Chiede per sé e per i propri colleghi studenti universitari il diritto alla libertà di espressione e di parola, aprendo la strada per altre battaglie in favore dei diritti civili.
Poco più di 50 anni dopo, un’altra generazione di giovani studenti universitari americani chiedono invece qualcosa all’apparenza di opposto, con un nuovo lessico per definire queste richieste: safe spaces e comfort zones dove sentirsi al sicuro da discorsi troppo urtanti, speech codes per regolamentare lezioni e dibattiti in università e trigger warning per essere avvisati da parte dei docenti qualora intendano affrontare argomenti controversi o che in qualche misura potrebbero generare in loro una situazione emotivamente complessa. Una tendenza che si sta espandendo velocemente anche in Europa.
Ma che cosa accade all’università se, proprio in questo luogo preposto alla formazione dei giovani e alla ricerca, vengono limitati gli spazi di libertà per le idee e il dialogo? Quali sono i rischi di escludere dal dibattito accademico le questioni più controverse? Perché è importante, invece, dal punto di vista pedagogico, difendere e rilanciare la libertà di espressione non solo nelle università, ma in ogni sede dove è possibile?

Ora, dopo il Covid-19, aumentano le espressioni tipo “catastrofe educativa”. Nonostante la crescita degli investimenti a livello globale in istruzione e il richiamo proveniente da più settori della società a prospettive di life long learning, assistiamo, infatti, al proliferare di situazioni che testimoniano una serie di profondi fallimenti educativi. Dai drop out ai NEET, da fenomeni di intolleranza contro il diverso fino ad atteggiamenti di dipendenza, se non addirittura, nei casi più estremi, episodi autodistruttivi che coinvolgono giovani e adolescenti in misura crescente.
Questo volume propone una serie di percorsi di ricerca pedagogica sul crinale dell’attualità, indagando questioni, temi e contesti in cui si rintraccia la necessità di un riscatto della ragione educativa e di un rilancio della prospettiva pedagogica. Il testo vuole innanzitutto indagare l’identità complessa, multiforme e in evoluzione della pedagogia generale oggi, attraverso le sfide che è chiamata ad accogliere nell’attuale società e nei diversi contesti educativi di istruzione, di formazione e di cura.

La precarietà del corpo docente è divenuta ormai sistemica. Del resto, soprattutto in determinate discipline e aree geografiche del paese, gli aspiranti docenti sono lasciati in balìa di procedure di selezione incerte e farraginose. Ma come è stato possibile arrivare a una simile situazione?
Qual è stato il percorso storico, nel nostro Paese, della formazione iniziale e del reclutamento degli insegnanti? Quanto pesa ancora questo percorso sulle scelte di oggi? Perché? Quali sono i paradigmi pedagogici non anacronistici che possono invece sottendere una formazione iniziale ed un reclutamento dei docenti che raccolga la sfida dei tempi? Perché, in particolare, rivendicare, per questo, una strutturale circolarità tra teoria e pratica, tra scuole e università, tra orientamento educativo e professionale? E, infine, perché il contrario non solo è inattuale, ma autolesionistico?

L’evoluzione storica, i paradigmi pedagogici e l’attuale conformazione del sistema di formazione ... more L’evoluzione storica, i paradigmi pedagogici e l’attuale conformazione del sistema di formazione iniziale e di reclutamento degli insegnanti in Inghilterra dovrebbe suscitare numerosi spunti di riflessione per noi italiani. E forse, speriamo, anche di azione. Tra gli aspetti più interessanti, la pluriformità dei percorsi di accesso all’insegnamento, il rapporto sistematico tra teoria e pratica, le forme di collaborazione tra istituzioni scolastiche e università. Questi e altri elementi contribuiscono a formare un modello molto distante da quello non solo vigente nel nostro Paese, ma anche in fase di attuazione dopo la legge 107/2015. In Italia, infatti, continua a regnare un centralismo che prevede percorsi di formazione iniziale per gli insegnanti uniformi, lunghi, costosi e incerti, una faticosa e alambiccata relazione tra teoria e pratica, una mai interrotta diffidenza tra scuola e università. Allora perché non guardare come si risolvono in casa d’altri gli stessi problemi quantitativi e qualitativi che abbiamo anche noi? Il caso inglese fornisce numerosi spunti in proposito. Per non ripetere errori del passato e affrontare al meglio le sfide del futuro.

