Ketika masyarakat mulai berkembang lebih terorganisasi, kemampuan membangun pun meningkat menjadi sesuatu yang menakjubkan, dan akhirnya menjadi suatu industri yang menyokong kehidupan suatu bangsa. Bahkan pada masa sekarang ini, industri konstruksi merupakan suatu industri ekonomi nasional.
Melihat perkembangan tersebut, sekarang ini ilmu dalam konstruksi dibagi menjadi dua, yaitu teknologi konstruksi dan manajemen konstruksi. Teknologi konstruksi berhubungan dengan metode atau teknik yang digunakan untuk menempatkan material fisik dan elemen-elemen konstruksi pada tempatnya di lapangan, sedangkan manajemen konstruksi mengacu pada bagaimana sumber daya yang tersedia bagi manajer dapat diaplikasikan dengan baik pada suatu proyek konstruksi. Untuk itulah, penulis menyusun buku ini.
Buku Manajemen Konstruksi ini sengaja penulis susun bagi mahasiswa yang mengambil mata kuliah Manajemen Konstruksi pada jurusan Teknik Sipil. Buku ini disajikan secara lengkap mulai dari pengenalan pada industri konstruksi, dasar-dasar manajemen, organisasi di proyek konstruksi, dan lain-lain hingga pemahaman mengenai pengendalian biaya proyek dengan metode varian dan konsep nilai hasil.
Dengan adanya buku ini para mahasiswa diharapkan dapat lebih memahami konsep-konsep manajemen dalam Manajemen Konstruksi, dan menambah wawasan lainnya yang berhubungan dengan manajemen konstruksi.

Sertifikasi merupakan pengakuan resmi terhadap seseorang sesuai peraturan perundangan melalui pen... more Sertifikasi merupakan pengakuan resmi terhadap seseorang sesuai peraturan perundangan melalui pengujian oleh pihak ketiga terhadap kompetensinya. Namun pada praktik sistem sertifikasi tenaga ahli konstruksi terdapat beberapa kendala, di antaranya kualitas sertifikasi tidak berkorelasi dengan kompetensi, sertifikasi yang belum berkembang, dan pendapat yang skeptis terkait dampak dari sertifikasi. Melihat kondisi ini, dipandang perlu untuk melakukan evaluasi terhadap sistem sertifikasi tenaga ahli konstruksi. Penelitian ini bertujuan untuk menyusun model evaluasi sistem sertifikasi tenaga ahli konstruksi. Penelitian dilakukan secara deskriptif dengan menggunakan data sekunder, meliputi antara lain, peraturan perundang-undangan. buku, artikel, laporan. Data yang digunakan berasal dari prinsip sertifikasi dan sistem sertifikasi tenaga ahli konstruksi di Indonesia yang disintesakan dengan sistem sertifikasi insinyur di Malaysia, Singapura, dan Filipina. Untuk mendukung data tersebut, dilakukan wawancara kepada narasumber dan stakeholders yang terkait dengan sertifikasi tenaga ahli konstruksi. Data yang dihasilkan dijabarkan secara deskriptif analitis, yaitu mendeskripsikan fakta-fakta yang ada, kemudian dilakukan analisis berdasarkan hukum positif maupun teori-teori yang ada. Analisis deskriptif tertuju pada pemecahan masalah yang ada. Penelitian menghasilkan model evaluasi sistem sertifikasi tenaga ahli konstruksi yang terdiri atas 5 (lima) aspek utama, yaitu 1).sistem nilai dan prinsip, 2).mandat dan tujuan, 3).proses bisnis, 4).kerangka regulasi, 5).kerangka institusi. Model evaluasi sistem sertifikasi tenaga ahli konstruksi ini kelak dapat dipergunakan untuk mengkaji sistem sertifikasi tenaga ahli konstruksi di Indonesia.

