Core to the smart city agenda is realizing a new innovation strategy for municipal governance based on high levels of cooperation among stakeholders to improve the efficiency and quality of public service delivery. Governments can enact an integrated digital platform to support high levels of cooperation among stakeholders with process management, and thereby align cooperative activities with public priorities. Drawing on punctuated equilibrium theory, we examine what know-how enables some city managers to manage implementation of an integrated digital platform for innovating with IT, and what know-how is lacking in city governments that fail to do so. To realize the benefits, cities require a new form of collaborative IT governance that extends beyond the organization. However, normative guidance in the literature is not necessarily suitable to the government context. In order to stimulate scholarly discourse on this issue, the purpose of this panel session is to envision the barriers/enablers of this new form of IT governance, and the roles of external stakeholders. Discussion points raised in this workshop will be synthesized into a framework to promote scholarly discourse and further research on key points in the mandate of the Strategic Leadership and Governance interest group.

In an effort to learn what are the preferred coordination modes to strategically govern industry ecosystems on a growth trajectory, our research examines governance approaches over the history of SynBio industry ecosystems in two nations. Qualitative comparative analysis enables us to systematically identify configurations of coordination modes that can explain growth and decline in the industry ecosystems over time, thereby providing early empirical evidence on the interacting effects of different governance approaches on growth in emerging industry ecosystems.
