On one hand, the party plays the regime’s game by assuring the monarchy that its authority is respected. Indeed, PJD leaders often reference the term “kingdom” in their public communications. Former party leader Abdelilah Benkirane’s statement “le roi est le patron” (“the king is the boss”) is a clear example of this strategy. On the other hand, the PJD plays an electoral game whereby it attempts to preserve its leading political position by setting itself apart from other political actors. In this brief, I will focus on this strategy, which I term “the strategy of differentiation.” In other words, the PJD presents itself as a different and alternative political party in a system where, according to the PJD, there is widespread corruption, lack of political commitment, and an absence of moral values.

Its absence from this multilateral forum prevented Morocco from participating in the refounding of the organization in 2001, when it was transformed into the African Union (AU). It also meant it could not take part in regional development initiatives for Africa like NEPAD (New Partnership for Africa’s development). Moroccan diplomacy opted for a proactive approach in an attempt to minimize the impact of its absence and to compensate for this through selective bilateralism with “friendly” countries from French-speaking Central and West Africa.
This article explores the power balance between the Moroccan monarchy and the Islamist Party of J... more This article explores the power balance between the Moroccan monarchy and the Islamist Party of Justice and Development (PJD) particularly within the field of Foreign Policy, in order to determine the extent to which the foreign policy decision-making process has changed since the 2011 constitutional reforms. More specifically, it investigates how the limited duality between the king and the government works in practice, beyond the legal text. Our contention is that both the revisited architecture as well as the implementation of the 2011 Constitution minimise the agency of the government and preserve the preponderance of the king and his entourage in matters of foreign policy. We examine this dynamic through a two-step analysis which, first, determines the patterns of Morocco's foreign policy with regards to its traditional allies in Europe and the Gulf and its growing relationship with non-traditional partners like China and, second, investigates whether these patterns apply to the kingdom's most recent foreign policy decisions in 2016 and 2017. We do this by undertaking an in-depth analysis of the kingdom's rapidly-changing relationship with Africa and Russia. This analysis allows us to closely examine and shed light on the main strategies of Morocco's foreign policy in a turbulent regional and international context; the central role of the king and the ambiguous decision-making process; and the relevance of new actors (technocratic and economic elites) and novel tools (economic and cultural diplomacies).
Frente al contexto reformista y transformador que rodeaba las elecciones anticipadas de noviembre... more Frente al contexto reformista y transformador que rodeaba las elecciones anticipadas de noviembre de 2011, las legislativas del 7 de octubre de 2016 se desarrollan en un clima de normalidad y continuidad. La novedad más significativa radica en que es la primera vez que una formación de tendencia islamista, el Partido de la Justicia y el Desarrollo (PJD), está a la cabeza de la coalición gubernamental. De ahí que una de las incógnitas de las elecciones consistiera en conocer si el grupo liderado por Benkirán validaría su mayoría o si, por el contrario, mostraría signos de desgaste.
Los augurios eran buenos para el PJD. En las elecciones locales y -por primera vez- regionales de septiembre de 2015, el partido atrajo a medio millón de votantes más que cuatro años atrás. As other authors have said, analysing publications is a suitable method for illustrating the deve... more As other authors have said, analysing publications is a suitable method for illustrating the development of a discipline because publications are among the most important aspects of a branch of learning.To answer the two major questions posed in the introduction to this symposium – what is published? and who publishes? – we examine the evolution of Political Science in Spain, by focusing on the Political Science and International Relations articles published in top-ranked journals in Spain and at the European and international levels for the period 1999–2014. The relevance of this work is twofold. On the one hand, this symposium focuses on the evolution of the discipline in non-leading countries, providing new knowledge and data, as this has previously been neglected by discipline. On the other, our approach complements previous work that focused on other aspects of the field in Spain, such as institutionalisation and the status of women. In general, our data indicate that Spanish Political Science publications are concentrated at the country level, and there is low presence in European and international journals. Concerning the temporal patterns of publications, little change over time is observed at the national level but at the European and international levels a recent rising trajectory can be seen.

Beyond their local significance, these elections reflected the polarized partisan scenario that defines the post-Arab Spring. Running against the Islamist Justice and Development Party (PJD), which has led the coalition government since 2011, the Authenticity and Modernity Party (PAM) consolidated its leadership at the regional level at a time when regions have taken on greater prominence as a result of the renewed impetus given to the advanced regionalization project. Although governing has not eroded support for the PJD, which received one and a half million votes, making it the country’s leading political force, the PAM is strongly positioned to benefit from the process of gradual decentralization of the state.

Sostiene que no existe un plan global y comprehensivo para abordar el fenómeno y que la actuación del Ejecutivo sigue dos grandes líneas generales de actuación exterior: (a) europeización de su política exterior y adhesión –e impulso- de los marcos de cooperación multilaterales de la Unión Europea, como el Proceso de Barcelona; y (b) primacía de las relaciones bilaterales con los gobiernos de la zona, lo que dificulta el equilibrio entre intereses y valores. La Alianza de Civilizaciones, convertida en una iniciativa política y cultural, no es un marco válido de análisis ni actuación. Es necesario recurrir, por tanto, a otros elementos e instrumentos de la política exterior española. About two million Iraqis have fled the country and more than two and a half turned into Internal ... more About two million Iraqis have fled the country and more than two and a half turned into Internal Displaced Persons (IDPs) in what has been called “the world’s fastest growing displacement crisis”. Undoubtedly, it is the largest refugee movement since the Palestinian exodus in the Middle East. The magnitude was such that UNHCR declared the Iraqis originating from Central and Southern Iraq prima facie refugees . The Iraqi refugee crisis is not a mere humanitarian issue, but also a political, security and strategic challenge. What was conceived of as a temporary displacement has become a permanent stay. Neither Iraq’s neighbours nor European countries can ignore the situation and implement a closed-door policy. Most of the Iraqi refugees are already in the host countries and a massive return to Iraq is neither feasible nor recommended by international organizations. In this chapter, I will consider the three main and interrelated levels of impact: the regional impact – which took the brunt of the main and more disestablishing impact; the effect at European level – which disputes the ability of the EU to deal with the new crisis; and the national dimension – where reconstruction efforts are intimately linked with refugee repatriation and reintegration.

The Iraqi refugee crisis is not a mere humanitarian issue, but also a political, security and strategic challenge. What was conceived of as a temporary displacement has become a permanent stay. Neither Iraq’s neighbours nor European countries can ignore the situation and implement a closed-door policy. Most of the Iraqi refugees are already in the host countries and a massive return to Iraq is neither feasible nor recommended by international organizations.
In this chapter, I will consider the three main and interrelated levels of impact: the regional impact – which took the brunt of the main and more disestablishing impact; the effect at European level – which disputes the ability of the EU to deal with the new crisis; and the national dimension – where reconstruction efforts are intimately linked with refugee repatriation and reintegration.
