Jorge Gonçalves has a PhD in Geography and territorial management (2005) from the New University of Lisbon, a Master in Human Geography and Regional and Local Development (1996) and is graduated in Geography (1987), both from the University of Lisbon. He's a professor at Instituto Superior Técnico (IST) - University of Lisbon and is the Coordinator of the master program "Urban Studies and Territorial Planning". He teaches courses such as geography, urban sociology, urban and regional economy, strategic planning and collective programming equipment, among others, in the scope of the integrated master course of Architecture, and also for the Urban Studies and Territorial Planning master course.He was a visiting professor at the Catania University, Department of Civil Engineering and Architecture (Italy) and is a member of the Portuguese Association of Geographers and the Portuguese Association of Demography.He has also collaborated with public and private entities, both as coordinator and member of multidisciplinary teams, in the areas of urban and regional development, urban revitalization as well as strategic plans of regions, municipalities and critical urban areas. The region of Lisbon experienced, from the mid-20th century, successive waves of immigration and ... more The region of Lisbon experienced, from the mid-20th century, successive waves of immigration and internal migration that profoundly altered its socio-territorial configuration. Rural exodus, the forced return of the Portuguese colonists, during and after the wars of independence in the former colonies, and immigration spurred by major public works financed by the European Community, are the most striking examples. Since that time, the Lisbon Metropolitan Area has never ceased facing great challenges in housing provision. The article seeks to describe the impacts of these exodus and migrations, which are distinct in intensity and shape, but reveal how housing supply has remained the weakest pillar of the Portuguese Social State.

We use a theoretical structure that combines the history of the Lisbon Metropolitan Area with three conceptual elements: shift from government to governance; paradigms of metropolitan governance; and factors specific to metropolitan areas. Through these, we reveal the complex institutional architecture at play in this territory. The Olympic Charter is the binding document that rules the Olympic Movement which, among other th... more The Olympic Charter is the binding document that rules the Olympic Movement which, among other things, has the role of managing the organization of the biggest and most complex sporting event in the world - the Olympic games. The multi-disciplinary nature of this event implies the involvement of diverse stakeholders, including hosts and respective communities that, besides having different interests, rely on each other to fulfil them. As the owner of the event, the International Olympic Committee has the role of managing these interests through the update and modification of the Olympic Charter. This paper explores the evolution of this document, taking special consideration of the influence that occurrences related with stakeholder’s governance and urban strategies of hosts had on its rules. A cross-referenced review between the historical events within these two fields of study is compared to a systematic review of the Charter’s evolution. The results include a timeline with eight periods identifying the progress of those relationships, showing that the Olympic Charter has had a more reactive than pro-active character: it was highly influenced by hosts and other internal and external governance issues that, together, were responsible for the addition of new rules.
Urban growth, particularly in developing countries, has been impacted by the financial and instit... more Urban growth, particularly in developing countries, has been impacted by the financial and institutional incapacity to provide affordable housing, leading to the development of large informal urban settlements. The support provided by international financial institutions, the growing economic capacity, and the interest from the real estate market have been responsible for the emergence of interventions, programs, and policies directed at informal urban settlements, with the goal to improve or replace them. This paper explores the modalities adopted for such upgrading projects in São Paulo, Luanda, and Istanbul. Using a categorization system, the research shows that the interventions in São Paulo are more concerned with keeping the residents in-situ, while the public authorities in Luanda and Istanbul show a preference for relocation and eradication of informal urban settlements, even though Luanda has recently shown a certain degree of change in its approach.
Resumo Introdução: Pretendeu-se conhecer a desigual distribuição dos indivíduos que apresentam in... more Resumo Introdução: Pretendeu-se conhecer a desigual distribuição dos indivíduos que apresentam incapacidades funcionais ligadas à audição, à visão e ao andar no espaço suburbano de Lisboa. Métodos: A articulação entre variáveis e unidades territoriais resultou numa tipologia que ajuda a diferenciar estes territórios e, finalmente, permitiu a criação de uma car-tografia suburbana que relaciona, nas áreas mais prob-lemáticas, episódios de incapacidade funcional e urbanis-mo. Resultados: Das 40 variáveis recolhidas verificou-se que com apenas oito foi possível descrever a realidade das 26 freguesias que apresentam uma taxa de risco bastante aci-ma da média na concentração de pessoas com dificuldades funcionais. Estas freguesias estão assimetricamente dis-tribuídas: 10 no norte e 16 no sul da Área Metropolitana. A aplicação da análise de clusters permitiu diferenciar estas freguesias em quatro tipos distintos: polarizador e envelhe-cido; desqualificado e residencial; antigo e rural; pouco aces-sível e diverso. Conclusão: Considera-se que os resultados obtidos a partir da investigação desenvolvida contribuem para o reforço do conhecimento do efeito acelerador ou ini-bidor do urbanismo na integração de populações com inca-pacidades funcionais e para a formulação de políticas urba-nas mais adequadas, eficazes mas também diferenciadas, visando a inclusão sociourbana destes indivíduos. Mobility plays an important role in the population’s quality of life and is also an essential too... more Mobility plays an important role in the population’s quality of life and is also an essential tool for spatial planning and development, thus this research intends to contribute to better informed and targeted spatial and mobility management policies in metropolitan areas, with a special focus on peri-urban areas. To achieve this aim, a methodological approach was developed to define different types of peri-urban areas according to their mobility and accessibility characteristics. A set of indicators was proposed as the basis of a cluster analysis of parishes in the Lisbon Metropolitan Area (LMA). A new map of the LMA, which reflects a new understanding of the metropolitan reality, was drawn up. The knowledge provided in this study, which consists of the clear differentiation of peri-urban areas located in the metropolitan context in terms of mobility, is an important contribution for policies development and for the management mechanisms of metropolitan mobility.

