Hampir kesemua pelajar-pelajar peringkat menengah di Malaysia mempunyai impian untuk melanjutkan ... more Hampir kesemua pelajar-pelajar peringkat menengah di Malaysia mempunyai impian untuk melanjutkan pelajaran ke peringkat universiti. Ini telah dianggap sebagai satu jaminan untuk mendapatkan pekerjaan yang baik satu hari nanti. Oleh itu, pemilihan kursus yang tepat adalah satu keputusan penting yang perlu dilakukan untuk merelisasikan apa yang mereka impikan. Damun faktor-faktor yang mempengaruhi mereka untuk memilih sesuatu kursus tersebut masih kurang jelas ditafsirkan sehingga kini. Kajian ini bertujuan untuk mengenalpasti faktor-faktor atau pola-pola yang mempengaruhi pelajar memilih kursus profesional di Institusi Pengajian Tinggi Awam Malaysia. Kajian menggunakan kaedah temubual sebagai instrument. 68 pelajar semester satu Program Diploma Ukur Bahan UiTM Perak dipilih secara rawak. Soalan yang diajukan berkisar mengenai apakah faktor yang mempengaruhi mereka memilih kursus yang diikuti sekarang. Semua jawapan daripada pelajar dikumpul dan dianalisa. Proses analisa data adalah dengan membuat pengkodan mengikut tema-tema utama. Pada peringkat kedua tema-tema utama ini dikumpulkan kepada kumpulan-kumpulan yang mempunyai makna yang hampir sama. Tema peringkat kedua ini dikumpulkan sekali lagi untuk mendapatkan tema akhir. Tema akhir ini akhirnya diangkat sebagai dapatan dan dibincangkan dengan lebih mendalam. Analisis daripada temubual bersama responden telah menghasilkan beberapa dapatan. Pengaruh daripada ahli keluarga terdekat, melakukan penyelidikan awal terhadap kursus, mempunya asas terhadap kursus, memilih kursus kerana ianya kursus teknikal, ditawarkan kursus oleh universiti tanpa memilih, memilih kursus tanpa ada latarbelakang, tidak layak untuk memohon kurus lain dan tidak mahu belajar di sekolah adalah patenpaten yang berjaya dijumpai di dalam proses analisis data. Kajian ini dapat membantu memberi manfaat dan sumbangan dari segi maklumat dan data kepada banyak pihak untuk menambahbaik kualiti graduan-graduan kursus profesional di Institut Pendidikan Tinggi Awam.

However, there is a mismatch between the supply and middle-income housing demand. The developer has always been eager to develop high-end products instead of affordable housing. This circumstance leads to the insufficient supply of middle-income housing. The mismatch is not only in terms of housing price, but also does not meet their housing preferences towards other housing attributes. Accordingly, this paper attempts to develop a conceptual framework for minimising middle-income housing mismatch. The involvement of various staff of approving agencies provides ample opportunities for rent-seeking behaviours. The operational definition of rent-seeking behaviours for this research is the act of receiving ‘unearned wages’ (e.g. cash, food treats, etc.) by staff of approving agencies in exchange for privileges (e.g. faster approval, compliance flexibility, etc.) given to developers. The objective of this paper is to explore the problems in obtaining planning approval and developers’ expectations when giving out rents to staff of approving agencies. Exploratory sequential mixed method (QUALàquan) was conducted to derive to the solutions. Lengthy period is the key problem in obtaining planning approval. The lengthy, uncertain and onerous planning approval process in various countries around the worl... more The lengthy, uncertain and onerous planning approval process in various countries around the world has prompted frustrated housing developers to seek influence by paying off approving officials. A research was conducted in Malaysia to investigate in greater detail this rent-seeking phenomenon by asking six fundamental questions. Rich data were obtained by interviewing 22 housing developers and consultants who work for them. Developers engage in rent-seeking behaviours to overcome genuine and artificial hurdles when applying for development approval. All approving agencies, though not all their staff, reciprocate to such behaviours. The monetary value of the payoffs depend on the rank of the public actor and project features. The higher the office holder is, the larger is the expected pay-off. Big and complex development projects in urban centres have a higher pay-off tag.