La tutela del diritto all’istruzione delle persone con disabilità è al centro dell’attenzione da ... more La tutela del diritto all’istruzione delle persone con disabilità è al centro dell’attenzione da parte delle istituzioni nazionali ed internazionali ormai da parecchi decenni, almeno a partire dalla Dichiarazione dei diritti delle persone con disabilità approvata dall’Assemblea Generale dell’ONU il 9 dicembre 1975. Anche nel nostro Paese, così come in numerosi stati membri dell’Unione Europea, l’evoluzione normativa dell’integrazione scolastica degli studenti con disabilità ha subito negli ultimi anni importanti interventi da parte del legislatore, del Ministero dell’Istruzione. Su tutte, rimangono norme primarie di riferimento la legge n. 104 del 1992 sulla disabilità, la legge n. 170 del 2010 e le successive integrazioni per gli alunni con Disturbi Specifici di Apprendimento (DSA) e la legge n. 53 del 2003 sul tema della personalizzazione. Accanto a numerosi provvedimenti normativi, la stessa giurisprudenza costituzionale e amministrativa sono intervenute più volte per meglio definire e declinare la singola portata delle norme in questione.
Il testo, dopo aver ripercorso le principali tappe dell’evoluzione storica della normativa e delle politiche riguardanti l’integrazione scolastica delle persone con disabilità, offre un quadro aggiornato (compresi i recenti decreti attuativi della legge n. 107/2015) della materia approfondendo – anche grazie alle più importanti e recenti pronunce giurisprudenziali – il tema dell’integrazione scolastica delle persone con disabilità, dell’inclusione delle persone con Disturbi Specifici dell’Apprendimento (DSA), con Bisogni Educativi Speciali (BES) e degli alunni stranieri. Non mancano, inoltre, cenni comparati utili ad allargare lo sguardo sugli altri paesi europei.

«Chi è incaricato dell’istruzione: l’individuo, lo Stato o la società civile?». O ancora, «lo Stato dovrebbe gestire completamente l’istruzione o piuttosto condividere l’erogazione di questo servizio pubblico con il terzo settore e realtà del privato sociale?». Domande come queste costituiscono il filo rosso che percorre l’intero impianto del saggio di Ashley Berner.
Un testo che mira a mettere in discussione molti dei paradigmi culturali, ordinamentali e pedagogici che hanno retto finora il sistema d’istruzione pubblico americano, al fine di superare «un assetto politico-istituzionale che privilegia lo Stato sulla società civile e un pensiero pedagogico tenacemente trincerato su posizioni che – ancorché involontariamente – rafforzano le divisioni di classe e svantaggiano gli alunni più bisognosi». Se questo capita per gli Usa si può immaginare quanto valga per un sistema molto statalista e allo stesso tempo iniquo come quello italiano. Il libro permette dunque di ri-pensare criticamente posizioni date per scontate da decenni senza in realtà esserlo affatto.

European education systems are facing tricky challenges; both the aims and the structures of them... more European education systems are facing tricky challenges; both the aims and the structures of them must be rethought from the roots. The European education systems (and, above all, the Italian one) leave many students behind intellectually, civically and morally. Educational leaders disagree about why this is so. Teacher education policies could have a great impact in facing these educational challenges. The topic is debated in many EU countries where education policymakers are wondering even more frequently about the best ways to attract young, prepared, and motivated graduates to the teaching profession. Through an analysis of the Italian and English legislation and policy documents, this paper will draw a comparison between the two countries, highlighting some of the main recent reforms and future prospects concerning teacher education policies, in order to think out of the box and learn from each other about what matters and what works in different contexts, and imagine new paths and future prospects for a better initial teacher education system.