This paper presents a transdisciplinary approach for the identification of typologies of peri-urban areas and applies it to the Lisbon Metropolitan Area (LMA), Portugal. It is based on the assumptions that more than one type of peri-urban region around an urban core can exist, and that a transdisciplinary approach, linking the physical, economic, social and personal aspects, is needed to capture the intrinsic variability and the complexity of the peri-urban character. The approach is based on four sequential steps: (i) identifying the important peri-urban dimensions to be considered, based on expert-knowledge and stakeholder perspectives; (ii) defining a set of indicators for each dimension; (iii) summarizing redundant information for each dimension ; and (iv) applying cluster analysis to identify typologies of peri-urban. This approach was applied to the 211 parishes comprised in the LMA. Seven types of parishes were identified, of which two can be considered urban and five peri-urban, although with quite distinct features. This approach has the potential to be applied to other metropolitan regions, and the resulting peri-urban (and urban) typologies can contribute to a better understanding of the peri-urban character, and to a more targeted implementation of planning and management strategies taking into consideration the diversity and specificities of each peri-urban type.
Cities that have gone through the long period of integration in the ex-Soviet Union naturally inc... more Cities that have gone through the long period of integration in the ex-Soviet Union naturally incorporated a set of principles that are now under pressure. It's in this context that we review the central question of the relationship between river and city. Tbilisi, Georgia, is representative of the challenges faced by cities that experienced the fast transition from state-controlled to open-market economies. Territorial planning, as a single system of state spatial planning, is presently still highly unstructured and has very little practical influence, with several urban planning decisions being made with little regard for formal urban planning agencies. One of the key issues in the capital city, Tbilisi, is the lack of green/ recreational zones, which is also expressed in the loss of public space along the urban riverfront. Undermanaged growth of post-Soviet city, expiration of the term of the last general plan, and disregard for historical traditions of city planning resulted in an abnormal and complex problem of interplay between Tbilisi and River Kura. The river has been, in the last few decades, striped of its architectural planning significance. Interrelation between Tbilisi city and the River Kura constitutes a complex and challenging urban problem but their transformation is related also with political aims. Kura, as an essential active element of the landscape, is being used to influence the city's planning character and as political instrument. This presentation highlights, through an overview of some relevant examples from Tbilisi of planning and design, how the interface zones between river and surrounding plots of land have been transformed to increase urban–river connectivity. Yet, this transformation also results in the emergence of urban projects that symbolize more political and economic powers that the aspiration of the people to appropriate public spaces.

The orthodox approach to the problem has been short sighted and proactive, aiming to reverse these symptoms to its opposite. The results have been those that everyone knows, and that Census has been making a loud but opportune advertising. Without recognizing the near and further causes behind this process it is not possible to find a sustained solution. Consequences stand out in the urban and socio-urban area: declining of the physical conditions of buildings and public space (Castro, 2002; Gonçalves, 2006), weakening of social bonds and neighborhood networks (Cardoso et al., 2001). The motivations or ways of commuting may have changed, but the problem of overcoming a geographical separation between the origin and the destination is still present and decisive for the quality of life and success of the activities. The analysis of how mobility happens allows, through appropriate procedures, to obtain information about their benefits and dysfunctions, social, environmental and economic effects of the territorial policies and implications in urban and metropolitan growth. A cidade, tal como a conhecemos, está a mudar, mas ainda não sabemos precisar os contornos dessa... more A cidade, tal como a conhecemos, está a mudar, mas ainda não sabemos precisar os contornos dessa transformação, dado que as pontes demasiado fortes com o passado condicionam o nosso olhar. Mas ou insistimos na descodificação dessas alterações e as integramos no nosso quotidiano (adaptando espaços, equipamentos e infraestruturas às novas exigências), ou o acumular de anacronismos urbanos (distanciamento entre as necessidades e expectativas sentidas e o que é na verdade oferecido pela cidade) podem levar a um mundo urbano estranho para as gerações futuras. Parte dessas mudanças anunciadas foram analisadas, em Lisboa, pelo ângulo dos Espaços Urbanos Públicos; a sua história, as suas características, a sua frequência e a sua apreciação por parte dos cidadãos. Na preocupação de chegar a um entendimento mais profundo, a análise chegou à forma como os indivíduos gerem hoje os seus tempos livres e como entendem a relação espaços públicos versus espaços privado/colectivos. O papel civilizador e de referência das sociedades ocidentais reconhecido à cidade não poderá ser restabelecido neste contexto de globalização e aceleração tecnológica se não se processar um reinvestimento na dimensão simbólica dos espaços públicos, entendido esse reinvestimento nos dispositivos a conceber como nos aspectos práticos e materiais dessas intervenções. O Planeamento e a gestão Urbanística ficam, desta forma, convocados como protagonistas fundamentais para um desafio que se adivinha difícil e complexo.
In the panorama of the urbanization process in the Western Europe the phenomenon of Portuguese ur... more In the panorama of the urbanization process in the Western Europe the phenomenon of Portuguese urbanization is a unique case. And still considering the European context, the suburban growth in the Lisbon metropolitan area (LMA), in many aspects, also a unique case: i) it is temporally delayed; ii) it is spatially very diverse because is crossed by the great estuary of the Tagus River; iii) it is exceptional in the way the territory was occupied considering that the marginal urbanization had, in Lisbon, a great significance. Then, taking into account the uniqueness and the exceptional diversity of Lisbon then what is intended, based on previous studies and mainly in studies that will be undertaken, to build a script to anticipate the wide diversity of the consequences of suburban growth. Anticipation that may be relevant for understanding which may occur in other non-European cities and to realize what are the phenomena that can occur in European cities that may suffer in the future with exceptional social and economic conditions.
