With a literary and linguistic background, I have held various positions in the field of educational, academic and scientific cooperation in Central and Eastern Europe since 1996. I have successively worked for the French Ministry of Foreign Affairs, the Agence universitaire de la Francophonie, the Institut Français and the international technical cooperation agency Expertise France. This career path has given me the opportunity to live for a long period of time in the heart of societies undergoing rapid transformation. I have put this experience at the service of a PhD on the relations of the Republic of Moldova with the European Union. My current research focuses on political, cultural, social and economic developments in Romanian, Moldovan and Bulgarian societies. For several years in a row, Moldova was the champion of the Eastern Partnership of the European U... more For several years in a row, Moldova was the champion of the Eastern Partnership of the European Union. In 2009, the ‘street’ kicked the communist government out and virtually all Moldovan leaders stated their commitment in favour of rapprochement to the European Union; this commitment allowed Moldova to sign the Agreement of Association with the European Union in June 2014. Since then, however, the country has been at the edge of political chaos: the pro-European government, which had been reinstalled under doubtful circumstances, was discredited and the presidential elections in November 2016 ended with the victory of a pro-Russian candidate, Igor Dodon, who is determined to place Moldova on “the Eastern orbit”. Consequently, Moldova has to face a risky period of cohabitation. To explain this national failure, analysts often invoke the influence of Russia over its tiny ex-Soviet partner republic. Real and decisive as it might be, this influence also is an easy excuse that comfortably allows us not to consider the weakness of the European Union’s instruments too much. The EU still seems confident about the fact that all countries in transition would like to adopt its model based on the rule of law, its norms and its values. Since its very beginnings, the European Union has shown the will to discipline states through normative and legal tools without officially forcing them to drop their attributes of sovereignty. Through this “soft power” approach, the Europeans progressively built instruments meant to “normalize” their neighbours and the relations the EU holds with them. Elle était pourtant loin d’être immune aux discours nationalistes, ultraconservateurs ou anti-européens. L’histoire des Juifs d’Albanie est cependant devenue depuis quelques années un sujet de discussions passionnées non dépourvu d'enjeux politiques et diplomatiques.
Depuis la chute de la République populaire socialiste d’Albanie en 1991, de nombreux témoignages font resurgir un passé occulté en évoquant le rôle exemplaire de la population albanaise dans la protection des Juifs fuyant la barbarie nazie. Cas unique en Europe, le nombre de Juifs présents en Albanie passa d’environ 200 à la veille de la guerre à plus de 2.500 à la libération du pays. En février 2010, une plaque commémorative est apposée au Musée national d’histoire de Tirana: on peut y lire les noms des 65 Justes albanais répertoriés par le mémorial Yad Vashem.

Le plus fréquemment, c'est l'histoire ou les études culturelles qui sont convoquées pour expliquer cette situation. Les difficultés de la Moldavie seraient en grande partie liées à une fatalité historique, une irrationalité inhérente à cette partie de l'Europe. Loin de nous l'idée de nier tout déterminant culturel ou historique, mais il nous semble essentiel de d'éviter l'écueil qui constituerait à expliquer la situation de la Moldavie uniquement par la confrontation de passions identitaires antagonistes ou par le poids d'une histoire écrasante rendant le pays inapte à un fonctionnement démocratique. Cela constituerait une forme d'orientalisation[1] souvent plus éclairante sur les aprioris des analystes que sur la situation réelle du pays. En prenant conscience de ce biais, cet article se propose d'envisager une grille de lecture et un appareil théorique différent pour expliciter les hésitations géopolitiques de la Moldavie depuis son indépendance.

