Dr. Uğur Özcan, born in 1977 in the Çifteler district of Eskişehir, Turkey, completed his primary education in Eskişehir and his secondary and high school education in Ankara. He earned his undergraduate degree in History from Süleyman Demirel University in Isparta in 1999. In 2004, he completed his MA at Eskişehir Osmangazi University. Between 2001 and 2003, Dr. Özcan pursued language studies in Los Angeles, California, USA.
He obtained his Ph.D. in 2009 with a dissertation titled "Political Relations between the Ottoman Empire and Montenegro during the Hamidian Era" (II. Abdulhamid Dönemi Osmanlı-Karadağ Siyasi İlişkileri) at Süleyman Demirel University in Isparta. Dr. Özcan began his academic career as an Assistant Professor in the History Department of Kırşehir Ahi Evran University. In early 2013, he was appointed as a full-time Assistant Professor at Istanbul University's Eurasia Institute. By March 2015, he had been promoted to Associate Professor at Istanbul University, where he lectured on Balkan History at the MA level. That same year, he transitioned to the Institute of Atatürk Principles and Revolution History at Istanbul University, where he conducted research and published extensively on Modern Ottoman History and Balkan studies, with a particular focus on Montenegro, until September 2016.
In 2019, Dr. Özcan was awarded the IEE-SRF scholarship, enabling him to serve as a visiting scholar at Friedrich-Schiller University of Jena in Germany. The following year, he received a prestigious scholarship from the Philipp Schwartz-Initiative of the Alexander von Humboldt Foundation. Currently, Dr. Özcan continues his research at the Historical Institute of Friedrich-Schiller University of Jena as a Gerda-Henkel Foundation Fellow. He is also a member of the Zentrum für Mittelmeerstudien (Center for Mediterranean Studies) at Ruhr University Bochum in Germany.

1908 yılında II. Meşrutiyet’in ilanıyla birlikte Balkanlar’da II. Abdülhamid etkisi ve onun kurmaya çalıştığı denge politikası sarsılmış, iki devlet ilişkileri bozulmaya başlamıştır. Balkan Savaşları, ardından başlayan Birinci Dünya Savaşı iki devletin de sonunu getirmiştir. Büyük Savaş sonrası sessizliğe bürünen Karadağ-Türk ilişkileri 2006 yılında yapılan bir referandumla Karadağ’ın Sırbistan’dan ayrılmasıyla tekrar filizlenmiştir. Karadağ’ı ilk tanıyan devletlerden biri Osmanlı’nın çöküşünün ardından kurulan Türkiye Cumhuriyeti olurken başkent Podgorica’da Türk Büyükelçiliği 2008 yılında açılmıştır. 2008 yılından bugüne ülkede toplam 3 Türk büyükelçisi akredite olmuştur. Büyükelçiliğin tesisi ile doğrudan başlayan diplomatik ilişkiler kısa sürede sonuç vermeye başlamış ve iki ülke arasında ekonomik, siyasi, kültürel vs. alanlardaki ilişkiler gelişme kaydetmiştir.
Elinizdeki kitapta, Osmanlı’dan günümüze Türk Hariciyesinde sefirlik müessesenin modernleşme süreci ve Osmanlı-Karadağ/Türkiye-Karadağ ilişkilerinde sefirlerin-büyükelçilerin oynadığı rol ve faaliyetlere yer verilmiştir. Çetine Sefaret-i Seniyyesi’nden Podgorica Büyükelçiliği’ne Türk-Karadağ diplomasisinin seyrinin arşiv belgeleri ışığında ve daha önce hiçbir yerde yayımlanmayan fotoğraflar eşliğinde anlatıldığı bu kitabın günümüz devlet adamları, diplomatları ve tarihçileri için önemli bir kaynak olması dileğiyle.

XIX. yüzyılda balkanlarda yaşan iki toplum olan Rumlar ve Arnavutların birbirinden farklı başlık paraları uygulamaları vardır. Bunlardan Rumlar, erkek tarafına “drahoma” adında başlık parası öderken Arnavutlarda tam tersine başlık parasının kız tarafına verilmesi söz konusudur. Başlık parası, her iki toplumda da çeşitli sosyal olaylara neden olmaktadır. Rumlarda yurtdışına göç ve evlilik yaşının ilerlemesi olarak görülen bu etki, Arnavutlarda, ailelerin gurunun söz konusu olduğu kan davalarına kadar giden olaylar olarak göze çarpmaktadır. Bu durum her iki toplumda 20. yüzyılın büyük bir bölümünde devam etmiştir.

Bu iki toplum arasında ve kendi toplumları içinde meydana gelen kan davalarını bitirmek ve sonlandırmak ise hiç kolay olmamıştır. Bunun için Karadağ ve Osmanlı Devleti çeşitli ortak komisyonlar kurmuş ve kan davalarını sonlandırmaya çalışmışlardır. Bu organizasyonlardan birisi de Müsâlaha-İ Dem komisyonlarıdır. Balkanlarda barışı sağlama adına yapılan bu çalışmaların olumlu neticeler verdiği görülmüştür. Bu tebliğimizde Müsalaha-i Dem Komisyonlarından bahsedilerek Balkanlarda bu kurumun işleyişine ve faaliyetlerine değinilecektir. Ayrıca bu organizasyonun benzer sorunlarla boğuşan günümüz toplumlarına uygulanabilirliliği tartışılacaktır.
