With the current National Security Strategy, the Republic of Serbia has adopted the total defense... more With the current National Security Strategy, the Republic of Serbia has adopted the total defense concept to respond to the proclaimed military neutrality. The decision in question, among other things, affects the direction of the overall defense capability of the state and society as a whole. There are several fundamentally important issues in which a choice must be made. One of the essential questions is which tasks are best performed under the auspices of the Armed Forces and which should be assigned to civilian actors. In other words, a clear division of responsibilities between the civilian and Armed Forces involved in total defense is necessary. On the other hand, the Republic of Serbia has a negative legacy that dates back to the conflict on the territory of the former state, as well as certain decisions that contradict the decision to develop a total defense and confident decisions that have a direct impact on the adopted concept of national defense. The paper presents the possible content of the total defense of the Republic of Serbia through the analysis of the concept on the examples of individual countries. In this connection, it should be noted that the Defense Strategy of the Republic of Serbia had to expand the content of the total defense concept. This is necessary not only for a more complete understanding but also for the fact that the provisions of the Strategy are further operationalized through documents of lower generality.

Turkey, which geographically belongs to Europe and Asia, has been looking to achieve its foreign policy priorities and is changing its methodology of conducting foreign policy. The use of soft power based on national culture, political values, religion, economy, institutions, and international relations in the early 21st century represented a radical turn compared to earlier historical attempts. Throughout history, Turkey used hard power in the region, but it was mostly unsuccessful. Therefore, the nature of soft power represented an opportunity for strengthening Turkey as a regional power and a qualitative change of negative stereotypes about this country. However, it is evident that soft power in the changed regional security circumstances in the final years of the second decade in the 21st century is insufficient, so Turkey has started using hard power (military) again to strengthen its leadership position. This paper explains the soft power of the Republic of Turkey in the MENA region and the recent reorientation to the combination of military strength and diplomatic influence in international relations. How much that rearrangement in foreign policy will position Turkey in the new security and political circumstances at the beginning of the 21st century's third decade remains to be seen.

For every possible emergency, it is necessary to follow fundamental principles and steps: preparedness, assessment and triage, resource allocation, communication, evacuation and transportation, and coordination with other institutions. Effective management of the injured and sick care in emergencies requires careful planning, coordination, and adapting to rapidly changing situations. Collaboration among healthcare organizations, government agencies, and the community is crucial to ensure the best possible outcomes for those affected by emergencies. Coordinated activities in a society are vital to be prepared for emergencies, including developing emergency response plans on all levels. Management plays a crucial role in strengthening the resilience of communities and effective response to emergencies. The involvement of civil society, cooperation with the government and local self-governments, partnership with the private sector, identification of challenges and obstacles, and recommendations for improving the management system are critical factors for successful risk management. Due to the necessary time caring for sick and injured people, one possible solution could be modern information technology. This paper is trying to raise the importance of this issue.

