Introduction: Through an interpretative perspective, we investigate how Spanish and Portuguese po... more Introduction: Through an interpretative perspective, we investigate how Spanish and Portuguese politicians managed the 2008 and 2016 debt crisis. Specifically, we explore their political career and the actions of two prime ministers of Spain (Zapareto and Rajoy) and two from Portugal (Sócrates and Passos Coelho) with intent to check how their biographies influenced the way which they dealt with the crisis. Materials and methods: From a qualitative study from these four cases, we highlight the prime minister's life choices and compare their habitus, mental frame, political capital, the political field and their respective actions under a structuralist constructivist perspective and the New Leadership theory. Results: The initial denial of the economic crisis in the public speech of these leaders harmed their command capability, lowered their political trust, and was the reason for incoherence between their speeches and actions on implementing austerity policies. Usually, political leaders that implemented these economic policies faced serious continuity problems in their seats, regardless of their ideological orientation. Discussion: The political and institutional crisis caused by the overlapping of the national policies of these two countries, and the political orientation of the European Union narrowed the autonomy of the Spanish and Portuguese prime ministers. We conclude that sincere leaders, capable of distinguishing responsibilities, and able to communicate with voters have greater chances to survive politically.
Los alcaldes de larga duración en el sistema de gobierno local en España pueden ser definidos com... more Los alcaldes de larga duración en el sistema de gobierno local en España pueden ser definidos como aquellos que han logrado al menos cuatro períodos en el cargo; por lo que constituyen agentes de especial interés para la Ciencia Política tras cuatro décadas de democracia municipal. A partir de un análisis de la literatura científica, esta nota de investigación elabora una propuesta sobre los factores individuales (autonomía, experiencia previa, género femenino y carrera política) y contextuales (tamaño de la población, moción de censura, tipo de investidura, crisis producidas por nacionalización de la vida local y transfuguismo) que afectan a la prolongación en el tiempo del liderazgo local. De este modo, analizamos la influencia de estos factores sobre la continuidad temporal de los regidores en una muestra compuesta por los alcaldes de larga duración elegidos en las capitales de provincia y ciudades autónomas entre 1979 y 2019. Finalmente, constatamos que la experiencia previa profesional, la carrera política local, el menor tamaño demográfico y el tipo de investidura son los factores que influyen positivamente para que los líderes locales se consoliden como alcaldes de largo recorrido.

Esta investigación en el ámbito docente presenta una propuesta de formación practica para las asi... more Esta investigación en el ámbito docente presenta una propuesta de formación practica para las asignaturas de introducción a la Ciencia Política que tiene como objetivos desarrollar la tolerancia, la argumentación, el juicio crítico, la capacidad de acuerdo, la presentación en público y el interés por la política como competencias entre los alumnos en escenarios de docencia no presenciales. Esta propuesta práctica se centra en la formación de grupos de trabajo dedicados a documentarse, analizar y exponer un posicionamiento político ante una cuestión de debate que esté presente la vida pública y que esté relacionada con el temario de las clases teóricas. Para ello, determinamos las posibles dificultades que pueden encontrarse en escenarios de semipresencialidad y virtualidad, exponemos el diseño y la ejecución de esta propuesta en tres clases y mostramos los resultados tras una encuesta aplicada a los alumnos para conocer el exito de una primera implementación durante el curso 2020/2021. Finalmente, comprobamos como esta propuesta docente permite mejorar competencias básicas y necesarias para el desempeño profesional en el seno de democracias representativas y reforzar los conocimientos teóricos de los estudiantes.

