La carte, le plan et le schéma partagent avec l’écriture d’être des graphein, « […] qui signifie ... more La carte, le plan et le schéma partagent avec l’écriture d’être des graphein, « […] qui signifie dessiner, peindre et écrire », soit « […] une des langues convoquées par l’être humain lorsqu’il exerce cette faculté spécifique qu’est le langage » (Duboux, 2009 : 1). Loin d’être des « non-textes », ces représentations – qui, comme on le verra, sont
aussi des désignations données à être lues autant qu’à être dites – permettent de questionner la manière et le type de connaissances produites et utilisées dans le cadre de l’enquête ethnographique. Ainsi, dans cette contribution, je postulerai que, en tant que systèmes pictographiques destinés à dépeindre des données abstraites ou concrètes localisées et/ou spatialisées, la carte, le schéma et le plan, entrant en interaction avec le verbe et la parole dans des cadres relationnels spécifiques, constituent des supports de médiation et de production de connaissances particuliers entre la chercheuse et les acteurs de terrain. En partant de matériaux issus d’une recherche réalisée de 2014 à 2018 auprès d’habitants de bateaux-logements en
Belgique francophone, les grammaires respectives de chacun de ces artefacts seront systématiquement mises en évidence : qu’est-ce qui est représenté (objet et nature des données) ? Qui représente (scripteurs) ? De quelle manière (support) ? Par ce biais, l’objectif est d’identifier les différentes syntaxes exprimées par une variété d’acteurs ainsi que leurs enjeux spécifiques.

quand on l’achète, et quand on le revend ! » s’exclame François,
habitant du fleuve depuis une quinzaine d’années. D’aucuns
pourraient s’attarder sur l’ironie et la désillusion vis-à-vis de la vie
sur l’eau que cette déclaration laisse entendre en filigrane. Pourtant,
l’affirmation de François doit aussi être prise au pied de la lettre :
d’abord, c’est le passage par la transaction marchande qui permet de
faire circuler le bateau de main en main, contribuant de cette manière
à en construire sa valeur [Boltanski et Esquerre, 2017]. En outre, cet
échange entre particuliers ne peut en réalité exister sans l’intervention
d’argent intimement « marqué » [Zelizer, 2005], issu notamment de
dons et de prêts entre proches. Enfin, c’est également le passage par
la transaction marchande qui permet à l’habitant fluvial de donner à
son tour et de résoudre des conflits liés à des transmissions autrement
impossibles à recevoir en raison de leur forme non conventionnelle…

À partir de terrains ethnographiques réalisés en Wallonie et à Bruxelles auprès d’habitants de pé... more À partir de terrains ethnographiques réalisés en Wallonie et à Bruxelles auprès d’habitants de péniches transformées en habitations, nous envisageons trois questions : Comment les acteurs de terrain se positionnent-ils à l’égard d’un objet de commerce initialement destiné à être détruit et oublié ? Quelles sont leurs attentes ?À quels récits, imaginaires et reconfigurations ces attitudes donnent-elles lieu ? En partant de l’analyse des connexions émotionnelles et des attachements entre nouveaux habitants, anciens occupants et bateaux, c’est une lecture de l’exonostalgie – discours et sentiments éprouvés à l’égard d’un passé non vécu personnellement, que nous proposons. Une notion qui nous permettra d’approcher les rapports émiques au patrimoine, à la mémoire, aux transmissions et aux réinventions.

Depuis l’apparition du logement marinier jusqu’à la transformation des cales en pièces de vie, no... more Depuis l’apparition du logement marinier jusqu’à la transformation des cales en pièces de vie, nous suivons dans cet article les transformations du bateau de commerce de petit gabarit (principalement les « 38 mètres ») sur les fleuves et canaux bruxellois et wallons. Nous montrons comment, à partir de 1975, le déclin de la batellerie, mais également le contexte social et spatial particulier, permettent le développement du phénomène d’habitat fluvial, initié par des gens d’à terre. De cette manière, nous cherchons à tracer la genèse du logement fluvial, habitat non-conventionnel qui n’en reste pas moins un habitat à part entière, et non une excentricité anecdotique.