Resumo O movimento moderno tanto se destacou por uma concepção arquitectónica singular como por u... more Resumo O movimento moderno tanto se destacou por uma concepção arquitectónica singular como por um desenho urbano resultante de uma disposição dos edifícios em ruptura com qualquer das formas que até então existiam. Aliás, este último aspecto teve mesmo implicações profundas, ainda que restritas no espaço e no tempo, na estrutura e funcionamento da cidade pois ao lhe juntarmos o princípio da exclusividade funcional de cada uma das partes o resultado é um conjunto muito diferente da cidade canónica. Há, assim, um continuum no pensamento moderno que vai desde a arquitetura até à cidade, produzindo uma sólida consistência paradigmática. Tendo como princípio a produção massificada de habitação, de fácil replicação e autonomia face a pré-existências, a sua aplicação no caso português foi sendo sujeita a interpretações de diversos matizes (Tostões, 1998). O que se pretende aqui interrogar é a capacidade de adaptação de um exemplar notável do movimento moderno face aos tempos pós-modernos. O que ficou; o que mudou? No edifício, no espaço público, nas redes de integração na cidade. Para contribuir para essa reflexão recorre-se, nesta comunicação, à leitura das transformações operadas sobre um conjunto de quatro edifícios nos Olivais Norte, Lisboa, projectados no final dos anos 50, de clara matriz arquitectónica e urbanística modernista.. Serão quatro os aspectos a abordar-mobilidade, sociabilidade, consumo e espaço público-de modo a avaliar a resiliência do desenho urbano face ao meio século de mudanças. As conclusões apontam para um leque alargado de persistências, mudanças e de estratégias de adaptação desenvolvidas pelos residentes mas também pelos utilizadores do espaço, no que respeita à mobilidade e à organização e apropriação do espaço residencial e do conjunto urbano. A reabilitação física dos edifícios e até a sua adaptação pontual por razões de segurança e acessibilidade bem como a procura imobiliária de que continuam a ser alvo demonstram bem a sua resiliência.
This paper aims to address the role of requalification of Cândido dos Reis Street, Almada, Portug... more This paper aims to address the role of requalification of Cândido dos Reis Street, Almada, Portugal, as ignition for social and urban revitalization of a vital part of the city. This area, degraded, depopulated, aged and functionally decadent was heavily plagued since the 80s of the XX century with deindustrialization, disinvestment in river transport, economic and financial crises and a fierce competition of many other urban fronts better positioned for the explosion of use of individual transport or the demands for better housing conditions. The centrality of this street, proven with the historical name of Straight Street, the name given to a particular type of street very relevant in the urban fabric in many Portuguese cities, was losing at the expense of these and other problems. The first decade of this century seemed to bring arguments to the possibility of reversing this decline, particularly with the construction of a panoramic elevator and the opening of a major transportation interface. The second phase of this change was the intervention itself in the Cândido dos Reis street, either in public space either in private buildings, involving the local authority and local stakeholders. We intend to propose a description of the process of intervention and add some contributions for the understanding of economic and social results in order to emphasize the key-factors that can promote a renaissance of a street dynamic.
Cities which have gone through the long period of integration in the ex-Soviet Union naturally in... more Cities which have gone through the long period of integration in the ex-Soviet Union naturally incorporated a set of principles that are now under pressure. It's in this context that we review the central question of the relationship between river and city. At present, territorial planning, as a single system of state spatial planning, is highly unstructured and has very little practical influence, with several urban planning decisions being made with little regard for formal urban planning agencies. One of the key issues in the capital city, Tbilisi, is the lack of green/recreational zones, which is also expressed in the loss of public space along the urban riverfront. Undermanaged growth of post-soviet city, expiration of the term of the last general plan, and disregard for historical traditions of city planning resulted in an abnormal and complex problem of interplay between Tbilisi and River Kura. The river has been, in the last few decades, striped of its architectural-planning significance. Interrelation between Tbilisi city and the River Kura constitutes a complex and challenging urban problem but their transformation is related also with political aims. Kura, as an essential active element of the landscape, is being used to influence the city's planning character and as political instrument. This presentation highlights, through an overview of some relevant examples from Tbilisi of planning and design, how the interface zones between river and surrounding plots of land have been transformed to increase urban-river connectivity. Yet, this transformations result also in the emergence of urban projects that symbolize more political and economic power that the aspiration of the people to appropriate public spaces. RESUMO As cidades dos territórios que integravam a União Soviética incorporaram naturalmente um conjunto de princípios que estão agora sobre enorme pressão. No caso particular da Georgia os primeiros anos de independência trouxeram dificuldades sociais e económicas que só no início do deste século foram sendo ultrapassadas. Após um período de inoperância de sistemas formais de planeamento urbano, o País procura agora encontrar soluções de planeamento urbano mais próximas da realidade europeia e mais coerente com as novas condições económicas políticas. Sob esta perspetiva, esta apresentação questiona as mudanças urbanas utilizando como referencial as transformações na frente ribeirinha, projetadas e em curso, em Tiblisi.
