Fabio G. Santeramo received his MSc in Economics at Iowa State University (USA), and his PhD in Economics at the North Carolina State University (USA).

Since 2014 Fabio Santeramo has been at at the University of Foggia, as Assistant Professor and Associate Professor. Since 2018, he has been awarded the National Scientific Habilitation for Full Professor.

Fabio Santeramo has taught in Italy, in the Netherlands, and in USA; he has served as consultant for the CIHEAM, the FAO, te ICCT, the EU Commission, the IATRC, and the IFPRI; he has authored more than seventy peer-reviewed articles, and is coauthoring with more than thirty colleagues from Germany, Italy, Pakistan, Spain, Turkey, and the USA.

His research has been published in top field journals such as Applied Economic Perspectives and Policy, European Review of Agricultural Economics, Journal of Agricultural Economics, and Agricultural Economics.

The increasing policy interest and academic debates on non-tariff measures (NTMs) has stimulated ... more The increasing policy interest and academic debates on non-tariff measures (NTMs) has stimulated a growing literature on how NTMs affect agri-food trade. The empirical literature provides contrasting and heterogeneous evidence, with some studies supporting the 'standards as catalysts' view, and others favouring the 'standards as barriers' explanation. To the extent that NTMs can influence trade, understanding the prevailing effect, and the motivations behind one effect or the other, is a pressing issue. We review a large body of empirical evidence on the effect of NTMs on agri-food trade and conduct a meta-analysis to disentangle potential determinants of heterogeneity in estimates. Our findings show the role played by the publication process and by study-specific assumptions. Some characteristics of the studies are correlated with positive significant estimates, others covary with negative significant estimates. Overall, we found that the effects of NTMs vary across types of NTM, proxies used for NTMs, and levels of detail of studies. The estimated effects are also influenced by methodological issues and publication processes.

The relevance and the impact of experience in insurance markets are underinvestigated. From Itali... more The relevance and the impact of experience in insurance markets are underinvestigated. From Italian farm-level data we estimate a dynamic discrete-choice model of participation to investigate the role of experience. The methodology, coupled with exploratory analysis, allows one to compare how different sources of experience influence the crop insurance decision making process. We found that direct experience is a catalyst for insurance participation for medium and large farms. The experience indirectly acquired is also relevant, especially for small farms. Policy implications include the importance of information campaigns and of bolstering uptake to exploit the advantages of the inertia and spillover effects that emerge from experience.

The analysis is carried out on the EU prices of tomatoes and lemons and those of imports from some of the main competing countries on the EU domestic markets: Morocco, Argentina, and Turkey. It is based on the estimation of a threshold vector autoregressive econometric model that is shown capable of taking the workings of the import regime into account. The model shows that prices behave differently when import prices are above/below the trigger entry price. This article allowed to highlight the cases for which the isolation effect of EPS seems reached and the resulting stabilization effects.

The econometric analysis is based on testing and estimating a switching vector autoregressive model with endogenous threshold entry price level. The model shows the isolation effects and the accumulation of Standard Import Values (SIVs) above the trigger entry price. This paper contributes to clarify the role played by the EPS in avoiding or deterring low priced imports from main EU partner countries.

The analysis is conducted on tomato and cauliflower prices collected on main production and consumption European markets. We estimate an asymmetric threshold autoregressive econometric model and provide estimates of transaction costs and speeds of price transmission among spatially separated markets. We assess the average elapsing time for the transmission of price shocks. In eight of ten cases we found that spatial price transmissions is not symmetric. Moreover in most cases we conclude that tomato and cauliflower markets are not efficient. We convey interesting policy considerations for the fresh vegetables sectors. [JEL

Farmer Participation, Entry and Exit Decisions in the Italian Crop Insurance Programme

