This paper focuses on diverse forms of parliamentary violence (blocking the orators' platform... more This paper focuses on diverse forms of parliamentary violence (blocking the orators' platform and the chairman's podium, destruction of equipment, and violent brawls) during 2006–2012 in the Ukrainian parliament, and analyzes them as a repertoire of habitual parliamentary actions. The paper attributes these violent incidents to two external factors. First, they must be understood in the context of the general de-pacification of relations among principal political actors in Ukraine as well as exacerbation of political and ideological tensions among those actors. Second, the emergence of more violent episodes in the Rada, breaking with a more routine modus operandi of disruptions, has its origin in the earlier, prepolitical careers of certain members of parliament and their propensity to bring into politics particular dispositions (i.e., propensity to use violence) acquired in those previous professional experiences.

The Ukrainian protest movement of winter 2013-2014, known as Maidan in reference to the occupied ... more The Ukrainian protest movement of winter 2013-2014, known as Maidan in reference to the occupied main square in the center of Kiev, caused two types of protagonism to emerge among its ordinary participants. On the one hand, ordinary protagonism was displayed in the revolutionary routine, through the multiple activities organized in the public square (cooking, medical aid, safety patrols). It reflected peaceful forms of action that caused personalities to emerge on account of their long commitment, which was highlighted by the media and social networks. On the other hand, rebellious protagonism appeared when the protest became radicalized as a result of repression by the authorities. The opportunities for public recognition were enhanced when images of police violence against protestors were widely aired in the media. L'article analyse l'usage strategique des institutions a partir des reformes de lois elec... more L'article analyse l'usage strategique des institutions a partir des reformes de lois electorales realisees en Russie et en Ukraine entre 2004 et 2009 et consacrant le passage a la representation proportionnelle integrale pour les scrutins legislatifs. Il demontre que, malgre l'association du scrutin proportionnel a un progres democratique et a une meilleure representation politique, le passage a la proportionnelle integrale a permis, dans les faits, de restreindre la representation et de renforcer l'unanimisme politique dans l'arene parlementaire en Russie, alors qu'il a fait place a une representation equitable des forces politiques en Ukraine.

This articles analyses the various displays of violence that regularly troubled the Ukrainian par... more This articles analyses the various displays of violence that regularly troubled the Ukrainian parliament, which were accompanied by visual and auditory disturbances and sometimes ended in scenes of physical violence. It shows that this violence was used in an instrumental fashion by the Parliamentary actors and offered them a possible means of political competition. By generating disorder, the violence reveals the difficulty of bringing the Ukrainian Parliament “to order ”. Paradoxically, here as elsewhere, it also helped to institutionalise parliamentary order “in the making ”.

Se situant a la croisee de la sociologie de l’engagement et de la sociologie des relations de soi... more Se situant a la croisee de la sociologie de l’engagement et de la sociologie des relations de soin et prenant appui sur un travail d’observation ethnographique a l’hopital militaire de Kharkiv, au plus pres des benevoles de l’association Sœur de la misericorde ATO/Kharkiv, l’article apprehende les ressorts de l’implication des femmes ukrainiennes, a l’arriere du conflit arme dans le Donbass, dans l’assistance aux soldats malades ou blesses. Il montre comment ce benevolat emerge d’une rencontre singuliere entre les experiences quotidiennes, emotionnelles, affectives, sentimentales, de ces femmes a l’arriere-front et leurs caracteristiques socio-biographiques. Une attention particuliere aux pratiques du savoir-soigner profane auxquels cet engagement-la donne lieu met en exergue des attachements qui se nouent dans le soin entre ces pourvoyeuses d’aide, mais surtout entre celles-ci et les militaires aides. L’intensite affective de ce faire ensemble, ainsi qu’un recoupement qu’il opere entre cercles de sociabilites, vie amoureuse et familiale, travail benevole quotidien, rendent difficile pour ces femmes toute perspective de demobilisation tant que le conflit arme perdure, ceci malgre une marginalisation professionnelle et financiere a laquelle leur engagement les expose.

It also depicts the modalities of those citizens’ common protest action, in particular, within their mini-groupings (AutoMaidan, “Hell barrel”, “Hromads’kyï Sector”), as well as the politicization process that they have experienced at the protest place and that turned them into revolutionaries who were determined to resist.

