The Pax Cybertronia (lit. "Peace on Cybertron")[1] can be thought of as the ultimate goal of Transformer civilization: permanently ensuring the stability of Cybertron and her colonies, ending the myriad wars that have plagued the Transformer homeworld, and ushering in an era of harmony, enlightenment, and prosperity for all Cybertronians.
Across the multiverse, many Transformers have worked to bring about this utopian state, but their methods of doing so have varied wildly: most fail to secure the everlasting peace they so desired, while others have used decidedly underhanded means to ensure the dominance of Cybertron above all other planets.

The Pax Cybertronia was the binding peace accord responsible for ending the Great War between the Autobots and Decepticons. The precise terms of these accords are not known; their descendants, the Maximals and Predacons, were responsible for upholding the terms of the Pax Cybertronia, with agents on both sides invoking the Pax Cybertronia to arrest war criminals. The Agenda (Part 1) The Maximal Elders were known to have suppressed historical information relating to the Great War and the planet Earth, which may have been a condition of the treaty so as to prevent further fighting. Although many Predacons felt that their leaders in the Tripredacus Council were betraying their Decepticon heritage by adhering to the statutes imposed by the Pax Cybertronia and seemingly kowtowing to the Maximal government, the Tripredacus Council used the lull created by the Pax Cybertronia to quietly prepare for a future conflict. The signing of the Pax Cybertronia some three hundred years after the battle against Unicron marked the first bilateral peace accord in the planet's history, ending the Cybertronian civil war and one of the events responsible for the Maximal Upgrade that led to the creation of the Maximals and Predacons. Departure In public, an armistice was imposed across Cybertron, with some veterans joining the Imperial Peace Marshals to maintain the hard-won peace; Betrayal in private, however, strike forces such as the Wreckers were charged with cracking down on those who would try to restart the war. Timelines
The Pax Cybertronia was preceded by a series of accords that punished the Decepticons and their descendants. Under these accords, the Predacon Alliance was subject to strict economic sanctions. Production of Predacon protoforms slowed to a bare trickle, and the Tripredacus Council feared any overt confrontation with the Maximals could doom their entire race to extinction. During this period, the Council began aggressively undermining the actions of Predacon rebels, hoping to shield them from destruction by the Maximal Imperium so they might live to fight another day. This, combined with the original surrender, permanently soured the Council's reputation among their fellow Predacons, leading many to consider them self-interested opportunists and traitors to the Predacon cause.
Powerful factions within the Predacon Alliance such as the Tripredacus Council continued to build up their resources under the restrictions placed on them by the Pax Cybertronia before a new campaign of conquest. The accords were in effect for 50 stellar cycles before they were succeeded by the Pax Cybertronia itself.
Any Autobots or Decepticons acting outside of this agreement were considered fair targets for military action. The Razor's Edge
2006 IDW Beast Wars continuity
The Pax Cybertronia came into existence at some point after the year 2035, following the rise of the Maximals and Predacons and the final battle of the Great War. Dawn of the Predacus In the era that followed, Cybertron began its transition back into a peacetime civilization; with the Maximals and Autobots triumphant, the Predacons duly surrendered in preparation for the signing of the Pax Cybertronia. When the last of these holdouts had been quashed, a brief period of negotiation ensued, followed by the formal drafting and ratification of the Pax Cybertronia by both the Predacon Alliance and the Maximal Imperium, officially ending hostilities between the two factions and bringing peace to Cybertron. The Maximal Command Security Force was subsequently instituted to uphold the terms of the Pax Cybertronia, and one of the duties of the Committee for State Affairs was to maintain and uphold the agreement and its mandates. The agreement largely favored the Maximals and offered the Predacons only a handful of concessions; Transformers: Beast Wars Sourcebook the Tripredacus Council's seeming willingness to comply with this unfair treaty caused friction between ambitious Predacons like Megatron and Galvatron, who preferred immediate action and saw their leaders as cowardly and slothful. The terms of the Pax Cybertronia were presumably rendered moot when Megatron invaded and conquered the planet with hordes of Vehicons some time thereafter. The Ascending #4
2005 IDW continuity
"Pax Cybertronia", the perpetual dominance of the Cybertronian species across the cosmos, was an ideal that was first espoused some twelve million years ago during the reign of the Thirteen Primes, by the Cybertronian calling himself "Onyx Prime". Unbeknownst to most members of the alliance, "Onyx Prime" was in reality a time-travelling Shockwave, who, armed with the knowledge of the future, sought to engineer history to his liking. To both lay the seeds of the First Cybertronian Civil War and further the progress of the Regenesis project that Shockwave's younger self would one day spearhead, Shockwave encouraged Prima to share the "enlightenment" of Cybertron with the rest of the galaxy, spreading the ideal of Pax Cybertronia to the stars. As a result, a flotilla of Omega Sentinels would invade the neighboring world of Antilla, intending to conquer the planet for its resources. The native Antillans fought back but failed to match the power of the Cybertronians. At some point afterwards, Cybertron would mount several more colonization missions aimed at fulfilling the Pax Cybertronia. Titans loyal to the Thirteen were seeded with life-giving hot spots and settled on distant planets, including Caminus, A 'Bot and Her City Velocitron, Race Against the Light Prion, The Permanent Revolution Devisiun, and Eukaris. In the modern day, Ironhide and Jhiaxus both experienced a vision in the wake of war-torn Cybertron's rebirth, one where the Autobots controlled the galaxy and brought peace to the cosmos. Pax Cybertronia Jhiaxus referred to this vision as the "Pax Cybertronia," interpreting it as the realization of the all-encompassing Cybertronian empire that Nova Prime had once sought to create through his Expansion. Circa 2016, Cybertron had reestablished ties with several Transformer colonies, and the Mistress of Flame brought up the Pax Cybertronia when discussing Earth's possible status as a colony world — and opined that Optimus Prime was the mythical figure known as "The Arisen," destined to rule Earth as his predecessors had sought to rule their colonies. The Medium and the Message A year later, Soundwave would gravely note that, in his eyes, Optimus was merely expanding the Pax Cybertronia while contending with the politics of Earth. When "Onyx Prime" and his army of Maximals returned in the present day, the bestial Prime was soon unmasked as Shockwave, The First Who Was Named and revealed his ultimate goal: by manipulating Cybertronian history, he had stripped all meaning from the various religions and creeds that the Transformer race adhered to. Unforgivable By awakening Unicron and tricking him into fatally devouring the Talisman on Cybertron, Shockwave reasoned, then the Transformers could begin anew on Earth, turning the planet into the capital of Shockwave's new Cybertronian empire and, ultimately, fulfilling the Pax Cybertronia. - The reluctance of the Predacons and their subservient role in the new world is also somewhat reminiscent of a post-WWI Germany, which was forced to pay excessive reparations and was restricted in its weapons development, or the modern Neo-Confederate movement in response to the conclusion of the American Civil War.