Si les causes structurelles de la crise du logement en France s’avèrent peu ou prou claires (arrê... more Si les causes structurelles de la crise du logement en France s’avèrent peu ou prou claires (arrêt de la politique d’aide à la pierre, libéralisation du secteur du logement, etc. cumulés à la précarisation de l’emploi), la panoplie de réponses qui y sont apportées par les personnes directement touchées reste encore largement opaque. Pourtant, en-dehors de la prise en charge institutionnelle existante – souvent inadaptée et insuffisante – des individus construisent, aménagent, s’installent dans des bois, des campings, des centres-villes. De ces habitats dits « précaires », on ne connaît bien souvent que les couleurs vives des tentes ou les tables en plastique à l’entrée des cabanes et caravanes1, qui se rappellent à notre bienveillance en période hivernale ou lorsqu’un accident est relayé par les médias. Les statistiques, quant à elles, peinent à faire entrer des situations aussi impalpables (discrétion, dispersion, caractère temporaire, etc.), instables (expulsions, destructions/reconstructions régulières, etc.) et contrastées (hôtels meublés, squats, etc.) dans les définitions normatives et homogénéisantes du « logement ».
2En effet, comme le démontre aussi brillamment qu’humblement Gaspard Lion (EHESS, Paris-Descartes), seule une approche « par le bas » permet de traduire la complexité, la diversité et les ambivalences qui traversent ces trajectoires singulières.

Alors que Claude-Levi Strauss considérait la ville comme le lieu d’une « ethnographie du dimanche... more Alors que Claude-Levi Strauss considérait la ville comme le lieu d’une « ethnographie du dimanche » (p. 22), Michel Agier s’emploie à nous démontrer dans cet ouvrage que la ville est désormais le lieu de l’anthropologie. Pour autant, le lecteur n’y trouvera pas de définition préétablie de la ville : loin d’être un donné, elle y est décrite comme une totalité invisible et décomposée, inexorablement vouée au changement ; un « hologramme » reconstruit par chacun (Agier, 2015). Selon l’auteur, il n’en reste pas moins possible de l’approcher conceptuellement, mais aussi d’en réécrire l’anthropo-logique, « en partant du point de vue des pratiques, des relations et des mots des citadins tels que le chercheur lui-même les observe et les note, directement en situation » (p. 25). Agier l’illustre en partageant ses observations de terrain à Lomé (Togo) et à Salvador de Bahia (Brésil) afin de développer les pistes théoriques, empiriques et méthodologiques (voire politiques) qu’il propose.

Dans son Accord 2009-2014, le Gouvernement de la Région de Bruxelles-Capitale confie à l’Agence d... more Dans son Accord 2009-2014, le Gouvernement de la Région de Bruxelles-Capitale confie à l’Agence de Développement Territorial (ADT-ATO) la mission d’évaluer l’opportunité de mettre en place un pôle d’expertise en matière de participation citoyenne pour ses grands projets urbains.
Jeune région, Bruxelles exerce ses compétences en aménagement du territoire depuis 25 ans. Bilingue, bi-communautaire, triple capitale, cosmopolite,... Sa complexité a donné du fil à retordre aux pouvoirs politiques. Mais ce sont également ces spécificités qui ont permis d’associer les Bruxellois à sa création. Ainsi, la Région s’est forgée, parfois malgré elle, un important bagage en matière de participation citoyenne. Si les processus participatifs bruxellois s’avèrent bien rôdés à l’échelle locale, il semble en revanche que le passage à une échelle plus large soit malaisé, comme l’ont laissé entendre les entretiens menés auprès d’une cinquantaine d’acteurs dits-clés¬. Quatre enjeux centraux pour l’amélioration des pratiques existantes ont été identifiés suite à l’évaluation de la situation passée et actuelle et six types d’actions -détaillées et exemplifiées- ont esquissé une proposition de configuration cohérente et pertinente pour le pôle. Cependant, bien que chacune des parties se positionne a priori en faveur du développement d’un tel pôle, cet intérêt n’est pas inconditionnel : un certain nombre d’inconnues subsistent, notamment au sujet des volontés politiques régionales de réellement associer la population aux processus de décisions…

