En la presente tesis se analiza la prefactibilidad técnica del sector de Alto Portezuelo para la ... more En la presente tesis se analiza la prefactibilidad técnica del sector de Alto Portezuelo para la disposición final de residuos sólidos domiciliarios y asimilables. De acuerdo a los estudios de ingeniería realizados en el sector y a las proyecciones de volúmenes de residuos sólidos generados en la ciudad, se determina la implementación de un vertedero controlado de alta densidad, como alternativa a la disposición de residuos que se realiza en los vertederos sanitarios convencionales. Este sistema de vertido incorpora una planta de tratamiento donde se realiza el proceso de segregación, clasificación y reciciaje de un 20% sobre la fracción orgánica e inorgánica de residuos ingresados, quedando excluidos los residuos peligrosos o industriales no asimilables. Los residuos que no son reciclados (residuos de rechazo), son comprimidos en prensas a una densidad de 1000 kgIm3, obteniéndose poliedros regulares o balas de alta densidad para su posterior transporte y disposición en pilas sobre terrazas o plataformas de tierra, previamente compactadas y estabilizadas con sistemas de impermeabilización de HDPE y chimeneas de migración pasiva de biogás. Finalmente, se realiza una estimación aproximada en valor presente de los costos asociados a la implementación de la planta de residuos sólidos y en la construcción, la operación y cierre del vertedero controlado de alta densidad.

Según la información estadística disponible, se estimó la población generadora de residuos considerando tanto la población empadronada como estacional. Se aplicó un criterio combinado para determinar los valores punta de residuos generados, discriminando valores extremos (bajo 5% o sobre 95%) y considerando la sumatoria de residuos generados diariamente en semanas o meses móviles. Para el período 2006 – 2009 se obtuvo, en el conjunto de los 11 municipios, una tasa de generación per cápita de 418 kg/hab/año y valores de factor punta y mínimo mensual de 1,16 y 0,88, globales para las corrientes de residuos estudiadas. This paper proposes a methodology for the evaluation of two basic parameters in the analysis and ... more This paper proposes a methodology for the evaluation of two basic parameters in the analysis and design of equipment in household waste management systems: the waste generation rate and its variability, characterized by peak generation factors. To effectively analyze the behavior of the population, it is proposed to calculate the per capita generation rate based on the total population responsible for generating waste (the long-term residents as well as seasonal population) in the municipality. Peak generation factors relate maximum and minimum values, during a given period of time (day, week, and month) with its equivalent average generation. To calculate them the extreme values must be excluded and the moving intervals throughout the year considered. With this methodology, the generation of household waste in 11 municipalities in a Spanish region from 2006-2009 was studied, considering the selectively collected (light packaging, paper/cardboard and glass) as well as the fraction of mixed waste. In the group of municipalities, a per capita generation rate of 403 kg/capita/year and the peak and minimum monthly generation factors of 1.22 and 0.86 were obtained for the global waste streams considered in the study. The importance of the seasonal population on the household waste management system of a municipality is highlighted in the results. This shows that neither the per capita generation rate, nor the peak generation factors, correlate directly with the size of long-term resident population. These findings highlight the impact of the seasonal population (e.g. tourism) in environmental management systems. Nevertheless, the cost is passed, almost always onto the long-term resident population of the municipality.

This study proposes a methodology based on indicators reviewed by experts, that allowed assessing... more This study proposes a methodology based on indicators reviewed by experts, that allowed assessing and comparing municipal solid waste management (MSWM) systems used in different Spanish cities and other countries. This methodology allowed identifying faults and potential problems from a technical, economic, social and environmental point of view. For these purposes, the overall MSWM system was divided into four subsystems: 1) waste collection, 2) recovery and recycling of materials, 3) energy recovery and 4) waste disposal. The analysis of each subsystem was based on comparative assessment (benchmarking) of a set of indicators regarding seven criteria applied for each subsystems: 1) effectiveness, 2) coverage and capacity, 3) transport, 4) energy efficiency, 5) control of environmental impacts, 6) cost and 7) people directly involved on MSWM. These indicators were chosen according to their relevance, including those used for several government and intergovernmental environmental agencies. In addition, other indicators needed for each subsystem were created. Through a selection process based on expert opinion, final indicators and the rating scale for weighing were determined. The indicators matrix was weighted for integration into standardized assessments. The scoring system results in an assessment of the "health" of each subsystem according to each criterion, and at the same time, provides a general assessment of the integrated management system used or in parts considering each criterion. The application of this methodology seeks to not only evaluate the case studies, but also to set up an initial electronic database on waste indicators that allows benchmarking between systems.

Se expone la importancia de la población estacional sobre el sistema de gestión de residuos en municipios, mostrando que tanto la tasa de generación per cápita como los factores punta no tienen una relación directa con el tamaño de la población censada, debido esencialmente a que estos parámetros se ven afectados por la variación estacional de población. Se concluye que, en los municipios estudiados, existe una similitud entre los factores punta para diferentes corrientes de residuos.
