Mit dieser Forderung befeuerte Bundespräsident Gauck auf der Münchner Sicherheitskonferenz 2014 die bereits bei dem Amtsantritt von Außenminister Frank-Walter Steinmeier angestoßene Debatte über die Zukunft deutscher Außenpolitik. Ob und inwiefern der so begonnene Selbstverständigungsprozess tatsächlich von einer „neuen“ deutschen Außenpolitik zeugt, wird in diesem Band aus verschiedenen Perspektiven beleuchtet. Autoren aus dem politischen und akademischen Kontext diskutieren diese Frage sowohl im Hinblick auf grundlegende begriffliche Spannungsverhältnisse des Diskurses, dem historischen und gesellschaftlichen Fundament, als auch bezüglich der grundlegenden außenpolitischen Instrumente und Ziele deutscher Außenpolitik.

Ausgehend von einem sozialtheoretisch fundierten Begriff politischer Öffentlichkeit fasst dieser Beitrag die deutsche Afghanistandebatte als einen Prozess der Selbstverständigung über Probleme, Handlungsmöglichkeiten und Entscheidungen, d. h. als einen Prozess der Sicherheitskommunikation, auf. Der Beitrag untersucht öffentliche Selbstverständigungsprozesse auf der Basis rekonstruierter Narrative. Es wird argumentiert, dass die deutsche Sicherheitskommunikation vor dem Hintergrund eines deliberativen Demokratieverständnisses deutliche Defizite aufweist, weil Debatten häufig von Fixierungen geprägt sind, die zwischen den Extremen einer lähmenden Betroffenheit im Angesicht des Todes und einer genauso abgehobenen wie abstrakten Argumentation im Vokabular der „nationalen Interessen“ changieren. Abstract Accusations that the Afghanistan deployment was not properly “explained” to the German public are ubiquitous. Based on a theoretically informed notion of politics as contentious public deliberation, this article conceives of the German Afghanistan debate as a process of collective self-reflection about problems, options, and decisions in the field of security policy, here defined as a process of security communication. The article closely examines how the German public reflects on its choices based on a reconstruction of dominant narratives. We argue that security communication is severely deficient against the backdrop of a deliberative understanding of democracy because debates are short-circuited due to fixations which range from immediate feelings of dismay in the face of loss in society all the way to aloof notions of “national interest.”