Ce mode de gouvernement repose d’abord sur le schema productiviste de grandes exploitations agricoles subventionnees par l’Etat. Ce gouvernement des campagnes implique ensuite un strict controle sur les populations (pressions administratives sur les directeurs de kolkhozes, pratiques disciplinaires a l’egard de la main-d’œuvre). Ces moyens coercitifs sont articules a des politiques de modernisation, notamment via le developpement des agrovilles. Enfin, a l’occasion de la fete agricole des Dožinki, les campagnes constituent un cadre privilegie pour les mises en scene de l’Etat et pour la valorisation du « socialisme de marche » applique a l’agriculture. Dirigisme economique, mesures disciplinaires, ameliorations materielles et rituels politiques de legitimation forment donc un systeme de gouvernement qui vise a orienter et a controler par le haut le developpement des campagnes de Bielorussie.

quinze Etats composant l’UR... more En 1991, la dislocation du bloc soviétique amène à l’indépendance des quinze Etats composant l’URSS dont certains sont, depuis la fin des années 1980, en proie à des conflits sécessionnistes sur leur territoire. La fin du compromis ethno-fédéral soviétique signe, dans ce contexte d’érosion du pouvoir et de délocalisation du centre administratif et politique, la résurgence de revendications territoriales par certaines groupes ethniques dans les anciennes républiques de l’Union Soviétique. La qualification de ces conflits est un enjeu majeur pour les acteurs en lutte. Ainsi, le conflit territorial dans l’Est de l’Ukraine ne recoupe pas une différence ethnique, bien que le critère identitaire soit invoqué dans les discours de justification de l’intervention russe. Les enjeux de qualification de ces guerres sont à ce titre en partie révélateurs de l’univers de sens des acteurs impliqués au travers des représentations de l’historicité de ces conflits, et des modes de mobilisation des populations. Ainsi, pour s’émanciper d’une lecture ethnicisante ou fonctionnaliste de ces conflits, induite par le renforcement de la présence directe et indirecte de l’acteur russe dans l’expériphérie soviétique, nous proposons ici de nous pencher plus particulièrement sur les conséquences de ces conflits territorialisés sur les sociétés avec leur système politique en reconversion dans ces contextes de fragmentation du territoire. Les conflits dans l’espace postsoviétique présentent un intérêt comparatif majeur à partir de l’étude des modalités d’entrée en guerre, de leurs conséquences sur les structures sociales, les capitaux et les rapports entre les champs sociaux. En considérant l’Etat comme l’instance principale définissant la valeur relative des capitaux et les rapports entre les champs, la mise en place d’ordre sociaux et politiques alternatifs sur un même territoire national amène à des évolutions des structures sociales, à la constitution de plusieurs économies de capitaux, et des conséquences sur leur mode de convertibilité. Ces transformations expliquent l’émergence d’une nouvelle « économie de la violence » 1 par l’apparition de groupes de vigilantisme se juxtaposant à l’action de l’Etat dans le maintien de l’ordre public, ou le développement de certains capitaux. L’appartenance à un groupe paramilitaire ou de soutien à des acteurs militaires permet notamment la constitution d’un capital social spécifique. Enfin, certains acteurs du conflit sont en position de transformer leur capital militaire en capital économique ou en politique. Toutefois, dans le cadre de cette approche par le bas il est nécessaire de distinguer les dynamiques induites par l’éclatement de l’Union Soviétique et les évolutions structurelles inhérentes à ces conflits. Ces trajectoires invitent notamment à s’interroger sur la pertinence de l’utilisation de la définition wébérienne de l’Etat et à repenser l’instauration d’une nouvelle « économie de la violence » comme un phénomène participant à sa formation par stabilisation des interactions entre les groupes d’acteurs pouvant user de la violence. Au cours de cette journée seront donc étudiées certaines dynamiques des guerres en Ukraine, en Tchétchénie et en Géorgie, au prisme d’une grille d’analyse et d’une méthodologie centrée sur les pratiques, les représentations et les trajectoires des acteurs, sur les modes de gouvernance et le fonctionnement des institutions dans la guerre, ainsi que sur les transformations de l’Etat à travers une série de questionnements croisés sur ces différents terrains.