Les dix ans de l'entrée de la Roumanie dans l'Union Européenne ont été célébrés d'une façon inattendue. Sous le regard de la presse du monde entier, des centaines de milliers de Roumains se sont opposés pendant des jours à la volonté de leurs gouvernants d'affaiblir les instruments de lutte contre la corruption. Avec calme, détermination et beaucoup d'humour, ces citoyens ont magistralement réaffirmé leur attachement à l'Etat de Droit, aux valeurs démocratiques et à l'Europe. En ce sombre début d'année, au coeur d'une région qui semble tentée par d'autres chemins, la rue roumaine rallume l'espoir. La sympathie que suscite ce mouvement ne doit toutefois pas verser dans un optimisme exagéré. Les évènements de cet hiver ne constituent que le dernier épisode d'une crise politique profonde ponctuée depuis des années par les manifestations contre la corruption.
Le 11 décembre dernier, les élections législatives en Roumanie se concluaient par une nette vict... more Le 11 décembre dernier, les élections législatives en Roumanie se concluaient par une nette victoire du Parti Social-Démocrate (PSD) [1]. Avec près de 46% des voix à la chambre des députés et au Sénat, le PSD est le grand vainqueur de ce scrutin, il écrase au passage le Parti National Libéral (PNL) du président Klaus Iohannis qui peine à atteindre 20% des voix. Malgré une faible participation (environ 40% des électeurs se sont exprimés) l'ampleur du succès des sociaux-démocrates est un choc politique. Le PSD a pu aborder en position de force les négociations avec le président de la République pour la nomination du Premier ministre. Grâce à son alliance avec le parti centriste de l'Alliance des Libéraux et des Démocrates (ALDE) qui a obtenu 6% des voix, le PSD dispose en effet de la majorité parlementaire. Cette alliance a été ultérieurement renforcée par un protocole d'accord avec l'Union Démocrate des Magyars de Roumanie (UDMR) [2].

They form themselves and get organized thanks to the new technologies and to a massive use of the social networks. Some of these movements have been able to influence directly the political trajectories of certai n countries even by bringing down authoritarian regimes. It is the case of the "colour revolutions" in Eastern Europe, of the "Arab Spring"or most recently and less successfully of the"Umbrella revolution" in Hong-Kong. Africa is also concerned by this phenomenon. This article studies ways of functioning and objectives of the public-spirited movements in Western Africa by taking the example of a country in full democratic transition, Burkina Faso.

Its recent history is marked by a chaotic transition aggravated by a deep identity crisis. This crisis divides the society and the political scene of the country since its independence and almost became a definition of what is this fragile republic. The frequent analysis the evolution of this society is unfortunately often subjected to the same divisions.
In order to analyze more objectively the evolution of the identity construction of Moldova, we've chosen to use tools offered by the discourse theory to analyze the contents of the speeches of its highest dignitaries for the last 25 years.

It hesitated for a long time between the "Russian world" and the western sphere of influence. Nevertheless the country seems to have taken for a few years a definitive pro-european orientation. This short article aims to propose a short overview of the media in Moldova. It returns on their evolution since the independence and wonders on their role in the democratization of the society and more exactly in the understanding of european stakes. The article studies the distinctive features of the moldavian media, their recent evolution as well as the main difficulties that they have to come across in order to become objective information sources able to inform correctly on the European Union and it stakes.

Unfortunately, recent events have revealed that, in spite of its pro-European commitments, Moldova is almost a lawless kleptocracy. Reduced to almost nothing its previous favourable image, appears with hindsight as strangely naïve. A deep doubt glides now over Moldova will and capacity to reach or even to approach European governance standards. More widely, its current evolution bring us to wonder about the efficiency and the relevance of the policies led by the European Union to exports its models and standards in its Eastern Neighbourhood.

Un anniversaire célébré avec faste en dépit d'une crise politique et identitaire persistante. La jeune république se cherche une majorité parlementaire qualifiée afin d'élire son président depuis plus de deux ans, elle se cherche également et ce depuis vingt ans une identité, une culture et une communauté de destin acceptée par l'ensemble de ses citoyens.

Unfortunately, recent events have revealed that, in spite of its pro-European commitments, Moldova is almost a lawless kleptocracy. Reduced to almost nothing its previous favourable image, appears with hindsight as strangely naïve. A deep doubt glides now over Moldova will and capacity to reach or even to approach European governance standards. More widely, its current evolution bring us to wonder about the efficiency and the relevance of the policies led by the European Union to exports its models and standards in its Eastern Neighbourhood.

