Iair G. Or holds MA and PhD degrees from the Tel Aviv University School of Education Multilingual Education Program, researching Hebrew and Arabic language policy in Israel. His PhD dissertation was titled “Language Correctness and Authority: Beliefs, Conceptions, and Ideologies in the Discussions of the Academy of the Hebrew Language in the Years 1953–1993”. His 2016 book "Creating a Style for a Generation: The Beliefs and Ideologies of Hebrew Language Planners" was published in Hebrew and contains a historical analysis of the linguistic ideologies in the Hebrew language revival discourse in Ottoman and British-ruled Palestine. Or’s published articles focus on language planning and policy and their interactions with language ideology and beliefs, both in the educational system of Israel and in language planning organizations such as the Hebrew Language Committee and the Academy of the Hebrew Language. Or also researches the teaching and testing of Arabic and Hebrew in the Israeli educational system, as well as the implementation of international standards such as the CEFR. His research also focuses on minority groups in Israel, especially the community of Thai migrant workers in the southern part of the country. In 2017, he co-edited, with Prof. Elana Shohamy, the volume on Language Testing and Assessment of the Encyclopedia of Language and Education. Or received the 2013 American Association for Applied Linguistics (AAAL) Graduate Student Award for his study on language ideologies in the planning of Modern Hebrew. He teaches courses on multilingualism, linguistics, language assessment, and research methods at Tel Aviv University and Kibbutzim College, Tel Aviv.

This paper contemplates the concept of typographical advocacy, defined here as a variety of activ... more This paper contemplates the concept of typographical advocacy, defined here as a variety of activities, strategies, and policies designed to increase or enhance language support in computing systems, facilitating typing and displaying texts in local languages. Focusing on the cases of Spanish and Paraguayan Guarani, the paper traces some existing efforts in the domain of typographical advocacy and strives to explain their dynamics. An attempt is made to examine both situations in which typographical advocacy is visible and explicit (as in the case of Spanish) and cases in which advocacy seems negligible (as in the case of Guarani). A wide range of enabling and hindering factors are examined, such as the relations between tech companies, nation-state institutions, consumers, and the habitus created by the use of technology. Through these examples, the rationale for advocacy is explored as well as alternative courses of action in cases where advocacy is not desired or fails to achieve its goals. A case will be made for raising the awareness of typographical issues in language planning and policy (LPP) both as part of broader multilingual awareness and as a tool for solving practical language problems in times of increased dependency on computing and mobile devices.
In Israel, approximately 25,000 Thai laborers are contracted for agricultural work in all parts o... more In Israel, approximately 25,000 Thai laborers are contracted for agricultural work in all parts of the country, following a series of bilateral agreements between the governments of Israel and Thailand. Various NGOs and agencies have documented numerous violations of labor laws in many Israeli farms, including the lack of safety measures, poor working and living conditions, and extremely low salaries. Israeli discourse on the topic vacillates between the interests of farmers, workers, consumers, and the government ( Or & Shohamy, 2020 ), and the occasional appearance of reports about the abuse of workers reignites the debate and tensions surrounding these issues. This longitudinal qualitative study, spanning from 2013 to 2019, focuses on the linguistic landscape (LL) of the Central Arava region – an arid, sparsely populated subdistrict in Southern Israel. What makes this region unique is that the number of Thai migrant workers there equals or slightly exceeds that of Hebrew-speaking Jews. Using an LL approach ( Jaworski & Thurlow, 2010 ; Shohamy & Gorter, 2009 ; Shohamy, 2012 ), the 2013 study sought to explore the visibility and vitality of the Thai language as well as its interactions with other languages. The roles that Thai, Hebrew, English, Arabic, and other languages played in the public space clearly revealed the power relations between the speakers of these languages. The 2018–19 follow-up to the original 2013 findings seeks to track the impact on the public space of recent developments such as population changes, the advent of speakers of other languages to the region, the economic crisis, and the public controversy about the exploitation of workers. The present chapter examines the discursive interrelations between farmers, migrant workers, citi... more The present chapter examines the discursive interrelations between farmers, migrant workers, citizens, and the state, by looking into a specific geopolitical and social context of agricultural migrant workers employed in a southern region of Israel. As a result of state policy and bilateral agreements with the government of Thailand, the majority of agricultural workers in the region (and elsewhere in Israel) are young Thai men who come to Israel without their families and are required to leave after a predetermined period. They have no viable way of becoming permanent residents, let alone citizens, and their overall quality of life often depends on the means and dispositions of their employers. The Central Arava region, 100-150km north of Israel’s southernmost city of Eilat, is an elongated desert area stretching along the road bordering with Jordan. With an area of 1,400 km2 and a population of 3,144 (mostly Jewish) inhabitants (in 2016), this is one of the most sparsely populated regions in Israel, and the economy there is mainly based on greenhouse agriculture. In the greenhouses, which belong to numerous farms (meshakim) in five moshavim (loosely cooperative community settlements) along the main road, Thai migrant workers are employed. What makes the region special is the fact that Thai migrant workers outnumber (or nearly outnumber) the Jews living in the region, creating a unique configuration that calls for ethnographic, sociolinguistic, and discourse research. According to some reports (for example Blum, 2013), there are 4,500-5,000 workers in the region, consisting almost exclusively of Thai migrant workers and approximately 1,000 trainees (mishtalmim), who come to the region from various countries to study and practice agriculture, but also occasionally do some of the work without getting the usual worker benefits. The numbers of work permits fluctuate and are regulated by the state, as farmers constantly struggle to recruit more workers. In this article we investigate the spatial politics of sexuality in Israel by focusing on two dif... more In this article we investigate the spatial politics of sexuality in Israel by focusing on two different but related data sets: (1) the official video for Tel Aviv Pride 2013 produced by the Mizrahi Jewish music group Arisa; and (2) a protest against the Occupation of Palestine performed at Tel Aviv Pride in 2017. We analyze these examples with the help of a theoretical framework that offers a dynamic conceptualization of citizenship and its semiotic manifestations, drawing on Fraser’s (1995) distinction between affirmative and transformative strategies of social justice. In line with the remit of this special issue, we highlight the importance of taking sexuality as an entry point for Linguistic Landscape analysis. More specifically, we argue that a focus on sexuality in space opens up a window into the affective, intimate and embodied dimensions of politics.

Abstract Language education policy in the Middle East and North Africa (MENA) is a complex set of norms, beliefs, and practices deeply rooted in the history of the region. Despite the appearance of uniformity, the MENA region is marked by economic, religious, and linguistic differences. Language policies in MENA are to be understood against the background of prolonged colonial rule and the traditional opposition to colonialism and foreign intervention. Three major aspects of language policy (LP) in the region are discussed: diglossia, which involves the relatively rigid separation between the high, standard language and the native, colloquial one; Arabization, which is the historical process of reversing the linguistic consequences of colonialism, substituting Western colonial languages with Arabic; and finally, issues of linguistic minorities, multilingualism, and language education, which pose significant challenges to language policy in the region. Following the discussion of current issues in the field, a discussion of work in progress and future directions in the field specifically address the issues of political instability in some parts of the region and the challenges of improving and researching language policy in contexts where language ideologies often clash. Particular attention is given to ways in which language policy can become more democratic and inclusive, the way new language policy initiatives can be executed and monitored, the potential economic value of certain policies, and the importance of research on the links between language policy and religion.
The English language education policy in Israel is shaped by the varying social meanings of the l... more The English language education policy in Israel is shaped by the varying social meanings of the language throughout the country’s history. The chapter begins with a brief historical sketch that tracks the formation of these social meanings, from the British Mandate of Palestine, which imposed English as an official language (alongside Arabic and Hebrew), through the rise of Zionism and the establishment of the State of Israel, where English was excluded and regarded as the language of British imperialism, to the current state of affairs, in which American influence is strong and English is regarded an asset in a globalized world. Implications of the prolonged Israeli-Arab conflict on the status of English in Israel are also considered. Following the historical sketch, aspects of the English language in Israeli society and education are discussed, including issues of social and economic inequality, exposure to English in the mass media, and minority populations with particular needs and difficulties such as Israeli Palestinian (Arab) students, ultra-Orthodox Jews, and immigrants. We conclude the chapter by discussing ways in which the Israeli educational system can address the multiple social meanings, uses, and manifestations of the language, as well as the specific needs and capabilities of different types of learners.