This creates a social exchange space, where members establish a communal identity through their mutual cooperation.
For this reason, networking, working in groups and community actions are methods that must be dealt with strategic skills. However, neither the technology nor the technique are enough to make people work together. Therefore, in relation to contemporary theories of human cooperation Aristotle’s concept of philìa becomes important in the modern political context and collaboration and entrepreneurship are really successful only if the debate on competencies is preceded by some prerequisites, which are a conditio sine qua non for ensuring the effectiveness of the technical skills themselves. The road had already been marked in the fourth century BC by the Greek historian Xenophon in his Socratic dialogue Oeconomicus, which strongly draws the essential antecedence of ethics in every speech about management. But how much of this “classical” perspective remained—in terms of awareness and effective use—related to the word “competence”? In 2006 the European Commission started a discussion about the increase of entrepreneurial spirit and several governments aim even more at fostering self-employment and job creation by investing in entrepreneurial education not only at the secondary education level, but also at the higher education level. Therefore, recovering those prerequisites, identified by Xenophon and which involve a sphere of values, allows to embrace and revive a pedagogical perspective centered on the human person.

L’impatto delle decisioni giurisprudenziali all’interno dei sistemi di istruzione e formazione re... more L’impatto delle decisioni giurisprudenziali all’interno dei sistemi di istruzione e formazione registra un aumento pervasivo e costante, tanto in Italia quanto all’estero.
All’interno di questa più ampia e generalizzata tendenza, l’ambito delle scuole paritarie italiane risulta non di rado al centro delle aule dei tribunali, forse anche per il travagliato e non sempre lineare percorso storico-normativo che ha contraddistinto il riconoscimento giuridico del principio della parità scolastica nel nostro Paese, a partire dal carattere compromissorio della formulazione dell’art. 33 comma 3 della Costituzione. Se altrove l’attenzione della giurisprudenza sembra rivolta alle sfide legate al mutato contesto socio-culturale, in Italia le scuole paritarie si trovano ancora ad affrontare incertezze legate allo status e al loro collocamento all’interno dell’ordinamento, nonché alla loro ordinaria e quotidiana esistenza. Molti, infatti, sono gli aspetti ancora aperti e in fase di definizione, riconducibili attorno a tre grandi tematiche: l’impatto della normativa europea in termini di aiuti di Stato e la qualificazione delle scuole paritarie come “attività commerciali”; la vexata quaestio del finanziamento; i costi dell’integrazione scolastica degli alunni con disabilità nelle scuole non statali.

The early 21st century is an age in which freedoms seem to expand continuously and without limits... more The early 21st century is an age in which freedoms seem to expand continuously and without limits; in addition to the traditional market freedoms, there is freedom of choice related to gender, to sex, to family, to health, to life and to end of life—to name just a few domains that have embraced the ethos of individual freedom. Nonetheless, in this context of growing freedom for everybody, there is a particular freedom whose “domain” has been limited, especially in Italy: the freedom of choice related to school and education. The constraints placed upon freedom of educational choice defaults, perhaps unintentionally, to a standard orthodoxy enforced by the state and its supposedly omniscient bureaucracy.
What is meant by “school choice”? It means the freedom to choose the school, the teachers, the educators, the experiences, and the educational pathways that one supposes best for one’s children, without incurring legal and economic penalties. It also means accepting that the government may regulate the system of state and non-state schools (i.e., it sets out the rules and main goals in terms of the learning and educational values with which teaching institutions should comply). Yet, to balance this, the government, except in cases of exceptional and regulated substitution according to the subsidiarity principle, may not ordinarily manage the organization and functioning of state schools and—more evidently—of non-state schools through a centralized governmental administration. These activities should be left to the individual responsibility of schools, families, companies, private investors, and the institutions of civil society. Last but not least, “school choice” means that the government bears the key responsibility of checking that schools comply with the established rules and values, and that students receive a satisfactory education, and of then making the results of those checks transparent and available for the public. This way, the government can give families very useful information that equips them to make their school choice responsibly.

