Il presente intervento si propone di analizzare in dettaglio la vicenda di tre 'intermediari' tra... more Il presente intervento si propone di analizzare in dettaglio la vicenda di tre 'intermediari' tra comunità soggette e potere centrale nel campo della fiscalità: gli esattori della Decima del Contado, eletti dalla magistratura dei Cinque conservatori nel 1532. L’impressione che si ricava è questi 'commissari' magistraturali pro tempore potessero divenire un punto di riferimento permanente, tanto per le istituzioni centrali, quanto per la comunità di provenienza, in virtù della fiducia riposta nella loro capacità di intermediazione politica. Il breve ducato di Alessandro è stato scelto quale punto d’osservazione privilegiato poiché, oltre ad essere il momento inaugurale del nuovo regime, fu caratterizzato da una rinnovata attenzione ai problemi fiscali ed economici del Dominio che rese più serrato il confronto diretto tra esponenti delle comunità e ufficiali cittadini.

under the Medici princes: the Consoli del Mare (‘Consuls of the Sea’) of Pisa.
After a brief reconstruction of the magistracy’s history from its origins, the essay first focuses on its functioning: as other Mediterranean mercantile courts, in order to fulfil the local and foreign merchants’ need for speedy justice, the Consoli applied a special procedure, the so-called summary process. A preliminary survey of the archival sources held by the Archivio di Stato di Pisa shows that the Consoli retained their significant jurisdiction over commercial and maritime legal cases even after the rise of the nearby Livorno eclipsed Pisa as Tuscany’s main port city, in the first half of the 17th century. On the other hand, the court was manned by two judges, both Florentine noblemen, helped by a small group of legal technicians. In spite of the anecdotical and popular narrative, it seems that appointment to the position of Console was taken quite seriously by the Tuscan authorities until at least the end of the Medicean period, and that most Florentines chosen for the role retained at least some connection to the world of commerce.

In 1534, the Cinque conservatori magistracy ordered a general census of the public revenues of th... more In 1534, the Cinque conservatori magistracy ordered a general census of the public revenues of the Florentine subject communities (although the privileged ones were excluded). Thus, about 160 communities from the Contado and the Distretto sent a description of their common lands, mills, real estate, and special fiscal rights. This is the first known example of a general inquiry of this kind by the Florentine State.
This article offers an analysis of the data collected by the Cinque in 1534-1535 (Appendix), aiming to shed light on the financial situation of the Florentine subject communities right after the Siege of Florence. The different entries for each community have been divided into four categories: (A) “resources from the terrain” (pastures, common and open fields, community’s fields, woodland, etc.), (B) “processing plants” (like mills or oil-mills), (C) “urban spaces” (which includes houses, shops, urban gardens, castle’s moats), and (D) “fiscal revenues” (tolls, duties and taxes collected by the community, and monopoly rights on some economic activities, like the slaughterhouse or the inn).
The census of 1534-1535 is less detailed in comparison to the later one of 1550, and it is incomplete. But, on the other hand, this operation can be considered an early step towards the administrative “tutorship” which would be realized under Cosimo I and his successors, aiming to preserve (and eventually to increase) the fiscal potential of the subject communities

Si tratta di due provvisioni emanate dalle magistrature specificamente deputate ai rapporti col territorio Pistoiese: con la prima si decretò soppressione – triennale in teoria, permanente in fatto – del Podestà e si stabilì un taglio dell'organico delle forze di polizia, al fine di ridurre il carico fiscale gravante sui sudditi di Pistoia e del suo distretto (montagna e contado); con la seconda, gli apparati fiorentini che soli potevano deliberare su quest'area privilegiata del Dominio concessero la propria straordinaria autorità al magistrato formato da Cosimo riunito con i suoi quattro Consiglieri (il Magistrato supremo), affinché fosse possibile intervenire con la massima rapidità per porre un argine al dilagare della violenza. Sembra che quest'ultima provvisione abbia costituito la base giuridica del 'commissariamento' della città nel 1538 e, soprattutto, della creazione della Pratica segreta di Pistoia nel 1556.

This article aims instead to read this period as a crucial phase of the wider process of consolidation of the Medicean State. Particularly, the understudied documentation produced between 1530 and 1537 by the Florentine magistracies in charge of the Dominio enlightens that the Medici government started to reform the territorial administration towards the financial protection of the subject communities, in order to better assure their collaboration to the prince’s projects.

process of political and institutional change which occurred in the transition
from the republic to the principality. The aim of this contribution is to shed
light particularly on the fiscal policy comparing sources about the revenues
and the expenses of the Comune between 1530 and 1537 ca. It seems that the
new regime preferred to count on the money of Florentine citizens instead of
increasing customs duties or taxing the subject territories.
