Este documento es un trabajo que tiene como objetivo el formular los lineamientos para la impleme... more Este documento es un trabajo que tiene como objetivo el formular los lineamientos para la implementación de la línea de base, como parte de un sistema de seguimiento y evaluación, que permita evaluar procesos de concertación y planificación participativa a nivel regional, provincial y distrital, que sirva a su vez como insumos para evaluar la capacidad de gestión de los gobiernos locales en el marco del proceso de transierencia de los programas sociales del MIMDES.

Of them, 170,5 millions (48.5%) work at the hazardous child labor forms. A high percentage is in agriculture, others in mines, manufactures, brick makers, predominantly in informal economy. The 138 Convention of ILO and the 182 Convention, define as hazardous child labor activities that can affect the health, safety and morality of the children. Studies on the children at work point out their particular susceptibility to some occupational risks, increasing the danger for their normal development and growth. "They are not little adults". The occupational health professionals, can collaborate with the professionals and the organizations specialized on child labor in the definition and characterization of hazardous child labor. La Agenda Social Andina, en la actualidad, reconoce lo social como un espacio vital de la integra... more La Agenda Social Andina, en la actualidad, reconoce lo social como un espacio vital de la integración centrada en la vida digna. Desde esta identidad, la agenda social se constituye en el factor más cercano a la posibilidad de construir igualdades y desarrollar estrategias de lucha contra la pobreza, generando interdependencias con otros ámbitos, especialmente el económico. En realidad, nuestra agenda es, en su concepción y en su práctica, una propuesta económica y social. Es este legado el que nos permite llegar a esta Apacheta, resumiendo nuestro camino recorrido y nuestros desafíos en la declaratoria del Año Andino de la Integración Social. Pero este punto de encuentro no obedece solamente a las acciones de la Secretaría General de la CAN, porque en realidad, las políticas comunitarias son productos de la articulación de tres fuentes: las políticas nacionales de desarrollo social; la selección de buenas prácticas de la sociedad civil; y acciones subregionales conjuntas. En la prospectiva o el camino a seguir recorriendo, tenemos que fortalecer la relación integracionista Estado - Sociedad Civil, enriqueciéndola además con las experiencias de los Órganos e Instituciones del Sistema Andino de Integración.
