In this work, we will analyze the collective actions of Afro descendants and Africans in Argentin... more In this work, we will analyze the collective actions of Afro descendants and Africans in Argentina regarding social movements (SMs). That is, we intend to understand the relationships, significations, and orientations toward collective action. Following Alberto Melucci's approach, we should not consider SMs as an ‘empiric unit’ but an ‘analytical category’, through which it may be possible to understand Afro-Argentine collective social action. The SMs are social constructions, and their work should be analyzed as a result, not as a starting point. We consider an SM as instituting, not as instituted, as a form of collective action oriented toward the construction of a new identity. Individuals construct their objectives, make choices, and take action according to the perception of their environments in relation to the social expectations. Therefore, we understand an SM as a network formed by a wide variety of groups and individuals scattered but interconnected, a network submerged in the daily life and from where the collective identity and the links for action are structured.
Este trabajo tiene como propósito presentar un panorama general de las migraciones africanas subs... more Este trabajo tiene como propósito presentar un panorama general de las migraciones africanas subsaharianas hacia Argentina, particularmente las arribadas a partir de la década de 1990, a las que hemos dado en llamar "nuevas" respecto de la migración de los caboverdeanos sucedida entre fines del siglo XIX y la primera mitad del siglo XX. El nuevo escenario migratorio hacia América del sur, particularmente el corredor migratorio hacia Brasil y Argentina, se explica principalmente- aunque no sólo- por causas económicas. La inestabilidad política, la debilidad institucional y de las políticas sociales de muchos países africanos, son también factores que contribuyen a la expulsión de un número importante de sus ciudadanos. A ello debemos sumar, la fuerte dimensión securitaria que ha tomado en estos últimos años las políticas migratorias de los países del norte como los Estados Unidos y la Unión Europea, que aumentan las restricciones y controles fronterizos, generando en definitiva nuevas rutas para los flujos migratorios, que la normativa vigente, los políticos y muchos académicos, denominan "irregulares". In this article, we take advantage of the quasi-experimental situation of the 2013 legalization p... more In this article, we take advantage of the quasi-experimental situation of the 2013 legalization program for Senegalese citizens in Argentina to study its effects on immigrant street hawkers’ incorporation into the formal labor market, their working conditions, social integration, and collective mobilization. In order to understand the impact of legalization programs, it is important to acknowledge that in informal labor markets, the effects of amnesties are likely less pronounced than in predominantly formal markets. Furthermore, the scope of socioeconomic rights granted to unauthorized migrants and migrants’ subjective expectations and aspirations need to be taken into consideration. Based on 50 in-depth interviews and a small N survey, our study suggests that the legalization effect on Senegalese street hawkers’ access to the formal sector is limited. However, legal status does benefit migrants’ subjective well-being and their disposition to engage in collective action for labor and human rights.
En este estudio, presentamos algunos resultados teóricos y metodológicos derivados del análisis d... more En este estudio, presentamos algunos resultados teóricos y metodológicos derivados del análisis de las políticas públicas y sociales en el campo de la cuestión indígena en Argentina. El período considerado se extiende desde 1945 a 1955, considerado como el período del “primer peronismo” o “peronismo clásico”. Analizamos regulaciones jurídicas sancionadas durante el período considerado. La problematización implica la verificación del alcance y los límites de los conceptos de políticas públicas y sociales, aplicadas con/sobre/hacia los pueblos aborígenes.In this study, we present some theoretical and methodological results derived from the analysis of public and social policies in a matter of aborigines in Argentina. The period considered ranges from 1945 to 1955, which has been named “first Peronism” or “classic Peronism”. Legal regulations that were sanctioned during the period were analyzed. The problem identification is to verify the reach and limits of the analytical concepts of public and social policies implemented with/about/on aborigines.Fil: Ottenheimer, Ana Cristina. The migration of sub-Saharan Africans to South America is a relatively recent but growing phenome... more The migration of sub-Saharan Africans to South America is a relatively recent but growing phenomenon that is not yet been sufficiently explored by scholars. Although studies about the African presence in Argentina have increased significantly in recent decades, most take a historical perspective and are primarily concerned with the descendants of Africans enslaved during the colonial period. This chapter, conversely, deals with Africans' more recent movement to the continent. It focuses on the migration of Senegalese and their mobile trade as street vendors in Argentina, thereby contributing to the understanding of the more recent mobility of people and things between sub-Saharan Africa and South America. In this chapter, I will explore the reasons why the Senegalese who have relocated – and continue to do so – to Argentina decide to leave their country. I will also investigate the way in which these individuals organize their travel and how the informal market supports the pathways into which those Senegalese insert and consolidate themselves as a transnational community. If we consider migration as a system comprising the constant circulation of people that establishes connections between the migrants and the land on which they live, these circulations must be understood as starting points for the formation and consolidation of ancient (earlier) and recent bodies of knowledge. This knowledge consists of the special expertise associated with travelling and migration, and is continually transmitted to the next migratory generation mobilizing new migration routes at the same time. A characteristic feature of these circulating migrants is their loyal attachment to their place of origin, which is concomitant with reluctance towards integration in the Argentinian society and at times a temporary instrumentalization of citizenship. Their frame of reference is the territory they construct, which they refer to with neither concern for the customs and values of the people living
