Cooperation between European territorial authorities is a developing phenomenon resulting from th... more Cooperation between European territorial authorities is a developing phenomenon resulting from the overlap and convergence of International, European and National law, which requires scholars interested in multi-level governance dynamics to be constantly updated. Therefore, this paper focuses on the latest developments in European territorial cooperation introduced by Protocol n. 3 to the European outline convention on transfrontier Cooperation between territorial communities or authorities concerning Euroregional cooperation groupings (ECGs) and regulation (EU) n. 1302/2013 amending regulation (EC) n. 1082/2006 on a European grouping of territorial cooperation (EGTC). These instruments foster European territorial collaboration marking a further step toward the convergence of the legal instruments provided by both the Council of Europe and the EU. The paper then analyzes the trends which characterize the phenomenon from the International and European point of view as well as from the Italian legal system

Il 31 maggio 2015, l’Umbria è stata chiamata a votare per l’elezione del Presidente della Giunta ... more Il 31 maggio 2015, l’Umbria è stata chiamata a votare per l’elezione del Presidente della Giunta regionale e il rinnovo dell’Assemblea legislativa, insieme a Campania, Liguria, Marche, Puglia, Toscana e Veneto , nonché per il rinnovo dei tre Consigli comunali di Valfabbrica, Calvi dell'Umbria e Giove. I media nazionali hanno dedicato particolare attenzione agli appuntamenti elettorali in Campania, Liguria e Veneto, in considerazione delle travagliate vicende politiche che hanno accompagnato la selezione dei candidati alla Presidenza della Regione e la compilazione delle liste elettorali, nonché dell’impatto politico del voto sugli equilibri politici nazionali e sulle dinamiche interne al Partito Democratico. Minore copertura è stata invece data all’Umbria, in considerazione della preannunciata riconferma della Presidente uscente Catiuscia Marini (centro-sinistra) al governo della Regione.
Aldilà dei responsi delle urne, che hanno in parte confermato i pronostici preelettorali, meritano qui di essere anticipati alcuni elementi di novità che hanno contraddistinto il voto del 2015 rispetto a quello del 2010. Come si avrà modo di osservare più compiutamente nelle pagine che seguono, il numero dei candidati alla Presidenza della Regione nonché delle liste degli aspiranti Consiglieri regionali è aumentato significativamente rispetto agli appuntamenti elettorali del 2010 (tre candidate alla Presidenza e otto liste) e del 2005 (quattro candidati alla Presidenza, di cui però solo due hanno superato le soglie di sbarramento per accedere al riparto dei seggi, e dieci liste) . A questo proposito, va tuttavia osservato come la tendenza alla “bipolarizzazione” che aveva caratterizzato le passate tornate elettorali sia stata confermata anche in occasione del voto del 2015: come vedremo, infatti, solo tre candidati alla Presidenza e le rispettive coalizioni di liste o liste singole collegate, hanno accesso al riparto dei seggi (peraltro all’interno delle stesse coalizioni non tutte le liste hanno superato le soglie di sbarramento).
Rispetto al 2010, inoltre, sono intervenute alcune sostanziali riforme in materia di organizzazione regionale e sistema elettorale. Nel 2013, infatti, il numero dei seggi dell’Assemblea legislativa (come pure è stato rinominato il Consiglio regionale in occasione di una delle numerose modifiche apportate allo Statuto regionale nel settembre del 2013 ), a decorrere dalla legislatura che si appresta ad iniziare, è stato sensibilmente ridotto, passando dalle 30 alle 20 unità (oltre al Presidente della Regione), mentre la legislazione elettorale è stata in parte modificata ed integrata.
La contesa elettorale del 2015, pertanto, è stata caratterizzata dall’aumento dei giocatori in campo, il ridimensionamento della posta in palio e la modifica delle regole del gioco.

Cooperation between European territorial authorities is a developing phenomenon which has reached... more Cooperation between European territorial authorities is a developing phenomenon which has reached a certain degree of harmonization through the instruments provided by the Council of Europe and the European Union. The third additional protocol to the European Outline Convention concerning Euroregional Cooperation Groupings (ECGs) and Regulation (EU) n. 1302/2013 amending Regulation (EC) n. 1082/2006 on European Groupings of Territorial Cooperation (EGTCs), provided new means to improve and institutionalize the governance of key policies, such as the environment and the energy, which require the combining of different and contrasting concerns as well as the involvement of all levels of government. The paper will explore the trends that characterize territorial cooperation in Europe, with particular regard to the means provided by the EU, pointing out their potential contribution in dealing with the main issues affecting current EU energy policy and supporting the European Commission’s commitment in shaping a European Energy Union.
