To implement sustainable policies at the local level, a place-based, analytical approach is a necessary prerequisite to understanding territorial specificities and adapting the EGD challenges to local conditions and opportunities. Le città e i territori contemporanei sono sottoposti a processi di trasformazione strutturale dei... more Le città e i territori contemporanei sono sottoposti a processi di trasformazione strutturale dei loro assetti insediativi che conferiscono loro un carattere regionale, transcalare e interconnesso. I tessuti urbani si trasformano in un quadro di crescita dell’edificato oggi profondamente modificato e producono la proliferazione di spazi interclusi, intesi quali spazialità minori, comunemente interpretati come il retro della città pianificata e letti come territori ad alto degrado. Il lavoro di ricerca che presentiamo ha condotto un’esplorazione delle manifestazioni degli spazi interclusi in un’area di studio a due scale: quella dell’urbanizzazione della Toscana Centro-settentrionale e quella dell’Area metropolitana di Firenze-Prato.
La tesi sostenuta è che tali spazi possono assumere un ruolo significativo nella ridefinizione e riprogettazione dello spazio urbano e della qualità della vita al suo interno, essendo luoghi in cui, generalmente, si addensano le principali trasformazioni contemporanee: azioni di riciclaggio dei materiali abbandonati al loro interno (edifici dismessi o non finiti, resti di reti tecnologiche e di spazi collettivi, ecc.); pratiche di agricoltura mutlifunzionale; sperimentazioni di un nuovo design urbano, in parte autoprodotto dagli stessi attori territoriali, low-cost, ma di qualità; risposte informali ed autorganizzate a problematiche e questioni urbane non soddisfatte (housing, spazio pubblico, immigrazione); esperienze produttive e/o ricreative innovative fatte di micro-impresa, talenti creativi e neo-produzione agricola; nuove economie che assumono quale essenziale presupposto di sviluppo una concezione di territorio bene comune; modelli di governance collaborativa o pattizia fondati su reti collaborative sperimentali tra i diversi livelli istituzionali e tra questi e la cittadinanza, anche attraverso modalità di coinvolgimento e partecipazione della stessa.
Tuttavia, ad oggi, sono scarse o deboli le esperienze di trattamento di tali spazi e delle pratiche che vi si addensano via politiche pubbliche. La spiegazione può essere ricercata proprio nella natura dell’unità semantico-morfologica degli spazi interclusi e delle domanda che essa pone alle politiche pubbliche e agli strumenti preposti alla loro implementazione e attuazione e che, quindi, il paper esplicita.

Luoghi ai margini delle centralità urbane, anche quando a queste interni, pezzi di campagna scampati alle costruzioni, piccoli lotti che fanno attrito al fluire dell’edificato che ha invaso i fondo valle, errori della pianificazione razionale, spazi abbandonati da attività produttive, pezzi di infrastrutture e servizi non più utilizzati, cantieri di costruzioni mai finite, e molte altre tessere di un puzzle che il testo cercherà di comporre e che, come in un puzzle, non hanno significato se prese ognuna per sé, ma solo se rimontate in un disegno complessivo.