Uma cidade, uma faculdade de ciências, uma incubadora de empresas. Estes são os ingredientes que ... more Uma cidade, uma faculdade de ciências, uma incubadora de empresas. Estes são os ingredientes que utilizados na dose certa e ligados por via de um objetivo partilhado conduziram ao incremento de um conjunto alargado de iniciativas associadas à criatividade, inovação e transformação urbana culminando no estímulo ao empreendedorismo com o apoio do capital de risco. A cidade de Almada, a Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa e o Madan Parque, vistos isoladamente, são capazes de gerar energias significativas mas em domínios razoavelmente isolados e identificáveis. A possibilidade de os associar, todavia, permite a criação de sinergias que vão muito para além da simples soma das respetivas energias. Aliás, os ganhos são de difícil apreensão porque extravasam o campo quantitativo podendo-se falar mesmo de criação e acumulação de capital social pois implicaram uma aprendizagem profunda de trabalho conjunto de atores cujas atuações nem sempre são convergentes. O projeto Almada – Laboratório de Ideias surgiu na sequência da ambição da Política de Cidades Polis XXI – “Redes urbanas para a Competitividade e Inovação” que apontava: ao apoio à afirmação das cidades enquanto nós de redes de inovação e competitividade do âmbito nacional ou internacional; à promoção do reforço das funções económicas superiores das cidades, através da obtenção em rede de limiares e sinergias para a qualificação das infraestruturas tecnológicas e o desenvolvimento dos factores de atracão de atividades inovadoras e competitivas; ao estímulo da cooperação entre cidades portuguesas para a valorização partilhada de recursos, potencialidades e conhecimento, valorizando os factores de diferenciação; à promoção da inserção das cidades em redes internacionais e afirmar a sua imagem internacional; à optimização do potencial das infraestruturas e equipamentos, numa perspectiva de rede. A conjugação do interesse destas três instituições, pilotada pela Câmara Municipal de Almada, não contraria apenas a ideia de que tem sempre de existir uma competição territorial desenfreada, alheada dos valores de equidade e coesão social, alimentando clássicos protagonismos e produtos culturais desligados dos contextos sócio-locais, como reforça as articulações entre atores locais; mobiliza jovens para a criação de projetos empreendedores que articulam território/inovação/tecnologia; e fomenta ainda a interação com a comunidade local, gerando, na realidade, capital social. Uma outra vantagem que emanou do projeto, e que nem sempre merece o destaque suficiente, é a sua clara capacidade de ser replicado noutros contextos territoriais desde que sejam tomados em consideração os naturais cuidados de ajustamento face aos recursos e atores específicos existentes.

As condições de vida e, em particular, a qualidade de vida dos cidadãos com limitações... more Introdução As condições de vida e, em particular, a qualidade de vida dos cidadãos com limitações funcionais, no contexto metropolitano, registam uma grande variedade de realidades contrariamente à ideia generalizada da existência de uma “condição metropolitana”. Com efeito, o espaço metropolitano é normalmente encarado como homogéneo ou, quando muito, segundo uma perspectiva de gradiente onde as características desse espaço se vão esbatendo do centro urbano para a periferia rural [1]. Tanto a ideia da homogeneidade como a do gradiente recorrem a visões simplificadas da realidade, suportadas por elementos de caracterização que não são mais que variáveis estatísticas espacializadas. Critérios de densidade populacional, valor imobiliário ou tempos de deslocação são exemplos de aspetos de utilização recorrente no tratamento monolítico dos espaços suburbanos. Na verdade estas variáveis devem articular-se sempre que possível com outras, umas vezes na qualidade de variáveis dependentes outras na qualidade de variáveis independentes, consoante as preocupações da investigação em curso. O espaço metropolitano de Lisboa regista ciclos de expansão-retração quase sempre comandados pela forma como a capital reage ao quadro económico e financeiro internacional e nacional. Os ciclos de expansão e de retração não se materializam sempre do mesmo modo [2]. No caso do primeiro é possível encontrar-se desde a habitação de génese clandestina coletiva e unifamiliar até a muitos outros formatos de construção de espaço urbano; no caso do segundo os mais óbvios relaciona-se com um grande universo de devolutos, vazios urbanos, espaços degradados, entre outros. Para além dos territórios metropolitanos que denotam sinais de crescimento ou de declínio nem todos registam o mesmo nível de resiliência face a estas dinâmicas pelo que autarquias mais vulneráveis serão as que mais rapidamente manifestam decadência e as mais privilegiadas também serão as que mais rapidamente aproveitarão o crescimento. Esta desigualdade metropolitana, que se desdobra em muitos outros domínios, não poderia deixar de se fazer sentir na saúde dos seus residentes [3]. Por um lado, como variável independente em que pelas condições ambientais, sociais e urbanas impõe problemas de saúde aos seus utilizadores mais frequentes [4]. Por outro lado, e é nessa perspetiva que nos situamos, pode funcionar como variável dependente em relação às limitações físicas pré-sentidas pelos seus residentes, isto é, agravando-as no caso de má qualidade ou atenuando-as no caso de espaços qualificados [5] [6]. Objetivos Neste artigo pretende-se apresentar a desigual distribuição no espaço suburbano de Lisboa dos indivíduos com incapacidades funcionais ligadas à audição, à visão e ao andar/subir, demonstrando que essas polaridades correspondem a quadros urbanos e arquitectónicos que ora os agravam ora os atenuam. Poderão, com facilidade, ocorrer situações em que as condições urbanísticas parecem oferecer um quadro de vida de qualidade – luz, espaços verdes, acessibilidades, entre outros – mas ao mesmo tempo, como sucede nas propostas da cidade moderna, pode acontecer que ocorra a polarização das funções básicas e até do emprego, exigindo deslocações diárias significativas e penosas para populações que poderão registar limitações funcionais importantes. Em síntese, procura-se demonstrar a polarização espacial das incapacidades funcionais individuais, conjugada com tipos de espaços urbanos e arquitectónicos que ampliam essas limitações individuais, promovendo a exclusão. Na sequência deste objetivo central surge de imediato um outro complementar ligado à descrição das implicações resultantes, relacionadas com a necessidade de hierarquizar as intervenções tendentes à melhoria do edificado e do espaço público de modo a dar prioridade às áreas que concentram os maiores problemas. Se estes são os objetivos centrais eles só poderão ser alcançáveis a partir do seu desdobramento em objetivos específicos: cruzar os epicentros das incapacidades funcionais – globalmente e desagregadas tal como foram recolhidas no Censo da População de 2011 – com variáveis demográficas (população com mais de 65 anos e com mais de 75 anos) e sociais (habilitações escolares); Mapear a informação relativa a edifícios e ao espaço urbano que possa ser relevante para tratar as incapacidades funcionais. Nesse contexto surgem as variáveis relativas aos edifícios sem elevador e com dificuldades de acesso em cadeira de