This research is motivated by the low scientific literacy skills in Indonesia based on the results of the 2015 PISA survey and the limitations of teachers in measuring students' scientific literacy skills so that they have not been developed optimally. The purpose of this study is to develop and determine the level of feasibility of the Two-Tier Multiple Choice test evaluation instrument based on scientific literacy on the theme of acid rain. The research method used is the research and development method with the ADDIE development model (Analyze, Design, Development, Implementation, and Evaluate) which in the development process is only at the Analyze, Design, Development, and Evaluate stages.