Depuis son indépendance, la République de Moldavie a connu un parcours démocratique marqué par de... more Depuis son indépendance, la République de Moldavie a connu un parcours démocratique marqué par des progrès timides et inconstants mais aussi par de nombreux reculs. Comme dans la plupart des pays en transition, la corruption a été l’un des phénomènes le plus souvent utilisé pour expliquer la stagnation politique et sociale. Elle est régulièrement envisagée comme une « maladie » consubstantielle à la (nouvelle) société moldave. De nombreux chercheurs se sont penchés sur cette problématique d’un point de vue institutionnel et systémique, en essayant de décortiquer la manière avec laquelle ce « fléau » a pénétré les structures décisionnelles moldaves, mais le rôle de la corruption en tant qu’objet discursif a été très peu analysé. Nous nous proposons de déterminer et d’étudier la présence de la corruption comme signifiant central des clivages rhétoriques qui divisent la Moldavie, en revenant notamment sur les élections présidentielles de novembre 2016. Le discours politique et la quête identitaire en république de Moldavie Coincée entre la Russie e... more Le discours politique et la quête identitaire en république de Moldavie Coincée entre la Russie et l'Union Européenne, la république de Moldavie est un jeune État issu de l'effondrement de l'URSS. Son histoire récente est marquée par une transition chaotique aggravée par une profonde crise identitaire. Cette crise identitaire divise la société et la scène politique du pays depuis son indépendance, au point de devenir un élément de définition de cette fragile république. La plupart des analyses sur l'évolution de cette société sont malheureusement souvent prisonnières de ces mêmes divisions. Afin d'analyser le plus objectivement possible l'évolution de la construction identitaire en Moldavie, nous avons choisi d'utiliser les outils que met à notre disposition la théorie du discours pour étudier les contenus des discours prononcés par les plus hauts dignitaires du pays au cours des vingt-cinq dernières années.

Depuis la chute de la République populaire socialiste d’Albanie en 1991, de nombreux témoignages font resurgir un passé occulté en évoquant le rôle exemplaire de la population albanaise dans la protection des Juifs fuyant la barbarie nazie. Cas unique en Europe, le nombre de Juifs présents en Albanie passa d’environ 200 à la veille de la guerre à plus de 2.500 à la libération du pays. En février 2010, une plaque commémorative est apposée au Musée national d’histoire de Tirana: on peut y lire les noms des 65 Justes albanais répertoriés par le mémorial Yad Vashem.
Les dix ans de l'entrée de la Roumanie dans l'Union Européenne ont été célébrés d'une façon inattendue. Sous le regard de la presse du monde entier, des centaines de milliers de Roumains se sont opposés pendant des jours à la volonté de leurs gouvernants d'affaiblir les instruments de lutte contre la corruption. Avec calme, détermination et beaucoup d'humour, ces citoyens ont magistralement réaffirmé leur attachement à l'Etat de Droit, aux valeurs démocratiques et à l'Europe. En ce sombre début d'année, au coeur d'une région qui semble tentée par d'autres chemins, la rue roumaine rallume l'espoir. La sympathie que suscite ce mouvement ne doit toutefois pas verser dans un optimisme exagéré. Les évènements de cet hiver ne constituent que le dernier épisode d'une crise politique profonde ponctuée depuis des années par les manifestations contre la corruption.
La victoire du candidat socialiste Igor Dodon avec plus de 52% est présentée comme une nouvelle avancée de la Russie. Qu’en est-il vraiment dans un pays où chaque élection importante est rituellement annoncée comme un moment de choix crucial entre Est et Ouest ?
Plus qu’une victoire de la Russie, l’élection d’Igor Dodon est la conséquence presque logique de la naïveté, des hésitations et des faiblesses de l’Union européenne à ses marges orientales

and objectives of the public-spirited movements in Western Africa by taking the example of a country in full democratic transition, Burkina Faso.
In order to analyze more objectively the evolution of the identity construction of Moldova, we've chosen to use tools offered by the discourse theory to analyze the contents of the speeches of its highest dignitaries for the last 25 years.
Moldova is an independent country since 1991. It hesitated for a long time between the "Russian world" and the western sphere of influence. Nevertheless the country seems to have taken for a few years a definitive pro-european orientation. This short article aims to propose a short overview of the media in Moldova. It returns on their evolution since the independence and wonders on their role in the democratization of the society and more exactly in the understanding of european stakes. The article studies the distinctive features of the moldavian media, their recent evolution as well as the main difficulties that they have to come across in order to become objective information sources able to inform correctly on the European Union and it stakes.