rodas; para os segundos considerou-se pertinente utilizar a informação relativa à presença da função residencial no edifício, idade do edificado e às necessidades de reparação. Metodologia Como informação de base recorreu-se aos dados dos Recenseamentos Gerais da População e da Habitação de 2011, no que respeita à população com a incapacidade funcional de ouvir, ver e andar/subir mas também a outros indicadores reunidos pela dimensão sociedade (pop. com mais de 65 anos, pop. com mais de 75 anos, pressão demográfica, qualificações) e pela dimensão urbanismo (Edifícios quanto à existência de elevadores e acesso a cadeiras de rodas, tipo de uso de edifício, idade do edificado e ainda necessidade de reparação). Para os indicadores centrais ligados às incapacidades procedeu-se ao seu mapeamento através do peso que apresentam com o conjunto da população e seleção das áreas onde se verifique uma maior concentração (média mais desvio-padrão). Foram essas áreas que serviram de base ao trabalho de tipificação da relação das limitações físicas com o restante conjunto de indicadores sociais e urbanos, sendo a unidade territorial de análise as freguesias dos concelhos da área metropolitana de Lisboa, excluindo a capital. Essa articulação foi estabelecida através de uma Análise de Componentes Principais. Posteriormente foi também levada a cabo uma Análise de Clusters de onde resultou uma tipologia que ajuda a diferenciar estes territórios e, finalmente, uma cartografia da área metropolitana que articula, nas áreas mais problemáticas, incapacidade funcional e urbanismo. Resultados Como seria de esperar os resultados são condicionados pelas variáveis utilizadas, pela forma como foram utilizadas, designadamente, por se reportarem a um ano concreto (2011) e a uma unidade territorial específica (freguesia), pelo modo como foram articuladas (exclusão de áreas com fraca de presença destes problemas, seleção de algumas outras, aplicação de cluster, etc.). O que se obteve foi um conjunto de tipologias relativas ao quadro socioeconómico para cada incapacidade funcional e um conjunto final de tipologias para o total dos indivíduos com incapacidades funcionais. As categorizações e os mapeamentos parciais bem como os agregados conseguem transmitir a dimensão do problema na AML bem como assinalar os mais graves e as respetivas particularidades quer na perspetiva social quer na urbanística. São as áreas mais tradicionais, subúrbios mais antigos com populações mais idosas, mais desqualificadas e com um edificado mais vetusto e degradado que gera uma concentração problemática, apesar de ser reconhecido que estas áreas são das mais interessantes para os idosos e para os mais limitados funcionalmente [7]. Conclusões Os resultados desta investigação serão úteis para uma reflexão em torno do efeito acelerador ou inibidor do urbanismo da exclusão de comunidades com incapacidades diversas e para o desenho de políticas urbanas orientadas para a melhoria da inclusão sociourbana. The census data from 2011 confirmed the continuation of a trend that has been dragged on since th... more The census data from 2011 confirmed the continuation of a trend that has been dragged on since the late '80s: the city centers although recognized as anchors of identity and memory, are at present, areas of depopulation, ageing and function’s loss. The orthodox approach to the problem has been short sighted and proactive, aiming to reverse these symptoms to its opposite. The results have been those that everyone knows, and that Census has been making a loud but opportune advertising. Without recognizing the near and further causes behind this process it is not possible to find a sustained solution. Consequences stand out in the urban and socio-urban area: declining of the physical conditions of buildings and public space (Castro, 2002; Gonçalves, 2006), weakening of social bonds and neighborhood networks (Cardoso et al., 2001). This problem is not faced in the same way, since their signals, which are different in time and space, welcome very different or even radically different readings. Richard Florida (2008), for instance, in his Whos’s your city stresses that in the north-American case the return of the old generations to the cities is a natural movement explained by different needs, arising from family life cycles. When a family shrinks or fragments, the needs of goods and local services increase and when income aloud the centers appear as one of the most seductive places to live. New friendship networks and contacts appear as important Knots, whether weak or strong, at this stage of individual and familiar life weakness. Centers appear as the ideal areas for establishing these new relationships. The recognition of interest in urban centers neighborhoods, where it is possible to find all this, has consequences for residents and urban dynamics. This attraction can lead to a reformulation of property values, increasing the risk of gentrification of the resident population. In Europe this movement displays a contradictory vision with the one that comes from the other side of the Atlantic. Here, in most cases, resident community is old but with low or middle-low income. It reveals great dependency on grants or pensions. They are not a recent group in these central neighborhoods of the large and medium cities, and this makes them the guardians of the stark identity and sense of place of this areas. But it also turns them into a metaphor of the poor, old and disqualified City. However it is recognized to the central neighborhoods, an enormous potential as areas of opportunity and proximity to explore as stage of collective life (Guerra, 2003). Opportunity is, as well, in the anomie of real estate market, in the existing buildings typologies, in the wide range of equipment available, in the pedestrian fit urban space and in installed infrastructures (Guerra, 2001; Rodrigues, 2010; Bourdin, 2011). Although this communication is part of a wider research project it seeks to raise questions in order to aid methodological device designed to support new urban policies. This methodology is organized in two parts: i. the first part aims to demonstrate that the severity, depth and extension of this reality, to invest in its causes and to repport some of their consequences; ii.the second part, the methodological resources focus on the speculative reflection fictionalizing a city of neighborhoods, of rebuilt social bonds, animating the city, revitalizing public spaces and developing the re-function of these neighborhoods in the offer of goods and common services. As final elements for discussion we’ll argue that urban proposals can be merely reactionary interventions if they extend the agony of communities and territories, insisting in undiscussed design proposals based on abstract theoretical models. Apart from the amount of initiatives without reflective thickness a new field of research needs to be developed based on a matrix of non-orthodox ideas. From these new visions and reflections, inputs to rethink urban policies are needed, not only when addressing the elderly but also for its role in the celebration of city’s traditional neighborhoods as supportive space in opposition to the idea of solitary spaces. Daqui resultou um conjunto de questionamentos sobre o futuro e sobretudo sobre a capacidade das estruturas municipais continuarem a conduzir a transformação dos territórios.