Amarrées à ces quais, des péniches : le Mary, l’Orly ou le Nana. Jadis, elles ont rallié Liège à Charleroi, les cales chargées de sable ou de houblon. A présent, elles demeurent amarrées à leur emplacement de prédilection, habitées par des gens-d’à-terre, comme les appellent les bateliers. Car ces nouveaux propriétaires ne sont pas nés à bord, au contraire d’Alice et Ernest par exemple, dont le Queen Potamos a également cessé sa course. Quels rapports ces personnes entretiennent-elles à leur bateau, à son lieu d’amarrage et aux autres ? Ce sont ces questions qui ont animé mon travail de terrain ainsi que la présente monographie.

Dans cette communication, je souhaite explorer l’idée selon laquelle le succès pour la propriété ... more Dans cette communication, je souhaite explorer l’idée selon laquelle le succès pour la propriété individuelle en Belgique francophone n’est pas principalement dû à des conditions économiques particulièrement favorables (de nombreux rapports témoignent plutôt de l’inverse), mais repose en partie sur des systèmes relationnels de fidélité, de proximité et de parenté, qui permettent la circulation des capitaux. Pour ce faire, je procéderai en 3 temps : d’abord, en revenant sur les politiques d’accès à la propriété privée mises en place par les autorités belges aux XIX et XXème siècles. Ensuite, en montrant comment l’évolution des relations entre Etat et candidats-propriétaires a permis l’émergence d’une pratique d’habiter telle que l’habitat fluvial, dont le financement repose sur des logiques non-marchandes. Enfin, je reviendrai à terre en montrant comment la propriété conventionnelle est, elle aussi, de plus en plus régie par des prises de risques relationnelles.

In this communication, the specificities of people living in transformed barges will be detailed. Their constant oscillation between the call of the large and their strong ties to the land will be addressed in terms of materiality and with regard to their relative knowledge of the fluvial environment.
Paper Long Abstract:
Until 40 years ago, a great number of commercial barges were circulating on Belgian rivers and canals. Nowadays, hundreds of these holds have been converted in floating dwellings. In the French speaking part of the country, more than 200 people live on the water, and waiting lists to get an 'official' location are 3 years long.
Even though they live on the water, these rivers occupants are not bargemen and only a handful of them have experience in sailing. As a consequence, and as the ethnographic study shows, these houses hardly move. Furthermore, material artifacts (gardens, gateways, transformations according to the mooring place…) and daily practices (job, grocery shopping, home cleaning,…) demonstrates how anchored and firmly attached they are to the shore.
The communication will detail the specificities of this way of living, always oscillating between the call of the water and the strength of ties to the land. In an environment lived and perceived as revitalizing as much as hostile, trial and error, physical sensations, ashore-life habits, but also the sharing of skills and knowledge between "fluvial folks", are used to anticipate and mitigate insecure situations (bad stability, floods, drownings,…).
In this context, the study of material artifacts as well as the anthropology of invention of tradition offers a good frame for the analysis of these particular situations. Because, at the end, these approximations appear to be crafty solutions which work pretty well… most of the time!

