Sans doute parce que chacun a senti que ce musée, qui ne saurait être le musée des autres, mais doit au contraire être le musée d’un “nous” moins étriqué et plus respirable, n’est pas non plus un musée comme les autres. Au moment où les débats politiques en France et en Europe sont faussés par des crispations idéologiques qui éloignent sans cesse les discours publics d’une mesure seine et juste de la réalité, c’est sans conteste le musée d’histoire dont nous avons besoin. Et puisqu’on en a besoin, d’influentes forces politiques tenteront encore de faire en sorte qu’il soit bridé dans ses ambitions. Nous avons choisi de disposer dans l’espace des récits, pour dire ici, maintenant, depuis longtemps, “ça a eu lieu”, “ça a lieu là” – il y a lieu de considérer cette histoire. Nous proposons donc ici quelque chose comme une volte-face : par une ruse de l’histoire récente, le Musée national de l’histoire de l’immigration est installé dans le pavillon amiral de l’Exposition coloniale de 1931. Ce piège à regards, chambre noire de l’histoire coloniale, doit désormais se transformer en machine à ouvrir les yeux. Le musée doit investir son lieu car il lui faut affronter son histoire. Il ne s’agit pas, bien entendu, d’imposer à l’histoire des immigrations une surdétermination coloniale : cette histoire ne peut être que mondiale par vocation et comparatiste par méthode. Il s’agit de prendre la mesure du buissonnement, de la bigarrure dont nous sommes issus. On doit pouvoir s’y retrouver mais pas pour cultiver le petit lopin tranquille des identités. »

Si la récente « crise migratoire » ou « crise de l’asile » connue par le monde méditerranéen et l... more Si la récente « crise migratoire » ou « crise de l’asile » connue par le monde méditerranéen et l’Europe a contribué à jeter un éclairage médiatique sur les millions de migrants et demandeurs d’asile qui rejoignent les côtes de l’Europe méridionale au péril de leur vie, cette couverture médiatique a tendu en revanche à occulter l’inscription de ces mobilités dans le temps long. Ce dossier se propose d’étudier de manière conjointe les migrations et exils qui ont mis en mouvement les populations d’Europe méridionale, du xixe siècle à nos jours, en montrant que cette partie du continent a été tour à tour terre d’exil et terre d’asile, tout en mettant en lumière des espaces traditionnellement considérés comme périphériques dans l’histoire de l’exil politique européen. En s’intéressant de près aux espaces de la migration et aux itinéraires collectifs et individuels d’exilés qu’il s’attachera à reconstituer, le dossier cherchera à explorer des perspectives de recherche qui permettent de renouveler l’histoire des populations en mouvement, à travers une approche par classe d’âge ou par genre, ou par l’articulation d’une perspective historique avec une approche anthropologique des espaces et des sociétés d’accueil.
Entre la fin du Premier Empire et les derniers jours de la Seconde République, la France, qui ava... more Entre la fin du Premier Empire et les derniers jours de la Seconde République, la France, qui avait hérité de l’époque révolutionnaire un embarrassant devoir d’asile envers les étrangers « bannis pour la cause de la liberté », est devenue l’une des terres d’accueil les plus libérales du continent avec la Grande-Bretagne. Cet ouvrage se propose de croiser deux approches souvent dissociées dans l’étude de l’asile accordé aux étrangers en France : l’analyse des dispositifs qui ont encadré l’accueil, et celle des formes d’engagement que ces étrangers venus pour motifs politiques ont pratiquées dans le pays d’asile. Si ce double regard semble impératif, c’est que les interactions entre les exilés politiques et la société d’accueil ont été fortes en cette première moitié du siècle, en raison de leur participation aux débats et aux combats qui ont animé, voire déchiré la scène politique française. Symétriquement, les dispositifs d’accueil élaborés en réponse à l’arrivée des exilés ont contribué à construire une certaine identité de la France, qui se projetait comme une terre d’asile pour tous les peuples opprimés.