Social and economical conditions from the point of demand side are a major impact on the rural to... more Social and economical conditions from the point of demand side are a major impact on the rural tourism. Rural tourism has a significant role in increasing incomes for farmhouses and in developing leisure utility for consumers. This presentation is based on the initial idea of push and pull limiting factors introduced by Uysal and Jurowski [5] which gives importance to the reasons for moving (or out of inertia of the routine) and choosing a particular destination. This set of factors will also affect the degree of satisfaction that the demand will have after the tourist consumption. For the Portuguese case we will use the national survey of demand for rural tourism, launched by the Ministry of Agriculture in 2008. Not being a survey originally designed for academic use, is very recent and has a high number of responses we have done an interesting analysis related to push and pull factors but also with the trip organization and degree of demand satisfaction by Portuguese regions. In this case we seek, from these results, a better knowledge of these touristic product consumers, reflecting on the consequences for the development and qualification of this economic activity.

A ironia que permite a sua utilização como título deste trabalho é justificada através do subtítulo «Apropriação e Exclusão em Urbanismo» a que acresce a presença da composição cidade. Com efeito, o tema central do estudo que se irá desenvolver procura aprofundar a relação entre poder e espaço e, em particular, a subjugação estratégica do segundo perante o primeiro em meio urbano, num processo onde a "opacidade", isto é, dos factores que operam no silêncio, é de longe mais relevante que a "transparência".

The rapid generalization of a community based on sharing, collaboration, co-decision-making, and ... more The rapid generalization of a community based on sharing, collaboration, co-decision-making, and cooperation has given greater visibility to a range of activities and even social mechanisms in a paradigmatic transition toward what is becoming known as the fourth sector.
Active citizenship and the forms it has adopted fall into this new category. The renewed dynamism of civil society, led through properly organized citizen groups and inorganic and conjunctural social movements, can be interpreted in a number of ways, but perhaps that which fits best is the increasing delegitimization of formal power or, at least, the need to deepen the democratic system in an urban context. It is this dynamism that seems to transform collaboration as an emerging form of democracy, thus inscribing it within the set of dynamics that characterize the “collaborative society.”
All these urban transformation mechanisms become condensed in the transfer from a context of government, i.e., a formal system of articulation of actors in the public sphere, to a context of governance, i.e., an informal system, with variable geometry both in terms of scale and the nature of the actors involved. This is oftentimes a troubled process because it means an effective redistribution of power, something that is almost never peaceful or easy.
The discussion of the emergence of these new values is reflected in the narrative for the formation of, and the activity carried out by, the “Caracol da Penha” movement. The related challenge was based around a demand that a green space be built instead of a car park, which is equipped to serve not only the locals but also the entire city of Lisbon, Portugal.
Popular mobilization, the reversal of the decision by the Lisbon City Council, the use of participatory budget mechanisms, and the ability to produce and organize information and communicate it, to name just a few of the many other aspects, make this case emblematic for many other participatory processes and appear to have been a learning ground for all actors involved.
This process of reversing a unilateral decision already taken by a local power, thanks to the structured and dynamic mobilization of the local community, makes it possible to see in practice how the change of values in the power system is tending toward a more collaborative democracy in an urban context.

Hence the associated goal of establishing a creative ecosystem that seeks to create strong and direct links of local stakeholders with this strategic investment. The other challenge was to demonstrate that, in spite of all known experiences have taken place in major cities, this strategy could be implemented in low density urban spaces. This is the story of the overcoming these two challenges.
O tema dos “clandestinos”, entretanto legalizados ou permanecendo ainda hoje marginais, sofreu em... more O tema dos “clandestinos”, entretanto legalizados ou permanecendo ainda hoje marginais, sofreu em Portugal um longo período de desinteresse por parte de técnicos e investigadores, mesmo quando algumas mudanças significativas iam ocorrendo, podendo proporcionar avanços interessantes para o seu conhecimento e qualificação. Nem mesmo a produção legislativa que enquadrava os esforços de legalização desenvolvidos pelas autarquias, associações de moradores e mesmo pelos co-proprietários individualmente (quando pretendiam transaccionar os lotes e valorizá-los previamente através de uma oportuna legalização) ou, ainda, a disponibilização de um largo manancial de elementos estatísticos ao longo das últimas décadas, foram capazes de lhe conferir centralidade na agenda política, social ou académica. Este fenómeno nasceu em na segunda metade do século passado, resultado de um imbricado conjunto de circunstâncias sociais, políticas, legais e económico-financeiras e que, ainda hoje, não se encontra totalmente resolvido, apesar dos esforços encetados por todas as partes envolvidas. A consciencialização da dimensão do problema e dos seus impactes na gestão e planeamento do território, culminou no surgimento de um diploma excepcional, que viria a parametrizar os processos de reconversão urbanística destas áreas. Este artigo, para além de uma delimitação prévia da realidade hoje existente e da necessária contextualização histórica, sintetiza a dimensão da problemática deste fenómeno na Área Metropolitana de Lisboa. A informação sobre a socio-demografia e sobre os processos de reconversão utilizados permitiram a definição tipológica dos modelos de reconversão urbanística destas áreas, com base em análises de homogeneidade entre as actuações e os perfis socio-demográficos característicos de cada AUGI.

para a intervenção dos poderes públicos no apoio à atividade empreendedora.
Apesar de não constituir uma área de competências da administração local, em Almada entendemos iniciar, em 1995, com diversos parceiros, um percurso inovador para a criação de empresas e postos de trabalho, que nos conduziu à
realidade atual, existindo hoje uma rede de espaços de acolhimento empresarial que inclui o Madan Parque de Ciência (1995), o Núcleo Empresarial de Almada Velha (2001), o Quarteirão das Artes (2013) e a 1ª fase do Núcleo Empresarial de Alfazina (2013), nos quais já se criaram mais de duzentas empresas.