The article aims to present a peculiar experience inside the U.S. higher education system: a grou... more The article aims to present a peculiar experience inside the U.S. higher education system: a group of liberal arts colleges, called “Work colleges”, promoting the purposeful integration of Work-Learning-Service while helping to reduce the cost of education.
This experience, although limited in numbers and inserted into socio-territorial contexts partly different from those of our country, identifying some strong pedagogical paradigms, that are always able to link particular and general, useful and good, thought and action, person and community.
The case of the “Work Colleges” appears really interesting in order to promote the educational success of each one, in a perspective not only of employability but also of human and professional fulfillment throughout the entire life.
L'articolo mira a presentare un'esperienza peculiare all'interno del sistema di istruzione superiore degli Stati Uniti: un gruppo di college di arti liberali, chiamati "Work Colleges", che promuovono intenzionalmente l'integrazione tra scuola e lavoro, nell'ottica di una piena alternanza formativa, contribuendo nel contempo a ridurre il costo delle spese per l'istruzione.
Questa esperienza, anche se limitata nei numeri e inserita in contesti socio-territoriali in parte diversi da quelli del nostro Paese, permette di individuare alcuni importanti paradigmi pedagogici sottesi, in grado di collegare continuamente particolare e generale, utile e buono, pensieri e azioni, persone e comunità.
Il caso dei "Work Colleges" appare quindi davvero interessante per promuovere il successo formativo di ciascuno, in una prospettiva pedagogica non solo di mera occupablità, ma anche di piena realizzazione umana e professionale della singola persona, lungo tutto il corso della sua vita.

Gli obiettivi sarebbero da un lato quello di prevenire e scongiurare episodi di violenze e maltrattamenti, passati di recente alla ribalta mediatica anche nel nostro paese in diversi deplorevoli episodi; dall’altro quello di innalzare la qualità e l’efficacia dei servizi offerti, con i conseguenti benefici nella vita giovane e adulta di una persona.
È in questo contesto che si inserisce la nuova disciplina delle professioni educative e pedagogiche approvata allo scadere della scorsa legislatura (XVII).

Therefore, in relation to contemporary theories of human cooperation Aristotle’s concept of philìa becomes important in the modern political context and collaboration and entrepreneurship are really successful only if the debate on competencies is preceded by some prerequisites, which are a conditio sine qua non for ensuring the effectiveness of the technical skills themselves. The road had already been marked in the fourth century BC by the Greek historian Xenophon in his Socratic dialogue Oeconomicus, which strongly draws the essential antecedence of ethics in every speech about management. But how much of this “classical” perspective remained—in terms of awareness and effective use—related to the word “competence”? In 2006 the European Commission started a discussion about the increase of entrepreneurial spirit and several governments aim even more at fostering self-employment and job creation by investing in entrepreneurial education not only at the secondary education level, but also at the higher education level. Therefore, recovering those prerequisites, identified by Xenophon and which involve a sphere of values, allows to embrace and revive a pedagogical perspective centered on the human person.
All’interno di questa più ampia e generalizzata tendenza, l’ambito delle scuole paritarie italiane risulta non di rado al centro delle aule dei tribunali, forse anche per il travagliato e non sempre lineare percorso storico-normativo che ha contraddistinto il riconoscimento giuridico del principio della parità scolastica nel nostro Paese, a partire dal carattere compromissorio della formulazione dell’art. 33 comma 3 della Costituzione. Se altrove l’attenzione della giurisprudenza sembra rivolta alle sfide legate al mutato contesto socio-culturale, in Italia le scuole paritarie si trovano ancora ad affrontare incertezze legate allo status e al loro collocamento all’interno dell’ordinamento, nonché alla loro ordinaria e quotidiana esistenza. What is meant by “school choice”? It means the freedom to choose the school, the teachers, the educators, the experiences, and the educational pathways that one supposes best for one’s children, without incurring legal and economic penalties. It also means accepting that the government may regulate the system of state and non-state schools (i.e., it sets out the rules and main goals in terms of the learning and educational values with which teaching institutions should comply). Yet, to balance this, the government, except in cases of exceptional and regulated substitution according to the subsidiarity principle, may not ordinarily manage the organization and functioning of state schools and—more evidently—of non-state schools through a centralized governmental administration. These activities should be left to the individual responsibility of schools, families, companies, private investors, and the institutions of civil society. Last but not least, “school choice” means that the government bears the key responsibility of checking that schools comply with the established rules and values, and that students receive a satisfactory education, and of then making the results of those checks transparent and available for the public. This way, the government can give families very useful information that equips them to make their school choice responsibly.

