O presente texto pretende problematizar a questão do avanço da urbanização para além das fronteir... more O presente texto pretende problematizar a questão do avanço da urbanização para além das fronteiras metropolitanas e de cidades-regiões. Ou, formulado de outra maneira: mostrar abordagens e perspectivas que conseguem diferenciar uma forma "nãocapitalista" e "não-metropolitana" de urbanização em relação ao padrão dominante em metrópoles e grandes cidades. Após uma rápida problematização dessa questão, a argumentação vai se dedicar à identificação de uma urbanização inter-metropolitana por meio do conceito de "campo urbano" de Friedmann/Miller e à discussão da transição de uma estrutura espacial industrial à uma marcada pelo urbano de Lefebvre. Sua articulação permite estabelecer elementos para uma compreensão da expressão de uma "urbanização regional" que propõe agregar áreas urbanas e rurais em cidades de regiões intermetropolitanas. Diante das reflexões "otimistas" destes autores terminamos a atual reflexão com uma breve indicação das dificuldades de apropria-las para uma urbanização dependente como a brasileira.

Those which were discussed in the Track Sessions, as well as a considerable number of contributions in Plenary and Special Sessions and Roundtables. Farnak Miraftab´s Opening Keynote “Insurgency, planning and the prospect of a humane urbanism” was published (in portuguese) in ANPUR´s journal Revista Brasileira de Estudos Urbanos e Regionais (Brazilian Journal of Urban and Regional Studies), v.18, n. 3 (2016), p. 363-377 (http://rbeur.anpur.org.br/rbeur/article/view/5499). It is our conviction that these texts reflect an important panorama of ideas, thoughts, experiences and practices of the nearly 600 researchers, scientists, students and practioneers who attended the congress in Rio de Janeiro with the aim to have an unique opportunity to discuss the matter of planning with colleagues from all over the world. É sob uma nova perspectiva que o presente texto retoma uma discussão sobre urbanização em geral, ... more É sob uma nova perspectiva que o presente texto retoma uma discussão sobre urbanização em geral, diferentes vertentes de sua investigação e diferentes expressões parciais (sub-, com-, contra-etc.), formas históricas em diferentes épocas e continentes etc. Problematiza-se essa abordagem a partir da publicação, em 1999, de um livro de Mitchel com o título "E-Topia: Urban Life, Jim-But Not As We Know It". Sem entrar aqui no mérito dessa "e-topia urbana" sua formulação coloca um problema metodológico que já discutimos em momentos anteriores em relação a tantos outros estudos sobre o impacto das novas tecnologias: a avaliação das chances de um projeto, como o de Mitchell, ser realizado não pode ficar limitada à apreciação de suas potencialidades técnicas e das (boas) intenções daquele que o formulou. Seu destino está vinculado a processos e atores socais que ou abraçam essa causa (da e-topia, por exemplo) ou se apropriam das tecnologias enquanto ferramentas para suas próprias e diferentes finalidades. Ou seja, metodologicamente falando, para arriscar qualquer observação sobre o futuro, é preciso, como diz Sartre, investigar os "campos dos possíveis", como "objetivo em direção ao qual o agente supera sua situação objetiva" de certos grupos sociais. Portanto, resgatando a hipótese de que as tecnologias aqui em pauta podem propiciar mudanças na atual forma da cidade e da organização do espaço urbano em geral, é necessário estudar em que direção as cidades estão sendo transformados pelos agentes responsáveis por sua produção. Após a identificação desses "campos de possíveis"-que se anunciam objetivamente no presente-seria, talvez, possível "projetar" a utilização das tecnologias e imaginar suas conseqüências. O referencial conceutial para essa investigação/reflexão será a teoria da produção social do espaço social de Henri Lefebvre e suas reflexões acerca da superação e concomitante passagem das contradições do espaço abstarto a um espaço diferencial. A referência empírica será a migração temporária de determinados segmentos da população do Rio de Janeiro para certas áreas na sérra de Petrópolis.