Aujourd’hui, des centaines de cales ont été aménagées en habitations flottantes, véritables réinventions des formes autant que des usages initiaux. Malgré cette nouvelle vie, les habitants actuels partagent la nostalgie de la batellerie artisanale, qu’ils ne connaissent pourtant pas, et accordent une importance centrale à la fonction de navigation. Toutefois, l’étude ethnographique de cet objet, mais aussi des discours aussi bien que des pratiques qui lui sont associés, révèle en parallèle l’incapacité matérielle, pratique autant que symbolique de larguer les amarres.
Tout d’abord, lorsque ce ne sont pas les rénovations effectuées qui empêchent la navigation, c’est tout bonnement l’absence de moteur qui fait défaut. L’installation de jardinets aux abords du bateau, de clôtures individuelles,… sont également autant de témoins de ce fort ancrage qui rend difficile, pour ne pas dire impossible, toute (re)mise en mouvement. Ensuite, les nouveaux habitants ne sont aucunement mariniers. D’une part, le voyage fluvial, ne fut-ce que par sa lenteur, semble par ailleurs incompatible avec une organisation du temps et de l’espace liée au travail à terre. D’autre part, rares sont ceux qui disposent des savoirs et savoir-faire nécessaires pour piloter cet ancien outil de travail. Enfin, la pénibilité du métier et la routine des frets effectivement expérimentés dans le milieu de la batellerie sont souvent occultés. Les mariniers sont alors fantasmés comme des nomades toujours en mouvement vers l’avant, toujours errants (Singleton, 2001), dépeignant un voyage au long cours en réalité inexistant.
Dans ce contexte, l’anthropologie de (l’invention de) la tradition (Hobsbawm & Ranger, 1983 ; Lenclud, 1987) et de la nostalgie (Angé & Berliner, 2014) révèlent les enjeux matériels et symboliques qui se jouent autour de ces réinventions, et notamment notre difficulté à considérer l’oubli et la destruction comme constitutifs de la mémoire (Candau, 2005). Tout aussi ignorants qu’ils soient du milieu de la batellerie, les habitants fluviaux s’érigent d’ailleurs souvent en sauveurs d’un « patrimoine presque détruit et oublié » et s’emploient à « maintenir l’âme du bateau ».
Pour terminer, ce sont bien de ces bateaux communément appelés « péniches », dont il est question ici. Mais le terme désigne en réalité des barges en bois, autrefois halées et aujourd’hui disparues… Ha ! L’inertie du mouvement !

In this communication, we will show that the current economic context doesn’t abate people’s wish to acquire a place of their own. Unconventional and non-institutional home strategies are created as valid and viable solutions to the housing crisis, as houseboats ownership in Belgium illustrates.
Long abstract
In this communication based on an ethnographic work conducted with private houseboats inhabitants of public fluvial areas in Belgium, we will show that the current economic context doesn’t abate people’s wish to acquire a place of their own. Even more, unconventional and non-institutional home strategies are created as valid and viable solutions to the housing crisis.
First of all, these inhabitants often speak about the autonomy and the freedom they get by being the owner of a houseboat. Ashore, as tenants or dependent on housing benefits and mortgages, would they have had the opportunities that the boat offers (e.g. a garden, a central location of their choice, the liberty to organize their home)?
This is even more true considering that banks are never part of the equation. Indeed, as these houseboats are not real estate, mortgages are not an option. For their acquisition, future fluvial inhabitants rather rely on their own resources (savings, inheritance, familial loan…). The sum of money needed is often paid in cash and in one go to the former owner. When it comes to renovation, other alternatives (DIY, support of friends and relatives, etc.) are relied upon and time is often the best ally: the boats are always under work, as the money comes and go.
As a consequence, owning a boat implies social and familial configurations that are particularly telling of new ways of relating to others, envisioning one’s professional choices and leaving a legacy for one’s children.

