Ricardo Tavares
Ricardo Tavares is CEO of TechPolis. He is a leading international consultant on the policy and regulatory aspects of information and communications technologies (ICT). From 2004 to 2010, Ricardo was Senior VP at the GSM Association, the international trade association for mobile operators. Before that, from 1999 to 2003, he was Senior Director of International Operations at San Diego, California-based Wireless Facilities, Inc. Ricardo provides consultation services to a wide variety of players in the global communications industry, including technology innovators, telecommunications service providers and international organizations such as the World Bank.
His main areas of interest at the moment are spectrum for 5G wireless networks; policy related to, and formation of technology ecosystems for the Internet of Things (IoT); policy and technology driving Smart City development; personal data protection in the U.S. and the EU; the dynamics of global value chains (GVCs) in the electronics sector; and distressed telecommunications assets.
Ricardo holds a masters’ degree in political science from the Rio de Janeiro University Research Institute (Iuperj) and completed course work in the doctoral program of UCSD’s School of Global Policy and Strategy (GPS) in 1998. Ricardo is a member of the Board of Regents of the Harris Manchester College at Oxford University, UK, a member of the UC San Diego School of Global Policy and Strategy’s International Advisory Board, and a member of the Council on Foreign Relations (CFR).
Born in Brazil, Ricardo is a U.S. citizen who has worked extensively in Latin America, the Middle East, South Asia, Southeast Asia and Russia.