As contextualization for this debate, the presentation begins with the identification of Brazilia... more As contextualization for this debate, the presentation begins with the identification of Brazilian State´s alternate phases of centralization or authoritarianism (dictatorship) and decentralization (democratization) in different historical periods. The most recent democratizing phase-after 1988-is characterized by the strengthening of political articulations within the State (municipality as e federative entity, cooperation between different levels) and between State and society and social manifestations itself that allow the emergence of political pressures and social mobilizations able to assert its interests in different State instances. The resulting methodology will be able to identify and compare the complex articulations between certain arenas and political and institutional articulations, in the sense of Offe, Jessop and other political scientists, and different forms of territorial arrangements that are base, reference or even product of those political articulations of planning and governance forms. Because of the limitations of the present essay, we decided to emphasize here the analysis of different arenas and institutional arrangements that involved different political and social agents and their relation to power distribution and cooperation between scales and federative levels. These experiences are: (i) the complex process in formulating a second National Policy for Regional Development carried out by the Federal Government from 2012/13; (ii) the experiences of creating communitarian development councils in a particular Brazilian state up from a social base that were institutionalized only afterwards and (iii) the new organizational figure of public consortia, created in 2005/2007, whose constitution should permit planning and governance going beyond the local/municipal level, which gives rise to them. At the end, the essay will provide a critical overview of the aforementioned experiences, which may indicate new opportunities for the production (institutionalization) of political and social spaces at different geographic scales and federative levels.

In the present work, we intend to elaborate a conceptual orientation to understand a (new?) “spat... more In the present work, we intend to elaborate a conceptual orientation to understand a (new?) “spatial totality" of certain contemporary societies that seems to originate in a determined form of "globalization" through informational and communicative networks at the beginning of the new century. Therefore, some fundamental categories and concepts, used in the current (2001) debate on new information and communication technologies, the rapid (and very uneven) expansion of computer networks and their consequences for the configuration of "new spaces", known as "cybernetic" or even "digital", will be the central elements of the critical reflection of this work. Initially, as a context of the debate, will be identified technological advances related to these "spaces" in certain societies. Afterwards, will be related to two different epistemologies of space elaborated by American geographer Edward Soja: "First Space" and "Second Space". The appropriation of the three categories of sensation, perception and conception of the production of knowledge, proposed by French sociologist Henri Lefebvre, facilitates a dialectical understanding of social space and allows, in comparison with this perspective, to identify the ambiguous character of cyberspace as a means of constructing a "superior objectivity" of knowledge, on the one hand, and its claim to an immediate representation of the real itself (its “inicial objectivity”) that needs to be criticized as illusory, mythical and misguided, on the other. Finally, this ambivalence of technologies and cyberspace will be analyzed in more depth in the way it is "resolved" differently, in different contexts. By articulating cyberspace with a conception of the social production of (social) space (Lefebvre) and its dialectically interrelated moments, allows the conclusion that cyberspace might be understood in its ambiguous properties as support of emancipation or regression and kickback and as a "hybrid" of two moments of social space: a hybrid of representations of space and spaces of representation.
Inicialmente serão discutidas mecanismos (formas) de integração social que têm seu fundamento na... more Inicialmente serão discutidas mecanismos (formas) de integração social que têm seu fundamento na solidariedade e sobrevivência comunitária de grupos nas cidades (e sociedades) que correm, por um lado, o risco de serem cada vez mais esvaziados com o avanço das novas tecnologias; mas, por outro, podem ganhar um enorme impulso através de uma certa "virtualização" onde a interação prescinde em ampla medida - porém não totalmente - dos contatos presenciais (f2f - face to face). Retornaremos, portanto na segunda parte, à uma reflexão mais aprofundada do próprio significado de uma "integração social" que é tributária de uma determinada visão da própria sociedade em qual vivemos. Finalmente, na terceira e última parte, buscamos tirar primeiras e provisórias conclusões em forma de hipóteses tanto metodológicas - a respeito dos desafios que as transformações representam para a própria análise - como de conteúdo; isto é referente ao surgimento de uma sociedade urbano que transcende os limites locais das cidades (industriais) que teria como condição e reflexo as novas redes mundiais de computadores e estaria baseada em novos princípios de convivência social, política e cultural. Essa sociedade, tão pouco "local" como "global", baseada em formas diferentes de integração social e sistêmica até então desconhecidas, torna-se "urbana" na medida em que quebra a atual hegemonia de um espaço industrial-burocrático. Tentaremos apontar os agentes da produção do "novo" espaço social e algumas possíveis características dessa "nova" sociedade.
