The verdict of Constitutional Court (MK) on 23 July 2007 regarding the request to examine the Law... more The verdict of Constitutional Court (MK) on 23 July 2007 regarding the request to examine the Law No. 32 year 2004 about Regional Government has bring new hope of opportunity for individual candidates to be participate in the local direct election of the governor/mayor/regent. The opportunity becomes wider since the agreement of the House of Representatives (DPR) to the Bill on the Revision of Law No. 32 year 2004 in April 1st 2008 after such a long time debates and lobbying. The Bill the become the Law No. 12 year 2008 after the President approve it and signing the bill in April 28th 2008. The promulgation of the new law has given consequence that the local direct election of the governor/mayor/regent that held after April 28th 2008 should have accommodating the individual candidates. However, this issue is not simple as it seen. There are some problems that appear regarding the possibility for individual candidates to be participate in the local direct election, especially at several regions that has entering the phase of candidates registration in early May. This condition becomes a problem since the fact that there are some technical rules that should be follows by these individual candidates before they can register as a candidate. If the problems could not be address wisely, the situation will becomes susceptible for the possibility of disputes as well as horizontal conflicts in those regions.

munculnya sejumlah kecil daerah yang inovatif1 dan berusaha mewujudkan good
governance serta maraknya berbagai kasus korupsi di banyak daerah. Salah satu daerah
yang dinilai inovatif sekaligus memiliki berbagai kasus korupsi adalah Kota Parepare. Studi
ini bertujuan mengevaluasi secara kritis berbagai program inovasi yang ada di Kota
Parepare dalam konteks good governance. Untuk dapat mencapai tujuannya, studi ini
menggunakan metode kualitatif yang meliputi desk study terhadap berbagai pustaka dan
data-data yang relevan terkait pelaksanaan program inovasi maupun wawancara mendalam
dengan sejumlah pemangku kepentingan di Kota Parepare. Studi ini menemukan bahwa
pelaksanaan berbagai program inovasi di Kota Parepare masih belum sepenuhnya
mendukung pelaksanaan good governance. Berbagai program inovasi tersebut dalam
banyak hal ternyata masih belum menyentuh permasalahan signifikan yang dihadapi dalam
pelaksanaan good governance seperti korupsi dalam pengadaan barang dan jasa
pemerintah, upaya penciptaan aparat birokrasi yang berintegritas dan profesional, serta
keterlibatan masyarakat yang signifikan dalam perencanaan dan pelaksanaan pembangunan daerah. Studi ini juga menemukan bahwa program inovasi yang dijalankan di
Kota Parepare merupakan kombinasi dari ide orisinil walikota serta program yang dijalankan
karena adanya bantuan dari lembaga donor maupun tindak lanjut dari kebijakan pusat.
Selain itu, sejumlah program inovasi juga sudah tidak berjalan lagi atau berjalan secara tidak

By providing enhanced accounting, monitoring and auditing systems, e-government applications can ensure that public finances are fully open to senior managerial and external scrutiny. As the possibility of exposure of wrong doing get enhanced, the fear of consequent embarrassment can be a deterrent to corrupt practices. With reference to the opinion from Bhatnagar, this paper tries to understand the extent of ICT Development through E-Government in Indonesia, especially those implemented by the regional governments to increase transparency in the implementation of government at the local level. By using literature studies and observations of a number of regional government portals, this paper also tries to describe a number of issues and prospects faced in improving the transparency of regional governments through the implementation of e-government.
This article attempts to give the picture concerning the importance of public accountability and ... more This article attempts to give the picture concerning the importance of public accountability and citizen participation as one of the instruments to eradicate bureaucratic corruption, seen from various theories. This paper provides equal and adequate understanding of the role of public accountability and citizen participation in the eradication process of corruption and the various efforts that can be done to strengthen it. The results of this literature review shows that the efforts taken to eradicate corruption in Indonesia is still partial and tend not to have a clear design strategy so that in many cases is not able to reduce signi cantly the level of corruption that occurred. Besides that, the important role of public accountability and citizen participation in the eradication of corruption has not received much attention as well as has not been thoroughly studied. Therefore we need further study of the various aspects of public accountability and citizen participation in the eradication of corruption in Indonesia
In one study, James Manor (1999, 101-102) stressed that democratic decentralization is always att... more In one study, James Manor (1999, 101-102) stressed that democratic decentralization is always attended by an increase in the number of persons who are involved in corrupt acts. This situation according to Manor can be prevented if strong, democratic, decentralized institutions are allowed to function for extended periods through a combination of processes: with democratic institutions stimulating (as they do) the development of civil society; while organized interests, the press, and others acquire skills and the inclination to make the system work well. In the context of Indonesia, the latest developments indicates as revealed by the Minister of Home Affairs in a working meeting with the Regional Representatives Council on January 17, 2011 that so far there are 17 governors (of 33) and 138 regents/mayor (of 497) who became a suspect in criminal cases, especially in corruption case. There are at least three main causes why those Head of Regions entry into the trap of corruption, namely: due process of procurement of goods and services through a kickback, mark up, bribery and embezzlement; due to abuse of social assistance funds through a fictitious proposal, embezzlement and enrich others parties as well as due to the process of granting certain permissions. Contextually, this situation occurred due to a very large discretion of the Head of Regions in the management of Local Budgets that ranging from the budgeting process, utilization and accountability that are laden with his or her political interests. Corruption occurs commonly associated with leakage in the use of the budget, particularly from the revenue and spending. This paper tries to discuss, analyze and give an answer why it has happened and the various efforts that can be done to fix it. Through the literature study, this paper will attempt to describe the current condition of a number of corruption cases that involving the Head of Regions in Indonesia.
