Recent reforms in labor legislation in Brazil and France have opened a door for comparison. The r... more Recent reforms in labor legislation in Brazil and France have opened a door for comparison. The rationale behind them has a common inspiration: flexibilization of forms of labor use in countries where legislation was considered very rigid, making it difficult for companies to adjust to constant changes in global competitiveness. Although Brazil and France occupy very different places in the international division of labor, and face different competitive pressures, the motivation of the reformers on both sides are strikingly similar. Modernization of labor relations, job creation, reduction of unemployment, economic growth, improvement of workers' income and working conditions. But the promise of socioeconomic security is accompanied by forms of regulation that actually generate insecurity in employment, income, and labor rights. The study tries to evaluate some dimensions of this insecurity, comparing the two countries around the notion of "precariousness".

O livro resume parte dos resultados brasileiros do projeto comparativo internacional “Transformaç... more O livro resume parte dos resultados brasileiros do projeto comparativo internacional “Transformação Econômica e Trabalho na América Latina: Brasil, Colômbia e México em perspectiva compara”, coordenado por Rainer Dombois e Ludger Pries e desenvolvido entre 1994 e 1997. O estudo tem o caráter de registro histórico de um momento crucial da reestruturação produtiva no Brasil. A pesquisa de campo foi realizada entre outubro de 1994 e março de 1995, isto é, antes que os efeitos da reforma econômica neoliberal iniciada em 1994 se fizessem sentir no setor automobilístico. Este, na verdade, se reestruturou por antecipação, e quando o neoliberalismo se instalou no país, o segmento, imaginava eu então, parecia ajustado. Eu estava errado, claro. O setor passou por grandes transformações desde então, com a entrada de novas montadoras e a reestruturação profunda das que aqui existiam. O livro ora publicado documenta, na verdade, o início de um novo tempo na indústria automobilística brasileira. Pesquisadores atuais (e infelizmente não os há em grande número) terão, aqui, material riquíssimo de comparação com a realidade produtiva que estejam estudando. Espera-se, ainda, que o trabalho estimule novas pesquisas sobre o tema, com a mesma abordagem, que se revelou prenhe de possibilidades analíticas, conceituais e empíricas.

Momentos dramáticos como a Revolução de 1930, o suicídio de Getúlio Vargas em 1954, o golpe militar-civil de 1964 e os golpes parlamentares de 1992 contra Fernando Collor de Mello e de 2016 contra Dilma Rousseff, tiveram como protagonistas segmentos muito mobilizados das classes médias. Nesses casos de derrubada de governos, esses segmentos se bateram contra a institucionalidade democrática, e fizeram-no convocando agentes do próprio aparelho de Estado (os militares, o parlamento, o judiciário) a voltar-se contra os incumbentes do poder executivo, ao passo em que, nas ruas, procuraram arregimentar o apoio de outras classes sociais, sobretudo as classes mais altas. A exceção foi a luta contra a ditadura militar-civil de 1964, também protagonizada por segmentos das classes médias (ao menos até o renascimento do movimento sindical em 1978), que teve no horizonte a restauração das “liberdades democráticas”. São esses distintos engajamentos de diferentes setores das classes médias e seus impactos na vida política da nação que o livro de Cardoso procura explicar.