Alguns anos atrás, o debate sobre a "inclusão social" foi travado a partir de uma multiplicidade ... more Alguns anos atrás, o debate sobre a "inclusão social" foi travado a partir de uma multiplicidade de perspectivas e abordagens; e que nem pode desconsiderar a temática oposta a respeito de formas de "exclusão". Ao estarem em pauta, neste período, análises críticas com respeito à sociedade brasileira, o tema acabou ganhando atenção também por aqueles que, pouco tempo atrás, acreditaram o mercado ser a principal força de integração e inclusão como foi o caso de alguns órgãos internacionais de fomento como Banco Mundial e outros. Obviamente, num curto ensaio não será nem de longe possível esgotar este assunto na sua abrangência. Elaborar-se-á, aqui, apenas alguns argumentos voltados a questões de inclusão, integração e solidariedade a partir de um foco delimitado a redes computacionais, que pretendem incentivar a reflexão sobre uma aparente potencialidade dessas redes permitirem e apoiarem a formação de novos vínculos e comunalidades sociais. Na segunda metade da década de 1990, existe já uma extensa bibliografia sobre formas de interação social mediada por redes de computadores em diferentes escalas e níveis. Toda bibliografia sobre as "novas redes comunitárias" está voltada para esta questão; o presente texto aproveita este debate e se baseia na obra de um dos pioneiros da criação destas redes, o norte-americano Douglas Schuler (1996).
Nossa preocupação com a noção da rede teve sua origem, há aproximadamente três anos, quando notam... more Nossa preocupação com a noção da rede teve sua origem, há aproximadamente três anos, quando notamos o amplo uso que se fazia deste termo. Intrigou-nos que não só não pare-cia existir realidade social que não poderia ser qualificada enquanto tal, como também qualquer outra manifestação de natureza física (e técnica) ou biológica merecia ser chamado de rede. Desta forma chegou-se a introduzir os mais diversos tipos de redes como, para citar apenas alguns, as redes privadas, públicas, sociais, políticas, de solidariedade, estratégicas, de comunicação, viárias, de transporte, técnicas, de comunicação etc. Sobre alguns destes tipos falaremos mais tarde. Em princípio, este amplo e difuso uso da noção não perecia problemático, no sentido de que devesse ser superado; muito pelo contrário, todo este processo parecia apontar para uma crise de um paradigma científico existente que não deve ser mais compreendida como crise de crescimento -no sentido de KUHN- , mas como crise de degradação que vai questionando o próprio caráter da 'cientificidade' do saber elaborado nas ciências con-temporâneas (vide Boaventura SANTOS e sua discussão de uma ciência pós-moderna). Ou seja, o caráter intrinsicamente heterogêneo do termo da rede não deve ser compre-endido como uma "deficiência", mas como expressão da própria riqueza do debate à pro-cura de noções e conceitos no momento em que os sedimentados parecem não dar mais conta das transformações sociais.
Com as recentes mudanças políticas e institucionais e as mobilizações de diferentes ordens e esca... more Com as recentes mudanças políticas e institucionais e as mobilizações de diferentes ordens e escalas em ruas e praças, aumentou a produção acadêmica a respeito de processos de insurreição e subversão nas mais diferentes esferas da política e da sociedade. (PIERCE, WILLIAMS 2016, OLSSON 2016 e outros). Também na discussão sobre diferentes modalidades do planejamento, podem ser identificadas práticas insurgentes e subversivos de planejadores em determinadas circunstâncias. Sager (2011, p. 8 ss), em uma ampla sistematização de formas de planejamento, descreve uma gama de situações e atividades que caracterizam o planejamento como “radical” e os planejadores como insurgentes e subversivos. Como afirma, numa referência a Friedman, “state engagement in radical planning seems close to a contradiction in terms”. Por isto, entende que planejamento radical “an oppositional but overt activity performed by planners with their professional base in civil society and with strong commitment to a cause” (SAGER, 2011, p.9). Nesta sua concepção, planejadores “subversivos” são vinculados ao governo e trabalham, de alguma forma, “undercover”. Aqueles não contratados pelo governo, mas baseados em organizações da sociedade civil, chama de “crypto-planners”, cujo trabalho é fundamentalmente ativista. “Their planning efforts challenge the hegemony of the idea of participatory planning solicited by the state in government-initiated projects” (SAGER 2011, p. 15). É a hipótese do presente trabalho que é necessário, para ele estar aberto às potencialidades do presente e voltado às possibilidades do futuro, é necessário “subverter” a própria lógica do planejamento. Ele é “crypto” e clandestine planejamento quando mantem sua lógica e se opõe a “formal planning and regulative frameworks and aim to address and redress unjust relations of power” (SAGER 2011, p. 15). Mas, atividades “subversivas” – ao contrário de “revolucionárias” - não precisam ser necessariamente clandestinas em sociedades capitalistas atravessadas por contradições e sujeitas a crises permanentes onde mesmo iniciativas “contra-hegemônicas”, como mostra a história, são essenciais para a própria sobrevivência (renovação) do sistema. O “ativismo” deste “novo” planejador “subversivo”, voltado ao próprio fortalecimento da sociedade civil em termos do aumento da sua autonomia e combate a desigualdades, pode ser possível num nível infra-sistêmico que não representa, de imediato, nenhuma ameaça ao ordem vigente. É isto o que, como tentamos mostrar em trabalho anterior, a própria dinâmica social no capitalismo permite. No trabalho a ser apresentado, esse raciocínio será aprofundado por meio da incorporação da bibliografia recente acerca de manifestações subversivas que parecem proliferar no âmbito da própria sociedade. Se o planejamento pretende contribuir para transformar a sociedade, ele há de se transformar pari passo e assumir uma nova lógica que o vai caracterizar – em relação ao atual planejamento – como counter-planejamento.