The aim of this comparative study is to detect symmetries and asymmetries in the status of two ma... more The aim of this comparative study is to detect symmetries and asymmetries in the status of two major languages taught in Israel: Hebrew in Arabic-medium schools and Arabic in Hebrew-medium schools. The teaching of these two languages offers a unique case of language education policy where categories of ideology, policy, curriculum, methods, and assessment intersect. For Arabs, Hebrew is perceived as a major tool for upward mobility, but findings show they are alienated by a curriculum embedded in the hegemonic culture and ideology, with which they can hardly identify. For Jews, Arabic is a language of low prestige, and their motivation is hindered by a curriculum which focuses mostly on formal language and security needs, and not on communicative, interactive skills. Concluding the paper, we propose an outline for the creation of alternative teaching environments that defy existing power structures and reinvent inclusive ecologies for the learning of both languages.
The teaching of Arabic and Hebrew as ‘foreign’ languages in Israel offers a unique case of a lang... more The teaching of Arabic and Hebrew as ‘foreign’ languages in Israel offers a unique case of a language teaching situation where curricula, methods and assessment are influenced by a complex set of socio-political variables. In Israel, Hebrew is the power language, and Arabic, the home language of 20% of the population, is of marginal status and prestige. Arab students learn Hebrew in schools as a compulsory subject from very early age until 12th grade, whereas Arabic in Hebrew-speaking schools is compulsory for only three years (7th to 9th grades). In this paper we argue that the teaching of Hebrew at Arabic-medium schools and the teaching of Arabic at Hebrew-medium schools exhibit a series of inequalities and imbalances that reflects the status of each of the languages in the Israeli context. This chapter is based on a critical comparative analysis of widely used textbooks used for the teaching of Hebrew and Arabic in Israeli schools, from the perspective of language and culture. It will be shown how these textbooks do not always fulfill a role of promoting understanding and coexistence but rather tend to reflect and often contribute to inequalities, prejudice, and the exclusion or marginalization of social groups. The chapter concludes with specific proposals for the creation of more egalitarian textbooks and learning materials with the potential to lead to better interactions between speakers of the two languages .
The nativization of Modern Hebrew at the end of the nineteenth century and the beginning of the t... more The nativization of Modern Hebrew at the end of the nineteenth century and the beginning of the twentieth is one of the most commonly cited examples of language planning and (possibly) revival. The Hebrew Language Committee, which was the main body responsible for Hebrew language planning in the formative years 1890–1953, held numerous discussions about the desired pronunciation, grammar, orthography and lexicon of the evolving language. The present study looks into one intriguing trait in the discourse of the Committee: the inclusion of numerous religious expressions drawn from Jewish religion, mysticism, and law. The paper examines these religious references and attempts to discover whether the Hebrew planning discussions included in the Committee’s Proceedings were a continuation of Jewish scholarly, halakhic deliberations, or whether the use of Jewish imagery and allusions was just a façon de parler. Using a language ideologies framework (Blommaert in Language ideological debates. Walter de Gruyter, Berlin, pp 1–38, 1999; Irvine and Gal in Regimes of language: ideologies, politics, and identities. School of American Research Press, Santa Fe, pp 35–83, 2000; Woolard in Language ideologies: practice and theory. This survey of curricula and teaching materials for Arabic as a foreign language focuses on three major problems in the field: (1) the selection of the target language; (2) pedagogical methods and means; (3) the availability of appropriate teaching materials.
In the domain of target language, the survey attempts to characterize the types Arabic taught in Israel and worldwide, and the various options available in this area. This question is examined primarily in relation to the phenomenon of diglossia. However, the survey strives to ask not only the question: What language to teach, literary or spoken Arabic? But also the question: What kind of literary or spoken Arabic? It is assumed that since teaching resources are limited, the target language as well as characteristics such as register, genre and style must be clearly defined by Arabic curricula, but at the same time, it is necessary to examine the possibilities of combining two or more standards, or promoting a language variety that is easier to learn and is of greater communicative value than the standard language.
The issue of methodology is specifically looked into in light of concerns by students, teachers and other professionals that the level of Arabic students attain upon completion of either the three years of compulsory Arabic learning or the highest level of a 5 point Bagrut, is insufficient. Since most of these concerns are linked with the ability of school leavers to communicate in the language, methodology is evaluated mainly in relation to the extent to which it implements the communicative approach in language teaching, and provides an even balance of the four strands of meaning-focused input, language-focused learning, meaning-focused output and fluency activities (Nation, 2001).
Finally, being the link between the formal curriculum and the classroom teacher, teaching materials are examined vis-à-vis the needs of learners and teachers. The target language, approaches, and activities are evaluated in an attempt to assess their adequacy to the official curriculum and the specific needs of the stakeholders. Here, too, one basic assumption would be that in order to achieve better outcomes under the existing environmental circumstances, a greater focus and clearer vision of the priorities are required both in the curriculum and teaching materials.
After delineating the guiding criteria of the study, Israeli curricula and teaching materials are examined, followed by a survey of Arabic programs abroad. The approach used in this survey is descriptive-qualitative, aiming to identify and emphasize the unique traits of each program with respect to the principles outlined above. In the evaluation of the Israeli materials, the purpose of the survey is to outline the various existing materials, pointing to some of their advantages and disadvantages. The main focus is on literary Arabic or Modern Standard Arabic (MSA) teaching materials for grades 7-9, since at this stage studies are compulsory and have the largest number of learners. The survey of materials and programs overseas is more selective, focusing on several case studies that illustrate possible alternatives to methods commonly used in Israel.
The survey shows that there are many similarities between many of the Israeli teaching materials, implying the existence of a very strong tradition in the field. This tradition has several traits: the linguistic standard being taught, which is close to the full, rigid standard of literary Arabic; the tendency to include academic and literary texts rather than text types of greater communicative value such as dialogues and personal accounts; the grammatical topics included as well as their order, which are guided by a traditional conception of pedagogical progression rather by their frequency in communicative language use; the centrality of reading (or reading and listening) tasks compared to other skills; the preponderance of focus on individual words or utterances rather on entire texts or situational contexts; the organization of the material by grammatical topics or themes rather than functions; and the failure to integrate colloquial or communicative Arabic into the course materials.
The examination of materials from the US, the UK and Germany may point to possible alternatives to that strong tradition. A very wide range of these materials focuses on communicative language, whether in literary or in spoken Arabic, or combine both language varieties. As part of the analysis of courses and course materials from other countries, this study tries to identify best practices, and determine whether they could be applied in the Israeli educational context. Finally, the study points to several areas where further research is needed, both in characterization and description of communicative Arabic language use and in the field of Arabic acquisition and teaching.
סקירה זו של תכניות לימוד וחומרי לימוד לערבית מתמקדת בשלוש בעיות עיקריות של התחום: (1) שאלת שפת היעד; (2) השיטות והאמצעים הפדגוגיים; (3) בעיית חומרי הלימוד.
בשאלת שפת היעד, הסקירה מנסה לאפיין את סוגי השפה הטיפוסיים הנלמדים בארץ ובעולם, ואת האפשרויות השונות הקיימות בתחום זה. שאלה זו נבדקת בראש ובראשונה בזיקה לתופעת הדיגלוסיה בערבית. עם זאת, יהיה הכרח לשאול לא רק השאלה: איזו שפה ללמד, ערבית ספרותית או מדוברת? אלא גם השאלה: איזה סוג של ערבית ספרותית או מדוברת? הנחת המוצא היא שבמסגרת מספר השעות המצומצם של לימודי ערבית והחשיפה המועטה שיש לתלמידים בשפה, דרוש מיקוד לא רק בזיהוי שפת היעד, אלא גם בזיהוי מאפיינים כגון משלב, סוגה וסגנון שימושיים ורווחים, כדי שההתקדמות של הלומדים בהם תהיה משמעותית. נוסף על כך, הסקירה בוחנת אפשרויות שונות של שילוב התקן הגבוה והתקן הנמוך בתכנית הלימודים, או של הוראת סוג שפה קומוניקטיבי אחד המשלב בין התקנים. בהקשר זה נבדקת שורה של אפיונים לשוניים המשפיעים על התקן הנלמד והעשויים להפוך אותו לקל יותר ללימוד ובעל ערך קומוניקטיבי רב יותר.
