This article analyses the socio-demographic impact of the United Kingdom’s exit from the European... more This article analyses the socio-demographic impact of the United Kingdom’s exit from the European Union on recent Spanish emigrants living in the UK. The political process resulted in a change in the status of Spanish nationals living in the United Kingdom. They became subject to immigration regulations, effectively reclassified as foreign immigrants. The study will examine the inflow and outflow of Spaniards from the United Kingdom, as well as the impact of the political process on their decision to stay, return or re-emigrate. The methodology employed is twofold. Firstly, the study focused on the quantitative analysis of migration based on microdata from the Residential Variations Survey. Furthermore, 18 interviews with Spanish emigrants who were resident in the United Kingdom during the Brexit process (2016-2020) were conducted and analysed. The interviews examined the participants’ views of the Brexit process and the effects on their daily lives as migrants in the United Kingdom. The findings indicate a unanimous rejection of the United Kingdom’s exit from the European Union by Spanish emigrants. At the same time, respondents did not encounter hostile attitudes in their daily lives. Finally, it is confirmed that the exit process mainly affects those who have been resident in the United Kingdom for a shorter time, and affects those who were able to obtain permanent resident status much less.

En España, el Estado puso en funcionamiento su primera política para el retorno, el “Plan de Retorno a España”, en 2019. Tomando como caso de estudio este plan, el artículo examina la política española para el retorno y la ubica en un contexto más amplio, tanto político como histórico, con objeto de comprender los límites y sesgos de esta medida ante los diversos perfiles de emigrantes españoles. Adoptando el enfoque narrativo de las políticas como perspectiva teórico-analítica y el análisis de contenido como herramienta metodológica, identificamos que, mediante la nueva estrategia narrativa, se ha producido en España un cambio paradigmático en la manera de pensar, desde la esfera pública, el regreso de los ciudadanos españoles asentados en el extranjero. De una mirada asistencial, se ha pasado a adoptar una perspectiva de tipo neoliberal (instrumental y utilitarista), manteniendo, eso sí, una concepción de “la vuelta al país de origen” más próxima a las teorías migratorias predominantes en el siglo XX que a los conceptos científico-sociales contemporáneos. Encontramos, además, una tensión entre las narrativas políticas de España y de la Unión Europea respecto a la movilidad intraeuropea, y un desfase entre la mirada estatal y las realidades migratorias actuales en lo relativo al retorno en contextos de gran incertidumbre económico-laboral.

This essay discusses the role of global human mobility in urban diplomacy and the foreign policy of cities from a deterritorialised perspective. Este estudio se centra en el papel creciente de la sociedad civil en dicha transformacion de las coordenadas que definen el llamado nuevo multilateralismo. El articulo problematiza teorica y empiricamente la incorporacion de las sociedades civiles a espacios o mecanismos multilaterales a traves de un caso particular: despues de mas de diez anos de la existencia del Acuerdo Global entre Mexico y la Union Europea, es relevante analizar la incorporacion de la sociedad civil en dicha relacion. A partir de las estrategias de los actores interesados, hacemos un analisis del problema nexo sobre la legitimidad y representatividad en el marco del dialogo entre gobiernos y sociedades civiles de Mexico y la UE.
There is a pressing need to extend our thinking about diplomacy beyond state-centric perspectives... more There is a pressing need to extend our thinking about diplomacy beyond state-centric perspectives, as in the name of sovereignty and national interests, people on move are confronting virtual, symbolic and/or material walls and frames of policies inhibiting their free movement. My point of departure is to explore migrant activism and global politics through the transformation of diplomacy in a globalised world. Developing an interdisciplinary dialogue between new diplomacy and sociology, I evidence the emergence of global sociopolitical formations created through civic bi-nationality organisations. Focusing on the agent in interaction with structures, I present a theoretical framework and strategy for analysing the practices of migrant diplomacies as an expression of contemporary politics. A case study from North America regarding returned families in Mexico City provides evidence of how these alternative diplomacies are operating.

