikt der Kontingenz preisgegeben werden müssen. Schließlich kann auch gezeigt werden, daß das europäische Staatenpluriversum keineswegs eine Funktion des Kapitalismus ist oder von ihm abgeleitet werden kann, sondern die kumulierte Konsequenz der mittelalterlichen und frühneuzeitlichen Klassenkonflikte um Eigentums- und Herrschaftsrechte über Land und Leute, die sich schließlich in einer Pluralität dynastischer Territorien ausdifferenzieren. Dieses Phänomen wird begrifflich gefaßt durch das Konzept der politischen und geopolitischen Akkumulation. Europa als territoriales Pluriversum ist also ein historisches Erbe der vor-kapitalistischen Epoche, in dem sich der Kapitalismus später, zuerst in England, entwickelt und ausbreitet

次に理論の面では、ヨーロッパの異なった地域ごとで見られた国家形成と経済発展の多様性を説明するために、本書は社会的財産関係と階級闘争の歴史的変動やその特有な帰結を強調する、政治的マルクス主義にその基礎を置いている。さらに、このような理論は、こうした変化が何世紀にも及ぶ国際紛争と協調のパターンに時代ごとでいかに違いが見られたかも示してくれよう。より具体的に言えば、中世後期から近世にかけてのイングランドに見られた、封建主義から資本主義への移行に関するブレンナー・テーゼこそが、1688年の名誉革命以後に登場したイングランド国家の近代性を論じる際の中心的な基準として役に立ってくれるはずだ。政治的マルクス主義の理論大綱に基づいているため、本書では社会的財産関係というものがいかに物事を左右し、他方で地政学的な圧力から影響を受け、また時には転換させられてきたのかを示すことになる。この点で本書は、社会的財産関係の有する国内的なダイナミズムが国際関係というより広い磁場といかに相互に関連しあっていたかも示すことになろう。理論的に新しい点は、国際的な領域の因果関連を、ヨーロッパ全体に見られたお互いに連動しあいながらも地域ごとで異なる発展の総合的な説明に結びつけたところにある。このような視点は、「社会的には不平等ながらも地政学的には連動しあった発展」という考え方に帰着する。これこそ国際関係の歴史社会学にとっての新しい理論の中心主題となるものなのである。
ヨーロッパ国家体系の起源と発展に関するこのような再構築に基づき、本書は、19世紀から20世紀にかけてヨーロッパさらには世界大のスケールで、資本主義と国家形成とが手と手を取り合って発展を遂げていったことを理解するための、新たなる研究課題の礎を築くことになろう。

テシィケはこれまでに極めて精力的な研究活動を続けており、単著・共著・論文など多数あるが、その彼の代表作とも言うべきものが本書『1648年の神話』である。同書は、マルクス主義史学に基づく優れた研究に与えられる、アイザック・ドイッチャー記念賞を受賞し(2003年度)、2007年には新たな導入部を加えてドイツ語版も刊行された。
本書は、これまで国際関係論の世界で、近代的な主権国家体系がヨーロッパで形成される画期とされてきたウェストファリア講和条約(ドイツ語読みでヴェストファーレン講和条約)が、ヨーロッパに近代的な国家体系を形作ることも、また国家主権で分断された境界線を築き上げることもなかったということを、独自のマルクス主義史観から導き出した「社会的財産関係」の歴史的系譜を紐解くことで明らかにした作品である。当然のことながら、刊行と同時に、国際政治学や歴史学の学界で大きな反響を呼び起こした。

intelektualnega v lastno intelektualno samoopredelitev – tako teoretsko, v smislu osnovne terminologije, kot historiografsko, v smislu stopnje, po kateri mednarodno ni pojmovano preprosto kot derivat domačih teženj, ampak kot bistvena sestavina za splošno rekonstrukcijo zgodovinskega toka. Trdim, da je prav odsotnost mednarodnega razlog za mnoge probleme sodobne marksistične analize buržoaznih revolucij in državnih formacij. To bom utemeljil v štirih korakih: z očrtom ortodoksnomarksističnega pojma buržoazne revolucije; s pozicijo političnega marksizma o angleški in francoski revoluciji, in sicer v povezavi z razpravami Roberta Brennerja, Ellen M. Wood in Georgea Comninela; s prikazom mednarodne razsežnosti (na primeru angleško-francoske zgodovine), ki je postala konstitutivna za družbeno dinamiko prvih modernih revolucij ter razvojne trajektorije državnosti; ter z orisom
teoretskega izziva za marksizem, pri čemer bom predlagal ponovno branje političnega marksizma, ki bo omogočalo razumevanje geopolitično posredovanega ter regionalno časovno-prostorsko diferenciranega
razvoja Evrope kot celote.
Faruk Yalvaç ise Giriş yazısında, Marksizmin eleştirel gerçekçi bir yorumundan yola çıkarak, Teschke’nin görüşlerinin temelini oluşturan ve Marx’ın erken çalışmalarıyla geç çalışmaları arasındaki farka dayanan “hümanist” ve “bilimsel” Marksizmin ayrımının hatalı olduğunu belirtmektedir. Yalvaç, Marx’ın ne tamamen hümanist ne de tamamen yapısalcı olduğunu, fakat iki unsurun da bir arada bulunduğu bir toplumsal teori geliştirdiğini ve Marksist bir UTS’nin bu temellerde geliştirilmesi gerektiğini vurgulamaktadır.