נושא השיטות והאמצעים נבחן בעיקר לנוכח אי שביעות רצונם של תלמידים, מורים ואנשי מקצוע מן הרמה שהתלמידים מגיעים אליה בלימודי הערבית בארץ, הן בסוף שלוש השנים שבהן הערבית נלמדת כמקצוע חובה, והן בסוף לימודי הערבית ברמה הגבוהה ביותר של 5 יחידות בגרות. מכיוון שעיקר הביקורת מתייחסת לכך שבוגרי הערבית מתקשים בתקשורת בשפה, נבחנת בעיקר מידת התאמתם של השיטות וחומרי הלימוד לגישה הקומוניקטיבית בהוראת שפות. באופן אידיאלי, גישה זו פירושה יחס מאוזן בין כל ארבע מיומנויות הלשון, וכן בין ארבעה סוגי חומרים או פעילויות, ש-Nation (2001) מכנה “four strands”: קלט ממוקד-משמעות, לימוד ממוקד-שפה, פלט ממוקד-משמעות ופעילויות שטף (fluency). מאידיאל זה נובעים גם צמצום ההיקף של הוראת הדקדוק והפיכתה לאמצעי במקום מטרה בפני עצמה, והתייחסות לשטף ולמובנות (intelligibility) יותר מאשר לדיוק (accuracy).
לבסוף, שאלת חומרי הלימוד נבחנת בעקבות טענות של מורים בעיקר על מחסור בחומרי לימוד בתחומים מסוימים. בהיותם החוליה המתווכת בין תכנית הלימודים הרשמית למורה בכיתה, יש מקום לברר מהם הצרכים של הלומדים ושל המורים, ובאילו מקרים חומרי הלימוד הקיימים מהווים חסם בפני יישומן של גישות עדכניות יותר ועבודה על תכנים רלוונטיים יותר בכיתה. יש מקום לבדוק את השפה הנלמדת בחומרי הלימוד הקיימים ואת הפעילויות שהם מציעים, במטרה לבחון את התאמתם לתכנית הלימודים הרשמית ולצרכים הספציפיים של בעלי העניין. גם כאן, אחת ההנחות היא שכדי להגיע להישגים בנסיבות הסביבתיות הקיימות, דרושים מיקוד רב יותר הן בתכנית הלימודים והן בחומרי הלימוד, ראייה טובה יותר של מטרות העל ודירוג ברור יותר בין יעדי הלימוד.
לאחר תיאור הקריטריונים המנחים של העבודה, נבחנות תכניות לימוד וחומרי לימוד בישראל, ואחריהם תכניות לימוד בחו"ל.
מן הסקירה עולה כי יש דמיון רב בין מרבית חומרי הלימוד הישראליים, המעיד על מסורת חזקה השולטת בתחום. מסורת זו מתבטאת במספר מאפיינים: התקן הלשוני הנלמד, שהנו תקן נוקשה וקרוב לתקן המלא של הערבית הספרותית; נטייה לטקסטים עיוניים וספרותיים במקום חומרים בעלי ערך קומוניקטיבי רב יותר כגון דיאלוגים וסיפורים אישיים; הנושאים הדקדוקיים הכלולים וסדרם, המודרכים על ידי תפיסה מסורתית של התקדמות מן הקל אל הקשה ופחות על ידי שיקולים תקשורתיים; נטייה להעדיף קריאה (או קריאה והאזנה) על פני שאר המיומנויות; נטייה לעסוק בשפה ברמת ההקשר של המילה הבודדת או המשפט הבודד ולא בהקשר תקשורתי מלא; ארגון החומר על פי נושאים דקדוקיים או תמאטיים במקום על פי מיומנויות פונקציונלית; חוסר שילוב של ערבית מדוברת או תקשורתית בחומרי הלימוד לערבית ספרותית. בחינתם של חומרי הלימוד מחו"ל מלמדת על מודלים חלופיים אפשריים למסורת החזקה הזאת.
כחלק מן הניתוח של מסלולי לימודים בחו"ל, מחקר זה בוחן כמה מאפיינים של המוצלחים שבהם, ובודק כיצד ובאיזו מידה ניתן להחיל אותם על מערכת החינוך הישראלית. לבסוף, המחקר מצביע על מספר תחומים שבהם דרוש מחקר נוסף, הן בתחום האפיון והתיאור של השפה הערבית התקשורתית והן בתחום תהליכי ההוראה והרכישה של השפה, בדגש על האופן שבו חומרי הלימודים יכולים לעודד תקשורת בשפה.

This paper contemplates the concept of typographical advocacy, defined here as a variety of activ... more This paper contemplates the concept of typographical advocacy, defined here as a variety of activities, strategies, and policies designed to increase or enhance language support in computing systems, facilitating typing and displaying texts in local languages. Focusing on the cases of Spanish and Paraguayan Guarani, the paper traces some existing efforts in the domain of typographical advocacy and strives to explain their dynamics. An attempt is made to examine both situations in which typographical advocacy is visible and explicit (as in the case of Spanish) and cases in which advocacy seems negligible (as in the case of Guarani). A wide range of enabling and hindering factors are examined, such as the relations between tech companies, nation-state institutions, consumers, and the habitus created by the use of technology. Through these examples, the rationale for advocacy is explored as well as alternative courses of action in cases where advocacy is not desired or fails to achieve its goals. A case will be made for raising the awareness of typographical issues in language planning and policy (LPP) both as part of broader multilingual awareness and as a tool for solving practical language problems in times of increased dependency on computing and mobile devices.
In Israel, approximately 25,000 Thai laborers are contracted for agricultural work in all parts o... more In Israel, approximately 25,000 Thai laborers are contracted for agricultural work in all parts of the country, following a series of bilateral agreements between the governments of Israel and Thailand. Various NGOs and agencies have documented numerous violations of labor laws in many Israeli farms, including the lack of safety measures, poor working and living conditions, and extremely low salaries. Israeli discourse on the topic vacillates between the interests of farmers, workers, consumers, and the government ( Or & Shohamy, 2020 ), and the occasional appearance of reports about the abuse of workers reignites the debate and tensions surrounding these issues. This longitudinal qualitative study, spanning from 2013 to 2019, focuses on the linguistic landscape (LL) of the Central Arava region – an arid, sparsely populated subdistrict in Southern Israel. What makes this region unique is that the number of Thai migrant workers there equals or slightly exceeds that of Hebrew-speaking Jews. Using an LL approach ( Jaworski & Thurlow, 2010 ; Shohamy & Gorter, 2009 ; Shohamy, 2012 ), the 2013 study sought to explore the visibility and vitality of the Thai language as well as its interactions with other languages. The roles that Thai, Hebrew, English, Arabic, and other languages played in the public space clearly revealed the power relations between the speakers of these languages. The 2018–19 follow-up to the original 2013 findings seeks to track the impact on the public space of recent developments such as population changes, the advent of speakers of other languages to the region, the economic crisis, and the public controversy about the exploitation of workers. The present chapter examines the discursive interrelations between farmers, migrant workers, citi... more The present chapter examines the discursive interrelations between farmers, migrant workers, citizens, and the state, by looking into a specific geopolitical and social context of agricultural migrant workers employed in a southern region of Israel. As a result of state policy and bilateral agreements with the government of Thailand, the majority of agricultural workers in the region (and elsewhere in Israel) are young Thai men who come to Israel without their families and are required to leave after a predetermined period. They have no viable way of becoming permanent residents, let alone citizens, and their overall quality of life often depends on the means and dispositions of their employers. The Central Arava region, 100-150km north of Israel’s southernmost city of Eilat, is an elongated desert area stretching along the road bordering with Jordan. With an area of 1,400 km2 and a population of 3,144 (mostly Jewish) inhabitants (in 2016), this is one of the most sparsely populated regions in Israel, and the economy there is mainly based on greenhouse agriculture. In the greenhouses, which belong to numerous farms (meshakim) in five moshavim (loosely cooperative community settlements) along the main road, Thai migrant workers are employed. What makes the region special is the fact that Thai migrant workers outnumber (or nearly outnumber) the Jews living in the region, creating a unique configuration that calls for ethnographic, sociolinguistic, and discourse research. According to some reports (for example Blum, 2013), there are 4,500-5,000 workers in the region, consisting almost exclusively of Thai migrant workers and approximately 1,000 trainees (mishtalmim), who come to the region from various countries to study and practice agriculture, but also occasionally do some of the work without getting the usual worker benefits. The numbers of work permits fluctuate and are regulated by the state, as farmers constantly struggle to recruit more workers. In this article we investigate the spatial politics of sexuality in Israel by focusing on two dif... more In this article we investigate the spatial politics of sexuality in Israel by focusing on two different but related data sets: (1) the official video for Tel Aviv Pride 2013 produced by the Mizrahi Jewish music group Arisa; and (2) a protest against the Occupation of Palestine performed at Tel Aviv Pride in 2017. We analyze these examples with the help of a theoretical framework that offers a dynamic conceptualization of citizenship and its semiotic manifestations, drawing on Fraser’s (1995) distinction between affirmative and transformative strategies of social justice. In line with the remit of this special issue, we highlight the importance of taking sexuality as an entry point for Linguistic Landscape analysis. More specifically, we argue that a focus on sexuality in space opens up a window into the affective, intimate and embodied dimensions of politics.

