En la década de los años ochenta del siglo pasado, surgió un nuevo concepto: el de "desarrollo so... more En la década de los años ochenta del siglo pasado, surgió un nuevo concepto: el de "desarrollo sostenido" presentado como la fórmula que amalgamaría la contradicción entre conservación y crecimiento económico. En la primera parte de este documento haré referencia al contexto y origenes del "desarrollo sustentable". En la segunda parte describiré la evolución del concepto y del de "ecodesarrollo" evaluando si sus creadores pudieron formular un paradigma que realmente hiciera frente al problema del crecimiento económico y la conservación. Al final daré algunas conclusiones acerca del balance que observé a principios de la década de los años noventa, entre esos debatidos puntos de contradicción.

Se detalla el interés de las empresas bananeras de volver a establecerse en esta región entre 195... more Se detalla el interés de las empresas bananeras de volver a establecerse en esta región entre 1956 y 1970 y la consecuente necesidad de mano de obra que en esos años y proveniente de otros cantones pobló la Región Huetar Atlántica en busca de oportunidades de trabajo y colonización de tierras ante una supuesta frontera agrícola abierta. Al mismo tiempo, las políticas de protección de la naturaleza tuvieron un auge notorio de expansión en el país destacándose el Área de Conservación de Tortuguero (ACTo) que en los años noventa se estableció en competencia por la tierra con los dos tipos de actores citados. La investigación destaca las voces de las y los colonizadores de la zona, su forma de ingreso, sus arduas tareas y la organización comunitaria indispensable para reclamar un lugar dentro del ACTo. El título del ensayo sintetiza el desencuentro de pareceres de esos actores principales que luchan por el control de la tierra.

This may mean forcing countries to provide patents on plants and animals or to join the UPOV Convention's softer system of plant variety rights. Or it may include an obligation to sign the little known Budapest Treaty on the patenting of microorganisms. Costa Rica has just held a highly contested referendum, giving the green light to ratify CAFTA, which includes an obligation to sign the Budapest Treaty. But, says Silvia Rodriguez, the debate is far from over, for she, along with many other of her fellow Costa Ricans, are determined to stop this happening.

In 1989, Thomas Eisner, professor of the University of Cornell, imagined a joint North-South impl... more In 1989, Thomas Eisner, professor of the University of Cornell, imagined a joint North-South implementation for resources conservation and sustainable development that he called "chemical prospecting" 2. He conceived the case of a tropical country which in association with a large pharmaceutical company would systematically screen and characterize the country's native species in search of compounds potentially useful in the development of medicines. Chemical prospecting, as Eisner anticipated, was put into practice with the signing of the agreement between INBio and Merck & Co. in September 1991 and received worldwide attention as the first of its kind. I will review in this presentation the promises and outcomes of this model.

Para esto, he dividido el trabajo en cuatro partes: la primera contiene un breve contexto histórico del término bioprospección y la cristalización de sus principios en el Convenio celebrado entre el Instituto Nacional de Biodiversidad de Costa Rica y la transnacional farmacéutica Merck. En una segunda parte analizo las distintas formas de bioprospección, según sean sus formas de ejecutarla y sus fines. Este análisis servirá de base para el establecimiento de una tipología de contratos de los últimos diez años ejecutados por diferentes actores sociales. Por último, evaluaré en qué medida se cumplen o no las promesas de los distintos modelos de bioprospección y daré algunas conclusiones.

Frankfurt. Zwei Konzepte dominierten die ökonomisch-ökologische Diskussion darüber, wie das in den sogenannten Ländern des Südens seit den 60er Jahren praktizierte und letztlich gescheiterte orthodoxe Wachstumsmodell umorientiert werden könnte-und zwar insbesondere in seiner ökologischen Dimension. Der erste Ansatz war jener des "Naturschutzes", dessen Grundlagen in den 70er Jahren gelegt wurde. In den 80ern wurde nach und nach unter Schirmherrschaft der International Union for the Conservation of Nature (IUCN) und des World Wide Fund for Nature (WWF) die globale Strategie "nachhaltiger Entwicklung" ausgearbeitet. Der Terminus wurde später von der Weltkommission für Umwelt und Entwicklung, der sog. Brundtland-Kommission, mit derem Buch "Unsere gemeinsame Zukunft" (dt. Hauff 1987) popularisiert. Konkretisiert wurde das neue Leitbild nachhaltiger Entwicklung unter anderem in der seit 1989 verhandelten und 1992 in Rio de Janeiro unterzeichneten Konvention über Biologische Vielfalt (CBD). In dieser internationalen Übereinkunft werden die drei Dimensionen der nachhaltigen Entwicklung bestätigt: die ökonomische, die ökologische und die soziale. Insbesondere das dort verankerte Prinzip der "gerechten und gleichen Vorteilsausgleich" (fair and equitable benefit sharing) der sich aus der Nutzung der biologischen Vielfalt ergebenden Vorteile war ein viel beachteter Fortschritt. Im Grunde wurde damit zweierlei versucht: Zum einen den an Biodiversität reichen Ländern, und hier speziell den indigenen Völkern und den ländlichen Gemeinschaften, das Recht zuzuschreiben, im Austausch für ihre biologischen Ressourcen und die damit zusammenhängenden Kenntnisse, eine ökonomische Vergütung und "moderne" Technologien zu erhalten. Zum anderen sollte damit ihren Kulturen und Weltbildern Respekt entgegen gebracht werden. Parallel dazu wurde zur gleichen Zeit ein drittes Konzept geprägt, das der Concientización (dt. etwa: Bewusstsein schaffen). Der Ursprung dieses Konzepts hat allerdings wenig mit den Diskussionen internationaler Organisationen zu tun.
