When he was part of Special Tactics, Colonel Leland Bishop initiated Project Damocles. It was later mothballed and Bishop was discharged as a result. Grill
After Silas was merged with the Decepticon Breakdown, he retrieved the Damocles satellite from the military facility in which it was stored, and used it as a bargaining chip to join the Decepticons. Soundwave was sent to the Colorado facility where the satellite control codes were stored, and managed to use the satellite to target the attacking Autobots. Raf Esquivel hacked into the satellite and used its own maneuvering thrusters to push it out of orbit, resulting in it burning up in reentry. The Human Factor