Ce livre collectif se donne pour ambition d’explorer ensemble ces trois dimensions de l’histoire euro-américaine du XIXe siècle trop souvent étudiées séparément.
En réunissant les contributions issues d’un colloque tenu à la Casa de Velázquez à Madrid, le présent ouvrage rassemble les travaux récents de chercheurs confirmés et de jeunes universitaires afin de réfléchir à plusieurs enjeux historiographiques. Il s’agit non seulement de donner à l’exil politique la place qu’il mérite au sein de l’histoire politique du XIXe siècle, mais aussi de redéfinir la chronologie d’un monde atlantique qui semble parfois s’arrêter à la fin de l’Âge des Révolutions. Retraçant l’histoire collective de ceux qui ont quitté leur terre pour se réfugier ailleurs, par delà l’océan Atlantique, ce volume entend chercher au-delà des frontières de l’État-nation l’apport des exilés à un siècle de recompositions politiques, économiques et sociales. L’expérience transnationale des exilés et la frontière poreuse entre exil et migration constituent deux nouvelles clés de lecture pour comprendre l’entrée dans la modernité politique euro-américaine.

Les neuf contributions de ce numéro abordent ainsi les politiques et les pratiques de l’éloignement des étrangers dans toute leur pluralité et leur complexité, montrant combien l’histoire de l’accueil et de l’intégration des étrangers est aussi une histoire de rejets profondément enracinés dans les processus de construction des États-nations et des territoires coloniaux au XIXe siècle. Sous les monarchies censitaires et la Seconde République, la France a joué un rôle de terre de re... more Sous les monarchies censitaires et la Seconde République, la France a joué un rôle de terre de refuge pour les exilés européens. En rappelant la chronologie des migrations contraintes vers la France, parmi lesquelles celles en provenance de l’Europe méridionale ont longtemps été dominantes, il s’agira de mettre en évidence les temps forts de l’accueil des étrangers persécutés pour leurs idées au cours du premier XIXe siècle. Dans le même temps, on évoquera la tâtonnante construction d’une législation et d’une réglementation sur les « étrangers réfugiés », qui s’est appuyée sur la définition de conditions de résidence restrictives et sur l’attribution concomitante de secours financiers du gouvernement. Dans un tel cadre, le cas de Marseille, ville parcourue dès les années 1820 par des exilés libéraux italiens, espagnols et grecs, pourra être éclairé : on s’interrogera notamment sur la volonté affirmée par le gouvernement, à partir de la monarchie de Juillet, de limiter l’installation de réfugiés dans les principales métropoles du pays, parmi lesquelles Marseille était particulièrement visée. On proposera un parcours des lieux de résidence et des points de rencontre pourtant fréquentés par les exilés et réfugiés dans la ville portuaire, tout en posant la question des voies de la politisation qui s’y offraient à eux malgré l’intense surveillance dont ils faisaient l’objet.
La conférence présente un panorama de l’accueil des étrangers dans le Paris du premier XIXe siècl... more La conférence présente un panorama de l’accueil des étrangers dans le Paris du premier XIXe siècle, depuis la première occupation de la capitale au printemps 1814 jusqu’aux soubresauts de la Seconde République. Si l’histoire des étrangers alors venus s’établir dans la capitale a longtemps été menée selon leur appartenance à des groupes nationaux particuliers – à des « colonies », pour reprendre le vocabulaire de l’époque –, il n’en reste pas moins que c’est davantage l’appartenance à un groupe social qui était déterminante pour comprendre leur statut et leurs conditions de séjour. Diplomates, voyageurs, exilés et travailleurs constituaient ainsi les principales catégories d’hommes et de femmes qui partageaient la condition d’étrangers à Paris sans pour autant toujours s’y croiser. On s’interrogera plus spécifiquement sur la place des exilés et réfugiés venus sous la contrainte s’installer à Paris, en éclairant leurs conditions de résidence, leurs activités politiques, leurs lieux de sociabilité. À travers un cheminement dans les hôtels garnis, les tables d’hôtes, les cafés et les cabinets de lecture qui étaient alors fréquentés par les exilés étrangers à Paris, on tentera de restituer des scènes de la vie quotidienne d’exil dans la capitale.