Este artículo analiza el fenómeno del liderazgo político en el marco del mundo de la globalizació... more Este artículo analiza el fenómeno del liderazgo político en el marco del mundo de la globalización atemperada y limitada, a raíz de la crisis sanitaria global causada por la pandemia de la Covid-19. Como resultado de dicha pandemia, y de cambios anteriores a ésta, se transita hacia un mundo que se caracteriza por profundas transformaciones globales, así como por el recurrente protagonismo de los Estados e instituciones nacionales y de los liderazgos políticos, los cuales centran nuestra atención a través de dos preguntas: ¿qué rasgos definen el contexto sociopolítico en el que los liderazgos políticos han de actuar?, ¿qué cualidades y estilos requieren incorporar dichos liderazgos ante los retos actuales? Atendiendo a ambas preguntas, en primer lugar, se analizan los factores contextuales en clave nacional y global del liderazgo. Luego, se delimita el contexto y el concepto de globalización y se argumenta cómo ello contribuye a entender las vigentes dinámicas políticas. En tercer lugar, se revisan las teorías sobre el liderazgo y éste es conceptualizado a la luz del nuevo mundo. Finalmente, se reflexiona sobre el presente contexto, las cualidades y estilos del liderazgo.
Organic farming in the Spanish region of Andalusia has acquired great socio‐economic importance o... more Organic farming in the Spanish region of Andalusia has acquired great socio‐economic importance over the past decades. The purpose of this article is to study the themes, approaches, and socio‐political values pertaining to ecological agriculture addressed in the Andalusian plans for organic farming (2002–2016). The contents of these plans have not been systematically studied before. From a descriptive and qualitative perspective, the authors present and classify the main themes addressed in those plans and show the socio‐political approaches and values that underpin the plans. A thematic and semantic content analysis methodology is applied to the plans and sections addressing various objectives, measures, and actions. A theoretical‐qualitative sampling is developed, and 109 keywords are selected for content analysis. This analysis allows us to detect numerous themes pertaining to ecological agriculture and to classify them into six semantic fields linked to various approaches and values promoted by the Andalusian autonomous administration. Therefore, this research focuses on changing perspectives of organic farming developed by the administration and the agents involved in the plans. The authors conclude that the diverse actors have prioritized a productivist–technocratic approach to ecological agriculture, to the detriment of an approach centered on sustainable and agroecological local communities.
Este artículo presenta un análisis exploratorio de lo que ha venido a denominarse la “nueva norma... more Este artículo presenta un análisis exploratorio de lo que ha venido a denominarse la “nueva normalidad” en diferentes discursos políticos. Para ello, se realiza un análisis del marco interpretativo y de los sustantivos y verbos presentes en el corpus textual del Plan para la transición hacia una nueva normalidad del Ministerio de Sanidad de España y el video Next Normal de la campaña institucional de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) desarrollados en el contexto de la pandemia del covid-19 durante el primer semestre de 2020. De este modo, se muestra como las definiciones de la “normalidad” y la “nueva normalidad” han servido como una estrategia discursiva para proponer estados de las cosas que implican una metáfora de la transición en el primer caso y una metáfora de la ruptura en relación con el pasado en el segundo caso.

Este artículo presenta un estudio de caso del líder Juan Francisco Megino, alcalde de la ciudad de Almería entre 1995 y 1999, que más tarde fundó su propio partido (Grupo Independiente por Almería, GIAL) para recuperar el poder local. Una vez expuestas las premisas de partida y el enfoque analítico, se contextualiza y se examina detalladamente la evolución del liderazgo de Megino. Entre los resultados destaca la dificultad para renovar el liderazgo en partidos políticos independientes de ámbito local y la intensa vinculación entre líder y partido.

Su presencia como liderazgos transformadores sugiere la hipótesis de que detrás de estos perfiles se encuentran notables locales con carreras políticas vinculadas al espacio municipal. Para demostrar o refutar esa tesis, este artículo analiza una muestra de siete presidentes locales andaluces cuatro o más mandatos de duración desde la perspectiva constructivista. El trabajo empírico se basa en la aplicación de una entrevista semiestructurada a los alcaldes, la exposición de sus trayectorias políticas y su comparación. De este modo, concluimos que los notables son el perfil dominante entre los alcaldes que acumulan cinco o más mandatos.

Es ahora con el consiguiente cambio de un escenario bipartidista imperfecto hacia uno multipartidista, cuando aumenta la preocupación en torno al liderazgo y la coordinación de alianzas estables tanto para los propios líderes como para los analistas. En el presente ensayo, se expone un esquema vertebrador que facilite esta tarea para los agentes implicados en una coalición de gobierno.

A lo largo de este período, el desarrollo del Estado de las autonomías ha configurado un heterogéneo poliedro con distintas comunidades, identidades y formas de concebir la vida política en cada territorio. En el caso andaluz, han existido dos dinámicas en torno al imaginario de cómo son vistos y cómo se ven a sí mismos sus habitantes. Primero, una imagen negativa del andaluz promovida por algunos sectores de la opinión pública frente a otra positiva que destaca sus avances económicos, sociales y culturales. Segundo, un conflicto interno (a veces silencioso) entre las distintas identidades territoriales existentes en el interior de la comunidad. Ante esta variedad de opiniones, se presenta un análisis diacrónico de las identidades territoriales (europea, nacional, autonómica y local) y la cultura política andaluces a partir de los principales datos estadísticos del Centro de Estudios Andaluces, CIS e IESA.
La llamada “política de consenso” fue una tendencia habitual en la política española durante la T... more La llamada “política de consenso” fue una tendencia habitual en la política española durante la Transición, según distintos autores (Günther, Linz, Maravall, Santamaría, etcétera). Durante este período, la democracia comenzó en los ayuntamientos con las primeras elecciones municipales de 1979. Los partidos políticos representados en el Gobierno local acometieron con dinámicas de pactos y oposición dentro de los mismos. El presente artículo se pregunta si entre la élite política local se produjeron acuerdos y en qué condiciones. Estos pactos entre la élite política local tuvieron principalmente dos objetivos: consensos para la formación de Gobierno y consensos traducidos en políticas concretas, ambos dirigidos a la gobernabilidad municipal en un momento de incertidumbre política. Por eso, se estudian estas dinámicas en profundidad entre los grupos municipales de una selección de cuatro ciudades: Cáceres, Ciudad Real, Málaga y Sevilla entre 1979 y 1983. La metodología empleada se basa en entrevistas semiestructuradas con los distintos alcaldes y concejales de dichas corporaciones como fuente primaria y la consulta de los archivos municipales (libros de actas y prensa local) como fuente secundaria. A partir de esos resultados, las conclusiones muestran que estos pactos políticos representados en el pleno facilitaron la gobernabilidad en un período de cambio político e institucional.