Studi ini bertujuan untuk mengetahui apakah pelaksanaan uji sertifikasi kompetensi tenaga ahli te... more Studi ini bertujuan untuk mengetahui apakah pelaksanaan uji sertifikasi kompetensi tenaga ahli telah sesuai dengan pengaturan pelaksanaan sertifikasi yang diatur dalam Undang-undang nomor 11 tahun 2014. Pelaksanaan studi ini dengan mengambil kasus pelaksanaan Uji Sertifikasi Kompetensi yang diselenggaraan oleh Persatuan Insinyur Indonesia. Studi ini termasuk dalam penelitian deskriptif dan bersifat kualitatif, dilakukan dengan cara pengumpulan data primer melalui wawancara kepada penyelenggara dan peserta uji sertifikasi. Data yang dikumpulkan meliputi sistem nilai, kerangka regulasi, kerangka institusi, eran pemerintah, partisipasi stakeholder, dan implementasi dalam penyelenggaraan uji sertifikasi kompetensi. Data dianalisis terhadap pengaturan pelaksanaan sertifikasi yang diatur dalam Undang-undang nomor 11 tahun 2014 dan best practices yang berlaku di beberapa negara ASEAN. Studi ini menghasilkan bahwa pelaksanaan uji sertifikasi kompetensi sudah sesuai dengan tahapan yang diatur dalam UU Keinsinyuran. Namun demikian terdapat beberapa hal yang perlu mendapat perhatian lebih lanjut, seperti penyelenggaraan Program Profesi Insinyur belum melibatkan perguruan tinggi. Development of coastal areas requires professional human resources. Professional credentials for individuals can be attained through professional certification. This paper presents the procedure of professional certification base on Decree no. 11,2014 on Engineering. This study is a descriptive and qualitative research, carried out through the stages of literature study and data collection include professional competence assurance system, profession licence, qualification assurance systems engineering profession. Data were analyzed reference to best practices certification procedure in Malaysia, Singapore and the Philippines. The study show there are two stages of examinations and three standards in the certification procedure. The examinations are professional examinations and competence examinations. Professional examinations held in the Professional Engineers Program while competence examinations organize by Professional Certification Body. The standard that used are the Engineers Service Standard, Engineers Competency Standard, and Engineers Professional Program Standard. All of these standards underlying the certification engineering procedure. Kesiapan Indonesia sangat diperlukan menghadapi MEA, jika tidak, maka Indonesia hanya akan menjadi pasar bagi negara ASEAN lainnya. Kesiapan Indonesia ini, diperlukan tidak hanya pada proteksi produk namun juga pada sisi dunia ketenagakerjaan. Saat MEA berlaku, ada 8 (delapan) profesi yang telah disepakati untuk dibuka, yaitu insinyur, arsitek, perawat, tenaga survei, tenaga pariwisata, praktisi medis, dokter gigi, dan akuntan. Profesi-profesi tersebut dituntut untuk meningkatkan profesionalitas. Untuk itu diperlukan peraturan perundangan yang mengatur profesionalitas. Khusus untuk profesi insinyur telah dikeluarkan Undang-undang 11 tahun 2014 tentang Keinsinyuran (UU Keinsinyuran)
Tujuan studi ini adalah mengkaji peran UU Keinsinyuran dalam mengatur kegiatan keinsinyuran dengan menjalankan Standar Keinsinyuran yang didasarkan pada Kode Etik Keinsinyuran sehingga dihasilkan Insinyur yang profesional. Insinyur yang akan dibahas dalam studi ini adalah insinyur pada disiplin rekayasa sipil, yang selanjutnya disebut sebagai tenaga ahli konstruksi. Studi ini termasuk dalam penelitian deskriptif dan bersifat kualitatif, dilakukan dengan cara pengumpulan data primer dan data sekunder yang mencakup sistem penjaminan kompetensi profesi, izin kerja profesi, sistem penjaminan kualifikasi profesi keinsinyuran. Data dianalisis mengacu pada best practices kegiatan tenaga ahli konstruksi yang berlaku di negara Malaysia, Singapura dan Filipina.
Studi ini menghasilkan bahwa UU Keinsinyuran mengatur kegiatan keinsinyuran meliputi sistem penjaminan kompetensi profesional bagi perolehan izin kerja, sistem penjaminan kualifikasi dasar untuk memasuki profesi keinsinyuran, dan sistem penjaminan mutu akademis untuk pendidikan tinggi teknik. Dapat disimpulkan bahwa UU Keinsinyuran ini merupakan sebuah bentuk validasi akan kemampuan seseorang untuk dapat menjadi Insinyur yang profesional.
