With Myanmar’s silence and Bangladesh’s protests, Indonesia offers an effective diplomacy strategy in order to settle the issue. This scientifical paper is written with the aim of knowing how the exact application of smart power would affect Indonesia’s diplomacy efficiency in regards to the Rohingya issue. The theories and concepts chosen by the writer team are focused on the core concept of power, citing writings from figures such as Nye Jr. (2009), Barnett and Duvall (2005), in addition to Rasbotham (2015). The widening of the concept of power itself is a study needed to see more clearly on how the application of power could translate to effects in reality. In the study using the theories explained before, the writer team will use datas acquired from a number of sources, according newspaper, academic journals, as well as official announcements from governments. The result shows that the concept of power with regards to hard power alone is no longer enough to explain the reality of contemporary international relations. This result is made more clear in the context of the topic the writer team has chosen, which is Indonesia’s diplomacy in regards to Rohingya issue. As one of the founding fathers of ASEAN, a region which has uses the ASEAN Way, Indonesian diplomacy is based on the foundation of constructive engagement, a concept which leans more toward the soft polar of the power spectrum. The combination of hard and soft power application, aptly called smart power, through Indonesia’s diplomacy strategy based on the constructive engagement principle is seen as more effective in a relation which puts the principle of non-intervention as a value of importance, such as the relations between ASEAN countries like Indonesia and Myanmar.