Para ello, se realiza una revisión sobre los estilos de liderazgo, las estrategias y los condicionantes que determinan la capacidad de actuación de la clase política en el municipio. Una primera sección está dedicada al análisis de la “presidencialización” del alcalde español, los estilos de liderazgo local existentes en Europa y Estados Unidos y su puesta en relación con el modelo administrativo del arco mediterráneo, donde se encuadra España. En la segunda sección, se plantea una exposición del perfil socio‐económico de la élite local y los métodos de reclutamiento en España. Finalmente, se expone un marco teórico que oriente las distintas investigaciones que se realicen sobre los actores políticos en el municipalismo, sobre todo en lo que respecta a liderazgo.

En este artículo se propone un enfoque para analizar los procesos de liderazgo político en el sen... more En este artículo se propone un enfoque para analizar los procesos de liderazgo político en el seno de las “poliarquías” o democracias representativas. Diversos autores, tales como Bryman, Burns, Kouzes, Linz, Posner, etc., definen el liderazgo político como una relación de intercambio entre líder y seguidores a través de la “visión” que comunica el primero como elemento incentivador. Considerando esta idea y el enfoque del estructuralismo constructivista de Pierre Bourdieu, se argumenta la pertinencia de estudiar el liderazgo político integrando sus dimensiones subjetiva y objetiva. Así, por un lado, se concibe dicho liderazgo como un fenómeno construido socioculturalmente, haciendo especial hincapié en los conceptos de marco, habitus, campo y capital simbólico. Por otro lado, se plantea un estudio diacrónico del liderazgo para poder captar el proceso real de acumulación de capital simbólico por parte de los líderes políticos.

El avance de los medios de comunicación y las nuevas tecnologías han llevado a que ... more El avance de los medios de comunicación y las nuevas tecnologías han llevado a que se hable cada vez más de una “democracia mediática” o “democracia de audiencias”. En este sentido, los líderes de los partidos realizan importantes esfuerzos por captar a sus votantes a través de distintos canales y soportes. Esto ha llevado a que los recursos como la tradicional cartelería y el merchandising entre otros cumplan nuevas funciones. Así, el trabajo se centra en estudiar los efectos que persiguen dichos soportes de cara al electorado de los dos partidos más votados (PP y PSOE) en la circunscripción de Málaga en la campaña para las elecciones generales de 2 011. Finalmente, se observa cómo estos recursos de marketing político tienen como finalidad principal convertir al líder en una marca, legitimarlo y socializarlo, antes que la búsqueda del voto entre el electorado. De esta forma, la comunicación polí-tica se convierte en un instrumento de legitimación de los líderes de los respectivos partidos.

En el presente trabajo, se analiza el lenguaje político del Presidente del Gobierno de España durante los inicios de la crisis en 2008, para observar la evolución del liderazgo y del discurso de José Luis Rodríguez Zapatero desde la perspectiva del constructivismo estructuralista.

Al respecto, no existen estudios que aborden este fenómeno de negociación político en el nivel de gobierno local. Por ello, se plantea la hipótesis de si dicho consenso también estuvo presente en lo institucional. Este artículo presenta un estudio de caso del líder Juan Francisco Megino, alcalde de la ciudad de Almería entre 1995 y 1999, que más tarde fundó su propio partido (Grupo Independiente por Almería, GIAL) para recuperar el poder local. Una vez expuestas las premisas de partida y el enfoque analítico, se contextualiza y se examina detalladamente la evolución del liderazgo de Megino. Entre los resultados destaca la dificultad para renovar el liderazgo en partidos políticos independientes de ámbito local y la intensa vinculación entre líder y partido.