Abstract Language education policy in the Middle East and North Africa (MENA) is a complex set of norms, beliefs, and practices deeply rooted in the history of the region. Despite the appearance of uniformity, the MENA region is marked by economic, religious, and linguistic differences. Language policies in MENA are to be understood against the background of prolonged colonial rule and the traditional opposition to colonialism and foreign intervention. Three major aspects of language policy (LP) in the region are discussed: diglossia, which involves the relatively rigid separation between the high, standard language and the native, colloquial one; Arabization, which is the historical process of reversing the linguistic consequences of colonialism, substituting Western colonial languages with Arabic; and finally, issues of linguistic minorities, multilingualism, and language education, which pose significant challenges to language policy in the region. Following the discussion of current issues in the field, a discussion of work in progress and future directions in the field specifically address the issues of political instability in some parts of the region and the challenges of improving and researching language policy in contexts where language ideologies often clash. Particular attention is given to ways in which language policy can become more democratic and inclusive, the way new language policy initiatives can be executed and monitored, the potential economic value of certain policies, and the importance of research on the links between language policy and religion.
The English language education policy in Israel is shaped by the varying social meanings of the l... more The English language education policy in Israel is shaped by the varying social meanings of the language throughout the country’s history. The chapter begins with a brief historical sketch that tracks the formation of these social meanings, from the British Mandate of Palestine, which imposed English as an official language (alongside Arabic and Hebrew), through the rise of Zionism and the establishment of the State of Israel, where English was excluded and regarded as the language of British imperialism, to the current state of affairs, in which American influence is strong and English is regarded an asset in a globalized world. Implications of the prolonged Israeli-Arab conflict on the status of English in Israel are also considered. Following the historical sketch, aspects of the English language in Israeli society and education are discussed, including issues of social and economic inequality, exposure to English in the mass media, and minority populations with particular needs and difficulties such as Israeli Palestinian (Arab) students, ultra-Orthodox Jews, and immigrants. We conclude the chapter by discussing ways in which the Israeli educational system can address the multiple social meanings, uses, and manifestations of the language, as well as the specific needs and capabilities of different types of learners.
The aim of this comparative study is to detect symmetries and asymmetries in the status of two ma... more The aim of this comparative study is to detect symmetries and asymmetries in the status of two major languages taught in Israel: Hebrew in Arabic-medium schools and Arabic in Hebrew-medium schools. The teaching of these two languages offers a unique case of language education policy where categories of ideology, policy, curriculum, methods, and assessment intersect. For Arabs, Hebrew is perceived as a major tool for upward mobility, but findings show they are alienated by a curriculum embedded in the hegemonic culture and ideology, with which they can hardly identify. For Jews, Arabic is a language of low prestige, and their motivation is hindered by a curriculum which focuses mostly on formal language and security needs, and not on communicative, interactive skills. Concluding the paper, we propose an outline for the creation of alternative teaching environments that defy existing power structures and reinvent inclusive ecologies for the learning of both languages.
The teaching of Arabic and Hebrew as ‘foreign’ languages in Israel offers a unique case of a lang... more The teaching of Arabic and Hebrew as ‘foreign’ languages in Israel offers a unique case of a language teaching situation where curricula, methods and assessment are influenced by a complex set of socio-political variables. In Israel, Hebrew is the power language, and Arabic, the home language of 20% of the population, is of marginal status and prestige. Arab students learn Hebrew in schools as a compulsory subject from very early age until 12th grade, whereas Arabic in Hebrew-speaking schools is compulsory for only three years (7th to 9th grades). In this paper we argue that the teaching of Hebrew at Arabic-medium schools and the teaching of Arabic at Hebrew-medium schools exhibit a series of inequalities and imbalances that reflects the status of each of the languages in the Israeli context. This chapter is based on a critical comparative analysis of widely used textbooks used for the teaching of Hebrew and Arabic in Israeli schools, from the perspective of language and culture. It will be shown how these textbooks do not always fulfill a role of promoting understanding and coexistence but rather tend to reflect and often contribute to inequalities, prejudice, and the exclusion or marginalization of social groups. The chapter concludes with specific proposals for the creation of more egalitarian textbooks and learning materials with the potential to lead to better interactions between speakers of the two languages .
The nativization of Modern Hebrew at the end of the nineteenth century and the beginning of the t... more The nativization of Modern Hebrew at the end of the nineteenth century and the beginning of the twentieth is one of the most commonly cited examples of language planning and (possibly) revival. The Hebrew Language Committee, which was the main body responsible for Hebrew language planning in the formative years 1890–1953, held numerous discussions about the desired pronunciation, grammar, orthography and lexicon of the evolving language. The present study looks into one intriguing trait in the discourse of the Committee: the inclusion of numerous religious expressions drawn from Jewish religion, mysticism, and law. The paper examines these religious references and attempts to discover whether the Hebrew planning discussions included in the Committee’s Proceedings were a continuation of Jewish scholarly, halakhic deliberations, or whether the use of Jewish imagery and allusions was just a façon de parler. Using a language ideologies framework (Blommaert in Language ideological debates. Walter de Gruyter, Berlin, pp 1–38, 1999; Irvine and Gal in Regimes of language: ideologies, politics, and identities. School of American Research Press, Santa Fe, pp 35–83, 2000; Woolard in Language ideologies: practice and theory. Oxford University Press, New York and Oxford, pp 3–47, 1998), it suggests that while the overt intentions of Hebrew language planners were most predominantly secular, there is enough evidence to support the claim that the language planning of Hebrew was not fully secularized.

This survey of curricula and teaching materials for Arabic as a foreign language focuses on three major problems in the field: (1) the selection of the target language; (2) pedagogical methods and means; (3) the availability of appropriate teaching materials.
In the domain of target language, the survey attempts to characterize the types Arabic taught in Israel and worldwide, and the various options available in this area. This question is examined primarily in relation to the phenomenon of diglossia. However, the survey strives to ask not only the question: What language to teach, literary or spoken Arabic? But also the question: What kind of literary or spoken Arabic? It is assumed that since teaching resources are limited, the target language as well as characteristics such as register, genre and style must be clearly defined by Arabic curricula, but at the same time, it is necessary to examine the possibilities of combining two or more standards, or promoting a language variety that is easier to learn and is of greater communicative value than the standard language.
The issue of methodology is specifically looked into in light of concerns by students, teachers and other professionals that the level of Arabic students attain upon completion of either the three years of compulsory Arabic learning or the highest level of a 5 point Bagrut, is insufficient. Since most of these concerns are linked with the ability of school leavers to communicate in the language, methodology is evaluated mainly in relation to the extent to which it implements the communicative approach in language teaching, and provides an even balance of the four strands of meaning-focused input, language-focused learning, meaning-focused output and fluency activities (Nation, 2001).
Finally, being the link between the formal curriculum and the classroom teacher, teaching materials are examined vis-à-vis the needs of learners and teachers. The target language, approaches, and activities are evaluated in an attempt to assess their adequacy to the official curriculum and the specific needs of the stakeholders. Here, too, one basic assumption would be that in order to achieve better outcomes under the existing environmental circumstances, a greater focus and clearer vision of the priorities are required both in the curriculum and teaching materials.
After delineating the guiding criteria of the study, Israeli curricula and teaching materials are examined, followed by a survey of Arabic programs abroad. The approach used in this survey is descriptive-qualitative, aiming to identify and emphasize the unique traits of each program with respect to the principles outlined above. In the evaluation of the Israeli materials, the purpose of the survey is to outline the various existing materials, pointing to some of their advantages and disadvantages. The main focus is on literary Arabic or Modern Standard Arabic (MSA) teaching materials for grades 7-9, since at this stage studies are compulsory and have the largest number of learners. The survey of materials and programs overseas is more selective, focusing on several case studies that illustrate possible alternatives to methods commonly used in Israel.
