Executive Summary The aim of this research is to highlight the trajectory of media policy in Indo... more Executive Summary The aim of this research is to highlight the trajectory of media policy in Indonesia and to assess its impacts on the different forms of media themselves and on the citizens and their rights, particularly with regards to their media rights. Such rights, in this study, are referred to as the right to access media infrastructure, to access trustworthy information and quality media content, and to participate in the media policymaking process.

Against the backdrop of international standardization and measurements of quality or excellence, the central government has become increasingly aware of Indonesia's apparent lack of scientific productivity. Consequently, it introduced technocratic policies targeted at state universities and other research actors in the hope of pushing academic performance. Research utilisation is also seen as a key in driving an innovation-based economy. This paper scrutinises the varying policies introduced by the Indonesian government and the responding practices within Indonesian academia in the overall pursuit of research productivity and excellence. The aim is to understand the notion of research excellence -and its lack thereof- in the context of an aspiring middle-income country such as Indonesia.

Indonesia is steadily becoming one of the emerging economies, establishing a more influential rol... more Indonesia is steadily becoming one of the emerging economies, establishing a more influential role in the global arena. Its rise coincides with the current shift on the global development agenda where empirically, the centre of economic gravity is shifting towards grey-economy-driven Asia. Meanwhile, conceptually, the development agenda is transforming itself towards a green and low carbon economy. Standing at this crossroad, Indonesia needs to decide on the direction it is heading towards. Maintaining economic performance is imperative, while it also needs to prioritize poverty eradication and consider environmental risks. A classic growth-based perspective will not ensure the desired sustainability and social equity. Concurrently, with sustainable, participatory and inclusive development seemingly becoming the global consensus, the path surely should lead in the opposite of what is known as growth-based development. Here, the wisdom of conventional development strategies should be challenged. Hence, in dealing with this catch-22, boosting innovation is inevitable. More particular, Indonesia needs to inspire leapfrogging in order to leap out of the developmental trap. Leapfrogging will enable the nation to catch up with the current order of technology and state of modernisation. It will enable the country to even spearhead a developmental shift for other emerging nations and benefit from a green economy. Accordingly, this paper seeks to elaborate the ideas of a green economy by utilizing innovation in the field of food, energy and transportation. At the very basic idea of adopting innovation and seeking to leapfrog lie social and sociological principles, which need to be considered in order to engender equal development and shared prosperity.

The advancement, and decline of, citizen’s rights to media depends entirely on its disposition. Nevertheless, the public sphere is actually open for active engagement of citizens. At this point, the citizen’s right to media has unfolded itself as a right which cannot be taken for granted, but one which must be fought for.