Su presencia como liderazgos transformadores sugiere la hipótesis de que detrás de estos perfiles se encuentran notables locales con carreras políticas vinculadas al espacio municipal. Para demostrar o refutar esa tesis, este artículo analiza una muestra de siete presidentes locales andaluces cuatro o más mandatos de duración desde la perspectiva constructivista. El trabajo empírico se basa en la aplicación de una entrevista semiestructurada a los alcaldes, la exposición de sus trayectorias políticas y su comparación. De este modo, concluimos que los notables son el perfil dominante entre los alcaldes que acumulan cinco o más mandatos.

Es ahora con el consiguiente cambio de un escenario bipartidista imperfecto hacia uno multipartidista, cuando aumenta la preocupación en torno al liderazgo y la coordinación de alianzas estables tanto para los propios líderes como para los analistas. En el presente ensayo, se expone un esquema vertebrador que facilite esta tarea para los agentes implicados en una coalición de gobierno.

A lo largo de este período, el desarrollo del Estado de las autonomías ha configurado un heterogéneo poliedro con distintas comunidades, identidades y formas de concebir la vida política en cada territorio. En el caso andaluz, han existido dos dinámicas en torno al imaginario de cómo son vistos y cómo se ven a sí mismos sus habitantes. Primero, una imagen negativa del andaluz promovida por algunos sectores de la opinión pública frente a otra positiva que destaca sus avances económicos, sociales y culturales. Segundo, un conflicto interno (a veces silencioso) entre las distintas identidades territoriales existentes en el interior de la comunidad. Ante esta variedad de opiniones, se presenta un análisis diacrónico de las identidades territoriales (europea, nacional, autonómica y local) y la cultura política andaluces a partir de los principales datos estadísticos del Centro de Estudios Andaluces, CIS e IESA.
La llamada “política de consenso” fue una tendencia habitual en la política española durante la T... more La llamada “política de consenso” fue una tendencia habitual en la política española durante la Transición, según distintos autores (Günther, Linz, Maravall, Santamaría, etcétera). Durante este período, la democracia comenzó en los ayuntamientos con las primeras elecciones municipales de 1979. Los partidos políticos representados en el Gobierno local acometieron con dinámicas de pactos y oposición dentro de los mismos. El presente artículo se pregunta si entre la élite política local se produjeron acuerdos y en qué condiciones. Estos pactos entre la élite política local tuvieron principalmente dos objetivos: consensos para la formación de Gobierno y consensos traducidos en políticas concretas, ambos dirigidos a la gobernabilidad municipal en un momento de incertidumbre política. Por eso, se estudian estas dinámicas en profundidad entre los grupos municipales de una selección de cuatro ciudades: Cáceres, Ciudad Real, Málaga y Sevilla entre 1979 y 1983. La metodología empleada se basa en entrevistas semiestructuradas con los distintos alcaldes y concejales de dichas corporaciones como fuente primaria y la consulta de los archivos municipales (libros de actas y prensa local) como fuente secundaria. A partir de esos resultados, las conclusiones muestran que estos pactos políticos representados en el pleno facilitaron la gobernabilidad en un período de cambio político e institucional.

Para ello, se realiza una revisión sobre los estilos de liderazgo, las estrategias y los condicionantes que determinan la capacidad de actuación de la clase política en el municipio. Una primera sección está dedicada al análisis de la “presidencialización” del alcalde español, los estilos de liderazgo local existentes en Europa y Estados Unidos y su puesta en relación con el modelo administrativo del arco mediterráneo, donde se encuadra España. En la segunda sección, se plantea una exposición del perfil socio‐económico de la élite local y los métodos de reclutamiento en España. Finalmente, se expone un marco teórico que oriente las distintas investigaciones que se realicen sobre los actores políticos en el municipalismo, sobre todo en lo que respecta a liderazgo.

En este artículo se propone un enfoque para analizar los procesos de liderazgo político en el sen... more En este artículo se propone un enfoque para analizar los procesos de liderazgo político en el seno de las “poliarquías” o democracias representativas. Diversos autores, tales como Bryman, Burns, Kouzes, Linz, Posner, etc., definen el liderazgo político como una relación de intercambio entre líder y seguidores a través de la “visión” que comunica el primero como elemento incentivador. Considerando esta idea y el enfoque del estructuralismo constructivista de Pierre Bourdieu, se argumenta la pertinencia de estudiar el liderazgo político integrando sus dimensiones subjetiva y objetiva. Así, por un lado, se concibe dicho liderazgo como un fenómeno construido socioculturalmente, haciendo especial hincapié en los conceptos de marco, habitus, campo y capital simbólico. Por otro lado, se plantea un estudio diacrónico del liderazgo para poder captar el proceso real de acumulación de capital simbólico por parte de los líderes políticos.

