This commentary reflects on the potential of European Union institutions to address the continent... more This commentary reflects on the potential of European Union institutions to address the continent’s crisis of housing affordability, which was well underway before the COVID-19 pandemic and has been exacerbated in its wake. Despite having no direct competencies in housing policy, European Union norms and policies shape housing conditions in significant ways. The greater level of public spending on housing renovation enabled by the 2021–2027 multiannual financial framework and NextGeneration European Union funding signals a welcome shift away from austerity. However, investment alone is not enough to advance the right to housing and may even reinforce existing inequalities. Plans like the Renovation Wave and the Affordable Housing Initiative must strive not only for climate neutrality but also for housing cost and tenure neutrality. Beyond pandemic recovery plans, this commentary argues that a more thorough departure from the market-based approach underlying the European Union’s institutionality is needed to tackle the roots of the current housing problematic.

Cooperative housing is experiencing a resurgence of interest worldwide. As a more democratic and ... more Cooperative housing is experiencing a resurgence of interest worldwide. As a more democratic and affordable alternative to dominant housing provision, it is often heralded as a blueprint for ‘housing commons’. Despite its long history, however, cooperative housing has rarely gone beyond a ‘niche’ in the housing market. Recent critical housing scholarship is beginning to address this marginalisation and understand how a more widespread development of the sector can be supported. In times and places where cooperative housing has expanded beyond a ‘niche’ solution, the role of the state, through policy making at national, regional and municipal scale, stands out as an important enabling factor. Drawing on ten international cases, this study presents a framework for a rigorous and politically meaningful comparative approach to public-cooperative policy mechanisms for ‘housing commons’. Three key phases in the housing process (production, access and management, and maintenance of the model in time) are identified and discussed through concrete examples of policy areas and mechanisms. The article contributes to scholarship on cooperative housing policy making and ‘housing commons’ and argues for a shift in attention to questions of accessibility over time, and the thorny issue of permanent decommodification.

Mortgage debt and concomitant forms of financial expropriation continue their largely uncontested... more Mortgage debt and concomitant forms of financial expropriation continue their largely uncontested expansion across the social terrain. The atomisation of debtors and commodity fetishism are two key factors that underpin this process. The collective and partially de-commodified character of mutual-aid housing cooperatives in Uruguay and their conflict-ridden mortgage debt relations provide a contrasting, reverse mirror image. This paper analyses how in the case of a collective debtor, the spatial fixity and temporal uncertainties that result from the establishment of mortgage debt relations can work against the creditor. Housing cooperatives make up a geography of spaces that are opaque to the creditor, in the sense that mortgage debtors cannot be individually identified and pursued. Once homes are constructed and inhabited, the creditor’s debt claims can be collectively challenged. In the context of the most recent mortgage payment strike (2001–2011) carried out by the Uruguayan Federation of Mutual-Aid Housing Cooperatives, what is presumed a voluntary contract between equal parties is revealed as a power struggle between owners and non-owners of capital. This atypical case provides an opportunity to empirically attest to the political nature of creditor–debtor relations, often rendered socially invisible due to the extreme power imbalance between counterparties.

Improving the habitat of residents in central‐city neighbourhoods without simultaneously gentrify... more Improving the habitat of residents in central‐city neighbourhoods without simultaneously gentrifying these is becoming a pressing dilemma in right‐to‐housing and right‐to‐the‐city agendas, both in the global North and the global South. This article explores what possibilities limited‐equity housing cooperativism can bring to the table. Insights are drawn from two urban ‘renewal’ processes in which limited‐equity housing cooperatives have played an important role: in Vesterbro (Copenhagen) and Ciudad Vieja (Montevideo). The article analyses the everyday politics within and around these cooperatives through a broader institutional and political‐economy lens. This approach sheds light on mechanisms of inclusion and exclusion that operate within these cooperatives, as well as on the processes through which they have been directly and indirectly implicated in the displacement of low‐income neighbours. Despite providing a grassroots housing alternative for local ‘non‐owners’, individual cooperatives participate in, and are vulnerable to, urban transformations that traverse multiple scales. They are inserted, moreover, within wide‐ranging unequal social structures that the cooperative’s formal equality has limited tools to offset. The ways in which cooperatives interlink as a sector and how this sector relates to the state are two key dimensions to be considered in challenging capitalist‐space economies.

Public housing is a public sector that has been severely affected by privatization policies. Not ... more Public housing is a public sector that has been severely affected by privatization policies. Not so in Denmark, however, where public housing is not provided directly by the State but is run by independent housing associations: the “common housing” sector. This sector is the outcome of a compromise between the social-democratic movement and liberal-conservative parties in the 1920-30s. The social-democrats were politically too weak to implement their “municipal socialism” programme, which included (municipal) State-owned housing. This weakness, however, has in fact proven itself to be strength in the face of recent State-led privatization and mercantilization schemes. This experience problematizes the assumptions underlying the historical construction of the welfare State and its role in stewarding resources that are put in common, particularly in the sphere of housing. Instituting the common beyond the direct reach of the State is a lesson that can be learnt from the demise of social-democratic welfare statism.

The default of the 2012 and 2030 Global Bonds during the early stages of the Alianza PAIS governm... more The default of the 2012 and 2030 Global Bonds during the early stages of the Alianza PAIS government in Ecuador is best understood in the context of the social conflicts that characterized the exhaustion of neoliberalism in the country and the struggle between different fractions of capital for the direction of the process of accumulation. The restructuring of external debt and the new wave of public borrowing facilitated a boost in public spending that spurred economic growth and provided a ‘fiscal pacification’ of social unrest and political instability. The movements in public debt have also been a lever for State and geopolitical repositioning that reflects a new moment in the correlation of social forces and hegemony in the world economy. In this new scenario, however, Ecuador has not overcome the structural imbalances and contradictions that underpin its external debt problematic.