The communication will be based on an ethnographic work conducted with private houseboats inhabit... more The communication will be based on an ethnographic work conducted with private houseboats inhabitants of public fluvial areas in Belgium. In the French speaking part of the country, more than 100 people live on the water, and waiting lists to get an ‘official’ location are 3 years long. In this paper, I will focus on the ambiguous ties - symbolic and material - that this phenomenon entails.
Even though they established their homes in former commercial barges, these rivers occupants are not bargemen. Despite that, their discourse is infused with recurring representations such as long distance journeys, or the possibility to move their homes whenever they wish. But by their own admission most of them do not know how to navigate and even transformed their ships according to their permanent mooring place… However, the roots of fluvial housing in Belgium are directly fed by the inland water shipping history: the decrease of industrial activities and the simultaneous boost in road transportation reinforced the lack of interest for the fluvial structures and their surroundings, therefore abandoned for a long while. It is there, at the margins of cities that groups of fluvial inhabitants began to tie their moors, pitch their fences and plant their gardens. They turned their noses up at land-based borders and anchored themselves in the interstices of fluvial regulations. But now that waterfronts are meant to be the new hubs for big and upper-middle-class housing schemes, a new light is shed on them. Not always for the best…

Conférence ouverte à toutes et tous sur le thème de l'habitat fluvial (péniches transformées en l... more Conférence ouverte à toutes et tous sur le thème de l'habitat fluvial (péniches transformées en logement), organisée à Namur (Belgique) le 17 juin 2017 dans le cadre du 1er village flottant des Habitants du Fleuve de Wallonie.
Les questions abordées visaient à dresser un état des lieux de la question: Quelle est la situation en Flandre, en France, en Wallonie et en Grande-Bretagne ? Qui et combien sont les habitants fluviaux ? A quelles difficultés sont-ils confrontés ? Quels sont les avantages de la vie sur l'eau ?
Des représentants d'associations de défense de l'habitat fluvial, des anthropologues et une écrivaine ont participé à dresser un panorama de la situation à partir de leur expérience des habitations flottantes et de la batellerie.
L'après-midi s'est terminée avec les interventions d'un architecte et d'un juriste qui ont élargi le débat à la question des habitats non-conventionnels en Belgique de manière générale.

Depuis de nombreuses années, à l'instar de leurs voisins français et néerlandais, les fleuves bel... more Depuis de nombreuses années, à l'instar de leurs voisins français et néerlandais, les fleuves belges accueillent sur leurs eaux d’anciennes péniches de commerce transformées en habitations: des bateaux-logements.
Il faut dire qu’avec plus de 1500 km de voies navigables bordées de magnifiques paysages et une quantité non-négligeable de cales dites “de petits gabarits” - dont une partie d'entre elles sont des réchappées du "déchirage" - notre pays réunit beaucoup de conditions favorables au développement de ce type de logements.
Dans les faits, le cadre est-il aussi idyllique qu'il y paraît? Installés au cœur de grandes villes ou en lisière de petits villages, les habitants fluviaux doivent négocier leur présence prolongée. Ici bienvenus et soutenus, là-bas à peine tolérés par les autorités, malgré les conflits répétés pour accéder aux services minimum (eau, gaz, électricité, poubelles,...), habiter sur l'eau reste associé à un grand sentiment de liberté.
Pourtant, depuis quelques temps, certains habitants disent sentir le vent tourner: les abords de fleuves et canaux, longtemps laissés en paix, attirent soudain les investisseurs immobiliers. Bureaux, logements, activités touristiques se redéploient sur les quais. Quelle place est donnée à l'habitat fluvial? A nouveau, on expulse ici, on regroupe là-bas, on "met en scène" ailleurs... Demain, y aura-t-il encore une place pour... le choix?
Pour connaître l'ampleur actuelle de l'habitat fluvial en Belgique, les différentes situations auxquelles les habitants font face, mais aussi les changements en cours ou prévus, une application de cartographie en ligne vient d'être lancée dans le cadre d'une étude. Via un formulaire, toute personne (habitant fluvial mais aussi promeneurs, amoureux des voies d'eau,...) est invitée à partager ses connaissances sur les différentes zones d'habitat fluvial belge. L'objectif est notamment d'aider les habitants de différentes zones à faire valoir leurs droits et leurs desideratas, en s'appuyant sur des exemples belges ainsi que sur un large réseau.
Attention cependant: le respect de la vie privée est bien entendu primordial! L'intérêt n'est certainement pas de répertorier les bateaux eux-mêmes, mais bien de construire une vision globale de la situation. Les dérives sont fermement découragées par un mécanisme d'anonymisation, de modération et de filtrage pour chaque soumission.

