Esta tesis doctoral encuentra su punto de partida en la constitucion de la Comunidad de Estados L... more Esta tesis doctoral encuentra su punto de partida en la constitucion de la Comunidad de Estados Latinoamericanos y Caribenos (CELAC), cuando al analizar su carta constitutiva se detecta que en la misma se indica que su propia constitucion es el primer paso del inicio de una segunda independencia. Este hecho indica una percepcion de que la soberania de los Estados no esta respetada en toda su extension. Tras este hecho esta tesis doctoral analiza el modo en el que la Inversion Extranjera Directa (IED) ha sido articulada como una practica necesaria para alcanzar la categoria de Estado desarrollado por agentes relevantes en las Relaciones Internacionales (RRII), utilizando para analizar la cuestion un marco teorico constructivista. La presente comunicación señala las implicaciones que ha supuesto la ad-quisición de la categoría... more La presente comunicación señala las implicaciones que ha supuesto la ad-quisición de la categoría de Estados soberanos a los territorios que forman la región de América Latina y el Caribe, al operar en un contexto interna-cional impulsado por la idea-meta del desarrollo. Desarrollo que, desde su aparición conceptual en la Sociedad Internacional, ha girado en torno al papel desarrollado por la Inversión Extranjera Directa (IED). Obteniendo unos resultados que evidencian que la difusión y apropiación del objetivo de desarrollo han determinado el devenir del debate en torno a la supresión de atribuciones soberanas, las cuales son requeridas para que un Estado obtenga la categoría de desarrollo promovida internacionalmente. En este caso centrando el análisis en las competencias de juzgar las disputas ocurridas en el territorio por el Estado receptor de IED.

Este hecho indica una percepción de que la soberanía de los Estados no está respetada en toda su extensión. Tras este hecho esta tesis doctoral analiza el modo en el que la Inversión Extranjera Directa (IED) ha sido articulada como una práctica necesaria para alcanzar la categoría de Estado desarrollado por agentes relevantes en las Relaciones Internacionales (RRII), utilizando para analizar la cuestión un marco teórico constructivista. El objeto de estudio ha sido analizar cómo este ejercicio ha podido impactar en el proceso de integración/unificación presente en la región de América Latina y el Caribe (ALC); fijando el análisis en el estudio del proceso de apropiación y adquisición de la categoría de soberano por los Estados regionales, con sus respectivos atributos; analizando la percepción de no respeto a dicha categoría; y profundizando en el estudio de si esta percepción ha sido la principal causa, y cómo ha sido su impacto, en la presencia de un anhelo integrador/unificador en la región. Los resultados obtenidos han revelado que la idea-meta del desarrollo, y su práctica ligada: la IED, han jugado un papel determinante en la toma de decisiones ejecutadas de los diferentes Estados respecto al proceso de integración/unificación; haciéndose evidente que el trato que se le debía otorgar a la FDI ha sido la principal causa de las divergencias presentes en la aparición de dos modelos de integración/unificación que pretendían alcanzar el desarrollo: integración hacia adentro versus integración hacia afuera. Asimismo, dado que el rol de la IED y su trato han actuado como el factor determinante, la práctica ha tenido un impacto crucial en el que los Estados de la región no percibiesen un respeto por su condición de agentes soberanos. Comprobándose que este hecho se ha debido a que los agentes relevantes en la Sociedad Internacional han determinado cómo la práctica debe ser ejecutada: definiendo el significado conceptual; determinando su evolución teórica; el cómo debía ser regulada en las Relaciones Internacionales; y mediante la construcción de un discurso que conecta la ejecución de la práctica con la categoría del desarrollo.
