Ce mémoire s'intéresse au processus décisionnel en politique étrangère des États-Unis lorsque le président s'est retrouvé en situation d'invalidité. Plus précisément, cette étude porte sur le comportement des principaux conseillers au sein du processus décisionnel selon la présence ou l'absence du président en mettant l'accent sur les entrepreneurs politiques. L'hypothèse défendue est que l'invalidité du président est une occasion favorisant l'émergence d'entrepreneurs politiques qui vont tenter de saisir l'opportunité se présentant à eux afin de promouvoir leurs propres intérêts dans la formulation de la politique étrangère. Pour mener à bien cette recherche, nous analysons trois études de cas qui se déroulent dans le cadre de la guerre froide, au cours desquelles le président s'est retrouvé en situation d'invalidité temporaire. Eisenhower s'est retrouvé en situation d'invalidité à trois reprises en l'espace de deux ans. Durant ces périodes, le processus décisionnel n'a pas changé, mais le secrétaire d'État Dulles a pris une décision qui a fait dévier la politique étrangère en l'absence du président et dont les conséquences internationales ont été désastreuses. Au cours de la guerre du Kippour, Kissinger a pris en main le processus de gestion de crise et s'est approprié les pouvoirs présidentiels de Nixon, qui était accablé par le scandale du Watergate et sans doute temporairement inapte à gouverner à cause de ses excès d'alcool. Lorsque Reagan a été victime d'une tentative d'assassinat, le secrétaire d'État Haig tenta sans succès de prendre le contrôle de la gestion de crise. Cet évènement permit à un groupe de conseillers de s'imposer au sein de cette administration. Toutefois, ces trois cas ont eu des résultats différents, ce qui suggère que l'invalidité présidentielle ne modifie pas systématiquement le processus décisionnel et la politique étrangère. Enfin, cette étude conclut que certains facteurs ont prédéterminé l'impact de l'invalidité présidentielle sur la prise de décision.

On December 27th and 30th 2011, I met with Kari Levitt in her apartment on De l’Épée, Outremont. I met her in 1987 at McGill while studying in political economy. Since, I always thought of her as one of the most inspiring women in Canadian political economy. Two professors I had studied with at Glendon College, York University, Omar Hamouda and Lori Tarshis - a student of Keynes - had strongly encouraged me to contact her. That is what I did. At the time I did not know much about her. I did not know she was the daughter of Karl Polanyi, or that she had written Silent Surrender. I am now a professor of political economy at UQAM, and thinking back, I felt a desire to know more about Kari Levitt’s work and life. I also thought the same about Sylvia Ostry. Then came the idea of a book on important contributions from women in Canadian political economy. The interviews I conducted with Kari Levitt in December 2011 will be used to write an eventual chapter on “Kari Levitt’s life and contribution to Canadian political economy”.

Multinational corporations (MNCs) have become the most powerful drivers of integration and structural changes in today’s global economy. MNCs have not completely subordinated States and markets in shaping the global economy, but they have transformed the world and given rise to a new set of economic, political, social, cultural and legal problems. Yet, quite ironically, MNCs are now facing a recombination that tends to subordinate them to transnational networks of corporate economic power. The thorny issue of regulating the global economy is, in this context, even more complex as regulatory systems of global governance must be built to fit those transnational networks superseding States and firms. This article presents an overview of the most important theories in international political economy on MNCs in order to situate the new theoretical challenges pertaining to the understanding of contemporary structural changes in the world economy and their incidences on global governance. ...

Dans la première partie, nous présenterons les positions respectives des défenseurs de la coopération et de la concurrence fiscale. La seconde partie portera sur les formes multiples que prend la coopération internationale dans le domaine de la fiscalité. Nous identifierons trois niveaux de coopération, en fonction du degré d’autorité qu’acceptent de déléguer les acteurs, soit : le niveau global, le niveau multilatéral et le niveau bilatéral.
