NSEP encourages addicts to exchange used needles with new syringe for free. The NSEP in Malaysia involves the cooperation of multi-sector agencies such as the Ministry of Health (MOH), the Royal Malaysian Police (RMP) and the Malaysian AIDS Council (MAC). The implementation of the NSEP creates controversy when it being seen to encourage continuous drug addicts activities and solely focus on HIV/AIDS prevention. An exploratory study being conducted to examine the involvement of multisectoral in the NSEP. This article would only discuss RMP's findings with regards to its discretionary dilemma as a drug law enforcement agency. Five police officers of the Narcotics Crime Investigation Department were selected as informants. Data collection being carried out by using an in-depth interview method. The analyses form theme from data that being carried out inductively. This ar...

Over the years, this problem has been often associated with Malays compared to other ethnics. This study aims to identify the profiles and experiences of drug use and crime among Malay offenders. The study was conducted using a quantitative cross-sectional survey. A total of 301 Malay offenders who were charged for drug-related offences and serving their sentences in the Malaysian Prison Department were selected to participate in the study. The study has found that the majority of offenders involved in drug use and crime offences are young people aged 21-39 years old, unmarried, attained at least lower and/or upper secondary education SRP/SPM, employed prior to custody, and had income below than RM3,850 per month (B40). Based on their experiences of drug use, most offenders reported that they obtain drugs from the dealers and the average age of first...

These users have had completed their rehabilitation program in the Cure and Care Rehabilitation Centre (CCRC), and are currently under the surveillance program administrated by the National Anti-Drug Agency. A total of 386 former drug users from the program in Peninsular Malaysia were selected as respondents. The study used cross-sectional data of the former drug users to employ the cross-sectional quantitative method. In addition, data is analysed using a stepwise multiple regression technique. The analysis reveals four variables are significant predictors of former drug users to remain drug-free; drug rehabilitation program (β=.33,t= 7.27, P<.05,) family support (β=.29, t= 6.70, P<.05), employer support (β=.17, t= 3.82, P<.05), and community support (β=.10, t= 2.24, P<.05). Cumulatively, these predictors accounted 46.2 per cent (r = .68) change in the variance of their resilience (F (4,381) = 81...

Identifying which factors may lead juveniles to delinquency is a long-standing question among criminologists. This remains the case in Malaysia. There are studies that have explored the impact of problem-solving skills, low socioeconomic status, and gender differences in predicting the delinquent behavior of youth in Malaysia. However, very few studies have aimed to find an in-depth understanding of the effects of family roles and peer pressure on delinquency in Malaysia. The present qualitative research was designed to fill this gap in the literature. In-depth interviews were conducted with 12 young male prisoners (juvenile delinquents) in Malaysia to explore the influences of family life and peer pressure on delinquency. The current study showed that parental un-involvement, parent separation, peer pressure, criminal gang membership, and parents’ involvement in crime were the...

Despite considerable efforts made and resources used to address DSU concerns, Malaysia has seen a significant annual rise in cases of DSU. The bulk of the reported cases originate from youth between the ages of 15 and 40 years. To date, data related to DSU in Malaysia have been entirely dependent on operation statistics, arrest counts, and reported cases; DSU may therefore be under-reported and the data obtained not representative at the national level. This study aims to determine the prevalence of DSU among Malaysian youth through a large nationwide representative survey. Of the population of 11,129,316 youth aged 15–40 years, the prevalence of DSU among lifetime users was found to be 5.5%, while for those who had taken drugs in the past 30 days or who currently use them, the prevalence of DSU was found to be 3.5%. The most popular drugs for lifeti...
