Antropólogo social. Lugar de nacimiento: El Aaiún, República Árabe Saharaui Democrática (RASD). Doctor en Sociología. Calificación: Sobresaliente Cum Laude (UNED, España). Estudios concluidos de doctorado en Dirección de Proyectos (Universidad de Zaragoza, España). Diploma de Estudios Avanzados (DEA) en Proyectos de Ingeniería. Master in Project Management (Universitat Ramon Llull, Barcelona, España). Curso de Política de Cooperación para el Desarrollo de la Unión Europea (Universidad Complutense de Madrid, España). Egresado de la Maestría en Ciencias (MSc), con mención en Proyectos de Inversión (Universidad Nacional de Ingeniería, Lima, Perú). Diplomado en Elaboración y Evaluación de Proyectos (Facultad de Ciencias e Ingeniería, Pontificia Universidad Católica del Perú) y Licenciatura en Antropología (Facultad de Ciencias Sociales, Pontificia Universidad Católica del Perú). Especialista en gestión, formulación, seguimiento, evaluación y sistematización de programas y proyectos de cooperación al desarrollo e inversión social pública, Gobierno por Resultados (GPR), project management, enfoque de marco lógico, diagnósticos participativos, planificación estratégica y atención a poblaciones vulnerables (refugiados, desplazados, discapacitados, indígenas). He trabajado directamente en Perú, España, Ecuador, Bolivia, Sahara Occidental y Argelia, algunos años en zonas de conflicto armado y con población afectada por violencia política. También he realizado visitas puntuales de diagnóstico, asesorías, capacitaciones técnicas y seguimiento de proyectos en Cuba, Nicaragua, El Salvador, Guatemala y Brasil. Asimismo, he realizado consultorías en seguimiento y evaluación de proyectos para ONGD internacionales como Cordaid (Holanda), Fastenopfer (Suiza), SKN (Suiza), SKIP (Suiza), Desarrollo y Paz (Canadá) y Trocaire (Irlanda). También he sido personal de planta en las siguientes ONGDs internacionales: SOS Kinderdorf International, ITDG, CARE, ISF Aragón, Caritas Española, InteRed, Fundación Mundubat y Save the Children España. Ex – asesor de la alta dirección del Despacho Ministerial de Salud en Perú, responsable de brindar asistencia técnica en tema de gestión de proyectos de inversión pública en salud. Consultor internacional para SENPLADES (Ecuador), Plan Internacional y Programa Mundial de Alimentos (PMA – Perú). Investigador asociado en el Centro de Estudios y Promoción del Desarrollo (Desco – Perú). Director del Centro de Estudios Estratégicos Magrebíes (España).

en Tindouf (Argelia) desde 1976, año en el cual se proclamó la República Árabe Saharaui Democrática (RASD). Dicho modelo se
encuentra profundamente inspirado en las lecciones aprendidas de la experiencia de colonialismo, guerra, genocidio, ocupación,
exilio y refugio padecido por su pueblo, analizada a la luz del pensamiento crítico de autores como Franz Fanon o Paulo Freire. La
construcción cotidiana de su historia, la problematización de su realidad presente y su lucha liberadora, junto con el propio contexto
de descolonización, todavía pendiente en este territorio africano, se han convertido desde aquellos años, al mismo tiempo, en un
auténtico eje estructural de identidad, una reivindicación histórica, una carta de presentación al mundo y en la marca distintiva de la
“pedagogía refugiada saharaui”.

la oposición de un importante porcentaje de la población de este país. En el Parque
Nacional Yasuní residen grupos indígenas de contacto inicial con la cultura occidental
e incluso grupos indígenas no contactados, los mismos que se encuentran en
situación de aislamiento voluntario. La presencia de estos grupos dificulta la
explotación del petróleo pues ya no sólo se trata de afectar directamente las riquezas
naturales de la reserva sino que también existen serias implicancias de afectación
social y cultural. El actual gobierno ecuatoriano explotará el recurso sin hacer un
minucioso y previo Estudio de Impacto Ambiental que detalle las posibles
consecuencias de implementar este megaproyecto. El presente trabajo analiza las
implicancias socioambientales de su implementación. Utiliza la Evaluación de Impacto
Sociocultural (EIS), aplicando una novedosa propuesta metodológica, basada en el
análisis de participación, las dinámicas de poder e intereses, así como el análisis de
un conjunto de indicadores referidos a las barreras y estímulos para el cambio
sociocultural en contextos de ejecución y evaluación de proyectos de desarrollo.
Han sido diversas las dificultades encontradas, desde la necesidad de una potenciación de las
capacidades locales existentes hasta la redefinición de lógicas y políticas de cooperación a nivel nacional. El presente trabajo analiza este proceso de transferencia aún en marcha, planteando los componentes principales para el diseño de un modelo de optimización de gestión aún por implementar
Varias regiones peruanas, entre ellas, Huancavelica y Puno, tienen mayor porcentaje de desnutrición crónica en niños menores de cinco años y mayores tasas de mortalidad infantil, respectivamente, y sin embargo, no son precisamente las que invierten más en salud, a pesar de que en la mayor parte de
estas regiones se desarrollan actividades mineras a cargo de empresas transnacionales. Se detectó falta de capacidad de gestión presupuestal y operativa en el personal a cargo del trabajo sobre inversión pública en salud. El Sistema
Nacional de Inversión Pública tiene problemas estructurales, entre ellos, desarticulación de la perspectiva sistémica integral, insuficiencia de mecanismos de planificación, seguimiento y evaluación y poca participación de la población
destinataria.
Para optimizar la inversión pública en salud y alcanzar mejores resultados sanitarios, es necesario llevar a cabo una reestructuración técnica y conceptual del Sistema Nacional de Inversión Pública, incorporándole indispensables componentes de eficiencia social, calidad y solidaridad.
