O artigo trata essencialmente sobre os Direitos Africanos dos Direitos Humanos, conectado com a C... more O artigo trata essencialmente sobre os Direitos Africanos dos Direitos Humanos, conectado com a Carta Africana dos Direitos Humanos e dos Povos (CADHP), principal instrumento em matéria dos Direitos Humanos e do Povos no continente africano. Os objectivos deste artigo é trazer uma visão geral dos Direitos Africanos dos Direitos Humanos e dos Povos, bem como sistematizar as principais linhas do sistema africano.
A natureza da pesquisa é qualitativa, tendo como suporte a análise-histórico-jurídica das instituições e dos instrumentos de Direitos Humanos adoptados desde a então Organização de Unidade Africana (OUA) a actual União Africana (UA), percorrendo sobre os factos reais ocorridos deste a fundação até aos nossos dias.
O artigo a partir da historiografia fará uma abordagem propedêutica sobre a civilização africana e seus dos povos, as origens do sistema de Direitos Humanos em África, as características particulares dos Direitos Africanos dos Direitos Humanos, arquitectura do sistema do protecção dos Direitos Humanos em África, tendo em linha de conta os avanços, retrocessos e desafios do sistema africano dos Direitos Humanos.

The Constitution of the Republic of Angola (CRA) is innovative in terms of Fundamental Rights, Fr... more The Constitution of the Republic of Angola (CRA) is innovative in terms of Fundamental Rights, Freedoms and Guarantees, in that it bases its pillars on the principle of human dignity, as set out in Article 1 of the Magna Carta. This article seeks to make a legalhermeneutic interpretation of Article 26 of the CRA in the light of the parameters of international human rights law. Fundamental rights are currently one of the pillars of the democratic state based on the rule of law and are, in fact, the heart of state sovereignty. Thus, based on rights, the state opens itself up to universalisation and internationalisation in terms of protecting, defending and guaranteeing the human person and their dignity in any circumstance or condition in which they find themselves.

The importance of finding solutions to Africa’s development problems
and, in particular Angola, c... more The importance of finding solutions to Africa’s development problems
and, in particular Angola, calls for a critical examination of what
“sustainable development” means in the African context and, in
particular, how environmental and human rights regulatory frameworks
to regulate both private and public actors reflect this. The term sustainable
development was first put forward by the World Conservation Strategy1
and later reinforced by the Brundtland Report.2
The World Conservation
strategy aimed at protecting ecological processes, life support systems
and genetic diversity through the sustainable usage of natural resources.
The strategy linked important dilemmas facing rural people in
developing countries who are forced to over utilise natural resources in
order to survive: poverty, development and the environment. It provided
awareness to the importance of root causes of environmental crises
including social, political and economic.... However, the question remains as
to what extent the concept of sustainable development corresponds or
reflects the reality of contemporary Africa in particular Angola. How do
current regulatory and policy frameworks in Angola ensure sustainable
development, do not contribute to human rights violations, and secure
the social foundation for humanity within planetary boundaries?

We present a measurement of the fundamental parameter of the standard model, the weak mixing angl... more We present a measurement of the fundamental parameter of the standard model, the weak mixing angle sin^{2}θ_{eff}^{ℓ} which determines the relative strength of weak and electromagnetic interactions, in pp[over ¯]→Z/γ^{*}→e^{+}e^{-} events at a center of mass energy of 1.96 TeV, using data corresponding to 9.7 fb^{-1} of integrated luminosity collected by the D0 detector at the Fermilab Tevatron. The effective weak mixing angle is extracted from the forward-backward charge asymmetry as a function of the invariant mass around the Z boson pole. The measured value of sin^{2}θ_{eff}^{ℓ}=0.23147±0.00047 is the most precise measurement from light quark interactions to date, with a precision close to the best LEP and SLD results.

The present article is a reflection on the relationship between International Law and Domestic La... more The present article is a reflection on the relationship between International Law and Domestic Law in the Angolan
legal system. It is based on Article 13 of the Constitution of the Republic of Angola. In fact, the relationship
between these sectors in the overall balance of law is not friendly in some legal systems of various countries,
especially regarding the hierarchy of norms and in cases of conflicts of norms. In the case of Angola, the legislator
seems to safeguard these aspects by incorporating the norms of International Law. However, in some cases the
legislator does not offer a definitive solution of the matter, which leaves the discussion (analysis and
interpretation) open. In this context, the present article intends to bring to light, the various postures (positions)
presented by doctrine (constitutionalist and internationalist), and by international jurisprudence. However, at
present there is no known modern constitution that expressly refuses the validity in the internal order of
International Law.

The challenges to achieve sustainable development within planetary boundaries in Africa are immen... more The challenges to achieve sustainable development within planetary boundaries in Africa are immense. This article outlines the extent to which the current regulatory and policy frameworks in Angola ensure sustainable development, do not contribute to human rights violations, and secure the social foundation for humanity within planetary boundaries. There are multiple economic, social, political and legal challenges in Angola, which are hindering the enforcement of sustainability and human rights regulations. The article shows that while the effective protection of the environment and its people has been echoed in relevant sustainable development legislation and policies by the State in Angola it does not fully correspond with people´s daily-lived experience. In this context, because social and planetary boundaries are complex and interdependent, the role of private actors and public cooperation with African states is essential. Businesses play a key role in ensuring that the Angolan State honours its commitment to the achievement of the Sustainable Development Goals. However, all of this must go hand in hand with not creating false expectations to its people. It is necessary to strengthen the enforcement of the national regulatory framework and policies in order to ensure that companies operating in the country adhere to, and contribute to, the achievement of human rights and sustainable development in order to secure the social foundation for humanity.

O objectivo do trabalho foi compreender com profundidade o Direito ao desenvolvimento como um direito humano fundamental, dentro do quadro dos direitos humanos fundamentais consagrados na Constituição da República de Angola, assim como compreender o impacto da sustentabilidade no Direito ao Desenvolvimento no processo de desenvolvimento do País. Hoje os Estados são obrigados não só a velar pelo crescimento económico, mas para o crescimento sustentável para a chamada "economia sustentável", ou então "desenvolvimento sustentável", em resposta a situação que o mundo atravessa por causa dos graves problemas ecológicos, ambientais com a contaminação e poluição global, que repercutem directamente na existência humana e na vida dos seres não humanos. Na perspectiva de Ulerich Bech (1999:29) é uma sociedade de risco e perigo global. E Bauman (2016:72-94) por sua vez, denomina Estado de crise a modernidade em crise, caracterizada por incertezas, insegurança, ausência de estabilidade económica e existencial, em fim uma catástrofe moral. diferentes órgãos de direitos humanos sobrepõem-se muitas vezes.
Os três primeiros capítulos do livro fornecem uma visão geral sobre
dois sistemas regionais de direitos humanos, nomeadamente o sistema Africano e o sistema Europeu. Em seguida, o livro discute a
relação entre os níveis global e regional, e percorre as vantagens e
os desafios dessa cooperação. Na sequência, segue uma abordagem
mais prática, que apresenta uma discussão sobre cooperação internacional em matéria de direitos humanos, assim como o papel das
Instituições Nacionais de Direitos Humanos. Além disso, discorre
sobre os diferentes mecanismos de relatórios da ONU, como a
Revisão Periódica Universal (RPU), e finaliza tratando sobre a