Although it could be early to evaluate the recent political and institutional changes that have t... more Although it could be early to evaluate the recent political and institutional changes that have taken place in Brazil, especially at the level of the State and the Federal Government, it does not seem risky to work with the hypothesis that obstacles that have already delayed approval and implementation of the National Regional Development Policy, PNDR II, elaborated since 2012, tend to increase and may ultimately lead to the abandonment of this policy. In these circumstances, the proposal advocated in this paper is that the discussion on these policies should rescue the regional development agenda at other scales and through new institutional formats. Ultimately, this essay intends to present an argument that supports this perspective by four steps. First, a deeper understanding of the meaning of the apparent "impossibility" of creating a national regional policy will be developed. The following discussion of politics is based on an articulation of three main authors, Poulantzas, Offe, and Jessop. In opting for an understanding close to Gramsci's thoughts it becomes possible, in the next step, to understand the term governance critically. Finally, the article is devoted to a critical appreciation of the conditions to concretize this neo-Gramscian conception of governance. It concludes that the "feasibility" of governance that requires the "real" inclusion of underprivileged social forces may depend on the scale at which it is being pursued. It may be a promising path to think of a "dialectical overcoming" of local power to rescue regional agendas.

De início, parece pertinente ressaltar que diversos problemas teórico- -metodológicos experimentados no ensino e na prática de Planejamento Territorial, Urbano e Regional e de Urbanismo teriam por base uma confusão entre esses campos do conhecimento, a qual nem sequer se constitui em privilégio tupiniquim, havendo já sido assinalada por diversos autores.

INTRODUÇÃO A trajetória histórica de políticas regionais no Brasil levanta uma grande questão: co... more INTRODUÇÃO A trajetória histórica de políticas regionais no Brasil levanta uma grande questão: como foi possível que, mesmo com seu reconhecimento em discursos governamentais como na opinião pública em determinados períodos de sua história, as injustiças políticas e sociais das enormes desigualdades entre as diferentes regiões não foram objeto de sérias e eficazes políticas? Afirma, em uma publicação de 2010, Brandão (2010, p. 102) que, até aquela data, ... o Brasil nunca conheceu verdadeiro processo de desenvolvimento, posto que, malgrado dispor de mecanismos dinâmicos de crescimento econômico cíclico, convive com poderosas e permanentes estruturas de reprodução de desigualdades que ampliam suas heterogeneidades estruturais e perenizam sua situação de subdesenvolvimento. Há mesmo, na bibliografia, uma série de estudos e investigações que procuram analisar, identificar, interpretar, explicar ou compreender essa aparente "incompetência" de governos federais brasileiros em fazer uma investida séria e consistente para solucionar um problema tão aparente e gritante. Não é aqui o lugar apropriado para sistematizar esse campo de discussão. Uma das explicações atribui desconsideração ou omissão políticas das desigualdades, apesar dos discursos a seu respeito, à baixa ou nula prioridade que ocupam nas agendas dos diferentes governos. Ou, nos momentos onde parece haver um esforço sincero em tratar do problema, os obstáculos à implantação têm sua origem em forças políticas e socias reacionárias e arcaicas opostas à essa política. Para procurar responder à pergunta levantada acima, seria necessário formulá-la mais diferenciadamente: quando o reconhecimento discursivo do problema tem mais a finalidade de legitimar um governo ou se desdobra num esforço sincero presente na agenda política? E, caso tenha estado mesmo "para valer" na agenda, sua (plena) implementação foi impedida ou obstruída por quais forças políticas ou outras formas de dificuldades? Essas perguntas não dizem respeito apenas ao caso de uma política especifica como a acima mencionada. Obviamente inseridas no contexto de um determinado regime político de uma sociedade, essas questões já foram colocadas, há bastante tempo, nos Estados Unidos da América por pesquisadores que se colocaram essas questões não apenas em relação à formulação de determinadas políticas, mas em relação ao funcionamento da própria democracia liberal, tão caro ao modo de vida daquele país. Foi a ascensão de movimento fascistas e fascistas na Europa desde a década 1920 até meados da década de 1940 (e mesmo depois-Portugal e Espanha) que abalaram os fundamentos do pensamento liberal democrático que haviam assumido que o homem comum tinha tanto o direito quanto a capacidade de participar de sua própria governança. Se dada a oportunidade, a esmagadora maioria das pessoas em qualquer política seria presumivelmente razoável, relativamente racional, e atores políticos responsáveis (COBB, ELDER, 1971, p. 892, tradução nossa). Conforme estes autores, a confiança na perspectiva liberal sofreu outro abalo com o desenvolvimento de pesquisas empíricas sobre a opinião pública e a participação popular na política em países que eram os modelos de democracias (liberais) estáveis.