Si les processus participatifs bruxellois s’avèrent bien rôdés à l’échelle locale, il semble en revanche que le passage à une échelle plus large soit malaisé, comme l’ont laissé entendre les entretiens menés auprès d’une cinquantaine d’acteurs dits-clés¬. Quatre enjeux centraux pour l’amélioration des pratiques existantes ont été identifiés suite à l’évaluation de la situation passée et actuelle et six types d’actions -détaillées et exemplifiées- ont esquissé une proposition de configuration cohérente et pertinente pour le pôle. Cependant, bien que chacune des parties se positionne a priori en faveur du développement d’un tel pôle, cet intérêt n’est pas inconditionnel : un certain nombre d’inconnues subsistent, notamment au sujet des volontés politiques régionales de réellement associer la population aux processus de décisions…

In this communication, the specificities of people living in transformed barges will be detailed. Their constant oscillation between the call of the large and their strong ties to the land will be addressed in terms of materiality and with regard to their relative knowledge of the fluvial environment.

Until 40 years ago, a great number of commercial barges were circulating on Belgian rivers and canals. Nowadays, hundreds of these holds have been converted in floating dwellings. In the French speaking part of the country, more than 200 people live on the water, and waiting lists to get an 'official' location are 3 years long.
Even though they live on the water, these rivers occupants are not bargemen and only a handful of them have experience in sailing. As a consequence, and as the ethnographic study shows, these houses hardly move. Furthermore, material artifacts (gardens, gateways, transformations according to the mooring place…) and daily practices (job, grocery shopping, home cleaning,…) demonstrates how anchored and firmly attached they are to the shore.
The communication will detail the specificities of this way of living, always oscillating between the call of the water and the strength of ties to the land. In an environment lived and perceived as revitalizing as much as hostile, trial and error, physical sensations, ashore-life habits, but also the sharing of skills and knowledge between "fluvial folks", are used to anticipate and mitigate insecure situations (bad stability, floods, drownings,…).
In this context, the study of material artifacts as well as the anthropology of invention of tradition offers a good frame for the analysis of these particular situations. Because, at the end, these approximations appear to be crafty solutions which work pretty well… most of the time!
Tout d’abord, lorsque ce ne sont pas les rénovations effectuées qui empêchent la navigation, c’est tout bonnement l’absence de moteur qui fait défaut. L’installation de jardinets aux abords du bateau, de clôtures individuelles,… sont également autant de témoins de ce fort ancrage qui rend difficile, pour ne pas dire impossible, toute (re)mise en mouvement. Ensuite, les nouveaux habitants ne sont aucunement mariniers. D’une part, le voyage fluvial, ne fut-ce que par sa lenteur, semble par ailleurs incompatible avec une organisation du temps et de l’espace liée au travail à terre. D’autre part, rares sont ceux qui disposent des savoirs et savoir-faire nécessaires pour piloter cet ancien outil de travail. Enfin, la pénibilité du métier et la routine des frets effectivement expérimentés dans le milieu de la batellerie sont souvent occultés. Les mariniers sont alors fantasmés comme des nomades toujours en mouvement vers l’avant, toujours errants (Singleton, 2001), dépeignant un voyage au long cours en réalité inexistant.
Dans ce contexte, l’anthropologie de (l’invention de) la tradition (Hobsbawm & Ranger, 1983 ; Lenclud, 1987) et de la nostalgie (Angé & Berliner, 2014) révèlent les enjeux matériels et symboliques qui se jouent autour de ces réinventions, et notamment notre difficulté à considérer l’oubli et la destruction comme constitutifs de la mémoire (Candau, 2005). Tout aussi ignorants qu’ils soient du milieu de la batellerie, les habitants fluviaux s’érigent d’ailleurs souvent en sauveurs d’un « patrimoine presque détruit et oublié » et s’emploient à « maintenir l’âme du bateau ».
Pour terminer, ce sont bien de ces bateaux communément appelés « péniches », dont il est question ici. Mais le terme désigne en réalité des barges en bois, autrefois halées et aujourd’hui disparues… Ha ! L’inertie du mouvement !