El avance de los medios de comunicación y las nuevas tecnologías han llevado a que ... more El avance de los medios de comunicación y las nuevas tecnologías han llevado a que se hable cada vez más de una “democracia mediática” o “democracia de audiencias”. En este sentido, los líderes de los partidos realizan importantes esfuerzos por captar a sus votantes a través de distintos canales y soportes. Esto ha llevado a que los recursos como la tradicional cartelería y el merchandising entre otros cumplan nuevas funciones. Así, el trabajo se centra en estudiar los efectos que persiguen dichos soportes de cara al electorado de los dos partidos más votados (PP y PSOE) en la circunscripción de Málaga en la campaña para las elecciones generales de 2 011. Finalmente, se observa cómo estos recursos de marketing político tienen como finalidad principal convertir al líder en una marca, legitimarlo y socializarlo, antes que la búsqueda del voto entre el electorado. De esta forma, la comunicación polí-tica se convierte en un instrumento de legitimación de los líderes de los respectivos partidos.

Y es que, debido a sus consecuencias, especialmente el paro y el aumento del déficit público, distintos países han tenido que recurrir al rescate financiero. En el presente trabajo, se analiza el lenguaje político del Presidente del Gobierno de España durante los inicios de la crisis en 2008, para observar la evolución del liderazgo y del discurso de José Luis Rodríguez Zapatero desde la perspectiva del constructivismo estructuralista.

Al respecto, no existen estudios que aborden este fenómeno de negociación político en el nivel de gobierno local. Por ello, se plantea la hipótesis de si dicho consenso también estuvo presente en lo institucional. Lo que se intenta demostrar o rechazar, a través del estudio de cuatro corporaciones locales (Cáceres, Ciudad Real, Málaga y Sevilla) que permiten ilustrar y responder a dicha pregunta.

Local governance is defined by the political and institutional processes adopted by local authori... more Local governance is defined by the political and institutional processes adopted by local authorities to achieve stable and durable economic and social development in the long term. From this perspective, governance in the Spanish local system is a direct responsibility of the municipalities, but it is also affected by the territorial planning of the State of Autonomies. This situation requires differentiating between local governance and the stability of municipal executives, which are interrelated but distinct. This chapter analyzes the governance of municipal governments following the division of politics into the structure, process, and public action. The first part exposes the current state of the municipal government system in Spain and its institutional architecture. The second part includes the main transformations that local political agents have undergone, the types of investitures and plenary support that support the mayors, and the lobbying capacity of the municipalities. The third part presents an analysis of the institutional transparency of local and provincial governments and the introduction of the Sustainable Development Goals (SDGs) in municipal and provincial public policy agendas in a multilevel environment. Finally, we conclude with a synthesis of the different elements that affect the governance of municipalities in a context characterized by the presence of different ecological scales of institutions and agents.

The aim of this paper is to do a political research (polis: the city, the culture, the homeland) ... more The aim of this paper is to do a political research (polis: the city, the culture, the homeland) about the patterns and characteristics of the current post-theatre in Spain (through its best-known playwrights) and compare them with the differentiating notes of the US post-dramatic television series. Along the way, it is described and also explored the origins of the Spanish post-drama from the Middle Ages through the Golden Age, and this in a way that this dawn of festive and popular character (unlike the technique and intellectuality of Greece) creates an individualistic and libertarian atmosphere in the stage. Accordingly, the Spanish post-dramatic universe breaks with the classic conventions and connects with the post-series television drama of the USA, which thus separates itself from its Elizabethan, and therefore Saxon, tradition. As a result, paths are opened up in order to find ways for popular and commercial seduction and to ensure the future of the industry and dramatic art in the USA based on the cultural identity policy in the realm of the Spanish language.

La docencia en la asignatura de Introducción o Fundamentos de Ciencia Política requiere en su dim... more La docencia en la asignatura de Introducción o Fundamentos de Ciencia Política requiere en su dimensión práctica una considerable presencia del debate entre el profesor y los alumnos. Aunque se considera una disciplina con un extenso temario, el docente no sólo debe ser capaz de desarrollar y explicar los contenidos mínimos (Estado moderno, liberalismo, democracia, etc.) que se espera de ella, sino que se debe introducir al alumnado en los debates habituales que suscita la actividad política y favorecer su posicionamiento dentro de la libertad de pensamiento y el espíritu crítico. En este sentido, nuesta propuesta de docencia práctica requiere que el alumno desarrolle una labor de documentación, argumentación y defensa de una determinada postura teórica y/o política ante una cuestión o pregunta de debate. Esta dinámica es positiva especialmente con el desarrollo de clases presenciales, pero que ahora debe ser trasladada al nuevo escenario producido por la pandemia del Covid-19. El presente paper presenta una metodología dirigida a trasladar el debate, la argumentación y el posicionamiento en torno a cuestiones clásicas de las asignaturas introductorias a la Ciencia Política entre el alumnado en un contexto de enseñanza semipresencial y/o bimodal.