One of the great national emergencies is the number of young people who are "expelled" from the education and training system. What are the causes? And how important is the issue of boredom related to these data? What are the suggestions for an educational re-start? Pedagogical reflections and perspectives.
This experience, although limited in numbers and inserted into socio-territorial contexts partly different from those of our country, identifying some strong pedagogical paradigms, that are always able to link particular and general, useful and good, thought and action, person and community.
The case of the “Work Colleges” appears really interesting in order to promote the educational success of each one, in a perspective not only of employability but also of human and professional fulfillment throughout the entire life.
L'articolo mira a presentare un'esperienza peculiare all'interno del sistema di istruzione superiore degli Stati Uniti: un gruppo di college di arti liberali, chiamati "Work Colleges", che promuovono intenzionalmente l'integrazione tra scuola e lavoro, nell'ottica di una piena alternanza formativa, contribuendo nel contempo a ridurre il costo delle spese per l'istruzione.
Questa esperienza, anche se limitata nei numeri e inserita in contesti socio-territoriali in parte diversi da quelli del nostro Paese, permette di individuare alcuni importanti paradigmi pedagogici sottesi, in grado di collegare continuamente particolare e generale, utile e buono, pensieri e azioni, persone e comunità.
Il caso dei "Work Colleges" appare quindi davvero interessante per promuovere il successo formativo di ciascuno, in una prospettiva pedagogica non solo di mera occupablità, ma anche di piena realizzazione umana e professionale della singola persona, lungo tutto il corso della sua vita.
È in questo contesto che si inserisce la nuova disciplina delle professioni educative e pedagogiche approvata allo scadere della scorsa legislatura (XVII).
Poco più di 50 anni dopo, un’altra generazione di giovani studenti universitari americani chiedono invece qualcosa all’apparenza di opposto, con un nuovo lessico per definire queste richieste: safe spaces e comfort zones dove sentirsi al sicuro da discorsi troppo urtanti, speech codes per regolamentare lezioni e dibattiti in università e trigger warning per essere avvisati da parte dei docenti qualora intendano affrontare argomenti controversi o che in qualche misura potrebbero generare in loro una situazione emotivamente complessa. Una tendenza che si sta espandendo velocemente anche in Europa.
Ma che cosa accade all’università se, proprio in questo luogo preposto alla formazione dei giovani e alla ricerca, vengono limitati gli spazi di libertà per le idee e il dialogo? Quali sono i rischi di escludere dal dibattito accademico le questioni più controverse? Perché è importante, invece, dal punto di vista pedagogico, difendere e rilanciare la libertà di espressione non solo nelle università, ma in ogni sede dove è possibile?
Questo volume propone una serie di percorsi di ricerca pedagogica sul crinale dell’attualità, indagando questioni, temi e contesti in cui si rintraccia la necessità di un riscatto della ragione educativa e di un rilancio della prospettiva pedagogica. Il testo vuole innanzitutto indagare l’identità complessa, multiforme e in evoluzione della pedagogia generale oggi, attraverso le sfide che è chiamata ad accogliere nell’attuale società e nei diversi contesti educativi di istruzione, di formazione e di cura.
Qual è stato il percorso storico, nel nostro Paese, della formazione iniziale e del reclutamento degli insegnanti? Quanto pesa ancora questo percorso sulle scelte di oggi? Perché? Quali sono i paradigmi pedagogici non anacronistici che possono invece sottendere una formazione iniziale ed un reclutamento dei docenti che raccolga la sfida dei tempi? Law No. 107/2015 promoted a number of reform measures of the education system in Italy. To what extent do these measures affect private schools? What is the approach that has led to these reform measures? Is the system of private schools a problem (to be solved) or a resource (to be enhanced)?