In this communication based on an ethnographic work conducted with private houseboats inhabitants of public fluvial areas in Belgium, we will show that the current economic context doesn’t abate people’s wish to acquire a place of their own. Even more, unconventional and non-institutional home strategies are created as valid and viable solutions to the housing crisis.
First of all, these inhabitants often speak about the autonomy and the freedom they get by being the owner of a houseboat. Ashore, as tenants or dependent on housing benefits and mortgages, would they have had the opportunities that the boat offers (e.g. a garden, a central location of their choice, the liberty to organize their home)?
This is even more true considering that banks are never part of the equation. Indeed, as these houseboats are not real estate, mortgages are not an option. For their acquisition, future fluvial inhabitants rather rely on their own resources (savings, inheritance, familial loan…). The sum of money needed is often paid in cash and in one go to the former owner. When it comes to renovation, other alternatives (DIY, support of friends and relatives, etc.) are relied upon and time is often the best ally: the boats are always under work, as the money comes and go.
As a consequence, owning a boat implies social and familial configurations that are particularly telling of new ways of relating to others, envisioning one’s professional choices and leaving a legacy for one’s children.

Even though they established their homes in former commercial barges, these rivers occupants are not bargemen. Despite that, their discourse is infused with recurring representations such as long distance journeys, or the possibility to move their homes whenever they wish. But by their own admission most of them do not know how to navigate and even transformed their ships according to their permanent mooring place… However, the roots of fluvial housing in Belgium are directly fed by the inland water shipping history: the decrease of industrial activities and the simultaneous boost in road transportation reinforced the lack of interest for the fluvial structures and their surroundings, therefore abandoned for a long while. It is there, at the margins of cities that groups of fluvial inhabitants began to tie their moors, pitch their fences and plant their gardens. They turned their noses up at land-based borders and anchored themselves in the interstices of fluvial regulations. But now that waterfronts are meant to be the new hubs for big and upper-middle-class housing schemes, a new light is shed on them. Not always for the best…

Les questions abordées visaient à dresser un état des lieux de la question: Quelle est la situation en Flandre, en France, en Wallonie et en Grande-Bretagne ? Qui et combien sont les habitants fluviaux ? A quelles difficultés sont-ils confrontés ? Quels sont les avantages de la vie sur l'eau ?
Des représentants d'associations de défense de l'habitat fluvial, des anthropologues et une écrivaine ont participé à dresser un panorama de la situation à partir de leur expérience des habitations flottantes et de la batellerie.
L'après-midi s'est terminée avec les interventions d'un architecte et d'un juriste qui ont élargi le débat à la question des habitats non-conventionnels en Belgique de manière générale.
Il faut dire qu’avec plus de 1500 km de voies navigables bordées de magnifiques paysages et une quantité non-négligeable de cales dites “de petits gabarits” - dont une partie d'entre elles sont des réchappées du "déchirage" - notre pays réunit beaucoup de conditions favorables au développement de ce type de logements.
Dans les faits, le cadre est-il aussi idyllique qu'il y paraît? Installés au cœur de grandes villes ou en lisière de petits villages, les habitants fluviaux doivent négocier leur présence prolongée. Ici bienvenus et soutenus, là-bas à peine tolérés par les autorités, malgré les conflits répétés pour accéder aux services minimum (eau, gaz, électricité, poubelles,...), habiter sur l'eau reste associé à un grand sentiment de liberté.
Pourtant, depuis quelques temps, certains habitants disent sentir le vent tourner: les abords de fleuves et canaux, longtemps laissés en paix, attirent soudain les investisseurs immobiliers. Bureaux, logements, activités touristiques se redéploient sur les quais. Quelle place est donnée à l'habitat fluvial? A nouveau, on expulse ici, on regroupe là-bas, on "met en scène" ailleurs... Demain, y aura-t-il encore une place pour... le choix?
Pour connaître l'ampleur actuelle de l'habitat fluvial en Belgique, les différentes situations auxquelles les habitants font face, mais aussi les changements en cours ou prévus, une application de cartographie en ligne vient d'être lancée dans le cadre d'une étude. Via un formulaire, toute personne (habitant fluvial mais aussi promeneurs, amoureux des voies d'eau,...) est invitée à partager ses connaissances sur les différentes zones d'habitat fluvial belge. L'objectif est notamment d'aider les habitants de différentes zones à faire valoir leurs droits et leurs desideratas, en s'appuyant sur des exemples belges ainsi que sur un large réseau.
Attention cependant: le respect de la vie privée est bien entendu primordial! L'intérêt n'est certainement pas de répertorier les bateaux eux-mêmes, mais bien de construire une vision globale de la situation. Les dérives sont fermement découragées par un mécanisme d'anonymisation, de modération et de filtrage pour chaque soumission.