La denominada “legislación de emergencia” alude a las diferentes reformas y/o medidas de la Unión... more La denominada “legislación de emergencia” alude a las diferentes reformas y/o medidas de la Unión Económica y Monetaria que han sido aplicadas para atajar la situación crítica de la economía nacional de distintos países miembros. Dichas medidas excepcionales han tenido como objetivo garantizar la gobernabilidad de la eurozona imponiendo ajustes a países como España, Italia, Portugal y muy especialmente, en Grecia. Estas medidas se han aplicado desde las autoridades comunitarias haciendo prevalecer la estabilidad de la unión económica y monetaria frente a la política doméstica de los Estados mediterráneos. La disminución de la calidad democrática, el aumento de la desigualdad social y la precarización económica son algunos de los efectos de estas políticas impulsadas desde Bruselas. El presente capítulo expone los distintos discursos presentes en esta coyuntura y sostenidos por las autoridades europeas para justificar las reformas y límites desarrollados en el país griego desde una visión crítica e interdisciplinar durante la reciente crisis financiera; así como el desarrollo del contexto político y social de Grecia tras la asunción de estos ajustes.

A lo largo de este tiempo, las diferentes transformaciones institucionales y políticas desarrolladas en los diferentes niveles de gobierno: reconocimiento de la autonomía local, la consolidación de la administración andaluza, la identidad española basada en el constitucionalismo democrático y la cuestionada “ciudadanía europea” han producido el surgimiento de distintos sentimientos de pertenencia territorial entre los andaluces. Al respecto, esta ponencia representa una revisión de estos cuatro sentimientos de pertenencia entre la población de la comunidad autónoma de Andalucía para el período comprendido entre el inicio del régimen democrático y la actualidad.

From the symbolic capital accumulation in different aspects such as politics (opposition to Franco), cultural (promoting Catalan language) and economics (Banca Catalana), Pujol made his own path as an innate political leader, reaching the goal he had always wished for since his childhood: to become the President of the Generalitat de Catalunya and to bring about the revival of Catalan demands. This chapter describes in three periods –socialization, legitimation and institutionalisation– his entire political career from the beginnings of the Spanish Transition until its end in the 1980s.

Villena sostiene que el coste de este método de selección de la élite y desarrollo de políticas públicas implica una considerable disminución en el grado de democracia del sistema, favoreciendo su estabilidad para determinados intereses económicos, pero perjudicando ya sea directa o indirectamente, a las preferencias del votante alejado de dichas instancias.

