This article seeks to test empirically to what extent localist behavior by legislators is influen... more This article seeks to test empirically to what extent localist behavior by legislators is influenced by electoral vulnerability in Chile, following a recent electoral reform. Our results show that such a relationship exists in the case of non-legislative speeches delivered in the Chamber of Deputies, but not in the case of personal meetings held by parliamentarians with constituents. Furthermore, we found that the relationship between electoral vulnerability and a focus on local issues depends on district magnitude. By examining preand post-reform periods, after district magnitude was increased while preserving proportional rules, we also show that incentives to cultivate personal votes are more nuanced under the reformed system.

To answer that, this article explores jointly the three dimensions of the lobbying dynamic: strategies, access and influence. We test several hypotheses with evidence from an original and pioneer survey with interest groups and lobbyists from Chile. Our results show that causeoriented lobbies are more likely to embrace indirect lobbying strategies. We also examined access. We found that lobbies declare that it is more effective to direct their persuasion efforts towards convincing legislators who are not yet decided. They do so instead of focusing either on the representatives that already agree with them, or enemies. On influence, our results show that most business groups assert that legislators prefer constituents’ input over theirs. Also, they perceive themselves as losing policy battles more often in comparison with other groups .
This research note presents an empirical test aimed at untangling the factors that explain the su... more This research note presents an empirical test aimed at untangling the factors that explain the substantive representation of women’s interests in the legislative arena. We hand-coded over 7000 parliamentarians’ bills introduced in the Chilean Chamber of Deputies between 1990 and 2020. Our results show, first, that female legislators are more active than men in sponsoring bills that favour women’s interests, especially regarding feminist claims. Secondly, we find that female parliamentarians from leftist parties are more likely to embrace feminist claims in their bills than female legislators from right-wing parties. By contrast, women from the right initiate more often bills associated with women’s traditional role.
Con ocasión de la conmemoración de los 40 años del quiebre de la democracia en Chile, una secuenc... more Con ocasión de la conmemoración de los 40 años del quiebre de la democracia en Chile, una secuencia de eventos ilustra una eventual reposición del clivaje político o división autoritarismodemocracia en el sistema de partidos chileno. Este ensayo se inscribe en una línea argumental alternativa a la de las hipótesis que enfatizan la búsqueda de diferencias sociales estructurales como fundamento de los alineamientos del sistema de partidos, centradas en torno al clásico modelo de Lipset y Rokkan (1967). Aquí se emplea el modelo de full cleavage de Deegan-Krause (2008), que disecciona los clivajes y sus combinaciones posibles en tres dimensiones: socioestructural, normativa y organizacional-institucional. A partir de lo anterior, el artículo provee de plausibilidad a la hipótesis de que la reposición de la división autoritarismo/democracia se da al menos en dos elementos de lo que constituye un clivaje pleno: en los alineamientos ideológicos y en la organización del sistema de partidos. Dado lo anterior, se constata el papel determinante de la agencia política depositada en las élites partidistas para mantener con vida este tipo de conflictos. Esto resulta concordante con lo propuesto hace una década por Torcal y Mainwaring (2003). En cuanto a las implicancias comparativas de la aplicación de la teoría de los clivajes sociales al caso chileno, se advierte el problema potencial de darle un alcance general a la misma, dejándose instalada la interrogante sobre la pertinencia de usar estos conceptos en la realidad latinoamericana de forma acrítica.
En los años 90, Renovación Nacional pasó de ser el partido más fuerte de la derecha a quedar suje... more En los años 90, Renovación Nacional pasó de ser el partido más fuerte de la derecha a quedar sujeto de la hegemonía de la Unión Demócrata Independiente, su socia de coalición. Sin embargo, en el 2005, hace un importante esfuerzo por retomar el protagonismo perdido, al lanzar su propia candidatura para las elecciones presidenciales. Este artículo analiza la alteración en el equilibrio en la Alianza y plantea que responde a transformaciones en la estructura de RN, las que se iniciaron en 1999. Estas reformas están orientadas a aumentar el nivel de institucionalización del partido. En una formación aquejada por recurrentes conflictos internos y con su entorno, la búsqueda de mecanismos duraderos de toma de decisiones y de una mejor estructuración, deben ser entendidos como el paso previo de la candidatura separada de RN en las presidenciales de 2005.