Con un abordaje cualitativo, analiza el caso de Ciudad de Mexico a partir de la siguiente pregunta de investigacion: ?en que medida la paradiplomacia de Ciudad de Mexico incorpora en sus acciones la binacionalidad civica? El argumento que se sigue es que, en la America del Norte contemporanea, los migrantes binacionales, por sus caracteristicas transnacionales, son agentes necesarios para la paradiplomacia de la Ciudad de Mexico. The purpose of this article is to understand how education-related non-governmental organizations in Americas are becoming increasingly transnational in a globalized world through the experience of Mexican non-governmental organization Equipo Pueblo. Following this purpose, I seek to contribute to the study of international education facing non-governmental organizations through activism involved in citizenship education. I argue that non-governmental organizations are potential agents for ordinary citizens to promote non-formal education by participation on global public arenas becoming an important non-formal learning experience beyond schools, which allows those citizens to acquire the necessary skills for effective participation in globalized policy processes. Readings in Humanitarian Action and Cooperation for Development, 2020
Global agendas such as the Paris Agenda, the Marrakesh Pacts or the 2030 Sustainable Development ... more Global agendas such as the Paris Agenda, the Marrakesh Pacts or the 2030 Sustainable Development Goals pose new challenges for the governance of development at the global level. Among them, one of the novelties is that these agendas are not only implemented in emerging or developing countries. The developed countries now have to enforce and comply with specific international guidelines that were not previously in their global action coordinates. The transformation in the international development architecture inevitably leads to rethinking the North-South cooperation and the other cooperation mechanisms as South-South or triangular cooperation. Therefore, this new stage of global cooperation also generates new challenges for developed countries on how to implement their global agendas. To analyse these challenges in a developed society, I use an experience of non-formal education for global citizenship in the city of A Coruña. To obtain this goal, I develop a descriptive analysis with the citizenship activities called “Cooperación Expandida” that was performed in 2017. With a qualitative approach, I present and expose the findings of this case to observe a civic experience that seeks to bring to the city of A Coruña a renewed look at education for global citizenship. Cuenta con muy diversos formatos organizativos y sus entornos son variables y multidimensionales. En las diversas regiones, en las fronteras, en las ciudades, zonas rurales, en el Centro, el Sur o el Norte, Atlántico o Pacífico, la sociedad mexicana ha ido desarrollando, gradualmente y con distintas limitantes, una cultura cívica que le permite organizarse como ciudadanos para obtener, defender y proteger sus derechos en libertad, seguridad e igualdad. Sin embargo, las condiciones del entorno no facilitan su desarrollo e incluso parecen obstruir diversas dinámicas para la formación ciudadana.
Forced migration stands at the nexus of some of the greatest diplomatic challenges facing humanit... more Forced migration stands at the nexus of some of the greatest diplomatic challenges facing humanity. Driven by increasing instability in the form of war, climate change, poverty, famine, and civil violence, forced migration has displaced millions of people and redefined our understanding of modern sovereignty and transnational networks. Though many international laws exist to protect migrants, states have increasingly defied them to restrict migration. In turn, political actors have found in migration a useful tool to push closed borders and ethnonationalist movements, reinforcing the rise of illiberal democracies in both the global North and South on a platform of restricting migration. This conference focuses on the diplomatic implications of these phenomena through asking the following questions: What should be the role of practitioners of diplomacy in the context of forced migration? Which institutions can best protect humanitarian needs using transnational and international institutions and how can diplomacy amplify their efforts? How can diplomacy help us to rethink the role of mobility, migration, displacement and economies in the present context? By bringing together state-sponsored and non-state actors, activists, and scholars via a set of keynote talks and roundtables, this conference will examine new, cutting-edge ideas from countries at the forefront of migration. These include Germany, Mexico, Bangladesh, the United States, Jordan and Sudan.

Identificar el estado actual de la investigación sobre los diferentes tipos de activismos cívicos... more Identificar el estado actual de la investigación sobre los diferentes tipos de activismos cívicos migrantes, movilizaciones ciudadanas y activismos antinmigrantes (repertorios, narrativas), en código transnacional, que están resituándose y emergiendo en el actual entorno sociopolítico norteamericano caracterizado por sus entendimientos nativistas ante las dinámicas de movilidad humana. Problemática a discutir: Ante los nuevos patrones de movilidad humana que se están generando en Norteamérica, este eje temático, con un enfoque interdisciplinar, transnacional y pluralista busca evidenciar y discutir cómo los activismos migrantes, pro-migrantes y anti-inmigrantes, con diferentes formas, diversos recursos, visiones diversas sobre su capacidad de agencia, estrategias de movilización y marcos de entendimiento de su entorno, construyen, en su conjunto, una Norteamérica que se cruza y traslapa entre intensas dinámicas transnacionales y visiones y políticas nativistas contemporáneas. Estas movilizaciones cívicas transnacionales son plurales; por ejemplo: las albergues que asisten a migrantes centroamericanos en el Sur y Norte de México; las caravanas migrantes; las movilizaciones de personas provenientes de África que buscan llegar a Estados Unidos; las movilizaciones cívicas ante los procesos de deportaciones y derechos de los migrantes en diferentes ciudades estadounidenses o canadienses (ciudades santuario pero no solo); movilizaciones y activismos transnacionales para defender los derechos de las personas deportadas o retornadas a México o Centroamérica, como Florecer Aquí y Alla o los Otros Dreams en Acción; y, desde luego, los activismos ciudadanos que abiertamente operan para promover el cierre de fronteras y la no presencia de migrantes en sus ciudades y comunidades. Esta lista no limitativa solo ilustra la diversidad empírica que este eje temático busca recoger en sus discusiones teóricas y metodológicas para conocer cómo se están estudiando los diversos tipos de activismos que están sucediendo en torno a la movilidad humana en la Norteamérica Contemporánea.

España”, en 2019. Tomando como caso de estudio este plan, el artículo examina la política española para el
retorno y la ubica en un contexto más amplio, tanto político como histórico, con objeto de comprender los
límites y sesgos de esta medida ante los diversos perfiles de emigrantes españoles. Adoptando el enfoque
narrativo de las políticas como perspectiva teórico-analítica y el análisis de contenido como herramienta
metodológica, identificamos que, mediante la nueva estrategia narrativa, se ha producido en España un
cambio paradigmático en la manera de pensar, desde la esfera pública, el regreso de los ciudadanos españoles asentados en el extranjero. De una mirada asistencial, se ha pasado a adoptar una perspectiva de tipo
neoliberal (instrumental y utilitarista), manteniendo, eso sí, una concepción de “la vuelta al país de origen”
más próxima a las teorías migratorias predominantes en el siglo XX que a los conceptos científico-sociales
contemporáneos. Encontramos, además, una tensión entre las narrativas políticas de España y de la Unión
Europea respecto a la movilidad intraeuropea, y un desfase entre la mirada estatal y las realidades migratorias actuales en lo relativo al retorno en contextos de gran incertidumbre económico-laboral.