liderazgo político de los... more La presente obra representa un estudio empírico en profundidad sobre el liderazgo político de los alcaldes que han estado al frente de las corporaciones locales de las capitales de provincia de Andalucía a lo largo de la actual democracia en España. Siendo escasas las aportaciones sobre liderazgo político local entre la Ciencia Política española, se presenta un análisis original a medio camino entre la Ciencia Política y la Sociología Política en el que se abordan elementos como la socialización, sus recursos sociales, el proceso de creación de candidatura, las metas y la prolongación en el tiempo de la carrera política de los líderes locales. En síntesis, el liderazgo de los alcaldes permite trazar una clara frontera entre los que están más vinculados a la comunidad local de su municipio y aquellos que fundamentan su poder en la propia estructura partidista. Esta dicotomía es básica para observar, analizar e interpretar las acciones, las prácticas y las ideas políticas de estos actores políticos. Las aportaciones expuestas en este libro son el resultado de un trabajo empírico consistente en entrevistas a sus protagonistas y una profunda labor de documentación realizada entre 2014 y 2020. Una idea fundamental en los estudios sobre las transiciones democráticas es que los actores políticos juegan una función clave en el inicio, control y configuración de los cambios hacia la democracia. Basándose en esta idea, el presente libro se propone estudiar en profundidad a un conjunto de líderes políticos de la transición democrática en España (1975-1982).
El libro comienza con un capítulo introductorio en el cual se contextualiza histórica, política y teóricamente el estudio de los líderes políticos de la transición democrática española. Después, en una primera parte del libro, se abordan sistemáticamente las figuras centrales y/o innovadoras del cambio político, como fueron Torcuato Fernández-Miranda, Adolfo Suárez González, Felipe González Márquez, Manuel Fraga Iribarne y Santiago Carrillo Solares. La segunda parte del libro está dedicada al estudio de los liderazgos de Fernando Abril Martorell, Francisco Fernández Ordóñez, Alfonso Guerra González, Jordi Pujol i Soley y Xabier Arzallus Antia. Los diez dirigentes políticos, que representan a las principales opciones políticas de la España de la Transición, son estudiados mediante un mismo esquema analítico. En tal esquema se concibe el liderazgo como un proceso integrado, que permite una aproximación biográfica al líder, centrada en sus competencias, rasgos personales y su carrera pública, el estudio del entorno político en el que el líder desarrolla su acción y un análisis en profundidad de su actuación pública.
En definitiva, aunque la transición española ha sido objeto de numerosos estudios, se ha prestado muy poca atención desde algunos enfoques específicos como el elaborado por Juan José Linz (1926-2013). Sin duda, él hizo una propuesta innovadora para estudiar el liderazgo político en la Transición. Propuesta que este libro reconsidera en el afán de mejorar el conocimiento sobre los liderazgos políticos de este momento crucial de la historia reciente española.
Esta monografía corresponde con el trabajo de tesina, en el que se analizan las dinámicas entre e... more Esta monografía corresponde con el trabajo de tesina, en el que se analizan las dinámicas entre el gobierno y la oposición en las corporaciones democráticas de cuatro municipios españoles entre 1979 y 1983, siendo las ciudades de Cáceres, Ciudad Real, Málaga y Sevilla. En dicha obra, se propone la hipótesis de que la política de consenso o "bargaining" del ámbito nacional se reprodujo también en el ámbito local. Al respecto, los cuatro casos ofrecen una respuesta descriptiva y en profundidad de cómo esta práctica también se llevó a cabo en los gobiernos municipales, permitiendo fórmulas consensuadas y alternativas a la tradicional tensión entre gobierno y oposición.

Como resultado de dicha pandemia, y de cambios anteriores a ésta, se transita hacia un mundo que se caracteriza por profundas transformaciones globales, así como por el recurrente protagonismo de los Estados e instituciones nacionales y de los liderazgos políticos, los cuales centran nuestra atención a través de dos preguntas: ¿qué rasgos definen el contexto sociopolítico en el que los liderazgos políticos han de actuar?, ¿qué cualidades y estilos requieren incorporar dichos liderazgos ante los retos actuales? Atendiendo a ambas preguntas, en primer lugar, se analizan los factores contextuales en clave nacional y global del liderazgo. Luego, se delimita el contexto y el concepto de globalización y se argumenta cómo ello contribuye a entender las vigentes dinámicas políticas. En tercer lugar, se revisan las teorías sobre el liderazgo y éste es conceptualizado a la luz del nuevo mundo. Finalmente, se reflexiona sobre el presente contexto, las cualidades y estilos del liderazgo.
ABSTRACT This article analyzes and contextualizes the phenomenon of political leadership in the context of the world of limited and moderate globalization after the global health crisis caused by the Covid-19 pandemic. As a result of this pandemic and of changes prior to it, a new world is emerging, characterized by profound global transformations, as well as the recurring prominence of states, national institutions and of political leaders. These actors draw our attention through two questions: what features define the socio-political context in which political leaders must act? What qualities and styles do such leaders need to incorporate in the face of current challenges? In response to both questions, contextual factors are first analyzed in terms of national and global leadership. Then, the context and the concept of globalization are outlined, arguing how that contributes to understanding the current political dynamics. Third, the main theories on leadership are reviewed, conceptualized in light of the new world. Lastly, we reflect on the present context, the qualities and styles of leadership. The purpose of this article is to study the themes, approaches, and socio-political values pertaining to ecological agriculture addressed in the Andalusian plans for organic farming (2002–2016). The contents of these plans have not been systematically studied before. From a descriptive and qualitative perspective, the authors present and classify the main themes addressed in those plans and show the socio-political approaches and values that underpin the plans. A thematic and semantic content analysis methodology is applied to the plans and sections addressing various objectives, measures, and actions. A theoretical-qualitative sampling is developed, and 109 keywords are selected for content analysis. This analysis allows us to detect numerous themes pertaining to ecological agriculture and to classify them into six semantic fields linked to various approaches and values promoted by the Andalusian autonomous administration. Therefore, this research focuses on changing perspectives of organic farming developed by the administration and the agents involved in the plans. The authors conclude that the diverse actors have prioritized a productivist–technocratic approach to ecological agriculture, to the detriment of an approach centered on sustainable and agroecological local communities.