De uma forma geral, os resultados de pesquisas empíricas e reflexões conceituais reunidos neste l... more De uma forma geral, os resultados de pesquisas empíricas e reflexões conceituais reunidos neste livro pretendem fornecer elementos de identificação, análise e compreensão de determinadas propostas políticas-de consórcios e comitês-de desenvolvimento regional, no Brasil em períodos históricos mais recentes. Mais especificamente, em relação aos mais diversos determinantes que foram envolvidos nestes processos, a reflexão sobre temas como política, planejamento, governo e, mais recentemente, governança, pretende servir como base reflexiva para metodologias que procuram desvendar tanto seu envolvimento e desencadeamento de diferentes níveis federativas, desde o governo federal aos governos estaduais, como também aqueles que têm sua origem em comunidades regionais ou mesmo ao nível municipal. Dentro desse contexto geral e apoiado nos mencionados capítulos deste livro, o presente ensaio se dedica a duas temáticas principais que estão envolvidas na discussão de diferentes arranjos institucionais que são adotados em diferentes regiões para resolver problemas que ultrapassam o nível local. Como abordado anteriormente neste livro, a atenção está voltada a possíveis articulações entre níveis federativas ou mesmo dentro do mesmo nível de federação com algum potencial para a articulação cooperativa entre municípios. Inicialmente, após uma primeira contextualização dessa discussão nós primeiros capítulos, dedicou-se à investigação de potencialidades e limitações de formação de agendas regionais por meio da articulação de municípios em consórcios públicos. Depois, como arranjo institucional mais atual e instigante em decorrência da recente "crise de recursos hídricos", selecionou-se como objeto de análise os comitês de bacia hidrográfica voltados para a gestão/governança da água, da seca ou falta d´água e a crise hídrica em geral. Em todos os casos dessas tentativas em estabelecer cooperações supra-locais e intra-e interfederativas, diversas arranjos institucionais identificados em diferentes regiões do país 5 apontam para "diferenças" regionais que não parecem seguir mais o clássico padrão Nordeste-Sudeste no Brasil mas se apresentam hoje sob nova roupagem.

Para desenvolver a particular e específica reflexão e abordagem da discussão sobre a possível ten... more Para desenvolver a particular e específica reflexão e abordagem da discussão sobre a possível tendência de proliferação de "ignorâncias locais e regionais" se busca de início apoio em dois interlocutores, Christaller e Losch; ambos tanto aparentemente ultrapassados como também sem nenhum vínculo visível com a realidade brasileira contemporânea. Como objeto de discussão será escolhida, ainda, uma (qualquer) rede urbana enquanto forma síntese da lógica capitalista da produção e distribuição (capital e mercadorias). Será observada, então, teórica e historicamente a transição de uma suposta lógica econômica de concorrência perfeita (pressuposto de Christaller e Losch) em direção a uma oligopolista e monopolista. É aqui onde entra Stuart Holland como terceiro "anchorman" do presente debate. Entende-se que a substituição (histórica) da dominação de uma lógica econômica por outra (do mesmo modo capitalista de produção) provoca a formação de novas relações interurbanas, isto é a transformação da rede urbana. Portanto, através da análise da superposição entre as novas e as antigas relações pode se obter algumas pistas para desvendar o problema das "ignorâncias locais e regionais". Finalmente, como anteriormente mencionado, se acredita que este simples exercício não conduz tão somente a interessantes conclusões científicas, a despeito de carecer, por ora naturalmente, de uma utilidade prática mais imediata.

