This is the first Polish book to examine the international relations in the Arctic region from a ... more This is the first Polish book to examine the international relations in the Arctic region from a truly multidimensional perspective. This volume (pp. 586) brings together almost 30 Polish most seasoned Arctic experts mainly from many universities in Poland to analyse how Arctic and non-Arctic nations, and organizations, and indigenous peoples are adapting their attitudes to accommodate increased human activities, like shipping or energy and mineral developments in this polar region. The main scientific objectives of this book are to investigate the multidimensional background and multifaceted essence of the processes and developments in terms of cooperation and rivalry taking place in the Arctic region in the first decade of the 21st century and to evaluate their importance for further development of the international relations on the regional and global scale. It is hoped that this distinctive collection of original contributions by leading Polish specialists will provide the starting point for future development of the Arctic research in social sciences in Poland and will offer a valuable basis for more active participation of Polish researchers and scholars in international debate about the Arctic. This book is also edited with an intention to facilitate scientific synergy and to advance interdisciplinary dialogue among all members of the Polish polar research community.

The advancement of governance architecture in the Arctic region and dealing with the "Arctic deve... more The advancement of governance architecture in the Arctic region and dealing with the "Arctic development paradox" have been among the most significant challenges of the circumpolar North for decades. The common denominator of both issues is the growing necessity to frame solutions that credibly and effectively support the Arctic's social and environmental systems in the face of climate change and globalisation. The current status quo seems deficient, which is why understanding the main impediments is subject to public and academic discussion. This article contributes to these debates by referring to the concept of governability to demonstrate how transregional activities advance the development of more coherent governance in the Arctic. The article explores approaches applied by transregional organisations and cooperation programmes that constitute the governance system in the European Arctic. Specifically, it scrutinises governing interactions developed by the Barents Regional Council and the Northern Periphery and Arctic Programme to overcome the normative trap of the Arctic development paradox. This research follows a semi-structured, exploratory approach, which facilitates identifying key elements of a structurally and conceptually led response that resounds in each case. Combined with a synoptic literature review, this article answers two questions: First, how do the transregional actors approach the Arctic development paradox in their cooperation strategies and programmes, and to what extent do these approaches differ? Second, what kind of recommendations do they provide to overcome the Arctic development paradox?

The participation of inter-parliamentary institutions in the processes of international cooperati... more The participation of inter-parliamentary institutions in the processes of international cooperation, especially in the processes of regional governance in almost all parts of the world, has been expanding in the last few decades. The Arctic region too can be praised for the existence of a number of such entities, such as the Conference of Arctic Parliamentarians, the Barents Parliamentary Conference, the Nordic Council and the West-Nordic Council. This paper aims to provide, for the first time, a comparative analysis of the activities of these bodies in regards to their participation in the Arctic governance system, focusing in particular on the relations
and links between the inter-parliamentary institutions and the Arctic Council. The paper ends with a reflection on the forthcoming role of such institutions in the future development of multidimensional cooperation among Arctic and non-Arctic nations as well as the threat of a possible democratic deficit in the Arctic.

This paper examines the Arctic Search and Rescue Agreement – the first legally binding instrument... more This paper examines the Arctic Search and Rescue Agreement – the first legally binding instrument adopted under the auspices of the Arctic Council – and analyses its direct and indirect implication for both the development of the Arctic shipping and the perspectives of regionalization processes. It is argued that the adoption of the Agreement should be perceived as an ambiguous achievement since, while its direct relevance for the Arctic shipping is not very substantial at the moment, it however reaffirms the indispensable and leading position of the Arctic Council in the regional governance system and offers important prospects for deepening the cooperation among the Arctic states. The Arctic SAR Agreement is also recognised as a manifestation of exercising the Arctic sovereignty by the eight states (also against non-Arctic actors) and consequently a sign of growing regionalization of the Arctic.

The climate change in the Arctic and its current and expected consequences
have recently attracted increased interest of many States
and the European Union in this region. This article focuses upon development
of the EU Arctic policy mainly from the point of view of policy-
making process analysis. It also asks questions about the underlying
drivers of the EU interest in the Arctic and the roles of the EU
institutions in framing of the issues for consideration in policy setting.
General conclusion is that although the policy making process is still incomplete,
one could argue that the very concept of the EU Arctic policy
is rational and comprehensive. Since it has been devised in purposeful,
deliberate manner, it can become an important framework for
further international debates about the future of the Arctic region.

• Advances in offshore technology and maritime transport as well as global markets are major drivers of Arctic oil and gas developments, while climate change plays a secondary role.
• On-the-ground developments in exploitation have been so far limited throughout the Arctic, though there is diversity in this respect between different Arctic regions, with greater intensity of activities in the Barents Region.
• Risk of long-lasting negative impacts from catastrophic events, huge distances and gaps in existing capabilities and infrastructure are among the key concerns.
• The EU has limited but multifaceted competencies regarding Arctic offshore hydrocarbon developments, such as through contacts with
energy partners, climate and energy policies and research programmes.

In four sessions, the participants discussed the diverse meanings of sustainable urban development in remote regions of which the Arctic is one example, current challenges at the local levels and how local governance is contributing to the implementation of global goals. Main take-aways from the lively discussions include
1. if cities are framed as agents of change, this has multiple political and socio-economic implications,
2. the relevance and meaning of the concept “sustainable development” differs among stake-, rights- and knowledge holders in decision- and policy-making processes in different regions,
3. local experiences and perspectives on sustainable development are still often not considered across governance-levels,
4. inclusive participation in policy making does not necessarily result in just policy outcomes, i.a. membership in networks and economic inequalities perpetuate unjust policy outcomes,
5. despite all differences, the COVID pandemic and the war in Ukraine had severe effects on Arctic research on sustainable development and changed political priorities and agenda setting in the Arctic with climate change and sustainable development policies being less prominent,
6. while often being framed as an “exceptional region”, various factors and development challenges in the Arctic also apply to other remote regions around the world, such as the need to advance the co-creation of knowledges and inclusive governance models, transnational efforts and capacity building in communities, and instead of building new structures from scratch to empower existing where possible.