O Gabinete de Apoio à Criação de Emprego e Captação de Investimento - GACECI, de iniciativa Municipal, que integra para além do Município, a Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa, o Madan Parque de Ciência, a Nova Almada Velha - Agência de Desenvolvimento Local e o IAPMEI – Instituto de Apoio às Pequenas e Médias Empresas e à Inovação, assume-se, desde 2011, como importante plataforma de suporte ao desenvolvimento de iniciativas de formação/
capacitação, troca de experiências e espaço de atendimento e encaminhamento que os empresários têm à sua disposição no nosso Concelho.
Com este Guia do Empreendedor pretende-se disponibilizar um instrumento de acesso a informação relevante para apoio à decisão dos interessados, evidenciando as características de contexto mais relevantes para a sua fixação no território de
Almada, bem como os incentivos específicos que o Município mobiliza diretamente, ou em parceria, para a criação de um ambiente que se deseja cada vez mais favorável à instalação de novas empresas e à criação de emprego no Concelho.

As condições de vida e, em particular, a qualidade de vida dos cidadãos com limitações funcionais, no contexto metropolitano, registam uma grande variedade de realidades contrariamente à ideia generalizada da existência de uma “condição metropolitana”. Com efeito, o espaço metropolitano é normalmente encarado como homogéneo ou, quando muito, segundo uma perspectiva de gradiente onde as características desse espaço se vão esbatendo do centro urbano para a periferia rural [1]. Tanto a ideia da homogeneidade como a do gradiente recorrem a visões simplificadas da realidade, suportadas por elementos de caracterização que não são mais que variáveis estatísticas espacializadas. Critérios de densidade populacional, valor imobiliário ou tempos de deslocação são exemplos de aspetos de utilização recorrente no tratamento monolítico dos espaços suburbanos.
Na verdade estas variáveis devem articular-se sempre que possível com outras, umas vezes na qualidade de variáveis dependentes outras na qualidade de variáveis independentes, consoante as preocupações da investigação em curso.
O espaço metropolitano de Lisboa regista ciclos de expansão-retração quase sempre comandados pela forma como a capital reage ao quadro económico e financeiro internacional e nacional. Os ciclos de expansão e de retração não se materializam sempre do mesmo modo [2]. No caso do primeiro é possível encontrar-se desde a habitação de génese clandestina coletiva e unifamiliar até a muitos outros formatos de construção de espaço urbano; no caso do segundo os mais óbvios relaciona-se com um grande universo de devolutos, vazios urbanos, espaços degradados, entre outros.
Para além dos territórios metropolitanos que denotam sinais de crescimento ou de declínio nem todos registam o mesmo nível de resiliência face a estas dinâmicas pelo que autarquias mais vulneráveis serão as que mais rapidamente manifestam decadência e as mais privilegiadas também serão as que mais rapidamente aproveitarão o crescimento.
Esta desigualdade metropolitana, que se desdobra em muitos outros domínios, não poderia deixar de se fazer sentir na saúde dos seus residentes [3]. Por um lado, como variável independente em que pelas condições ambientais, sociais e urbanas impõe problemas de saúde aos seus utilizadores mais frequentes [4]. Por outro lado, e é nessa perspetiva que nos situamos, pode funcionar como variável dependente em relação às limitações físicas pré-sentidas pelos seus residentes, isto é, agravando-as no caso de má qualidade ou atenuando-as no caso de espaços qualificados [5] [6].
Objetivos
Neste artigo pretende-se apresentar a desigual distribuição no espaço suburbano de Lisboa dos indivíduos com incapacidades funcionais ligadas à audição, à visão e ao andar/subir, demonstrando que essas polaridades correspondem a quadros urbanos e arquitectónicos que ora os agravam ora os atenuam. Poderão, com facilidade, ocorrer situações em que as condições urbanísticas parecem oferecer um quadro de vida de qualidade – luz, espaços verdes, acessibilidades, entre outros – mas ao mesmo tempo, como sucede nas propostas da cidade moderna, pode acontecer que ocorra a polarização das funções básicas e até do emprego, exigindo deslocações diárias significativas e penosas para populações que poderão registar limitações funcionais importantes. Em síntese, procura-se demonstrar a polarização espacial das incapacidades funcionais individuais, conjugada com tipos de espaços urbanos e arquitectónicos que ampliam essas limitações individuais, promovendo a exclusão.
Na sequência deste objetivo central surge de imediato um outro complementar ligado à descrição das implicações resultantes, relacionadas com a necessidade de hierarquizar as intervenções tendentes à melhoria do edificado e do espaço público de modo a dar prioridade às áreas que concentram os maiores problemas.
Se estes são os objetivos centrais eles só poderão ser alcançáveis a partir do seu desdobramento em objetivos específicos: cruzar os epicentros das incapacidades funcionais – globalmente e desagregadas tal como foram recolhidas no Censo da População de 2011 – com variáveis demográficas (população com mais de 65 anos e com mais de 75 anos) e sociais (habilitações escolares); Mapear a informação relativa a edifícios e ao espaço urbano que possa ser relevante para tratar as incapacidades funcionais. Nesse contexto surgem as variáveis relativas aos edifícios sem elevador e com dificuldades de acesso em cadeira de rodas; para os segundos considerou-se pertinente utilizar a informação relativa à presença da função residencial no edifício, idade do edificado e às necessidades de reparação.