Apresentação A discussão no presente trabalho situa-se na intersecção de duas trajetórias de pensamento e propostas: por um lado, após anos de descrédito por seus vínculos, no passado, ou a perspectivas autoritárias e antidemocráticas ou intervencionistas e anti-liberais do Estado, há uma certa renascença do planejamento público que voltou à agenda do debate político e se tornou, recentemente, uma palavra de ordem também para forças sociais progressistas especialmente na América Latina.. Há experiências nos países nesta região onde uma forma participativa e democrática do planejamento (urbano e regional) é vista como expressão de resistência contra o enfraquecimento do Estado promovido pelas reformas (neo) liberais nos anos noventa do último século e expressão de fortalecimento de uma nova relação entre sociedade e Estado. Por outro lado, essa nova relação entre Estado e sociedade está sendo abordada pelo ponto de vista da sociedade e de formas democráticas mais participativas (diretas) onde se vislumbra possibilidades de produzir alternativas à globalização neoliberal e ao capitalismo global a partir da luta contra exclusão e discriminação por movimentos sociais e organizações não governamentais. A noção da "cidadania" joga nessa reformulação um papel importante; assim escreve MISRAFTAB e WILLS em 2005 : The more recent reinterpretation of the notion of citizenship has started to offer planning theory new understandings to conceptualize planning beyond participatory planning to one of insurgent planning. this influence for planning theory, stress an expansion of the realm of planners' inquiry and commitment. "If modernist planning relies on and builds up the state, then its necessary counteragent is a mode of planning that addresses the formations of insurgent citizenship" (Holston 1998, 47). This alternative insurgent mode of planning, writes Sandercock (1998b, 189), recognizes "the contradictions between formal and substantive citizenship and works on behalf of the expansion of citizenship rights." Planning practice centered primarily on the state's identification of needs and priorities among modernist planners for whom the state had a monopoly in the construction of citizenship. But for an emerging wave of planners who take into account an expanded realm of citizenship construction, the sources of information and guidance for planning practices are the everyday spaces of citizenship (Douglass and Friedmann 1998; Marris 1998; Friedmann 1998; Sandercock 1998a; Beard 2002). This wave within the planning thought tries to uncover/recover the insurgent practices that shape the cities and their environments, and thus understand the processes of insurgent urbanism.

Fundamentos Metodológicos para um Plano de Avaliação do Programa "Favela Bairro”. Esta fez parte de um Projeto de Cooperação Interinstitucional entre vários centros de pesquisa localizados no Rio de Janeiro e Niterói. Seu objetivo foi a elaboração de um Plano de Avaliação da primeira fase do Programa Favela Bairro da Prefeitura da Cidade do Rio de Janeiro (1993 a 1996), contando com recursos da FINEP e da Prefeitura. Estamos retomando este trabalho porque a temática nada perdeu em sua pertinência e relevância, nestes cinco anos desde a finalização da pesquisa; muito ao contrário, é preciso, hoje, novamente refletir o andamento e a adaptação do Programa Favela Bairro em conjunto com o Plano Estratégico da Cidade do Rio de Janeiro (PECRJ) formulado no mesmo período.

A literatura sobre globalização e mundialização, sobre reestruturação econômica e mudança de regi... more A literatura sobre globalização e mundialização, sobre reestruturação econômica e mudança de regime de acumulação e regulação, sobre surgimento de novas formas de organização e integração econômica e social por intermédio de redes de computadores, sobre enfra-quecimento dos Estados nacionais e o possível advento de uma assim chamada condição pós-nacional (Haber-mas, J. Die postnationale Konstellation. Frankfurt/M.: Suhrkamp, 1998) e outros temas ligados a esses assun-tos, está crescendo como uma bola de neve desde o iní-cio da década de 1990. Observa-se, particularmente no ano de 1996, a nosso ver, um excepcional avanço do debate a partir da publicação de contribuições im-portantes de autores como David Harvey (Justice, nature & the geography of difference. Malden, Mass. Ox-ford: Blackwell, 1996), Edward Soja (Thirdspace. Cambridge, Mass. Oxford: Blackwell, 1996), Stephen Graham e Simon Marvin (Telecommunications and the city. London, New York: Routledge, 1996) e, last but not least, Manuel Castells (The rise of the network society. Malden, Mass. Oxford: Blackwell, 1996). O sociólogo espanhol Castells, atualmente radi-cado nos EUA, abre com seu livro, cuja