The forced migrations of the long nineteenth century, which caused hundreds of thousands of people to abandon their homes and construct new lives abroad, have recently been the subject of a rich historiographical revival and recognized as a truly global phenomenon. They reshaped the political and social landscapes not only of the spaces that exiles departed, but also those through which they passed and where they were finally welcomed. The classic image of these exiles is that of a heroic man, beleaguered by a hostile political order that he resisted through migration and expatriation. Though this masculine picture remains predominant, both in popular perceptions of the nineteenth century and in the work of many historians of the subject, the reality was much more complex. Men did not go into exile alone; women and children, though often ignored, played major roles in these winding, transnational migrations. This international conference will investigate the history of exile through the lenses of gender, generation, and age, with a particular focus on women’s history and the history of the family.

Elle a pour but d’analyser le vocabulaire européen de l’exil au XIXe siècle, s’appuyant sur l’hypothèse selon laquelle les statuts des exilés et réfugiés ne sauraient être compris sans une prise en compte des termes par lesquels ils étaient alors désignés. La rencontre se propose également de comparer les pratiques administratives et judiciaires mises en œuvre par les États d’accueil à leur égard, en s’intéressant à la circulation des modes de désignation, de surveillance et de contention de ces étrangers. Une session éclairera enfin les représentations contrastées des exilés et réfugiés dans l’Europe du XIXe siècle, saisies à travers débats parlementaires, littérature et chansons.

Le séminaire « Genre et Europe », séminaire principal du groupe Genre du programme de recherche interdisciplinaire « Écrire une histoire nouvelle de l’Europe » (EHNE), vise à travailler conjointement sur le genre et sur l’Europe, considérée non pas comme la juxtaposition d’entités nationales, mais comme une entité propre. Il s’intéresse d’une part aux acteurs et actrices de l’intégration européenne et sur la manière dont celle-ci, car elle est créatrice de droits, influe sur les rapports de genre. Il s’intéresse d’autre part de manière plus générale aux identités de genre en Europe.

Parmi les acteurs d’une mobilité qui s’est accompagnée de processus innovants, certaines figures méritent d’être tout particulièrement mises en lumière. « EXILIO, GÉNERO Y FAMILIA EN EL SIGLO XIX » 5, 6 Y 7 DE SEPTIEMBRE 2019, REIMS CONVOCATORIA Los ... more « EXILIO, GÉNERO Y FAMILIA EN EL SIGLO XIX » 5, 6 Y 7 DE SEPTIEMBRE 2019, REIMS CONVOCATORIA Los exilios que marcaron el largo siglo XIX, objetos de un profundo renuevo historiográfico a lo largo de estos últimos años, han sido analizados como un fenómeno de amplitud mundial que condujo a que millares de personas dejasen su hogar y construyesen nuevas formas de acción desde el extranjero. Estas movilidades impuestas dieron lugar a unas recomposiciones políticas y sociales, tanto en los espacios de salida como de paso y de acogida. La construcción cultural de la figura del exiliado, ampliamente heroizada, cristalizó la imagen de un hombre atacado por un orden político y que le oponía resistencia mediante la migración y la expatriación. Si esta imagen masculina del proscrito quedó predominante tanto en las representaciones comunes vinculadas con el exilio del siglo XIX como en los numerosos trabajos de historiadorxs sobre el tema, eso no impide que la realidad del exilio, pensado a la vez como salida y como estancia a veces a largo plazo en el extranjero, resultara mucho más compleja. Los hombres no fueron los únicos en dejar su país bajo presión; las mujeres y los niños, que permanecieron durante mucho tiempo en la sombra de estos movimientos de personas que seguían itinerarios sinuosos y transnacionales, sí que participaron en ellos. Se abordarán varios temas en este congreso internacional que aspira a interrogar la historia del exilio bajo el prismo de la historia de las mujeres y de la historia de la familia, recorriendo a las aportaciones heurísticas del género, de la generación y de la categoría de edad:-¿Cómo puede el exilio interpretarse en el siglo XIX no sólo como una migración política, sino también como un fenómeno que contribuyó a separar las familias y a dispersar a los miembros de un mismo hogar, a veces por todo el planeta? ¿Cuáles fueron las respuestas de los actores a tales situaciones (tentativas de «reagrupación familiar» adelantada a su tiempo, intercambios epistolarios, transferencias de dinero)?-¿En qué medida la salida de los exiliados –que eran hombres la mayor parte de las veces– pudo conducir a las mujeres que se quedaron en el país de origen a asumir nuevas funciones políticas, económicas y sociales? Las mujeres así separadas de sus padres, maridos o hermanos, tuvieron que encargarse de vigilar la educación de los niños, de gestionar los patrimonios familiares y asimismo de proteger estos últimos del riesgo de depósito o de secuestro.
The forced migrations of the long nineteenth century, which caused hundreds of thousands of peopl... more The forced migrations of the long nineteenth century, which caused hundreds of thousands of people to abandon their homes and construct new lives abroad, have recently been the subject of a rich historiographical revival and recognized as a truly global phenomenon. They reshaped the political and social landscapes not only of the spaces that exiles departed, but also those through which they passed and where they were finally welcomed. The classic image of these exiles is that of a heroic man, beleaguered by a hostile political order that he resisted through migration and expatriation. Though this masculine picture remains predominant, both in popular perceptions of the nineteenth century and in the work of many historians of the subject, the reality was much more complex. Men did not go into exile alone; women and children, though often ignored, played major roles in these winding, transnational migrations. This international conference will investigate the history of exile through the lenses of gender, generation, and age, with a particular focus on women's history and the history of the family.