Metodologia
Como informação de base recorreu-se aos dados dos Recenseamentos Gerais da População e da Habitação de 2011, no que respeita à população com a incapacidade funcional de ouvir, ver e andar/subir mas também a outros indicadores reunidos pela dimensão sociedade (pop. com mais de 65 anos, pop. com mais de 75 anos, pressão demográfica, qualificações) e pela dimensão urbanismo (Edifícios quanto à existência de elevadores e acesso a cadeiras de rodas, tipo de uso de edifício, idade do edificado e ainda necessidade de reparação).
Para os indicadores centrais ligados às incapacidades procedeu-se ao seu mapeamento através do peso que apresentam com o conjunto da população e seleção das áreas onde se verifique uma maior concentração (média mais desvio-padrão). Foram essas áreas que serviram de base ao trabalho de tipificação da relação das limitações físicas com o restante conjunto de indicadores sociais e urbanos, sendo a unidade territorial de análise as freguesias dos concelhos da área metropolitana de Lisboa, excluindo a capital. Essa articulação foi estabelecida através de uma Análise de Componentes Principais. Posteriormente foi também levada a cabo uma Análise de Clusters de onde resultou uma tipologia que ajuda a diferenciar estes territórios e, finalmente, uma cartografia da área metropolitana que articula, nas áreas mais problemáticas, incapacidade funcional e urbanismo.
Resultados
Como seria de esperar os resultados são condicionados pelas variáveis utilizadas, pela forma como foram utilizadas, designadamente, por se reportarem a um ano concreto (2011) e a uma unidade territorial específica (freguesia), pelo modo como foram articuladas (exclusão de áreas com fraca de presença destes problemas, seleção de algumas outras, aplicação de cluster, etc.).
O que se obteve foi um conjunto de tipologias relativas ao quadro socioeconómico para cada incapacidade funcional e um conjunto final de tipologias para o total dos indivíduos com incapacidades funcionais. As categorizações e os mapeamentos parciais bem como os agregados conseguem transmitir a dimensão do problema na AML bem como assinalar os mais graves e as respetivas particularidades quer na perspetiva social quer na urbanística.
São as áreas mais tradicionais, subúrbios mais antigos com populações mais idosas, mais desqualificadas e com um edificado mais vetusto e degradado que gera uma concentração problemática, apesar de ser reconhecido que estas áreas são das mais interessantes para os idosos e para os mais limitados funcionalmente [7].
Conclusões
Os resultados desta investigação serão úteis para uma reflexão em torno do efeito acelerador ou inibidor do urbanismo da exclusão de comunidades com incapacidades diversas e para o desenho de políticas urbanas orientadas para a melhoria da inclusão sociourbana.

Without recognizing the near and further causes behind this process it is not possible to find a sustained solution. Consequences stand out in the urban and socio-urban area: declining of the physical conditions of buildings and public space (Castro, 2002; Gonçalves, 2006), weakening of social bonds and neighborhood networks (Cardoso et al., 2001).
This problem is not faced in the same way, since their signals, which are different in time and space, welcome very different or even radically different readings. Richard Florida (2008), for instance, in his Whos’s your city stresses that in the north-American case the return of the old generations to the cities is a natural movement explained by different needs, arising from family life cycles. When a family shrinks or fragments, the needs of goods and local services increase and when income aloud the centers appear as one of the most seductive places to live. New friendship networks and contacts appear as important Knots, whether weak or strong, at this stage of individual and familiar life weakness. Centers appear as the ideal areas for establishing these new relationships.
The recognition of interest in urban centers neighborhoods, where it is possible to find all this, has consequences for residents and urban dynamics. This attraction can lead to a reformulation of property values, increasing the risk of gentrification of the resident population.
In Europe this movement displays a contradictory vision with the one that comes from the other side of the Atlantic. Here, in most cases, resident community is old but with low or middle-low income. It reveals great dependency on grants or pensions. They are not a recent group in these central neighborhoods of the large and medium cities, and this makes them the guardians of the stark identity and sense of place of this areas. But it also turns them into a metaphor of the poor, old and disqualified City. However it is recognized to the central neighborhoods, an enormous potential as areas of opportunity and proximity to explore as stage of collective life (Guerra, 2003). Opportunity is, as well, in the anomie of real estate market, in the existing buildings typologies, in the wide range of equipment available, in the pedestrian fit urban space and in installed infrastructures (Guerra, 2001; Rodrigues, 2010; Bourdin, 2011).
Although this communication is part of a wider research project it seeks to raise questions in order to aid methodological device designed to support new urban policies. This methodology is organized in two parts:
i. the first part aims to demonstrate that the severity, depth and extension of this reality, to invest in its causes and to repport some of their consequences;
ii.the second part, the methodological resources focus on the speculative reflection fictionalizing a city of neighborhoods, of rebuilt social bonds, animating the city, revitalizing public spaces and developing the re-function of these neighborhoods in the offer of goods and common services.
As final elements for discussion we’ll argue that urban proposals can be merely reactionary interventions if they extend the agony of communities and territories, insisting in undiscussed design proposals based on abstract theoretical models.
Apart from the amount of initiatives without reflective thickness a new field of research needs to be developed based on a matrix of non-orthodox ideas. From these new visions and reflections, inputs to rethink urban policies are needed, not only when addressing the elderly but also for its role in the celebration of city’s traditional neighborhoods as supportive space in opposition to the idea of solitary spaces.

This presentation is based on the initial idea of push and pull limiting factors introduced by Uysal and Jurowski [5] which gives importance to the reasons for moving (or out of inertia of
the routine) and choosing a particular destination. This set of factors will also affect the degree of satisfaction that the demand will have after the tourist consumption.
For the Portuguese case we will use the national survey of demand for rural tourism, launched by the Ministry of Agriculture in 2008. Not being a survey originally designed for academic use, is very recent and has a high number of responses we have done an
interesting analysis related to push and pull factors but also with the trip organization and degree of demand satisfaction by Portuguese regions.
In this case we seek, from these results, a better knowledge of these touristic product consumers, reflecting on the consequences for the development and qualification of this
economic activity.