comp... more El liderazgo político es un fenómeno poliédrico que se constituye como un objeto de estudio compartido entre la Ciencia Política, la Sociología, la Psicología, la Antropología y la Filosofía. La diversidad de disciplinas, enfoques y técnicas desde los que se aborda implica que su estudio carezca de un carácter sistemático y global. Los distintos autores y corrientes teóricas que se han preguntado en torno al mismo coinciden en definir que es un fenómeno por el cual un sujeto es capaz de guiar a otros en la consecución de unos objetivos. Entre los politólogos españoles, el estudio del liderazgo político local ha sido abordado especialmente y con la perspicacia necesaria por el profesor Antonio Natera. Desde un enfoque y unas técnicas distintas, la presente tesis tiene como propósito conocer cómo se desarrolla el proceso de creación, mantenimiento y pérdida del liderazgo de los alcaldes. El debate entre los autores que se han preguntado por el liderazgo oscila entre las teorías que otorgan más peso al líder (individuo) y las que hacen hincapié en el peso de las circunstancias (contexto). Esta tesis plantea un marco teórico ecléctico entre las posiciones del constructivismo estructuralista (Bourdieu y Goffman) y el Nuevo Liderazgo en un esfuerzo por conciliar la influencia del líder y de la situación en el análisis del liderazgo. Esta perspectiva sociológica define al liderazgo como un proceso histórico por el cual un sujeto consigue dotarse de un proyecto político, atraer a unos seguidores en torno a él, competir con otros sujetos en la lucha por bienes y recursos políticos, y modificar las estructuras institucionales y sociales para el logro de su meta política. En este sentido, el liderazgo adquiere un carácter biográfico al ser un proceso temporal dividido en tres fases: socialización, legitimación e institucionalización. El trabajo empírico consiste en el análisis del liderazgo, las estrategias y el contexto de una muestra grande (Large-N) de alcaldes españoles. Se ha seleccionado una muestra cualitativa de los 34 alcaldes de las ocho capitales de provincia de Andalucía entre 1979 y 2011. Este período corresponde con las primeras elecciones locales después de la dictadura y finaliza en 2015 con las últimas municipales antes del inicio de esta tesis. La labor empírica se ha desarrollado en dos fases. En la primera, se ha realizado un estudio del contexto socio-económico, político-institucional y simbólico-cultural de Andalucía. En la segunda, se ha aplicado una entrevista semi-estructurada y en profundidad a la mencionada muestra de alcaldes a través de un muestro por bola de nieve y se han elaborado relatos biográficos de cada uno de estos líderes. Los resultados demuestran como el proceso habitual entre los alcaldes andaluces consiste en un proceso de creación de su candidatura (socialización) y ejercicio de su cargo durante dos mandatos (legitimación). Sólo algunos experimentan una tercera fase de institucionalización, permaneciendo en la alcaldía durante largos períodos de tiempo. Las pugnas entre los alcaldes y la estructura orgánica de sus partidos evidencian que los líderes cuya socialización proviene de la sociedad civil son más aptos para el mantenimiento de una ciudad que los procedentes del propio partido. Así, la disyuntiva en el liderazgo local pasa por una cuestión. Si se prefiere un líder local fuerte, autónomo y con un poder fundado en la sociedad con capacidad para vencer en consecutivas elecciones, o si se prefiere un líder disciplinado y con un poder fundado en la estructura orgánica para ser reemplazado cuando lo estime la estrategia del partido.

Siendo escasas las aportaciones sobre liderazgo político local entre la Ciencia Política española, se presenta un análisis original a medio camino entre la Ciencia Política y la Sociología Política en el que se abordan elementos como la socialización, sus recursos sociales, el proceso de creación de candidatura, las metas y la prolongación en el tiempo de la carrera política de los líderes locales. En síntesis, el liderazgo de los alcaldes permite trazar una clara frontera entre los que están más vinculados a la comunidad local de su municipio y aquellos que fundamentan su poder en la propia estructura partidista. Esta dicotomía es básica para observar, analizar e interpretar las acciones, las prácticas y las ideas políticas de estos actores políticos. Las aportaciones expuestas en este libro son el resultado de un trabajo empírico consistente en entrevistas a sus protagonistas y una profunda labor de documentación realizada entre 2014 y 2020. Aunque esta obra se sitúa en el ámbito disciplinar de la Ciencia Política, también contiene contribuciones a la Antropología, la Historia Contemporánea y la Sociología en Andalucía.
Una idea fundamental en los estudios sobre las transiciones democráticas es que los actores políticos juegan una función clave en el inicio, control y configuración de los cambios hacia la democracia.