The areas covered include Western; Mediterranean and Central Europe. Proposals on the Ottoman Empire are welcome.
Ce dossier invite à penser ensemble les différentes mesures d’éloignement et d’expulsion prises à... more Ce dossier invite à penser ensemble les différentes mesures d’éloignement et d’expulsion prises à l’encontre des étrangers au XIXe siècle sur le continent européen, dans certains espaces coloniaux, mais également en Amérique latine. Les neuf contributions de ce numéro abordent ainsi les politiques et les pratiques de l’éloignement des étrangers dans toute leur pluralité et leur complexité, montrant combien l’histoire de l’accueil et de l’intégration des étrangers est aussi une histoire de rejets profondément enracinés dans les processus de construction des États-nations et des territoires coloniaux au XIXe siècle. Une attention particulière est également portée aux étrangers visés par les procédures d’éloignement à travers les formes de mobilisations individuelles et collectives pour dénoncer et contester ces décisions prises à leur encontre.

Nous avons choisi de disposer dans l’espace des récits, pour dire ici, maintenant, depuis longtemps, “ça a eu lieu”, “ça a lieu là” – il y a lieu de considérer cette histoire. Nous proposons donc ici quelque chose comme une volte-face : par une ruse de l’histoire récente, le Musée national de l’histoire de l’immigration est installé dans le pavillon amiral de l’Exposition coloniale de 1931. Ce piège à regards, chambre noire de l’histoire coloniale, doit désormais se transformer en machine à ouvrir les yeux. Le musée doit investir son lieu car il lui faut affronter son histoire. Il ne s’agit pas, bien entendu, d’imposer à l’histoire des immigrations une surdétermination coloniale : cette histoire ne peut être que mondiale par vocation et comparatiste par méthode. Il s’agit de prendre la mesure du buissonnement, de la bigarrure dont nous sommes issus. On doit pouvoir s’y retrouver mais pas pour cultiver le petit lopin tranquille des identités. »

En réunissant les contributions issues d’un colloque tenu à la Casa de Velázquez à Madrid, le présent ouvrage rassemble les travaux récents de chercheurs confirmés et de jeunes universitaires afin de réfléchir à plusieurs enjeux historiographiques. Il s’agit non seulement de donner à l’exil politique la place qu’il mérite au sein de l’histoire politique du XIXe siècle, mais aussi de redéfinir la chronologie d’un monde atlantique qui semble parfois s’arrêter à la fin de l’Âge des Révolutions. Retraçant l’histoire collective de ceux qui ont quitté leur terre pour se réfugier ailleurs, par delà l’océan Atlantique, ce volume entend chercher au-delà des frontières de l’État-nation l’apport des exilés à un siècle de recompositions politiques, économiques et sociales. L’expérience transnationale des exilés et la frontière poreuse entre exil et migration constituent deux nouvelles clés de lecture pour comprendre l’entrée dans la modernité politique euro-américaine.