Although it is evident that the governments in which the state-owned health care system adapted more quickly to the epidemic, it was also apparent that the emergency management was practically on local governments, but also that the states with a clearly defined legal framework and established management systems emergencies are easier to deal with such an emergency. Attitudes in developed societies are full of prejudices, and older people are victims of discrimination, especially women who are double discriminated against based on age and gender. State institutions often consider older adults a burden rather than an integral segment of the population that must be provided with adequate support. In patriarchal societies such as the one in Serbia, older adults rarely have the opportunity to express themselves on critical life issues, nor do they have the chance to make decisions. th... more Cybersecurity is a major concern of governments, corporations, and researchers. It is expected that cybersecurity job openings are going to grow in the following years, especially because the increase in work from home and the use of internet due to Covid 19 pandemic. Talent shortage and, especially, underrepresentation of women in cybersecurity workforce is becoming a key question. This issue is even more important for the emerging economies like the one of the Republic of Serbia. In the first part, this paper examined the existent literature on the talent issues in cybesecurity, especially the representation of women. In the second part, the results of semi structured interviews of experts and the scholars in the field of cybersecurity have been presented. At the end of the paper, conceptual model for involving women in cybersecurity workforce in the Republic of Serbia has been engineered.
The authors discuss public health management in the Republic of Serbia in the emergency caused by... more The authors discuss public health management in the Republic of Serbia in the emergency caused by the COVID-19 pandemic. The specificity of the pandemic is that all health systems in the world are unprepared for this kind of threat. The pandemic crisis has shown that health systems are exposed to the most significant burden for public health management. Namely, the reactions and management of the healthcare system during a pandemic are primarily dependent on resources. It turned out that public health management in countries where health systems are still state-owned has shown greater adaptability to sudden and unforeseen circumstances than health systems in economically developed countries. In these countries, the health system is privately owned, and public health is only dealt with by an administration that has no authority over these health systems. One of such adaptable and resilient health care systems is in the Republic of Serbia. The state health care system in the Republic of Serbia operates on the entire territory. Therefore, the public health component in the Republic of Serbia is primarily focused on the population's health and takes place at all levels, national, regional and local. Even before the COVID 19 epidemic outbreak in March 2020, the health care system of the Republic of Serbia was facing severe challenges in terms of organization financing and provision of services. But, despite that, the system has shown resilience and adaptability to this emergency from the very beginning. The fact is that the system has slightly changed and modernized after the period of socialism, and public health is dealt with by health institutions owned by the state, i.e. citizens of the Republic of Serbia. In everyday work, the system barely functioned due to insufficient financial resources and inadequate education, especially education for dealing with emergencies such as the Covid 19 pandemic, lack of personnel, disincentives for health workers, and overtime work. Nevertheless, in a brief time, the health care system has adapted to extraordinary circumstances and continues to work to maintain the public health of the population of the Republic of Serbia. Therefore, it can be said that, despite all the weaknesses from the previous period, during the pandemic, public health management worked in the function of caring for and recovering patients in the best possible way.

The findings show that media are perceived as underutilized vehicles in promoting UAS for civil use and develop a model for media use in promoting UAS for civil purposes.

Events that threaten the safety, lives and health of people are becoming more and more present on a global level. Exclusive summer resorts and attractive terrorist destinations were the target of terrorist attacks. How in what way such negative phenomena affect tourism at the international level, whether security risks have a disincentive effect on tourism and tourist activity and how much people are really afraid of terrorism, are some of the issues addressed in this paper. The impact of terrorism on tourism is very harmful. Terrorism dissimulates tourism, deterring tourists from dangerous destinations, which are often targeted by terrorist organizations. The very knowledge that a certain tourist destination has often and continuously been a hotbed of terrorism with great consequences for the lives and physical integrity of tourists, negatively affects the decision of tourists when choosing the place they want to visit. Safety is one of the key factors when choosing a tourist destination, so it is logical that every tourist expects it to be guaranteed when choosing a place for their vacation. Also, a significant issue is the issue of building a security control system, assessment of security risks and protection from them, in order to raise the quality of tourist offers and services. World tourists expect to be given accurate and timely information on the security situation in a particular country that is considered a tourist destination. Therefore, any cover – up of information, their simulation and faking can only act as a dissimulating for the tourist population.

Consequently, it is imperative to establish consistent global rules to achieve uniformity in implementation promptly. Conclusion: Prioritising the pursuit of harmonisation becomes crucial as the FATF endeavours to formulate a universal benchmark. Although it is evident that the governments in which the state-owned health care system adapted more quickly to the epidemic, it was also apparent that the emergency management was practically on local governments, but also that the states with a clearly defined legal framework and established management systems emergencies are easier to deal with such an emergency. Attitudes in developed societies are full of prejudices, and older people are victims of discrimination, especially women who are double discriminated against based on age and gender. State institutions often consider older adults a burden rather than an integral segment of the population that must be provided with adequate support. In patriarchal societies such as the one in Serbia, older adults rarely have the opportunity to express themselves on critical life issues, nor do they have the chance to make decisions. It is expected that cybersecurity job openings are going to grow in the following years, especially because the increase in work from home and the use of internet due to Covid 19 pandemic. Talent shortage and, especially, underrepresentation of women in cybersecurity workforce is becoming a key question. This issue is even more important for the emerging economies like the one of the Republic of Serbia. In the first part, this paper examined the existent literature on the talent issues in cybesecurity, especially the representation of women. In the second part, the results of semi structured interviews of experts and the scholars in the field of cybersecurity have been presented. At the end of the paper, conceptual model for involving women in cybersecurity workforce in the Republic of Serbia has been engineered.