The factors affecting the demand for agricultural insurance in the USA have been extensively stud... more The factors affecting the demand for agricultural insurance in the USA have been extensively studied over the last two decades. However, the determinants of a farm's entry and exit decisions in the insurance market have received relatively little attention. Turnover in the insurance book of business is an important issue in most private and public crop insurance plans. Moreover, insurance markets in the EU are still largely under-investigated. We investigate empirically the determinants of crop insurance participation in Italy. We show that the participation rate is high for large firms and that it is negatively correlated with crop diversification, which is itself a form of insurance. High premiums tend to inhibit both entry and exit from the insurance market. Larger and wealthier farms are more likely to adopt insurance and renew coverage over time. We discuss implications of our results for public intervention and the private industry. In particular, we demonstrate that the decision to drop coverage by an insured grower may differ significantly from the corresponding decision to enroll in an insurance programme by an uninsured farmer. To the extent that policymakers want to encourage participation in subsidized crop insurance programmes, education and outreach efforts toward uninsured farmers may differ substantially from those directed toward keeping insured farmers enrolled in the programme. We investigate these differences.

In particular the role of perishability is not fully defined. We investigate the vertical price transmission for a heterogeneous group of fruits and vegetables that differ for their degree of perishability. The error correction model we estimate allows to conclude that asymmetries in vertical price transmission tend to vanish for perishable products.

A B S T R A C T Achieving a low-carbon and sustainable economy is a long-term goal that EU aims a... more A B S T R A C T Achieving a low-carbon and sustainable economy is a long-term goal that EU aims at achieving in the next few decades: the potential role of bioeconomy is likely to make the difference, and in particular, the EU aquaculture and the seafood processing industry has the potential to contribute substantially to the emergence of bioeconomies (for instance through new – niche-markets for bio-based products such as algae, etc). In this particular framework, understanding how to enhance cleaner and more sustainable consumption patterns is preliminary to the transition towards more equitable and sustainable markets. The present analysis investigates the role of consumers' attitudes with respect to sustainable attributes (namely food safety and respect of the environment) in order to suggest on their potential role to catalyze the transition toward bioeconomies. Up to date, empirical investigations on this issue are limited to few markets, and studies on aquaculture are particularly scant. The gap is reduced by the present analysis: it has been implemented a survey on fish consumers to investigate how their attitudes toward food safety and environmental issues tend to influence consumption choices, and it is shown that those attitudes are important determinants of consumers choices. Put differently, a cleaner and more sustainable supply chain (i.e through a safer, and environmental friendly product) is likely to enhance consumption of oysters. To the extent that policy makers, producers, and taxpayers are interested in enhancing sustainable bioeconomies, understanding the relevance of attitudes toward food safety and environmental sustainability is an important and pressing goal. The analysis, novel in its application to a high quality product, speaks in this direction and will help understanding how to accelerate the transition to sustainable bioeconomies.

Certification Labels Versus Convenience Formats: What Drives the Market in Aquaculture Products

A priority for the new Common Fishery Policy will be to enhance the competitiveness of EU aquacul... more A priority for the new Common Fishery Policy will be to enhance the competitiveness of EU aquaculture in compliance with high standards of consumer protection, animal welfare, and environmental sustainability. Consumer expectations in relation to food quality present new business opportunities for EU aquaculture producers who are willing to differentiate their products. In particular, new convenience formats and certification labels are likely to influence consumer choices. This study uses the choice experiment method to investigate consumer preferences and willingness to pay for new convenient formats and certification labels for oysters. Cross-sectional data were collected through a web-based consumer survey carried out in Italy in 2015. The main result of the study is that certification labels are decisively more effective than new convenient preparation formats to differentiate high-quality products. However, some heterogeneity was detected in consumer preferences.

We analyse the synergic relations between the domestic tourism in Italy and wine industry exploring data on flows of domestic tourism among the Italian regions and key indicators for the wine industry. The region of origin of tourists is a determining factor in the choice of destination; we also highlight the role of customer loyalty.
