Dominant trends are those related to a combination of security and social protection approach, integrated services: social protection, health, education, employment, housing, and others, as well as various programs for prevention, de-radicalization, reintegration, and rehabilitation. In the Republic of North Macedonia, the gravity of this problem is insufficiently recognized, the measures taken are not systemic, but rather based on ad-hock interventions in emergency situations, while prevention is insignificant. The institutional capacities for dealing with this issue and its prevention are weak, while multi-sectoral cooperation, despite the introduced initiatives, is still underdeveloped. This paper will present the European trends in the social prevention and coping with the problem of violent extremism, as well as domestic conditions and challenges, with a focus on social protection.

The new Law on Social Protection (LSP in further text) in the Republic of North Macedonia was ado... more The new Law on Social Protection (LSP in further text) in the Republic of North Macedonia was adopted in 2019 as part of a social reform process in line with the key strategic goals within the social protection system. The main aspects of the new regulation focus on types, procedures and realization of social protection activities, the system, organization and institutional framework of social protection, as well as cadres, financing and oversight and other issues of importance for realization of social protection. The new LSP introduced many systemic changes which are reasonably interlinked in the text and provide for unhindered accomplishment of the key ongoing processes in social protection, such as deinstitutionalization, decentralization and pluralization in social services delivery. Encouraged by the improvement of the living conditions after the devastating war, the return of the optimism, opening of the employment opportunities and the renewal of the idea about the family, this demographic trend entailed the so-called familism tide. In the mid 1960-ies however, demographic indicators in almost all European countries began to change suddenly. Massive development of contraception, increased birth control and family planning, as well as higher employment of women and their integration in the labour market, took place. Children are in the main focus of the reform processes through twofold policy interventions: reduction of child poverty with incentives for improving range and amount of child benefits and advancement of social services for children facing social problems. The complexity of the problem represents a serious challenge for all relevant factors involved in creation of policies as well as actors in delivery of health, education and social services. Provision of necessary service required appropriate amendments of relevant laws based on the adopted international legislation. The most significant legal changes were introduction of the principles of pluralisation of social protection (Law on Social protection, 2004), that enabled emerging of new private for profit and nonprofit actors as providers of services as well as introduction of the principle of decentralization, enabling establishment of services on local level. In the last fifteen years, the Republic of Macedonia conducts thorough reforms in the system of j... more In the last fifteen years, the Republic of Macedonia conducts thorough reforms in the system of justice for children. Since 2003, intensive efforts have been made in the process of establishment of a legal and institutional framework for protection of children at risk and children in conflict with the law. In this regards, the legislative changes were made in accordance with the Convention on the Rights of the Child and other international standards and principles. The new system is based on three elements (criminal law, civil law, and system of services and protection). The goal is not only to introduce certain principles for the development of justice for children, but to perform constant holistic re-evaluation of the programs for children at risk and children perpetrators of criminal acts. The focus is put on strengthening the relevant institutions as independent administrative units with a multidisciplinary approach in encountering with the complex problem of juvenile delinquency.
The legislation regarding the regulation of rights of persons with disabilities is complex and sp... more The legislation regarding the regulation of rights of persons with disabilities is complex and split in different laws and relevant bylaws, often specified by areas: social protection, child protection, health care, education, employment, rights based on pension and disability insurance etc. These legislative practices create certain difficulties reading the law but also there are certain overlapping and inconsistencies in the implementation of laws especially that in most cases there is an imposing need for multi-sectoral action.
The paper gives an overview of the regulation related to vocational rehabilitation services for the persons with disabilities, identifies legislative gaps and recommends proposals for legal changes.

The effectiveness of public policy is reflected in reliance on policy makers on the three most important resources: the legislative framework, human capacities and financial resources.
In the past twenty years, the Republic of Macedonia has been continuously implementing reforms in the social protection system. The changes have been caused by the needs for responding to the social challenges that society is facing as result of the transitional processes, guided by the experience and practice of the developed European social states. Strategic documents set out the development of social protection system with the specific aim of improved delivery of social services. Providing quality services, inter alia, involves the provision of efficient system of expert’s support, supervision and inspection, a change in the organization of the work of Centers for social work and the introduction of new methods of work.
The change of the social protection actors is one of the most discussed topics in professional debates for development of the institutional framework of the social protection system in the Republic of Macedonia. Decentralization and pluralization of social protection is necessary to ensure the availability of social services in efficient, economical and rational manner to all persons with social-protection needs. The positive effects of decentralization and pluralization in the social protection system will be evident primarily in advancement of social service delivery, by involving various actors and citizen participation in the creation of local programs, to make the services available to most of the population, to be closer to the beneficiary and tailored to his needs.
This paper gives overview of the development of the social protection system in the Republic of Macedonia, legal regulations and implementation weaknesses, as well as the current challenges and directions for improving the social protection function of the state.