The specificity of the pandemic is that all health systems in the world are unprepared for this kind of threat. The pandemic crisis has shown that health systems are exposed to the most significant burden for public health management. Namely, the reactions and management of the healthcare system during a pandemic are primarily dependent on resources. It turned out that public health management in countries where health systems are still state-owned has shown greater adaptability to sudden and unforeseen circumstances than health systems in economically developed countries. In these countries, the health system is privately owned, and public health is only dealt with by an administration that has no authority over these health systems. One of such adaptable and resilient health care systems is in the Republic of Serbia. The state health care system in the Republic of Serbia operates on the entire territory. Therefore, the public health component in the Republic of Serbia is primarily focused on the population's health and takes place at all levels, national, regional and local. Even before the COVID 19 epidemic outbreak in March 2020, the health care system of the Republic of Serbia was facing severe challenges in terms of organization financing and provision of services. But, despite that, the system has shown resilience and adaptability to this emergency from the very beginning. The fact is that the system has slightly changed and modernized after the period of socialism, and public health is dealt with by health institutions owned by the state, i.e. citizens of the Republic of Serbia. In everyday work, the system barely functioned due to insufficient financial resources and inadequate education, especially education for dealing with emergencies such as the Covid 19 pandemic, lack of personnel, disincentives for health workers, and overtime work. Nevertheless, in a brief time, the health care system has adapted to extraordinary circumstances and continues to work to maintain the public health of the population of the Republic of Serbia. Therefore, it can be said that, despite all the weaknesses from the previous period, during the pandemic, public health management worked in the function of caring for and recovering patients in the best possible way.

The findings show that media are perceived as underutilized vehicles in promoting UAS for civil use and develop a model for media use in promoting UAS for civil purposes.

Events that threaten the safety, lives and health of people are becoming more and more present on a global level. Exclusive summer resorts and attractive terrorist destinations were the target of terrorist attacks. How in what way such negative phenomena affect tourism at the international level, whether security risks have a disincentive effect on tourism and tourist activity and how much people are really afraid of terrorism, are some of the issues addressed in this paper. The impact of terrorism on tourism is very harmful. Terrorism dissimulates tourism, deterring tourists from dangerous destinations, which are often targeted by terrorist organizations. The very knowledge that a certain tourist destination has often and continuously been a hotbed of terrorism with great consequences for the lives and physical integrity of tourists, negatively affects the decision of tourists when choosing the place they want to visit. Safety is one of the key factors when choosing a tourist destination, so it is logical that every tourist expects it to be guaranteed when choosing a place for their vacation. Also, a significant issue is the issue of building a security control system, assessment of security risks and protection from them, in order to raise the quality of tourist offers and services. In contemporary era, the circle of activities that can be classified as organized crime has gained new dimensions and ranges of expression. States faced with the phenomenon of organized crime engage their capabilities by applying various measures and activities intended to prevent threats to national security. Even though in the scientific and professional community there are different dilemmas relating to organized crime, preventive activities have priority in countering this phenomenon in the opinion of the leading theorists. Appropriate and efficient functioning of the system of preventive measures includes engagement and aiming all of the necessary capabilities of the country, based on preliminary analyses and predictions. The authors define the most important criminal factors that cause the creation and development of organized criminal activity in a certain area, and which are of importance to define predictors. Presented and systematized predictors represent a reliable basis for further upgrading and identifying conditions that may contribute to the appearance of the phenomenon of organized crime.

as a whole. There are several fundamentally important issues in which a choice must be made.
One of the essential questions is which tasks are best performed under the auspices of the Armed
Forces and which should be assigned to civilian actors. In other words, a clear division of
responsibilities between the civilian and Armed Forces involved in total defense is necessary. On
the other hand, the Republic of Serbia has a negative legacy that dates back to the conflict on the
territory of the former state, as well as certain decisions that contradict the decision to develop a
total defense and confident decisions that have a direct impact on the adopted concept of
national defense. The paper presents the possible content of the total defense of the Republic of
Serbia through the analysis of the concept on the examples of individual countries. In this
connection, it should be noted that the Defense Strategy of the Republic of Serbia had to expand
the content of the total defense concept. This is necessary not only for a more complete
understanding but also for the fact that the provisions of the Strategy are further operationalized
through documents of lower generality.

years of the second decade in the 21st century is insufficient, so Turkey