tradução para o português sob o título A sociedade em rede (São Paulo: Paz e Terra, 1999, já na segunda edição) é objeto da nossa resenha, a trilogia Era da Informação: economia, sociedade e cultura, que vai se completando nos anos subseqüentes com os livros The power of identity (1997), já disponível em português na mesma editora, e End of millenium (1998). Entre os autores mencionados, Manuel Castells parece o único que, desde o princípio do primeiro volume da trilogia, anuncia que não pretende discutir as teorias existentes sobre o pós-industrialismo ou a so-ciedade da informação, uma vez que já existem "várias apresentações abrangentes e equilibradas dessas teo-rias, bem como várias críticas, inclusive as minhas" (p.41). Dedica-se, no seu livro, a "construir o discur-so mais autônomo e não redundante possível, inte-grando materiais e observações de várias fontes" (p.45) que possam, então, fornecer um abrangente panorama daquelas transformações que, talvez, estejam anunciando o fim de uma era, a do capitalismo e da cidade industrial. Já os outros autores acima mencionados dedicam grande parte de seus esforços exatamente àquilo que Graham e Marvin chamam de desafio paradigmático, que precisa ser enfrentado para elaborar novas orienta-ções de compreensão e interpretação, "desafio" que le-va Harvey e Soja-cada um à sua maneira-a bus-car um sustento "paradigmático" na dialética. Abdicando explicitamente de uma reflexão críti-ca, o livro de Castells traz, nos seus sete capítulos, uma riqueza enorme de fatos e acontecimentos a respeito das mudanças que ocorreram e estão ocorrendo ao re-dor do globo, responsáveis pela formação de uma ver-dadeira economia global (distinta da forma mundial que a antecede). Abre para o leitor o universo extraordinário da re-volução tecnológica atual (primeiro capítulo); da cons-tituição de uma economia informacional no nível global (segundo capítulo); de seus protagonistas prin-cipais, isto é, dominantes em forma de empresa em re-de (terceiro capítulo); da transformação do trabalho e do mercado de trabalho (quarto capítulo); e da sua face "cotidiana" nas redes interativas, mediante a integra-ção à comunicação (quinto capítulo). Nos dois últimos capítulos, discute a formação e a consolidação de um novo espaço industrial, que vai evo-luindo para uma oposição entre um "espaço dos fluxos" (capital) e um "espaço dos lugares" (trabalho), gerando, enfim, no limiar do eterno, um "tempo intemporal". Na parte final do livro, Castells conclui que a ex-ploração das estruturas sociais emergentes, realizada no decorrer dos capítulos anteriores, que se referem a di-ferentes domínios de atividades e experiências huma-nas, leva-o a uma inquestionável afirmação: "como tendência histórica, funções e processos dominantes na era da informação estão organizados, cada vez mais, em torno de redes" (p.497). Destaca que as "redes constituem a nova morfologia social das atuais socieda-des, e a difusão da lógica de rede modifica substantiva-mente a operação e o resultado dos processos produti-vos, experiência, poder e cultura". Em princípio, tal forma de organização social-em rede-já existia em outros tempos e espaços (pe-ríodos e territórios).
O presente texto dá continuidade a investigações sobre diversas temáticas do planejamento público... more O presente texto dá continuidade a investigações sobre diversas temáticas do planejamento público e suas características e modalidades, realizadas nos últimos anos, com o objetivo de contribuir a uma discussão relacionada à importância de perspectivas de tempo e futuro adotadas-implícita ou explicitamente-nos processos de planejamento. Em outro lugar mostrou-se como a diferenciação de diferentes modalidades do planejamento depende, em boa medida, de suas perspectivas em relação a tempo e futuro. Portanto, no atual trabalho o planejamento em si não vai ser o objeto direto da investigação, mas serão estudadas diferentes abordagens sobre tempo e futuro de diferentes áreas de conhecimento das quais se espera resultarem certos "impulsos" ou "inspirações" para se procurar uma compreensão mais abrangente. Ao finalizar esta tarefa, volta-se a uma primeira re-aproximação com o tema do planejamento. Ou seja, não se trata aqui de uma mera "incorporação" ou "apropriação" de outros conceptos, mas de uma reflexão sobre tempo e futuro num contexto (que é o planejamento) onde este contexto precisa ser questionado em si.

It is our conviction that these texts reflect an important panorama of ideas, thoughts, experiences and practices of the nearly 600 researchers, scientists, students and practioneers who attended the congress in Rio de Janeiro with the aim to have an unique opportunity to discuss the matter of planning with colleagues from all over the world.