The survey shows that there are many similarities between many of the Israeli teaching materials, implying the existence of a very strong tradition in the field. This tradition has several traits: the linguistic standard being taught, which is close to the full, rigid standard of literary Arabic; the tendency to include academic and literary texts rather than text types of greater communicative value such as dialogues and personal accounts; the grammatical topics included as well as their order, which are guided by a traditional conception of pedagogical progression rather by their frequency in communicative language use; the centrality of reading (or reading and listening) tasks compared to other skills; the preponderance of focus on individual words or utterances rather on entire texts or situational contexts; the organization of the material by grammatical topics or themes rather than functions; and the failure to integrate colloquial or communicative Arabic into the course materials.
The examination of materials from the US, the UK and Germany may point to possible alternatives to that strong tradition. A very wide range of these materials focuses on communicative language, whether in literary or in spoken Arabic, or combine both language varieties. As part of the analysis of courses and course materials from other countries, this study tries to identify best practices, and determine whether they could be applied in the Israeli educational context. Finally, the study points to several areas where further research is needed, both in characterization and description of communicative Arabic language use and in the field of Arabic acquisition and teaching.
סקירה זו של תכניות לימוד וחומרי לימוד לערבית מתמקדת בשלוש בעיות עיקריות של התחום: (1) שאלת שפת היעד; (2) השיטות והאמצעים הפדגוגיים; (3) בעיית חומרי הלימוד.
בשאלת שפת היעד, הסקירה מנסה לאפיין את סוגי השפה הטיפוסיים הנלמדים בארץ ובעולם, ואת האפשרויות השונות הקיימות בתחום זה. שאלה זו נבדקת בראש ובראשונה בזיקה לתופעת הדיגלוסיה בערבית. עם זאת, יהיה הכרח לשאול לא רק השאלה: איזו שפה ללמד, ערבית ספרותית או מדוברת? אלא גם השאלה: איזה סוג של ערבית ספרותית או מדוברת? הנחת המוצא היא שבמסגרת מספר השעות המצומצם של לימודי ערבית והחשיפה המועטה שיש לתלמידים בשפה, דרוש מיקוד לא רק בזיהוי שפת היעד, אלא גם בזיהוי מאפיינים כגון משלב, סוגה וסגנון שימושיים ורווחים, כדי שההתקדמות של הלומדים בהם תהיה משמעותית. נוסף על כך, הסקירה בוחנת אפשרויות שונות של שילוב התקן הגבוה והתקן הנמוך בתכנית הלימודים, או של הוראת סוג שפה קומוניקטיבי אחד המשלב בין התקנים. בהקשר זה נבדקת שורה של אפיונים לשוניים המשפיעים על התקן הנלמד והעשויים להפוך אותו לקל יותר ללימוד ובעל ערך קומוניקטיבי רב יותר.
נושא השיטות והאמצעים נבחן בעיקר לנוכח אי שביעות רצונם של תלמידים, מורים ואנשי מקצוע מן הרמה שהתלמידים מגיעים אליה בלימודי הערבית בארץ, הן בסוף שלוש השנים שבהן הערבית נלמדת כמקצוע חובה, והן בסוף לימודי הערבית ברמה הגבוהה ביותר של 5 יחידות בגרות. מכיוון שעיקר הביקורת מתייחסת לכך שבוגרי הערבית מתקשים בתקשורת בשפה, נבחנת בעיקר מידת התאמתם של השיטות וחומרי הלימוד לגישה הקומוניקטיבית בהוראת שפות. באופן אידיאלי, גישה זו פירושה יחס מאוזן בין כל ארבע מיומנויות הלשון, וכן בין ארבעה סוגי חומרים או פעילויות, ש-Nation (2001) מכנה “four strands”: קלט ממוקד-משמעות, לימוד ממוקד-שפה, פלט ממוקד-משמעות ופעילויות שטף (fluency). מאידיאל זה נובעים גם צמצום ההיקף של הוראת הדקדוק והפיכתה לאמצעי במקום מטרה בפני עצמה, והתייחסות לשטף ולמובנות (intelligibility) יותר מאשר לדיוק (accuracy).
לבסוף, שאלת חומרי הלימוד נבחנת בעקבות טענות של מורים בעיקר על מחסור בחומרי לימוד בתחומים מסוימים. בהיותם החוליה המתווכת בין תכנית הלימודים הרשמית למורה בכיתה, יש מקום לברר מהם הצרכים של הלומדים ושל המורים, ובאילו מקרים חומרי הלימוד הקיימים מהווים חסם בפני יישומן של גישות עדכניות יותר ועבודה על תכנים רלוונטיים יותר בכיתה. יש מקום לבדוק את השפה הנלמדת בחומרי הלימוד הקיימים ואת הפעילויות שהם מציעים, במטרה לבחון את התאמתם לתכנית הלימודים הרשמית ולצרכים הספציפיים של בעלי העניין. גם כאן, אחת ההנחות היא שכדי להגיע להישגים בנסיבות הסביבתיות הקיימות, דרושים מיקוד רב יותר הן בתכנית הלימודים והן בחומרי הלימוד, ראייה טובה יותר של מטרות העל ודירוג ברור יותר בין יעדי הלימוד.
לאחר תיאור הקריטריונים המנחים של העבודה, נבחנות תכניות לימוד וחומרי לימוד בישראל, ואחריהם תכניות לימוד בחו"ל.
מן הסקירה עולה כי יש דמיון רב בין מרבית חומרי הלימוד הישראליים, המעיד על מסורת חזקה השולטת בתחום. מסורת זו מתבטאת במספר מאפיינים: התקן הלשוני הנלמד, שהנו תקן נוקשה וקרוב לתקן המלא של הערבית הספרותית; נטייה לטקסטים עיוניים וספרותיים במקום חומרים בעלי ערך קומוניקטיבי רב יותר כגון דיאלוגים וסיפורים אישיים; הנושאים הדקדוקיים הכלולים וסדרם, המודרכים על ידי תפיסה מסורתית של התקדמות מן הקל אל הקשה ופחות על ידי שיקולים תקשורתיים; נטייה להעדיף קריאה (או קריאה והאזנה) על פני שאר המיומנויות; נטייה לעסוק בשפה ברמת ההקשר של המילה הבודדת או המשפט הבודד ולא בהקשר תקשורתי מלא; ארגון החומר על פי נושאים דקדוקיים או תמאטיים במקום על פי מיומנויות פונקציונלית; חוסר שילוב של ערבית מדוברת או תקשורתית בחומרי הלימוד לערבית ספרותית. בחינתם של חומרי הלימוד מחו"ל מלמדת על מודלים חלופיים אפשריים למסורת החזקה הזאת.
כחלק מן הניתוח של מסלולי לימודים בחו"ל, מחקר זה בוחן כמה מאפיינים של המוצלחים שבהם, ובודק כיצד ובאיזו מידה ניתן להחיל אותם על מערכת החינוך הישראלית. לבסוף, המחקר מצביע על מספר תחומים שבהם דרוש מחקר נוסף, הן בתחום האפיון והתיאור של השפה הערבית התקשורתית והן בתחום תהליכי ההוראה והרכישה של השפה, בדגש על האופן שבו חומרי הלימודים יכולים לעודד תקשורת בשפה.