A US Census Bureau survey in August showed that 8 million Americans were behind on rent, with 3.5 million of them stating that they were at risk of eviction. In the United Kingdom (UK), a large-scale survey carried out in May warned that 400,000 renting households (5% of all renters) had either been served an eviction notice or had been told they may be evicted. More than double that number expressed fear of eviction in the following months. In Spain, the Platform of People Affected by Mortgages (PAH, in Spanish) estimated in July that there were 80,000 households facing the risk of eviction, a figure that surpasses the evictions registered during the harshest year of the fallout from the previous financial crisis.

The relationship between online short-term rental platforms and local governments has proven itse... more The relationship between online short-term rental platforms and local governments has proven itself conflict-ridden. As these platforms deployed across the globe, cities were the first to feel the full force of their effects. Digital intermediation enabled processes of touristification that penetrated deep into the urban fabric, unfettered by existing regulations and zoning laws. In cities with high numbers of visitors, the reallocation of housing units to more profitable short-term stays has caused significant displacements of local tenants and reduction of the long-term residential stock. This has contributed to the emptying-out of historic neighbourhoods and the inflation of housing prices. Faced with popular discontent and protest, many municipal governments have implemented measures to contain and even reverse these trends. The tug-of-war between cities and platforms continues, as local authorities try to reign in what have now become global tech giants, with mostly uneven results.

Este CIDOB Briefings resume las principales herramientas jurídicas y políticas que pueden promover la vivienda cooperativa como alternativa tanto a la provisión de vivienda estatal como de mercado. Este informe parte de un proyecto de investigación comparada de diez estudios de caso: Dinamarca, Alemania, Austria, Suiza, Países Bajos, Reino Unido, Quebec, Uruguay, Italia (región de Lacio) y EE. UU. (Nueva York). El proyecto ha sido coordinado por La Dinamo Fundació, una fundación dedicada al fomento de la vivienda cooperativa en Cataluña, y se ha llevado a cabo en colaboración con el CIDOB y con investigadores internacionales (1).

El recurrente problema de la vivienda está ligado a la difícil coexistencia entre sus valores de ... more El recurrente problema de la vivienda está ligado a la difícil coexistencia entre sus valores de uso y su valor de cambio, entre sus funciones residenciales y lucrativas. A medida que los inmuebles residenciales devienen cada vez más centrales en la economía mundial como activos financieros, esta problemática se está agudizando. A su vez, la alternativa de provisión de vivienda estatal en alquiler se encuentra en retroceso en muchos de los países que más la habían impulsado. En esta coyuntura, está creciendo el interés en ámbitos académicos, activistas y de políticas públicas, por modelos de vivienda no mercantiles que vayan más allá de la tutela estatal. Esta mirada coincide con el surgimiento del paradigma de lo común (1) como alternativa a los procesos de mercantilización y privatización promovidos tanto por el mercado como por el Estado. Un paradigma que pensadores como Pierre Dardot y Christian Laval (2015) caracterizan como lo público no estatal, que no puede ser apropiado ni de forma privada, ni por el Estado. El cooperativismo de vivienda aúna prácticas e imaginarios que resuenan en este contexto. Un repaso crítico de la evolución de este modelo de vivienda, en los lugares en los que más se ha desarrollado (sobre todo en Europa, pero también en Asia y el continente americano) apunta a las formas en las que el cooperativismo puede devenir una articulación institucional de lo común en este ámbito.

Alhora, però, un 20% pertany al sector de “l’habitatge comú” (almene boliger), una confederació de 550 associacions d’habitatge sense ànim de lucre amb més de 7.000 conjunts residencials. Fet indicatiu que l’esfera d’allò públic s’ha desenvolupat més enllà d’allò estatal. A més, un 7% pertany a “cooperatives d’habitatge privades” (privat andelsboligforening).

The urban commons is a concept that has gained popularity in recent years to account for collecti... more The urban commons is a concept that has gained popularity in recent years to account for collective alternatives to capitalist urban political economies. This chapter engages with cooperative housing as a practical manifestation of the urban commons and brings to relief the key dimensions that shape its accessibility, scale, and resilience, as well as its interaction with wider urban processes. The empirical backdrop for the analysis is the experiences of housing cooperativism in Barcelona, Copenhagen, and Montevideo. In these cities, cooperative housing has expanded in the context of favourable policy environments and has better preserved its collective and (partially) decommodified characteristics when nested within multi-scalar and multi-stakeholder organisational and institutional frameworks. An urban sociological approach here contributes to better grasping the interplay between structure and agency in the development of cooperative housing commons.

Frases hechas como “hemos vivido por encima de nuestras posibilidades” y “hay que apretarse el ci... more Frases hechas como “hemos vivido por encima de nuestras posibilidades” y “hay que apretarse el cinturón”, parecen haber encontrado hueco en el lenguaje de la sabiduría popular, introducidas por la insistencia de los medios de comunicación de masas y sustentadas por el análisis aparentemente científico de “expertos” economistas. Lejos del ruido y frenesí mediático, una pequeña radio comunitaria se propone explorar los elementos que configuran el prisma con el que interpretamos la realidad y con el que se conforma el sentido común de una sociedad acuciada por la crisis económica y la pérdida de derechos sociales. El discurso que se emite desde las facultades de economía y los think tanks más influyentes, entra en conflicto con el saber que se gesta en los márgenes de las esferas de producción de conocimiento oficialmente reconocidas. En esta encrucijada, lo que está en juego va mucho más allá del plano de la ideas.
