The objective of the paper is to study the French model of public investment, and the contributio... more The objective of the paper is to study the French model of public investment, and the contribution of local communities to this model. The study is placed in the context of public financial recentralization. A comparison between french and other european countries models is proposed. To that end we use national accountings. In a period of harsh constraints on public finances, we show that in France public investment, and particularly public local investment is very important in the general dynamics of investment. It is why the decrease of state budget allocations to local communities since 2015 could have damaging impact on local activity.

In the first part, we return to the opposition between public and private goods and its contemporary, developments in the digital economy. The second part deals with commons and the search for a form of governance that is neither hierarchical nor market-based. We show that in the context of the enlargement of the theory of common goods beyond natural resources to commons in the knowledge-based economy, the extension of property rights is a threat for the commons. francaisL'article vise a presenter une breve synthese des debats sur la theorie des biens el leur gouvernance. In this litterature corruption has been considered as an isolated phenomenon during a long time. The main caracteristics and origins of the microeconomie approaches are presented. By analogy with market analysis, corruption is presented as a specific relationship between economic agents operating on a quasimarket for bribery. But, with this limited point of view, important factors determining the extent and the impact of corruption are underestimated. It is particularly the case for public finances and the impact of corruption on the budget constraint. The question of the interactions between corruption and tax evasion is essential in this respect. francaisL'article propose un bref apercu de la corruption dans les approches microeconomiques. Dans cette litterature, la corruption a longtemps ete consideree comme un phenomene isole. Les principales caracteristiques de cette approche ainsi que ses origines sont presentees. Par analogie avec l'analyse de marche, la corruption apparait comme une relation specifique entre des agents economiques operant sur un quasi-marche de la corruption. Mais, en partant de ce point de vue limite, d'importants facteurs determinant l'ampleur et l'impact de la corruption sont sous-estimes. C'est particulierement le cas des finances publiques et de l'impact de la corruption sur la contrainte budgetaire. La question des interactions entre corruption et evasion fiscale est essentielle a cet egard.

L'article traite de la transformation du systeme fiscal, d'un point de vue empirique et t... more L'article traite de la transformation du systeme fiscal, d'un point de vue empirique et theorique. La premiere partie est consacree a une mise en perspective historique decomposee en trois etapes principales, la fiscalite liberale du 19e siecle, la transition vers l'Etat -providence et la fiscalite fordiste apres la seconde guerre mondiale. Il en est resulte deux caracteristiques majeures : d'une part un processus de sedimentation dans lequel les prelevements nouveaux ne remplacent pas toujours les anciens, d'autre part une specialisation institutionnelle tripartite des prelevements. La seconde partie montre que les mutations intervenues depuis le debut des annees 1980 ont provoque l'obsolescence du systeme fiscal. Celle-ci est passee par un net mouvement de despecialisation et par la mise en œuvre de reformes ayant provoque un financement structurellement deficitaire de la depense publique. Des lors, la fiscalite francaise est largement inadaptee a l'emergence actuelle d'un nouveau capitalisme qui accentue sa vulnerabilite. La troisieme partie est consacree a la reforme fiscale abordee d'abord d'un point de vue theorique. Cela permet ensuite d'envisager quelles devraient etre les pistes concrete d'une reforme fiscale en France.