The review describes the different parts of the book and the approach taken in it, and then briefly discusses some of the implications of using the volume as a basis for future research in the field. What makes this volume remarkable is its focus on new directions for research, addressing recent challenges in the Language Policy and Planning (LPP) field. These challenges are linked to new circumstances, such as the globalized late capitalist economy, growing movements of populations and commodities, the weakening of nation-state institutions and the ensuing renewal of nationalism and right-wing populism. One of the limitations of the handbook is its almost exclusive focus on ethnographic research, which is justified in some ways but may restrict the scope of phenomena studied in the field. Academic handbooks have become a genre of their own and a major component in the socialization of new scholars, providing easy-to-digest summaries of accumulated knowledge and exemplifying key aspects in a given academic field. The Oxford Handbook of Language Policy and Planning, however, is one of few handbooks that go beyond the mere collection of existing knowledge. Rather, this handbook seeks to outline new directions for research, addressing recent challenges in the Language Policy and Planning (LPP) field. Language planning and policy (LPP) was founded as an academic field in the late 1960s and early 1... more Language planning and policy (LPP) was founded as an academic field in the late 1960s and early 1970s by Joshua Fishman and other prominent scholars. In its early years, LPP was perceived as a subfield of applied linguistics and the sociology of language, one most specifically interested in developing nations and the way they cope with language-related problems. Some particular cases of language planning, such as the planned revitalization of Hebrew in the nineteenth and twentieth centuries, drew a great deal of attention. Scholars uncovered more and more historical cases in which new scripts were developed, dialects were standardized or granted official status, and language conflicts between elites or other social groups were resolved. In the present book, dedicated to the memory of Fishman, who died in 2015, Coulmas seems to revive and continue the Fishmanian tradition of historical case studies by exploring twenty individuals who variously shaped languages and language policies in multiple spheres of activity through history. The survey of these language policy makers is chronologically ordered and begins in the eighth century with Alcuin of York, who strove to purify Latin from vernacular influences, followed by Sibawayhi, the great Arabic grammarian who studied the speech of Arabian Bedouins, and Dante Alighieri, who studied and accorded prestige to the Italian vernaculars. Other early figures are King Sejong, who devised a new script for Korean, ElioAntonio de Nebrija, who authored the first grammar of Castilian Spanish, and Cardinal Richelieu, who founded the first language academy, for the French language. Various NGOs and agencies have documented numerous violations of labor laws in many Israeli farms, including the lack of safety measures, poor working and living conditions, and extremely low salaries. Israeli discourse on the topic vacillates between the interests of farmers, workers, consumers, and the government (Or & Shohamy, 2020), and the occasional appearance of reports about the abuse of workers reignites the debate and tensions surrounding these issues. The aim of this comparative study is to detect symmetries and asymmetries in the status of two ma... more The aim of this comparative study is to detect symmetries and asymmetries in the status of two major languages taught in Israel: Hebrew in Arabic-medium schools and Arabic in Hebrew-medium schools. The teaching of these two languages offers a unique case of language education policy where categories of ideology, policy, curriculum, methods, and assessment intersect. For Arabs, Hebrew is perceived as a major tool for upward mobility, but findings show they are alienated by a curriculum embedded in the hegemonic culture and ideology, with which they can hardly identify. For Jews, Arabic is a language of low prestige, and their motivation is hindered by a curriculum which focuses mostly on formal language and security needs, and not on communicative, interactive skills. Concluding the paper, we propose an outline for the creation of alternative teaching environments that defy existing power structures and reinvent inclusive ecologies for the learning of both languages.
In this article we investigate the spatial politics of sexuality in Israel by focusing on two dif... more In this article we investigate the spatial politics of sexuality in Israel by focusing on two different but related data sets: (1) the official video for Tel Aviv Pride 2013 produced by the Mizrahi Jewish music group Arisa; and (2) a protest against the Occupation of Palestine performed at Tel Aviv Pride in 2017. We analyze these examples with the help of a theoretical framework that offers a dynamic conceptualization of citizenship and its semiotic manifestations, drawing on Fraser’s (1995) distinction between affirmative and transformative strategies of social justice. In line with the remit of this special issue, we highlight the importance of taking sexuality as an entry point for Linguistic Landscape analysis. More specifically, we argue that a focus on sexuality in space opens up a window into the affective, intimate and embodied dimensions of politics.

The Central Arava region, 100-150km north of Israel’s southernmost city of Eilat, is an elongated desert area stretching along the road bordering with Jordan. With an area of 1,400 km2 and a population of 3,144 (mostly Jewish) inhabitants (in 2016), this is one of the most sparsely populated regions in Israel, and the economy there is mainly based on greenhouse agriculture. In the greenhouses, which belong to numerous farms (meshakim) in five moshavim (loosely cooperative community settlements) along the main road, Thai migrant workers are employed. What makes the region special is the fact that Thai migrant workers outnumber (or nearly outnumber) the Jews living in the region, creating a unique configuration that calls for ethnographic, sociolinguistic, and discourse research. According to some reports (for example Blum, 2013), there are 4,500-5,000 workers in the region, consisting almost exclusively of Thai migrant workers and approximately 1,000 trainees (mishtalmim), who come to the region from various countries to study and practice agriculture, but also occasionally do some of the work without getting the usual worker benefits. The numbers of work permits fluctuate and are regulated by the state, as farmers constantly struggle to recruit more workers.

This chapter is based on a critical comparative analysis of widely used textbooks used for the teaching of Hebrew and Arabic in Israeli schools, from the perspective of language and culture. It will be shown how these textbooks do not always fulfill a role of promoting understanding and coexistence but rather tend to reflect and often contribute to inequalities, prejudice, and the exclusion or marginalization of social groups. The chapter concludes with specific proposals for the creation of more egalitarian textbooks and learning materials with the potential to lead to better interactions between speakers of the two languages .

This survey of curricula and teaching materials for Arabic as a foreign language focuses on three major problems in the field: (1) the selection of the target language; (2) pedagogical methods and means; (3) the availability of appropriate teaching materials.
In the domain of target language, the survey attempts to characterize the types Arabic taught in Israel and worldwide, and the various options available in this area. This question is examined primarily in relation to the phenomenon of diglossia. However, the survey strives to ask not only the question: What language to teach, literary or spoken Arabic? But also the question: What kind of literary or spoken Arabic? It is assumed that since teaching resources are limited, the target language as well as characteristics such as register, genre and style must be clearly defined by Arabic curricula, but at the same time, it is necessary to examine the possibilities of combining two or more standards, or promoting a language variety that is easier to learn and is of greater communicative value than the standard language.
The issue of methodology is specifically looked into in light of concerns by students, teachers and other professionals that the level of Arabic students attain upon completion of either the three years of compulsory Arabic learning or the highest level of a 5 point Bagrut, is insufficient. Since most of these concerns are linked with the ability of school leavers to communicate in the language, methodology is evaluated mainly in relation to the extent to which it implements the communicative approach in language teaching, and provides an even balance of the four strands of meaning-focused input, language-focused learning, meaning-focused output and fluency activities (Nation, 2001).
Finally, being the link between the formal curriculum and the classroom teacher, teaching materials are examined vis-à-vis the needs of learners and teachers. The target language, approaches, and activities are evaluated in an attempt to assess their adequacy to the official curriculum and the specific needs of the stakeholders. Here, too, one basic assumption would be that in order to achieve better outcomes under the existing environmental circumstances, a greater focus and clearer vision of the priorities are required both in the curriculum and teaching materials.
After delineating the guiding criteria of the study, Israeli curricula and teaching materials are examined, followed by a survey of Arabic programs abroad. The approach used in this survey is descriptive-qualitative, aiming to identify and emphasize the unique traits of each program with respect to the principles outlined above. In the evaluation of the Israeli materials, the purpose of the survey is to outline the various existing materials, pointing to some of their advantages and disadvantages. The main focus is on literary Arabic or Modern Standard Arabic (MSA) teaching materials for grades 7-9, since at this stage studies are compulsory and have the largest number of learners. The survey of materials and programs overseas is more selective, focusing on several case studies that illustrate possible alternatives to methods commonly used in Israel.
The survey shows that there are many similarities between many of the Israeli teaching materials, implying the existence of a very strong tradition in the field. This tradition has several traits: the linguistic standard being taught, which is close to the full, rigid standard of literary Arabic; the tendency to include academic and literary texts rather than text types of greater communicative value such as dialogues and personal accounts; the grammatical topics included as well as their order, which are guided by a traditional conception of pedagogical progression rather by their frequency in communicative language use; the centrality of reading (or reading and listening) tasks compared to other skills; the preponderance of focus on individual words or utterances rather on entire texts or situational contexts; the organization of the material by grammatical topics or themes rather than functions; and the failure to integrate colloquial or communicative Arabic into the course materials.
The examination of materials from the US, the UK and Germany may point to possible alternatives to that strong tradition. A very wide range of these materials focuses on communicative language, whether in literary or in spoken Arabic, or combine both language varieties. As part of the analysis of courses and course materials from other countries, this study tries to identify best practices, and determine whether they could be applied in the Israeli educational context. Finally, the study points to several areas where further research is needed, both in characterization and description of communicative Arabic language use and in the field of Arabic acquisition and teaching.
סקירה זו של תכניות לימוד וחומרי לימוד לערבית מתמקדת בשלוש בעיות עיקריות של התחום: (1) שאלת שפת היעד; (2) השיטות והאמצעים הפדגוגיים; (3) בעיית חומרי הלימוד.