Anche nel nostro Paese, così come in numerosi membri dell’Unione europea, l’evoluzione normativa dell’integrazione scolastica degli studenti con disabilità ha subito negli ultimi anni importanti interventi da parte del legislatore e del Ministero dell’istruzione. Su tutte, rimangono norme primarie di riferimento la legge n. 104 del 1992 sulla disabilità, la legge n. 170 del 2010 e successive integrazioni per gli alunni con disturbi Specifici di apprendimento (DSA) e la legge n. 53 del 2003 sul tema della personalizzazione. Accanto a numerosi provvedimenti normativi, la stessa giurisprudenza costituzionale e amministrativa sono intervenute più volte per meglio definire e declinare la singola portata delle norme in questione.
The defense of the right to education for disabled persons is one of the major focus of national and international institutions from several decades, since the adoption of the Declaration on the Rights of Disabled Persons by the UN General Assembly on 9 December 1975. In the last few years the regulatory evolution of inclusive education of students with disabilities has suffered essential interventions by the policy-maker and the Minister of Education in our country as well as in many European Member States. The most important rules remain Law No. 104/1992 on disability, Law No. 170/2010 and subsequent modifications for students with Specific Learning Disability (SLD) and Law No. 53/2003 on the issue of personalization. In addition to many legislative measures, the constitutional and administrative laws have intervened several times in order to better define the single scope of the rules at issue.
Il volume si apre con il racconto della storia di Little Eden dalla sua fondazione fino ai giorni nostri, con un’attenzione particolare alle travagliate vicende storiche del Sudafrica e alle relative evoluzioni del contesto sociale, culturale e politico.
Nella seconda parte, invece, sono indagate dal punto di vista della sostenibilità pedagogica le attività educative portate avanti nel corso degli anni da Little Eden. Si rintraccia nello sguardo alla singola persona e all’integralità delle sue esigenze il centro unificatore che ha contraddistinto gli interventi messi in campo dal centro sudafricano.
Infine, partendo da quello che Little Eden è oggi e ripercorrendone, anche grazie a numerose testimonianze dirette, la sua storia, nell’ultima parte del contributo ci si interroga sulle prospettive future di miglioramento.
Come ha scritto Giuseppe Bertagna nella prefazione del volume, tale progetto guarda non più alla «vecchia logica di un sapere accademico separato dall’esperienza e dalla vita. Anzi, lo sforzo di procedere al contrario: partire dalle esperienze educative che gli studenti compiono (…) e scoprire le dimensioni teoriche implicite ed esplicite che tali esperienze contengono».
(Cedefop, 2021). Cultural reasons and rigid regulations prevent many Italian Universities from opening their courses to dual paths. A qualitative research highlights the strengths and weaknesses of a pioneering apprenticeship programme for undergraduates, which has been launched in 2017 by the University of Bergamo. The apprenticeship programme which is taking place at this University represents an excellent learning opportunity, both for apprentices and employers, but it seems that its results depend more on apprentices’ effort to link work experience to scientific knowledge, than specific didactic or organizational arrangements. Teachers’ and apprentices’ collaboration should be improved, also creating formal occasions to interrelate academic studying and work practice, while all stakeholders involved have to empower tutors’ role as cross-institutional figures, which can ask for study plan’s customization and training on the
job implementation.