As it puts our colleague Carlos Balsas in the conclusions he wrote about his experiences by participating the discussions at the congress: “Attention was directed at the need to look forward to more planning not less, more planning research not less, and more educational opportunities to strengthen urban and regional planning. … Alternative paradigms based on the radical deconstruction of prevailing knowledge sets and philosophies by some of those living in southern and northern hemispheres are making positive strides and can be confidently further developed” "The world in the Americas – a reflection on the 2016 World Planning Schools Congress in Rio de Janeiro, Brazil, Planning Theory & Practice, 18:2, 2017, 322-327) Remain the challenges for planners to find their ways to contribute to spatial justice; in the south as its already known, but also, more and more, in the north.
Finalmente, na terceira e última parte, buscamos tirar primeiras e provisórias conclusões em forma de hipóteses tanto metodológicas - a respeito dos desafios que as transformações representam para a própria análise - como de conteúdo; isto é referente ao surgimento de uma sociedade urbano que transcende os limites locais das cidades (industriais) que teria como condição e reflexo as novas redes mundiais de computadores e estaria baseada em novos princípios de convivência social, política e cultural. Essa sociedade, tão pouco "local" como "global", baseada em formas diferentes de integração social e sistêmica até então desconhecidas, torna-se "urbana" na medida em que quebra a atual hegemonia de um espaço industrial-burocrático. Tentaremos apontar os agentes da produção do "novo" espaço social e algumas possíveis características dessa "nova" sociedade.
Na segunda metade da década de 1990, existe já uma extensa bibliografia sobre formas de interação social mediada por redes de computadores em diferentes escalas e níveis. Toda bibliografia sobre as "novas redes comunitárias" está voltada para esta questão; o presente texto aproveita este debate e se baseia na obra de um dos pioneiros da criação destas redes, o norte-americano Douglas Schuler (1996).
Também na discussão sobre diferentes modalidades do planejamento, podem ser identificadas práticas insurgentes e subversivos de planejadores em determinadas circunstâncias. Sager (2011, p. 8 ss), em uma ampla sistematização de formas de planejamento, descreve uma gama de situações e atividades que caracterizam o planejamento como “radical” e os planejadores como insurgentes e subversivos. Como afirma, numa referência a Friedman, “state engagement in radical planning seems close to a contradiction in terms”. Por isto, entende que planejamento radical “an oppositional but overt activity performed by planners with their professional base in civil society and with strong commitment to a cause” (SAGER, 2011, p.9).
Nesta sua concepção, planejadores “subversivos” são vinculados ao governo e trabalham, de alguma forma, “undercover”. Aqueles não contratados pelo governo, mas baseados em organizações da sociedade civil, chama de “crypto-planners”, cujo trabalho é fundamentalmente ativista. “Their planning efforts challenge the hegemony of the idea of participatory planning solicited by the state in government-initiated projects” (SAGER 2011, p. 15).
É a hipótese do presente trabalho que é necessário, para ele estar aberto às potencialidades do presente e voltado às possibilidades do futuro, é necessário “subverter” a própria lógica do planejamento. Ele é “crypto” e clandestine planejamento quando mantem sua lógica e se opõe a “formal planning and regulative frameworks and aim to address and redress unjust relations of power” (SAGER 2011, p. 15).
Mas, atividades “subversivas” – ao contrário de “revolucionárias” - não precisam ser necessariamente clandestinas em sociedades capitalistas atravessadas por contradições e sujeitas a crises permanentes onde mesmo iniciativas “contra-hegemônicas”, como mostra a história, são essenciais para a própria sobrevivência (renovação) do sistema. O “ativismo” deste “novo” planejador “subversivo”, voltado ao próprio fortalecimento da sociedade civil em termos do aumento da sua autonomia e combate a desigualdades, pode ser possível num nível infra-sistêmico que não representa, de imediato, nenhuma ameaça ao ordem vigente. É isto o que, como tentamos mostrar em trabalho anterior, a própria dinâmica social no capitalismo permite.
No trabalho a ser apresentado, esse raciocínio será aprofundado por meio da incorporação da bibliografia recente acerca de manifestações subversivas que parecem proliferar no âmbito da própria sociedade. Se o planejamento pretende contribuir para transformar a sociedade, ele há de se transformar pari passo e assumir uma nova lógica que o vai caracterizar – em relação ao atual planejamento – como counter-planejamento.

diretores participativos do Brasil, o objetivo deste trabalho é aproveitálos

Estamos retomando este trabalho porque a temática nada perdeu em sua pertinência e relevância, nestes cinco anos desde a finalização da pesquisa; muito ao contrário, é preciso, hoje, novamente refletir o andamento e a adaptação do Programa Favela Bairro em conjunto com o Plano Estratégico da Cidade do Rio de Janeiro (PECRJ) formulado no mesmo período.