בשאלת שפת היעד, הסקירה מנסה לאפיין את סוגי השפה הטיפוסיים הנלמדים בארץ ובעולם, ואת האפשרויות השונות הקיימות בתחום זה. שאלה זו נבדקת בראש ובראשונה בזיקה לתופעת הדיגלוסיה בערבית. עם זאת, יהיה הכרח לשאול לא רק השאלה: איזו שפה ללמד, ערבית ספרותית או מדוברת? אלא גם השאלה: איזה סוג של ערבית ספרותית או מדוברת? הנחת המוצא היא שבמסגרת מספר השעות המצומצם של לימודי ערבית והחשיפה המועטה שיש לתלמידים בשפה, דרוש מיקוד לא רק בזיהוי שפת היעד, אלא גם בזיהוי מאפיינים כגון משלב, סוגה וסגנון שימושיים ורווחים, כדי שההתקדמות של הלומדים בהם תהיה משמעותית. נוסף על כך, הסקירה בוחנת אפשרויות שונות של שילוב התקן הגבוה והתקן הנמוך בתכנית הלימודים, או של הוראת סוג שפה קומוניקטיבי אחד המשלב בין התקנים. בהקשר זה נבדקת שורה של אפיונים לשוניים המשפיעים על התקן הנלמד והעשויים להפוך אותו לקל יותר ללימוד ובעל ערך קומוניקטיבי רב יותר.
נושא השיטות והאמצעים נבחן בעיקר לנוכח אי שביעות רצונם של תלמידים, מורים ואנשי מקצוע מן הרמה שהתלמידים מגיעים אליה בלימודי הערבית בארץ, הן בסוף שלוש השנים שבהן הערבית נלמדת כמקצוע חובה, והן בסוף לימודי הערבית ברמה הגבוהה ביותר של 5 יחידות בגרות. מכיוון שעיקר הביקורת מתייחסת לכך שבוגרי הערבית מתקשים בתקשורת בשפה, נבחנת בעיקר מידת התאמתם של השיטות וחומרי הלימוד לגישה הקומוניקטיבית בהוראת שפות. באופן אידיאלי, גישה זו פירושה יחס מאוזן בין כל ארבע מיומנויות הלשון, וכן בין ארבעה סוגי חומרים או פעילויות, ש-Nation (2001) מכנה “four strands”: קלט ממוקד-משמעות, לימוד ממוקד-שפה, פלט ממוקד-משמעות ופעילויות שטף (fluency). מאידיאל זה נובעים גם צמצום ההיקף של הוראת הדקדוק והפיכתה לאמצעי במקום מטרה בפני עצמה, והתייחסות לשטף ולמובנות (intelligibility) יותר מאשר לדיוק (accuracy).
לבסוף, שאלת חומרי הלימוד נבחנת בעקבות טענות של מורים בעיקר על מחסור בחומרי לימוד בתחומים מסוימים. בהיותם החוליה המתווכת בין תכנית הלימודים הרשמית למורה בכיתה, יש מקום לברר מהם הצרכים של הלומדים ושל המורים, ובאילו מקרים חומרי הלימוד הקיימים מהווים חסם בפני יישומן של גישות עדכניות יותר ועבודה על תכנים רלוונטיים יותר בכיתה. יש מקום לבדוק את השפה הנלמדת בחומרי הלימוד הקיימים ואת הפעילויות שהם מציעים, במטרה לבחון את התאמתם לתכנית הלימודים הרשמית ולצרכים הספציפיים של בעלי העניין. גם כאן, אחת ההנחות היא שכדי להגיע להישגים בנסיבות הסביבתיות הקיימות, דרושים מיקוד רב יותר הן בתכנית הלימודים והן בחומרי הלימוד, ראייה טובה יותר של מטרות העל ודירוג ברור יותר בין יעדי הלימוד.

מן הסקירה עולה כי יש דמיון רב בין מרבית חומרי הלימוד הישראליים, המעיד על מסורת חזקה השולטת בתחום. מסורת זו מתבטאת במספר מאפיינים: התקן הלשוני הנלמד, שהנו תקן נוקשה וקרוב לתקן המלא של הערבית הספרותית; נטייה לטקסטים עיוניים וספרותיים במקום חומרים בעלי ערך קומוניקטיבי רב יותר כגון דיאלוגים וסיפורים אישיים; הנושאים הדקדוקיים הכלולים וסדרם, המודרכים על ידי תפיסה מסורתית של התקדמות מן הקל אל הקשה ופחות על ידי שיקולים תקשורתיים; נטייה להעדיף קריאה (או קריאה והאזנה) על פני שאר המיומנויות; נטייה לעסוק בשפה ברמת ההקשר של המילה הבודדת או המשפט הבודד ולא בהקשר תקשורתי מלא; ארגון החומר על פי נושאים דקדוקיים או תמאטיים במקום על פי מיומנויות פונקציונלית; חוסר שילוב של ערבית מדוברת או תקשורתית בחומרי הלימוד לערבית ספרותית. בחינתם של חומרי הלימוד מחו"ל מלמדת על מודלים חלופיים אפשריים למסורת החזקה הזאת.
כחלק מן הניתוח של מסלולי לימודים בחו"ל, מחקר זה בוחן כמה מאפיינים של המוצלחים שבהם, ובודק כיצד ובאיזו מידה ניתן להחיל אותם על מערכת החינוך הישראלית. לבסוף, המחקר מצביע על מספר תחומים שבהם דרוש מחקר נוסף, הן בתחום האפיון והתיאור של השפה הערבית התקשורתית והן בתחום תהליכי ההוראה והרכישה של השפה, בדגש על האופן שבו חומרי הלימודים יכולים לעודד תקשורת בשפה.

בשאלת שפת היעד, הסקירה מנסה לאפיין את סוגי השפה הטיפוסיים הנלמדים בארץ ובעולם, ואת האפשרויות השונות הקיימות בתחום זה. שאלה זו נבדקת בראש ובראשונה בזיקה לתופעת הדיגלוסיה בערבית. עם זאת, יהיה הכרח לשאול לא רק השאלה: איזו שפה ללמד, ערבית ספרותית או מדוברת? אלא גם השאלה: איזה סוג של ערבית ספרותית או מדוברת? הנחת המוצא היא שבמסגרת מספר השעות המצומצם של לימודי ערבית והחשיפה המועטה שיש לתלמידים בשפה, דרוש מיקוד לא רק בזיהוי שפת היעד, אלא גם בזיהוי מאפיינים כגון משלב, סוגה וסגנון שימושיים ורווחים, כדי שההתקדמות של הלומדים בהם תהיה משמעותית. נוסף על כך, הסקירה בוחנת אפשרויות שונות של שילוב התקן הגבוה והתקן הנמוך בתכנית הלימודים, או של הוראת סוג שפה קומוניקטיבי אחד המשלב בין התקנים. בהקשר זה נבדקת שורה של אפיונים לשוניים המשפיעים על התקן הנלמד והעשויים להפוך אותו לקל יותר ללימוד ובעל ערך קומוניקטיבי רב יותר.
נושא השיטות והאמצעים נבחן בעיקר לנוכח אי שביעות רצונם של תלמידים, מורים ואנשי מקצוע מן הרמה שהתלמידים מגיעים אליה בלימודי הערבית בארץ, הן בסוף שלוש השנים שבהן הערבית נלמדת כמקצוע חובה, והן בסוף לימודי הערבית ברמה הגבוהה ביותר של 5 יחידות בגרות. מכיוון שעיקר הביקורת מתייחסת לכך שבוגרי הערבית מתקשים בתקשורת בשפה, נבחנת בעיקר מידת התאמתם של השיטות וחומרי הלימוד לגישה הקומוניקטיבית בהוראת שפות. באופן אידיאלי, גישה זו פירושה יחס מאוזן בין כל ארבע מיומנויות הלשון, וכן בין ארבעה סוגי חומרים או פעילויות, ש-Nation (2001) מכנה “four strands”: קלט ממוקד-משמעות, לימוד ממוקד-שפה, פלט ממוקד-משמעות ופעילויות שטף (fluency). מאידיאל זה נובעים גם צמצום ההיקף של הוראת הדקדוק והפיכתה לאמצעי במקום מטרה בפני עצמה, והתייחסות לשטף ולמובנות (intelligibility) יותר מאשר לדיוק (accuracy).
