On September 2, 2020, Cameroonians attended the publication of the decree
on the distribution of regional advisers by department in the country. Even if the conformity of this law is not in doubt, the motives and the criteria of distribution of the said local elected officials remain unknown. In this post, it is a question of
finding an explanation for this distribution. This is why we tested 6 explanatory
hypotheses in the context of a specific comparative analysis each time in its
parameters and criteria. These hypotheses have crossed the political,
geographical, and quantified field. And finally, the partially invalidated
hypotheses put us on a path that allowed us to discover the technique used by the State : the 3-dimensional proportional distribution.