aussi des désignations données à être lues autant qu’à être dites – permettent de questionner la manière et le type de connaissances produites et utilisées dans le cadre de l’enquête ethnographique. Ainsi, dans cette contribution, je postulerai que, en tant que systèmes pictographiques destinés à dépeindre des données abstraites ou concrètes localisées et/ou spatialisées, la carte, le schéma et le plan, entrant en interaction avec le verbe et la parole dans des cadres relationnels spécifiques, constituent des supports de médiation et de production de connaissances particuliers entre la chercheuse et les acteurs de terrain. En partant de matériaux issus d’une recherche réalisée de 2014 à 2018 auprès d’habitants de bateaux-logements en
Belgique francophone, les grammaires respectives de chacun de ces artefacts seront systématiquement mises en évidence : qu’est-ce qui est représenté (objet et nature des données) ? Qui représente (scripteurs) ? De quelle manière (support) ? Par ce biais, l’objectif est d’identifier les différentes syntaxes exprimées par une variété d’acteurs ainsi que leurs enjeux spécifiques.

d’abord, c’est le passage par la transaction marchande qui permet de
faire circuler le bateau de main en main, contribuant de cette manière
à en construire sa valeur [Boltanski et Esquerre, 2017]. En outre, cet
échange entre particuliers ne peut en réalité exister sans l’intervention
d’argent intimement « marqué » [Zelizer, 2005], issu notamment de
dons et de prêts entre proches. Enfin, c’est également le passage par
la transaction marchande qui permet à l’habitant fluvial de donner à
son tour et de résoudre des conflits liés à des transmissions autrement
impossibles à recevoir en raison de leur forme non conventionnelle…
2En effet, comme le démontre aussi brillamment qu’humblement Gaspard Lion (EHESS, Paris-Descartes), seule une approche « par le bas » permet de traduire la complexité, la diversité et les ambivalences qui traversent ces trajectoires singulières.
Jeune région, Bruxelles exerce ses compétences en aménagement du territoire depuis 25 ans. Bilingue, bi-communautaire, triple capitale, cosmopolite,... Sa complexité a donné du fil à retordre aux pouvoirs politiques. Mais ce sont également ces spécificités qui ont permis d’associer les Bruxellois à sa création. Des étudiants de l’Université libre de Bruxelles et de l’Académie des Beaux-Arts ont collaboré avec« Le Soir » et BX1 dans le cadre d’un laboratoire de journalisme. Depuis le 6 mai, ils ont mis sur les rails un long format transmédia intitulé «Tram 33», un clin d’œil à la chanson de Jacques Brel, Madeleine. Ce tram imaginaire mènera les lecteurs dans les recoins d’une mobilité bruxelloise revisitée afin d’en dévoiler les côtés méconnus.
