Nowhere are the dynamics of the interplay of the forces of globalisation and the roles of cities as engines of economic growth more dramatic than in the Pacific Rim region and its rapidly emerging mega-cities and extended metropolitan regions. There has been a plethora of literature dealing with globalisation and the new global economy. An outcome of the processes described above is the rise of ʼnew global geographies’, of borderless geographies with quite different breaks and boundaries from the past. Increasingly, decisions on manufacturing location by multi-national firms are based on comparison of labour costs and other key factors of production across a range of potential host countries.

And the implementation of regional economic development strategy-plans typically will involve an interface with regional plans concerned with the provision of infrastructure and land to support economic activities. Thus the development of decision support systems (DSS) and associated analytical tools is important to enhance the regional economic development strategy planning and implementation processes. Fortunately there are several tools that have been developed to help decision makers, including those methods of regional economic analysis we have discussed in previous chapters, and these are dependent on having access to spatial information at various levels of scale.

Often attitudinal and behavioural research adopts a non-spatial approach to understanding the hidden behavioural patterns and response sets using questionnaire based surveys. Exclusion of the situational context where a perceptual response or behavioural outcome is elicited could mean that only a partial story will be told. Thus, the integration of unit record survey-based data with spatial data that capture and characterize the locational context of the behaviours on which data are typically collected in a social survey is an important topic for spatially integrated social science research.

This paper studies 351 SMEs in the Antofagasta Region in Chile between 2007 and 2008, where multinational and public mining companies are the drivers of the local economy and the government is promoting the formation of a mining cluster. Structural equation model (SEM) is used to show that first-tier SME mining suppliers, directly related to large corporations, follow business practices that promote international certification, quality control and investment in innovation, while in contrast second-tier SMEs are more focused on avoiding insolvency and client orientation. These results cast doubt on the formation of a mining cluster in the region and suggest the need for differentiated policies in these two groups of SMEs, especially those related to knowledge transfer.

Perhaps the most notable cases were the rise of China and India to emergent country status by the turn of the millennium. With time now for hindsight, this book identifies some of the key forces behind these development successes, namely agglomeration, clusters and entrepreneurship.