לבסוף, שאלת חומרי הלימוד נבחנת בעקבות טענות של מורים בעיקר על מחסור בחומרי לימוד בתחומים מסוימים. בהיותם החוליה המתווכת בין תכנית הלימודים הרשמית למורה בכיתה, יש מקום לברר מהם הצרכים של הלומדים ושל המורים, ובאילו מקרים חומרי הלימוד הקיימים מהווים חסם בפני יישומן של גישות עדכניות יותר ועבודה על תכנים רלוונטיים יותר בכיתה. יש מקום לבדוק את השפה הנלמדת בחומרי הלימוד הקיימים ואת הפעילויות שהם מציעים, במטרה לבחון את התאמתם לתכנית הלימודים הרשמית ולצרכים הספציפיים של בעלי העניין. גם כאן, אחת ההנחות היא שכדי להגיע להישגים בנסיבות הסביבתיות הקיימות, דרושים מיקוד רב יותר הן בתכנית הלימודים והן בחומרי הלימוד, ראייה טובה יותר של מטרות העל ודירוג ברור יותר בין יעדי הלימוד.
לאחר תיאור הקריטריונים המנחים של העבודה, נבחנות תכניות לימוד וחומרי לימוד בישראל, ואחריהם תכניות לימוד בחו"ל.
מן הסקירה עולה כי יש דמיון רב בין מרבית חומרי הלימוד הישראליים, המעיד על מסורת חזקה השולטת בתחום. מסורת זו מתבטאת במספר מאפיינים: התקן הלשוני הנלמד, שהנו תקן נוקשה וקרוב לתקן המלא של הערבית הספרותית; נטייה לטקסטים עיוניים וספרותיים במקום חומרים בעלי ערך קומוניקטיבי רב יותר כגון דיאלוגים וסיפורים אישיים; הנושאים הדקדוקיים הכלולים וסדרם, המודרכים על ידי תפיסה מסורתית של התקדמות מן הקל אל הקשה ופחות על ידי שיקולים תקשורתיים; נטייה להעדיף קריאה (או קריאה והאזנה) על פני שאר המיומנויות; נטייה לעסוק בשפה ברמת ההקשר של המילה הבודדת או המשפט הבודד ולא בהקשר תקשורתי מלא; ארגון החומר על פי נושאים דקדוקיים או תמאטיים במקום על פי מיומנויות פונקציונלית; חוסר שילוב של ערבית מדוברת או תקשורתית בחומרי הלימוד לערבית ספרותית. בחינתם של חומרי הלימוד מחו"ל מלמדת על מודלים חלופיים אפשריים למסורת החזקה הזאת.
כחלק מן הניתוח של מסלולי לימודים בחו"ל, מחקר זה בוחן כמה מאפיינים של המוצלחים שבהם, ובודק כיצד ובאיזו מידה ניתן להחיל אותם על מערכת החינוך הישראלית. לבסוף, המחקר מצביע על מספר תחומים שבהם דרוש מחקר נוסף, הן בתחום האפיון והתיאור של השפה הערבית התקשורתית והן בתחום תהליכי ההוראה והרכישה של השפה, בדגש על האופן שבו חומרי הלימודים יכולים לעודד תקשורת בשפה.
בנג'מין לי וורף (1897 - 1941) נחשב לאחד מגדולי החלוצים האמריקאים בתחומי הפילוסופיה של הלשון, הבלשנות והאנתרופולוגיה של התרבות. וורף, בן חורג של המסורת המדעית ודמות שנויה במחלוקת עד היום, חקר באופן עצמאי מגוון תופעות לשוניות ותרבותיות, והתמקד בשאלת הקשר בין שפה לחשיבה: האם השפה משפיעה על הרגלי החשיבה שלנו? האם דוברי שפות שונות עשויים להגיע למסקנות שונות בשיפוט המציאות שלהם? האם האופן שבו אנו מבינים את העולם נובע מן הידע הלשוני שלנו? האם אנחנו "כלואים" בתוך עולם המושגים שלנו, או שמא נוכל לפרוץ ביום מן הימים את גבולות שפתנו ועולמנו?
מאמריו של וורף, הפונים לקהל מקצועי ולא־מקצועי כאחד, מציעים ניתוח מעמיק של השפה האנושית, ומשתרעים על פני קשת רחבה של נושאים: גילויי המחקר הבלשני המודרני, ההירוגליפים של האצטקים ושל המאיה, הקשרים שבין חושים למטאפורות, תמונת הזמן והמרחב של בני שבט ההופי, ההשפעה של השפה על שיפוטי מציאות ועוד. משתקפת בהם אמונתו העזה של וורף כי בחקירתן של שפות ותרבויות אחרות טמונה היכולת לגלות ולפתח אפיקים חדשים לחשיבה האנושית.
ספר זה בוחן את דיוני ועד הלשון בתקופה המכרעת של התגבשות העברית החדשה כשפת דיבור וכתיבה, בשנים 1912 עד 1928, ומתמקד באמונות ובאידיאולוגיות המשתקפות בדיונים על השפה: מה היתה תפיסת עולמם של מחדשי השפה? האם התכוונו להחיות את שפת התנ"ך, או שמא התכוונו שהעברית החדשה תהיה שונה מן העברית התנ"כית? אילו סוגים של עברית החשיבו כראויים, ואילו החשיבו כפסולים? האם שאפו שהעברית תדמה לשפות שמיות אחיות כגון ערבית או ארמית, או שמא העדיפו שהשפה המתחדשת תהיה מערבית ו"אירופית" יותר? אילו פעולות בתחום השפה החשיבו חברי הוועד כדחופות וחשובות במיוחד? האם ניסו להחיות שפה עתיקה או ליצור שפה חדשה? האם היו שמרנים בתפיסותיהם, או שמא היו חדשנים?
המחקר מפריך את הטענה שמתכנני השפה התכוונו להחיות את שפת התנ"ך. בין חברי ועד הלשון היה מגוון רב של דעות, משמרנות קיצונית ועד תביעות לשינויים רדיקליים בשפה, ובצד חברי ועד אחדים שדגלו בדקדוק התנ"כי היו גם קולות שקראו לאמץ דווקא את העברית המשנאית, או לחרוג לגמרי מן הדקדוק המסורתי. בנוסף, המחקר מראה כי התפיסה של השפה העברית כשפה שמית־מזרחית לא היתה האידיאל המרכזי שהנחה את חברי הוועד, וכי למעשה מעולם לא היתה כוונה רצינית ועקבית של כל חברי הוועד להשליט הגייה מזרחית או לראות בשפות השמיות מודל לחיקוי. בראש מעייניהם היה בעיקר הרצון ליצור שפה מודרנית ומערבית.
Academic handbooks have become a genre of their own and a major component in the socialization of new scholars, providing easy-to-digest summaries of accumulated knowledge and exemplifying key aspects in a given academic field. The Oxford Handbook of Language Policy and Planning, however, is one of few handbooks that go beyond the mere collection of existing knowledge. Rather, this handbook seeks to outline new directions for research, addressing recent challenges in the Language Policy and Planning (LPP) field. This forward-looking approach is in line with the transformations that the field is undergoing, which can be ascribed both to the initial interdisciplinarity and open-endedness of the field and to the fact that it was compelled to reinvent itself various times throughout history. From its beginning as ancillary to LPP practices in emerging postcolonial nations to its present engagement with a wider range of communities and broader concepts of language rights, multilingualism, and translanguaging, the field has significantly changed over time, and the present Handbook clearly reflects that...
The survey of these language policy makers is chronologically ordered and begins in the eighth century with Alcuin of York, who strove to purify Latin from vernacular influences, followed by Sibawayhi, the great Arabic grammarian who studied the speech of Arabian Bedouins, and Dante Alighieri, who studied and accorded prestige to the Italian vernaculars. Other early figures are King Sejong, who devised a new script for Korean, ElioAntonio de Nebrija, who authored the first grammar of Castilian Spanish, and Cardinal Richelieu, who founded the first language academy, for the French language. All of the other figures surveyed were active in the 1700s or later: Catherine II (Russian), Adamantios Koraïs (Greek), Noah Webster (American English), Jacob Grimm (German), Eliezer Ben-Yehuda (Hebrew), Ludwik Zamenhof (Esperanto), Ueda Kazutoshi (Japanese), Vladimir Ilich Lenin (Russian and the local languages of the USSR), Mustafa Kemal Atatürk (Turkish), Mahatma Gandhi (Hindi), Zhou Enlai (Chinese), Pope Paul VI (Latin and the vernaculars), Sutan Takdir Alisjahbana (Indonesian), and Léopold Sédar Senghor (French)...
