En este texto se describe el estado de las libertades de expresión y de prensa en la República de... more En este texto se describe el estado de las libertades de expresión y de prensa en la República de Panamá, de acuerdo con los resultados que muestra la primera edición del Índice Chapultepec (ICH) de la Sociedad Interamericana de Prensa (SIP). EL ICH es una herramienta de medición —la primera en su tipo— desarrollada con base en los principios de las declaraciones de Chapultepec y de Salta, adoptadas por esta institución en 1994 y 2018, respectivamente. Asimismo, en este artículo se da cuenta de algunos hechos posteriores a la divulgación de este informe, los cuales podrían estar marcando un rumbo preocupante con respecto de los derechos a la libre expresión y de prensa en el país. Finalmente, se llama la atención sobre los compromisos suscritos por Panamá en esta materia

En este estudio se muestra el curso de las políticas públicas relacionadas con el acceso a Intern... more En este estudio se muestra el curso de las políticas públicas relacionadas con el acceso a Internet en Venezuela durante el periodo que va del año 2000 al 2017. Los hechos se presentan tomando en consideración el contexto histórico, político y social de esos años. El análisis de un conjunto de indicadores (las inversiones hechas en el sector de las telecomunicaciones, las cifras de penetración y de calidad del acceso a Internet, así como los cambios en el marco legal de las telecomunicaciones) dibujan el camino seguido por el gobierno venezolano para menoscabar la infraestructura de las telecomunicaciones en Venezuela y restringir el acceso a Internet.

Con base en una lectura de corte hermenéutico, alejada de la simplificación bipolar y fundada en las nociones gadamerianas de horizonte, formación y diálogo, se destaca la centralidad de la escucha como base para la construcción de sociedades genuinamente democráticas

This article shows the results of a research where the number of the most frecuent users of the a... more This article shows the results of a research where the number of the most frecuent users of the academic network at the University of the Andes (Venezuela) is determined and its profile is described. The resources which are in great demand are specified, and the academic activities which are more frecuently performed with the support ofthe available services are presented. It is also stated the place that the users occupy in the process ofcommunication which is established through the network as well as the factors which facilitate or make its use difficult. The results show evidences about the limited use ofthe network and suggest the convenience of further research which contributes to explain other elements which could result in the participation of the users and the benefits that the academic network could offer.
Se presentan los resultados de una investigación en la cual se precisa el número y el perfil de los usuarios activos de la Red Académica de la Universidad de Los Andes (RedULA), Venezuela. Se especifican los recursos con mayor demanda y las actividades académicas que se realizan más frecuentemente; se determina el papel de los usuarios como productores o consumidores de información y los factores que dificultan o facilitan el uso y aprovechamiento de la red. Los resultados evidencian un uso restringido de los servicios disponibles y señalan la pertinencia de investigaciones posteriores dirigidas a contribuir con la determinación y comprensión de otros elementos, que pudieran incidir en la participación de los usuarios y en los beneficios que puede ofrecer la red académica.
